Introduction
• In 2003 the Swiss people referendum declined the energy sector liberalisation.
• To stay synchronous with the European development, Swiss government approves in 2007 the “Stromgesetz” (“Electricity Law”) that defines the forms and terms of energy market introduction in Switzerland and defines the role of Transmission System Operator (Swissgrid).
• The law is active per 1.1.2008.
• The market opening is set to 1.1.2009.

Main Market Introduction Steps
The market introduction task includes:
• development of general market operation concept, detailed implementation concepts and roles definitions of the market participants
• development of corresponding business processes
• development of juristic and contract basis
• design, development and taking into operation of the supporting IT/ICT Systems:
• market management system
• power/frequency regulation system
• power plants monitoring system
• prognosis and analysis tools
• personal employment and education

Ancillary Services
• Introduction of the ancillary services (also known as system services) market is the central part of the energy liberalisation process.
• Ancillary services include:
• primary frequency regulation
• secondary frequency regulation
• tertiary frequency regulation
• voltage control
• compensation of the losses in transmission network
• realisation of the "black start" (step-by-step reactivation of the national grid after the blackout)

Conclusion
• With the above methodic the coordinated and synchronous project development was organised
• 7 Projects in StromVG delivered 12 new systems and introduced more than 200 new processes
• Project SDL delivered 5 Systems and introduced over 60 processes in one year
• The market start occured as planned on 1.1.2009 without any side effects
• All the systems are still in operation
