ENCAP Systems Corporation is a manufacturer and

contractor specializing in lead paint abatement. ENCAP

offers a proven solution to lead based paint problems, with

several successfully completed encapsulation projects.

Several million square feet of lead based paint has been

encapsulated with Encap products. ENCAP Systems

Corporation has been in the hazardous remediation and

lead paint abatement industry since January, 1988, and has

successfully completed numerous projects ranging in size

from $500,000 to $2,000,000.

COMPANY HISTORY

In 1987, Roy E. Johnson was the founder of a system to encapsulate lead based

paint. The system is now being used for the rehabilitation of old buildings and as a

replacement for stucco in new construction. In 1988, Roy formed Encap Systems

Corporation, to market the product to the Federal Government and also to public

housing for the encapsulation of lead based paint.

Roy was successful in bidding the First lead based paint demonstration that was

conducted by Dewberry and Davis, mandated by the US Congress, as one of the

sixteen abatement contractors chosen from one hundred and twenty five other

larger companies. Encap System Corporation, under Mr. Johnson’s

management, became the only contractor/ manufacturer/ minority firm that was a

part of this exclusive work.

Roy was a member of the Army Corp of Engineers, the Chamber of Commerce and

the Urban Business Professional Association, Roy was a committee member of the

National institute of Building Science, where he helped develop the Guide

Specifications for reducing lead based paint hazards and the lead based paint

operations and maintenance work practice manual. He also served on the

committee EO 6.23, of the Association of Standard Testing Methods (ASTM) where

he helped develop standards for the testing procedures for lead encapsulation

materials. Roy assisted in developing the State laws for lead abatement workers

and contractors for the State of Ohio. Roy served on the State Lead Advisory

Committee in Ohio.

ASTM C1601 - 04 Standard Test Method for Field

Determination of Water Penetration of Masonry

Wall Surfaces (ASTM C1601 - 04 2004) is a

pressurized water test that simulates wind

driven rain. The test measures the rate of water

flow out of a closed system under a given rate of

air pressure and water flow that simulates wind

speed and rainfall rate respectively.

Used by the University of Central Florida to determine the

reasons for water penetrations, new and old stucco

construction during heaving rains and hurricanes.
