Main purpose

The main purpose of the ECEAP was

to support the energy conservation technical measures

by promoting “energy efficient” practices among the employees of government facilities.

Sub-groups Characteristics Implications

Top Management

This is the smallest sub-group (+- 20 persons) of our target audience, composed of the highest level SVG’s political decision makers: Prime Minister, Governor, Members of SVG Cabinet (ministers) and permanent secretaries.

Educational activities via formal channels (memorandums, formal interventions in SVG Cabinet meetings, etc.).

Middle management

This group included +- 160 intermediate managers (department or unit directors) in charge of taking operational decisions and passing information (top-down/bottom-up).

Educational activities (workshops, conferences and diffusion of scientific information) via formal channels (memorandums, circulars, official invitation and letters).

They could be also motivated by an EE competition and the EE label. Other events such as the EE week would also be motivation.

Operating staff

This is the largest group, composed of +-5000 civil servants in charge of operational tasks in different fields (specialists, researchers, doctors, teachers, etc.).

Attractive graphic mass communication campaign and mass communication events, such as the EE week or the EE competition.

• Characteristics : Energy Efficiency Quiz (EEQ) on a sample of 125 employees

Main Findings:

Good knowledge of SVG energy mix: 68% of questioned people marked right answer

89 % of questioned employees did not know the annual electricity consumption / the monthly energy cost in their work place

Confusion about principal energy consumers: most of the questioned employees consider “computers” are the principal energy use

Motivation : decreasing energy bill, climate change, air pollution

Lack of visibility of Government’s initiatives: 60 % didn’t answer or answered “don’t know”

Implementation GENERAL OBJECTIVE

Main goal is to raise awareness of the importance of everyday energy efficient uses and behaviours in preserving the

environment and reducing the impact on the climate change among civil servants and other employees of government

owned buildings.

Spread information and educate people on economic and environmental effects of non-renewable and non-efficient energy uses

Promote everyday energy efficient practices and show their economic and environmental impact

Promote the EE Programme of SVG Government

1. Segmentation of audiences

• Limited period of time (2 years)

o Step 1: education actions (decision makers, opinion leaders and

more concerned employees)

o Step 2: mass communication actions (the rest of civil servants).

(The ECEAP could be considered as a pilot initiative for a future EE national or regional awareness campaign)
