1 eNewsletter environmental technology 01/2013 Climate Change Adaptation Technologies Climate protection and adaptation to climate change are two of the greatest challenges facing humanity in the 21st century. Climate change has already begun. In order to combat the unavoidable consequences such as extreme weather events and higher average temperatures, the Federal Government adopted the German Strategy for Adaptation to Climate Change in December 2008, thereby creating a national framework for adapting to the impact of climate change. (Source: Fortschrittsbericht Nachhaltigkeitsstrategie 2008 ) In August 2011, the Federal Government finalised the Adaptation Action plan in order to flesh out the adaptation strategy with concrete activities. The objective was to ensure that measures for adaptation to climate change do not conflict with those linked to climate protection. Unavoidable conflicts of aims should be attenuated by accompanying measures where possible. As a consequence, priority should be given to synergistic adaptation measures that also contribute to the reduction of greenhouse gas emissions (Source: German Strategy for Adaptation to Climate Change , Chapter 3.4). Natural disasters related to weather (green = meteorological events, blue = hydrological events, orange = climatological events) have increased substantially since the late 1970s. At a press conference held by the Strategic Alliance of Authorities for Adaptation to Climate Change on 30 October 2012, the Federal Environment Agency (FEA) made it clear that adaptation measures to reduce the risks associated with climate change not only cost money, but can also save money. Dr Kora Kristof, head of department at the FEA, referred to the effective action of green roofs in cities that would have a positive impact on human health, reduce the temperature on hot summer days in cities and relieve the sewage infrastructure in the event of heavy rainfall through the retention of rain water. The city of Düsseldorf has already introduced a 50% discount on fees for the discharge of rain water on green roofs of €0.49 per m 2 per year. The FEA therefore recommends financial support for green roofs. As another example, Dr Kristof cited the use of heat-resistant road surfaces because they prevent damage to roads and can thus reduce congestion and accidents. This prevents accident costs, reduces time losses caused by congestion, and lowers maintenance costs. The benefit could be up to seven times greater than the cost if this measure was to be taken into account in current investment in road construction: an investment of €1 could save €7!     Technologies for adaptation to climate change in CPG The consequences of climate change are so diverse that few areas of social, political and economic life will remain unaffected in the years and decades to come. In addition, some areas are indirectly connected to each other. Low water levels in rivers not only make life difficult for fish. Shipping, water management and even power supplies may also be affected, because water from rivers is often used to cool the electricity producers’ power stations. (Source KomPass, in German) The following list contains just some of the current areas of action for potential adaptation strategies and measures: health, agriculture, forestry and water management, nature conservation / biodiversity, transport, tourism, and flood/coastal protection and regional/residential area development, and also the insurance and financial industries.

These can be implemented as individual measures within the adaptation strategies. The new technological sector of Climate Change Adaptation Technologies provides an overview of the current status and helps those involved to find the relevant contact person through the collation of projects and additional information. Long-term adaptation to climate change primarily involves restructuring strategies and investments. In addition to providing information on promotion programmes, this newsletter therefore also contains references to financial sector initiatives that broach the issue of climate change. ------------------------------------------------------------------------------------------------------------------------------ General information The “German Strategy for Adaptation to Climate Change” can be viewed in the context of global and EU-wide activities that are presented in the following publications: IPCC-Special Report: Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation (SREX) (28/03/2012) In 2009 the European Commission published the white paper Adapting to climate change: Towards a European framework for action. On 16 April 2013 the European Commission adopted an EU strategy on adaptation. In addition to national strategies, some federal states have also published their own adaptation strategies, or are currently working on them – Overview of adaptation in the federal states (Some information is available in English).     Involved ministries are: Federal Ministry for Economic Affairs and Energy, Federal Ministry of the Interior, Federal Ministry of Food and Agriculture, Federal Ministry of Transport and Digital Infrastructure, Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety, Federal Ministry of Education and Research. To support collaboration, networks and alliances have been created between departments and institutions to initiate joint projects and provide information portals. One example is the “Strategic Authorities’ Alliance for Adaptation to Climate Change”, a joint venture between the Federal Office of Civil Protection and Disaster Assistance (BBK), the Federal Agency for Technical Relief (THW), the Federal Environment Agency (UBA), the German Weather Service ( DWD) and the Federal Institute for Research on Building, Urban Affairs and Spatial Development (BBSR).

Oed English summaries of selected German websites: Competence Centre on Global Warming and Adaptation (KomPass) (in German) The Federal Environment Agency’s Competence Centre on Global Warming and Adaptation is a guide and point of contact for adaptation work in Germany. As the interface between climate research, society and politics, it identifies vulnerable sectors and regions, assesses the impact of climate change, and indicates opportunities for adaptation measures and potential obstacles. The Competence Centre uses its project catalogue (Proka) and action database (Tatenbank) to provide information about national and international projects dealing with adaptation to climate change. The management tool Klimalotse - Leitfaden zur Anpassung an den Klimawandel (Climate Guide – Guideline to Adapting to Climate Change) supports the development of a specific adaptation strategy for individual companies or local authorities. (Source: KomPass) The German climate portal provided by the German Meteorological Service The German climate portal collates findings from the 19 institutions in Germany that are currently dealing with adaptation to climate change. It supports the systematic networking of climate service providers and users of climate information throughout Germany, and is an essential component of the national implementation of the Global Framework for Climate Services (GFCS) in Germany. (Source: Deutscher Wetterdienst) Klimanavigator – The network for climate research in Germany (in German) German research has a unique capacity for generating knowledge about processes in the atmosphere, the oceans, on the earth’s surface and in polar regions, along with information on the extent and consequences of natural and anthropogenic environmental change. In order to improve the transfer of knowledge between scientists and society, the Climate Service Center at the Helmholtz-Zentrum Geesthacht, which is based in Hamburg, has worked with several partner organisations to develop the “Klimanavigator” as a national internet portal for climate information.     KLIMAPS (in German) KLIMAPS is an online database created by the Julius Kühn Institute (JKI), Federal Research Centre for Cultivated Plants, to provide information on climate change. As such, it makes a contribution towards dealing with the consequences of climate change on agriculture and forestry, with particular attention to plant protection. Climate change will affect agriculture and forestry in several ways and also influence pests, diseases and weeds. The database provides access to recent research results and papers in this field. (Source: JKI) Klimzug – Climate Change in the Regions The Federal Ministry of Education and Research (BMBF) is furthering the development of innovative approaches to climate change adaptation with a funding activity "KLIMZUG". The objective of increasing regional adaptation-related expertise in Germany and securing and reinforcing a region’s competitiveness is being explored in seven project regions, taking into account future climatic conditions. (Source: KLIMZUG) Klima-und-Raum.org – Platform for climate change and regional development (in German) The central element of this platform is a project database which can be used to search for current research and implementation projects. The primary focus is on activities that deal with issues related to regional development and spatial planning. The platform is supported by the partners in the Leibniz project “Adaptation to Climate Change through Spatial Planning: Basic Concepts, Strategies, Tools” (KLIMAPAKT, 2008-2010). KlimaExWoSt and Stadtklimalotse Based on scientific evidence a decision support system (DSS) was developed focussing on German municipalities as central actors. This DSS called “Stadtklimalotse” (city climate guide) supports the identification and implementation of appropriate measures for mitigation and adaptation in urban development. The best ideas are worthless if no one is prepared to fund their implement-tation. However, the issue of financial support has not yet played a significant role in the climate protection debate.     Climate and Finance Action Week The objective of the Federal Ministry of the Environment’s Action Week on Climate and Finance (Aktionswoche Klima und Finanzen) is to work with financial services companies to provide information about climate-friendly financial services, showcase attractive products, and work towards ensuring that the German financial market is climate-friendly. (Source: BMUB) Mainstreaming of climate risks and opportunities in the financial sector Climate change entails substantial risks, and also opportunities, for the financial sector: Damages in the billions threaten the performance of investments and companies, while at the same time new business segments emerge. Therefore, institutional investors, insurance companies, asset managers and pension funds have increasingly been dealing with climate change issues in recent years. At the same time one of the BMU’s primary concerns is to forge strong links between the two areas of climate protection and adaptation to the impact of climate change.     Strategies for adaptation to climate change cannot be limited to individual fields of action. The consequences of climate change have an impact on the work of many government ministries and their subordinate authorities. Involved ministries are: Federal Ministry for Economic Affairs and Energy, Federal Ministry of the Interior, Federal Ministry of Food and Agriculture, Federal Ministry of Transport and Digital Infrastructure, Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety, Federal Ministry of Education and Research. To support collaboration, networks and alliances have been created between departments and institutions to initiate joint projects and provide information portals.
