SolarRegion Freiburg is the
blueprint for sustainable
regional development. Cessa-
tion of nuclear energy, cau-
tious use of valuable energy
sources and climate protec-

This has won Freiburg the
German Solar Prize and a
top position in the "Solar
Bundesliga" contest.
The success of our municipal
solar policy is based on two
factors: cooperative partners

The large increase of enter-
prises in the solar industry in
the region proves that it is not
only possible to live with the
sun, but also from the sun.
Solar energy secures jobs
and economic prosperity on
one side, environmental and
climatic protection on the
other. Thus, it fulfils the prin-

Solar-Fabrik AG (Solar Factory
plc), founded in Freiburg as
a small and medium-sized en-
terprise, has become the most
successful producer of photo-
voltaic panels on the German
market. The award-winning
building with its 'Zero Emis-
sions' concept is representa-

An unspoilt environment is a
most valuable asset for the
tourist business in the Black
Forest, the Kaiserstuhl hills
and the Upper Rhine region
and it is part of the quality of
life. Therefore it is only logical
to discover solar energy for
tourism. Freiburg attracts
'solar tourists' from all over
the world. Specialists and inter-
ested visitors discover perspec-
tives for the solar future by
real examples.
In SolarRegion Freiburg, this
path has been explored by
the 4 star hotels Victoria and
Hirschen with their ambitious
energy concepts, or the rural
pub Rappenecker Hof on
Schauinsland, with off-grid
power supply developed by
Fraunhofer ISE and subsidised
by badenova innovation funds.
The Dreisam river bank café
and the bistro in Solar-Fabrik
welcome their visitors. Solar
absorbers keep a comfortable
temperature in the Strandbad
swimming pool.
The two solar towers of the
central station mark the entry
to the solar city Freiburg.
For their solar fronts special
modules were de-
veloped in Freiburg.
Nearby, the "Mobilé"
bicycle station inte-
grates environ-
ment-friendly
energy and
mobility.

Over and above economic
interests and municipal policy-
making, it is the voluntary com-
mitment of the citizens which
is the motor of solar energy de-
velopment.
The commitment of our citizens
provided the funding for the
"Regio solar power plant".
This consists of a network of
large photovoltaic installations
in different locations. The solar
plant on the grandstand roof
of the SC Freiburg soccer stadi-
um has attracted particular
attention. Today it holds four
PV units with different funding
schemes, each involving citi-
zens as shareholders.
Many homeowners invest into
own solar electricity plants. They
are supported by the regional
power company badenova.
Their subsidy scheme is in
turn based on the commitment
of their customers and their
financial contribution. Solar
thermal collectors as well have
developed from the ecologically
valuable to the economically
reasonable.
Parish communities, sports
associations and schools in
Freiburg show a particular
commitment to solar energy,
initiating a large number of
projects.

Freiburg is the home of Fraun-
hofer Institute for Solar Energy
Systems ISE, the largest Euro-
pean solar energy research
institute. Fraunhofer ISE de-
velops systems, components,
materials, and processes for
the business areas: buildings
and building services technolo-
gy, solar cells, off-grid power
supplies, grid-connected re-
newable power generation
and hydrogen technology.
Practical feasibility and eco-
nomic viability are the guide-
lines for innovative solutions
'made in Freiburg'.
Air conditioning systems de-
veloped by ISE for a university
hospital laboratory and for the
Chamber of Commerce and In-
dustry operate almost entirely
on thermal solar power. The
building of Fraunhofer ISE is in
itself a fine example of energy-
efficient architecture. In the
neighbourhood Fraunhofer
SOBIC is an information center
on solar building innovation,
and PV-TEC provides test and
development facilities for the
solar industry.
Expertise and know-how of
Fraunhofer ISE radiate into
many projects and enterprises
and constitute a major asset
for SolarRegion Freiburg as a

future imply much more than
solar panels on the roof. Both
passive and active use of solar
energy combine in integrated
concepts which are architectur-
ally appealing and maintain a
high quality of life.
In Freiburg these include ex-
perimental projects like the
self-sufficient solar house by
Fraunhofer Institute 1992 or
the rotating structure of Rolf
Disch’s solar house Heliotrop.
There is innovation in new
buildings as well as in the re-
furbishment of old buildings
such as the Familienheim
apartments Wilmersdorfer
Straße.
Solar residential estates imply
environmental advances in
many respects: energy, traffic,
water, and nature preservation
are all integrated in planning.
The Plusenergiehäuser® ("ener-
gy-surplus-houses") of the
Schlierberg solar estate gener-
ate more energy than the
residents consume. The new
districts Vauban and Rieselfeld
were consequently build ac-
cording to an advanced stand-
ard of low energy consumption.

For the success of solar energy
in the region appropriate train-
ing in the skilled trades is im-
perative. Installation businesses
are pivotal as an interface be-
tween technological innovation
and the users and customers.
Expert planning, installation
and maintenance demand ap-
propriate technical skills of the
workmen and an open-minded-
ness for renewable energies.
Freiburg is renowned for its net-
work of training institutions cov-
ering energy-saving construc-
tion, efficient energy supply and
renewables: Richard Fehrenbach
vocational college and its state-
of-the-art equipment for appren-
tices, the academy of the trades
corporation for continuing train-
ing, Offenburg University for en-
gineers, Freiburg solar university
for scientists, EnEd international
education center for energy so-
lutions, and more. Backed up by
research, international
associations (ISES, ICLEI) and
companies, Freiburg develops
customised training programs
for partners all over the world.
Solar power has long made its
entry into education in Freiburg.
There are major school projects
outside the technical training.
One third of the schools in Frei-
burg run their own solar pro-
jects, initiated by committed
teachers, pupils and parents.
Hands-on educational programs
fascinate school children and
young people.

Marketing and fundingThe regional power supply
company Badenova runs a
subsidy program supporting
customers who want to install
photovoltaic panels. The
scheme is financed from elec-
tricity sold under the brand
label regiostrom. The small
surcharge on regiostrom (as
compared to the standard ta-
riff) is invested exclusively
into further regiostrom power
stations: photovoltaics, bio-
mass and small hydropower.
This has has improved the
economic competitiveness
of solar energy and brought
a continuous increase of
environmental friendly elec-
tricity generation. 10% of
the Badenova customers have
voluntarily opted for electricity
from regional and renewable
energy sources. Badenova also
offers subsidies for thermal
collectors.
In 2001 Badenova initiated the
'Innovation Funds for Climate
and Water Protection' to sup-
port projects which combine
maximum environmental ben-
efit, a high multiplier effect
and economic advantage in
practical application.
Other approaches to financing
were also for the first time de-
veloped in Freiburg and have
since then been successfully
implemented and replicated:
co-op models of participation
as well as concepts on a funds
or on a shareholder basis.
