TECHNICAL MEMORANDUM STANDARDS FOR EFFLUENT DISCHARGE

INTRODUCTION
Over the past few decades, the economic growth and population pressure makes the quality of waters of Hong Kong progressively worse. In order to safeguard public health and maintain the natural recovery, in 1980, The Water Pollution Control Ordinance (Chapter 358) was enacted; and HKSAR Government has been implemented controls on wastewater discharges. Any activity which involves the discharge of effluent from industrial, institutional and commercial premises within the water control zones, the discharge licence must be required.
TECHNICAL MEMORANDUM
The Technical Memorandum on Effluent Standards is a guide to the Authority under the Ordinance. It declares the water control zones in Hong Kong and sets the acceptable limits that make effluents discharge into foul sewers, storm water drains, inland waters or coastal waters. The limits control the physical, chemical and microbial quality of effluent. Parameters are listed on Figure 2.
EFFLUENT STANDARD
Each water control zone has its own discharge standard depends on its nature and the discharge flow rate (in Figure 1). Discharge licence owner has to follow the parameters and acceptable limit on licence to discharge the wastewater. Therefore, the regular monitoring is required. ALS provides the different package for general discharge, such as construction discharge, swimming pool discharge and grease trap discharge; which are shown in Figure 3.

ALS provides pre-treated and labelled sample
containers for all analytical work to be conducted at
the laboratory. All preservation and chilled samples
whilst en route to the laboratory maintain the
wastewater quality.
