Small Wind Working Group Meeting

MINUTES OF THE MEETING
Discussion Points and Agreements Introduction 1. The re-launching of the Energy for All Partnership working group on small wind power took place on 9 March 2011 at a meeting hosted by the Korea International Cooperation Agency (KOICA) and chaired by Mr. Rimtaig Lee, Chair of the Korea Wind Energy Industry Association (KWEIA). A total of 19 participants coming from the Ministry of Knowledge Economy (MKE), KWEIA, Asian Development Bank (ADB), KOICA, KPMG and Korean small wind manufacturing companies participated (See Annex 1). The agenda of the meeting is attached as Annex 2.
Action points

Mr. Rimtaig Lee, Convener of Small Wind Working Group of the Energy for All Partnership and the Chairman of Korea Wind Energy Industry Association (KWEIA) together with Mr. Soonpa Hong, Director of Ministry of Knowledge Economy (MKE) welcomed the participants and provided a brief introduction to the Working Group on Small Wind. 3. Mr. Jiwan Acharya, Climate Change Specialist (Energy) from Asian Development Bank (ADB) presented ADB’s Energy for All Initiative, the Energy for All Partnership, and the background to the working group on small wind, and offered an overview of small wind development and potential in Asia. Mr. Acharya’s presentation is included as Annex 3. 4. Dr. So-Young Lim, Policy Advisor in KOICA’s Office of Climate Change, discussed KOICA modes of assistance for access to energy in Asia and the Pacific. Since its establishment in 1991 KOICA has played a critical role in the implementation of Korea’s Official Development Assistance (ODA). The East Asia Climate Partnership (EACP) is a KOICA-led initiative to combat climate change and foster green growth in partnership with developing countries. Low carbon energy is one of the 5 strategic priorities of EACP. Presentations from Korean Small Wind Power Manufacturers and Suppliers 5. To situate the participants on small wind development in Korea, several wind power manufacturers and suppliers shared their experiences on project development. The following presentations were made:
The Pioneer of Vertical Axis Wind Turbine, Cygnus Power Co., Ltd. (Annex 4) - Cygnus Power started the presentation with the brief

introduction of their company. Then the presentation dwelt on the features of their product which is the vertical axis wind turbine. Their products are available from 100 W to 5 kW capacities. It can also be coupled with solar panels to form a hybrid system. Cygnus has several installations within Korea and in countries like Singapore, Vietnam, USA and South Africa.
Dual Blade Counter Rotating Wind Turbine, AHHA Energy Co., Ltd. (Annex 5) – AHHA Energy Co., Ltd. presented the evolution of the dual blade counter rotating wind turbine. AHHA started in 1997 with the installation of its first pilot system. Several R&D activities were undertaken until the AHHA Energy was launched in 2006. To date, AHHA’s rotating wind turbine has already reached a commercialization stage having installed 5 units of 2-kW each turbines.
Vertical Axis Wind Turbine, Geum Poong Energy, Inc. (Annex 6) - Geum-Poong Energy Inc. is the leading manufacturer and distributor of the Vertical Axis Wind Turbines in Korea. It was established in 2006 although R&D activities started as early as 2003. Geum-Pong has already a number of installations in Korea from 200 W to3 kW capacities. They also have wind-solar hybrid systems for street lighting and have developed the grid-tied wind power inverter. In March 2010, Geum-Poong has been selected by Korea Energy Management Corporation as one of the distributors for 1 M green Homes Project by the Korean government.
Typical configuration of micro-grid for small wind turbine, Halapower Co., Ltd. (Annex 7) – Mr. Daihyun Chang presented several options for rural electrification but showed the advantages of small wind turbines. He discussed the viability of micro-grid and the typical configurations based on actual demand.
Working Group Discussion
6. After the presentation, discussions were initiated with focus on working group scope, priorities, resource mobilization, implementation timeline partners, and membership requirement among others. Following is a summary of key discussion points: (i) Participants agreed to form and maintain a network of small wind
promoters (manufacturers, donors, NGOs, university and research organizations etc.) and to formalize the membership/organizational structure of the working group. All participants reconfirmed their interest to join the working group.
(ii) It was agreed to organize an annual network meeting to share lessons learned, best practices, and information on project development status and opportunities.
(iii) The Energy for All Partnership website (www.energyforall.info) shall become a hub for information on small wind activities and shall be updated regularly with documents, events, resources, etc.
(iv) The small wind WG shall be promoted in international events to attract potential members

project to promote small wind as a source of electricity in rural, off-grid areas in Asia and the Pacific. ADB will circulate the TA paper to working group members and will inform the working group about opportunities for procurement and consulting services under the TA. Working group members are encouraged to share information with ADB on products, resource assessments, etc. that could support TA implementation.
(vi) The working group should explore ways to link small wind power and energy access with large wind installations
(vii) The working group shall focus on wind data collection, conduct of feasibility studies and other preliminary activities so project implementation will take place as soon as possible. Resource mobilization will also be the major activity of the working group.
(viii) ADB encouraged members to participate in the Asia Clean Energy Forum at ADB headquarters from 22-24 June 2011 which will focus on the theme “New Business Models and Policy Drivers: Building the Low Carbon Future.” In conjunction with the forum, the Energy for All Partnership will host the first Energy for All Investor Forum where energy access projects that have potential for upscale and replication shall be presented to various financing institutions, donor agencies and private investors. Working group members are also encouraged to share project ideas with the secretariat.
(ix) The Ministry of Knowledge Economy announced support for feasibility studies on wind power, which could be a potential source of funding for small wind development activities in selected countries
(x) Working group members reviewed the draft concept note and agreed on the need to revisit the number of beneficiaries and other parameters mentioned in the concept note
(xi) The Energy for All Partnership secretariat will support the working group to prepare a work plan and implement activities
(xii) It was confirmed that the several fund source from are available for the promotion of the Energy for All Initiative, the Energy for All Partnership including ADB, KOICA and MKE. It is also confirmed that the respective organization has its own procedure to apply the fund for the Energy for All Partnership. At the moment it is the mandatory to follow the respective procedure.
(xiii) Three potential sites, Nepal, Philippine and Indonesia have been selected and are under promotion stage by ADB. Inter alia the site of Nepal is under identification study, while the other two sites are at the primitive stage. ADB will keep all the members informed up date.
(xiv) When the fund source available for the Small Wind Power implementation, the action plan will be established immediately. In this regards, the more positive supports from ADB in raising the fund in the one basket for the effective promotion of the Energy for All Initiative, the Energy for All Partnership are cordially invited.
Closing 7. The Convener of the Small Wind Working Group, Mr. Rimtaig Lee delivered the Closing remarks and thanked all the participants for their contributions and KOICA for hosting the meeting.
