Chapter 1 - Introduction
1.1. Project Background ADB has approved the Loan 2373-CAM; GMS: Southern Coastal Corridor Project (SCCP) on 18 February 2008, with the amount of $7.0 million. The Government of Australia (through AusAID) provided a grant of $8.0 million equivalent in joint co-financing for consulting services and civil works (this amount is including of ADB’s administration fee of $200,000). The Government of Cambodia will contribute about $3.7 million equivalent which should cover land acquisition and resettlement, independent monitoring of the re-settlement plan implementation, a part of the project management costs, a part of contingencies, a part of civil works costs, and all taxes and duties.
The Loan became effective on 12 August 2008. The proposed loan closing date is 31 December 2012.
The Greater Mekong Subregion-Southern Coastal Corridor (GMS-SCC) Project extends from Kampot in Cambodia to Ca Mau in Vietnam. At Appraisal, the road betterment program in Cambodia included: (i) NR33 upgrading between Kampong Trach and Lork-Ha Tien, (ii) upgrading bridges and drainage structures on NR33 between Kampot Trach and Kampot, (iii) routine maintenance works on NR31 between Kampong Trach and the junction with NR3, and (iv) periodic maintenance works on the Kampot-Kampong Trach section. In addition to the road and bridge works, the Project will develop cross border facilities (CBF) at Lork-Ha Tien at the Cambodia-Vietnam border and at Koh Kong at the Cambodia-Thailand border. The Project will promote economic growth, reduce transport costs and travel times and will facilitate movements of persons and goods between Thailand, Cambodia and Vietnam. The project environmental and social impacts will be addressed through the development and implantation of resettlement plans and environmental management plans; the HIV/AIDS, trafficking and gender issues will be tackled through awareness and prevention programs to be developed and implemented concurrently with the civil works. A team of consultants will assist with the Detailed Design and Implementation (DDI) of the Project and the Construction and Maintenance Supervision.
1.1.1. Original Scope of Works
The Original Scope of works of SCCP included the following components:
Rehabilitation of transport infrastructure; 15.2 kilometers of National Road NR 33 to be improved from Kampong Trach to the Vietnamese border (Lork)
Construction of two (2) new cross-border facilities in Lork (Vietnamese border) and Koh Kong (Thailand border)

Repair and widening of 24 bridges and culverts in the 37 Km section between Kampong Trach and Kampot

1.1.2. Revised Scope of Works
Due to some developments, the Original Scope of Works of SCCP has been revised and includes now the following components with the civil works schedules as shown below:
SCCP – CW1: Improvements of National Road NR 33 (from Kampong Trach to Preak Chak)
Commencement of works (NTP): 01 July 2011 Works completion (anticipated): 31 December 2012
SCCP – CW2: Construction of cross-border Facilities at Lork-Ha Tien Commencement of Works (anticipated): 01 January 2012

SCCP – CW3: Road Maintenance along NR 3 (approximately 62 Km) Commencement of Works (anticipated): 01 August 2012

HIV/AIDS, Trafficking Awareness and Prevention Program was implemented and is currently in progress along National Road NR 33, and will be implemented at the Cross-border Facilities Lork – Ha Tien and along the Korean funded projects National Roads NR 31, NR33, NR 117 and Kampot Bypass.

Chapter 2 - Executive Summary
2.1. Progress Summary as of 25 December 2011 The Civil Works Contract (Contract No. SCCP-CW1) with Contractor Lim Sarin Co., Ltd and SWEE Construction & Transport Co., Ltd, Joint Venture and the Ministry of Public Works and Transport has been signed on 20 May 2011.
Notice to Commence the Works has been issued to the Contractor on 01 July 2011.
Possession of Site was given to the Contractor on 01 July 2011.
Mobilization by the Contractor of some equipment commenced the first week of July 2011.
Joint re-survey by CSC’s and Contractor’s survey teams has commenced second week of July 2011 and has been completed by end of July 2011.
UXO and demining works have commenced second week of July 2011 and have been completed by end of the July 2011.
Progress of renovation/refurbishing of Site camp for the Engineer is to date estimated at almost 100 %, whereby renovation/refurbishing constitutes 100 % and supply of equipment/furniture constitutes 95 %. Vehicles Type B for the Engineer have been provided on 13 December 2011, but the entire laboratory equipment still has to be provided.
Implementation of HATAPP activities is progressing well along National Road NR 33 and is monitored by the CSC’s HIV/AIDS, Gender Social and Human Trafficking Specialists (International and local Consultants). Contractor has submitted it’s Inception Report for HATAPP on 05 August 2011, and further Monthly Progress Reports as of July, August, September, October and November 2011 have been provided. HATAPP activities at Korean funded projects have commenced on 21 December 2011.
Resettlement activities were almost completed along NR 33 with only a few APs remaining to be compensated. The CSC’s Status Report of Resettlement activities was submitted to PMU 3 on 05 August 2011. The CSC is currently coordinating with IRC for what concerns the compensation of one AP whose house is located close to the T-junction at PK 0+025 which will have to be removed.
The CSC’s Environmental Experts (international and local) were mobilized to site during the month of October 2011 and conducted detailed studies/investigations of the environmental situation. The updated Environmental Compliance Report was submitted to PMU 3 on 26 October 2011.
Joint site inspections have been conducted with representatives of PMU 3, CSC and Contractor at regular intervals during the quarter.
Monthly Coordination Site Meetings were regularly conducted at least twice a month during the quarter.
Several other coordination meetings were conducted with the Contractor in order to ensure a smooth project implementation.

Further, the CSC has further updated the project website 4Thttp://www.mpwt.gov.kh/externalfund/sccp4T. The CSC revised the project scope, finalized six (6) deliverable reports and up-loaded them into the “Documentation” of the aforementioned website. Those reports are: (i) Monthly Progress Report No. 2 of July 2011, (ii) Revised Methodology for Implementing HIV/AIDS, Human Trafficking Awareness and Prevention and Gender Mainstreaming Program, (iii) Update Report on Monitoring Activities (BME) for Civil Works Construction Phase, (iv) HATAPP Inception Report for the improvement of NR33 and Cross Border Facilities Lork – Ha Tien, (v) Environmental Compliance Report and (vi) Status Report of Resettlement activities.
The CSC’s Monitoring and Evaluation Specialists (international and local) have been mobilized during the month of October 2011 to update the Project’s PIMS, to prepare a PIMS user guide and to further improve the system development of the MIS. The Draft Reports have been submitted to PMU 3 on 16 November 2011.
The CSC has further submitted to PMU 3 the Contract Documents for SCCP-CW 2: Development of Cross Border Facilities (CBF) at Lork-Kampot on 21 November 2011.
Contract for SCCP-CW 2 with Contractor Kuy Leang Ky Construction Co., Ltd. was signed on 25 November 2011.
2.2. Social Safeguard Compliance As part of the project scope, the social safeguard compliance had been carried out with the following status:
Resettlement activities have been completed by IRC and monitored by an External Monitoring Expert. All major goals were achieved, including payment to most of the APs. CSC’s international and local resettlement specialists worked closely with the IRC. One AP whose house is located at the T-junction at PK 0+025 still needs to be compensated.
HATAPP is carried out by the Contractor for NR33 through CDOH Company as the Service Provider (SP) for both ADB and KEXIM financed projects, SP has extended and continued it’s works for the approved scope of works for NR33, the revised HATAPP scope to cover both ADB and KEXIM financed projects was submitted to ADB for approval. ADB/AusAID submitted comments thereon, and Contractor has prepared and submitted their response thereon with the support of the CSC. CSC’s international and local social and gender specialists have closely monitored the SP’s works. Contractor was requested by CSC to prepare a Variation Order to cover the Korean funded road sections by their Service Provider’s campaign. The Variation Order (VO) has been signed by PMU 3 on 27 October 2011. Contractor’s SP’s services at Korean funded projects as per above VO commenced on 21 December 2011.
For what concerns environmental issues as mentioned in the Contractor’s Contract documents, the Contractor has a duty to comply with the EMP and EMoP as provided in Part II-Supplementary Information. The international and local Environmental Specialists have been mobilized on 01 August 2011 to closely monitor the Contractor’s Works and the first Environmental Compliance Report was issued to PMU 3 on 12 August 2011, the

The CSC commenced it’s Services for the Construction and Maintenance Phase of the Project on May 23, 2011 with the arrival of the CSC’s Project Manager on May 22, 2011.

3.1.3. Supervision Consultant’s Activities during the quarter
Following mobilization of the CSC’s Project Manager, the Project Manager has continuously mobilized part of the CSC’s team as specified in Chapter 3.1.1.
The CSC has further carried out/performed the following duties/activities during the quarter:

However, it was noted by the CSC that the following documents/items are still missing and will have to be provided by the Contractor:

Contractor has submitted four (4) claims to the CSC, i.e. for
- De-mining of their borrow pit.
- Request for Day works for temporary drainage.
- Request to use selected subgrade materials for embankment due to lack of embankment materials in the area.
- Request for additional embankment materials due to joint re-survey.

The CSC has rejected Contractor’s claims for de-mining of their borrow pit and to make use of Day works for temporary drainage since there is no justification for such provisions.
However, the CSC has recommended to PMU 3 to give consideration for the use of selected subgrade materials for embankment since CSC has confirmed that there are no embankment materials usable in the area (flooded in the rice field).
PMU 3 has further approved additional embankment materials due to re-survey in the amount of USD 13,351.31 (or an increase of contract amount by 0.3 %).
3.1.4. NR 3 – Maintenance Component
The CSC Maintenance Specialist has been mobilized in Phnom Penh on 03 August 2011 and started his mission by studying relevant project documents, such as the design of NR 3 and, particularly, the Memorandum of Understanding (MoU) of ADB Mid-term review mission, dated 3-6 May 2011.
So informed about project background, status, further steps and his individual scope of work, he mobilized a team of local experts, that would accompany him to the site for a detailed condition survey of National Road 3, utilizing the occasion to be trained in inspection and assessing defects, reasons for said defects and remedial measures.
The Inspection was undertaken according to the following program

On site, discussions with DPWT maintenance staff were held about curative and preventive maintenance, encouraging them to not only patch potholes but to use the occasion also to undertake preventive measures such as treatment of cracked areas around, and sealing of what was repaired.
Back to Phnom Penh, the team edited the survey findings, i.e.

The 52 km section Kampot – Viel Rinh must, on grounds of its condition and further treatment, be divided into 3 sections:
Km 150 – 160 - maintainable Km 160 – 181 84 severe defects - not maintainable Km 181 – 201 15 defects, the correction of which - conditionally maintainable
easier to be carried out, but must be done soonest to include the section into the Routine Maintenance Program
The evaluation of the inspection of the 30 km heavily damaged section is ongoing, a Bill of Quantities for the repair works being prepared.
A concept of tendering performance based maintenance on NR 3 was developed as basis to discuss options to involve the private sector in routine road maintenance
A strategy study has been prepared by CSC to determine the type of repair/maintenance works and procedures for the implementation on NR 3.
CSC has further completed the Bidding Documents for NR 3 – Maintenance component.
3.2. Program for the following month
Program for January 2012 includes the following activities:
o Continuation of activities as described in Chapter 3.1.2.
o 100 % Completion of Facilities for the Engineer, including provision of lab equipment & furniture

3.3. Problems encountered and action taken
The Contractor has still to provide some missing documents which include
Environmental Compliance Reports.
Progress of work activities by the Contractor has been estimated as too slow, activities are behind scheduled work program. Contractor was requested to catch-up with their schedule. Contractor was repeatedly advised by CSC to implement forms as per CSC’s Quality Management Plan to ensure that all work activities will follow the forms and can be monitored/ supervised accordingly and to the highest engineering Standards.
Contractor has already obtained a Permit from Ministry of Energy and Mines to extract materials from their borrow pit, Contractor is now extracting the materials
Contractor was requested to continue Maintenance of the road to ensure smooth traffic operations. Contractor was requested to do dust control by spraying water three to four times a day along NR 33. Only very slight rains hampered the construction activities on site during the reporting quarter.

4.2. Progress Status National Road NR 33, SCCP – CW1, is located from PK 0+000 to PK 15+383 in Kampong Trach District, Kampot Province. Engineer’s (CSC’s) site camp and site office and laboratory is located along National Road NR33, Kampong Trach Lech Commune, Kampong Trach District, Kampot Province.
Work progress during the reporting quarter was as follows:
- Mobilization of Contractor’s staff and equipment is almost completed, about 95 % of (heavy) equipment was mobilized to site.
- Renovation of site camp for the Engineer is almost 100 % completed, lab equipment and lab furnitures still need to be provided.
- Clearing and grubbing works have continued at different locations (62 % completed).
- Roadway Excavation has continued at different locations (65 % completed).
- Embankment preparation continued and is 41 % completed.
- Road maintenance is continuing, covering the entire length of NR 33.
- Borrow pits/quarries for subgrade and sub-base were identified, materials tested and approved by CSC.
- Implementation of HATAPP through the Contractor’s service provider is on-going and in line with the schedule (30 % completed on ADB funded sections, and 1.5 % completed on Korean funded sections).
Overall physical accomplishment during the quarter was 15.74 %, which is behind the Contractor’s schedule which was 19.50 % (Variance: - 3.76 %).

- Quality Control CSC is closely monitoring all works of the Contractor to ensure quality works of NR 33 project. Quality forms prepared by CSC are currently implemented by both Contractor and CSC. A proposed temporary laboratory in Phnom Penh was approved by CSC International Soils & Materials Engineer (IME) and CSC.
Several tests have been carried out in order to ensure the quality of completed works (see Summary of Test Carried Out for details)
