1. Members of the Public were invited to address the Council (30 minutes). Mr C
Roberts re Nottingham Road outdoor gym. 2 other members of the public
attended. Meeting closed at 19.52pm
2. Councillors were invited to make a Declaration of interests of matters on the
agenda.

secured 3 months of insurance without charge within our current
insurance contract and therefore future renewal dates will be August.

December 2012 and March 2013 from Councillor Richmond

15. Council noted that Tresspass and Nuisance is still happening at the Sports
field and the individual refuses to accept the ban from Council land. Council
agreed to investigate private security company costs and to investigate legal
position of costs incurred being charged to him as the next stage of action. The
Clerk to continue to log and challenge the trespass. Clerk to prepare ledger of
costs
16. Council noted correspondence received from Resident in Read Way
regarding Shrubbery in Cheltenham Road has been forwarded to Insurance
Company without any admission of liability. Clerk to obtain TBC Officer report
via Borough Council.
17. Council agreed it does not wish seek ownership/adoption of land known as the
Shrubbery
18. Council agreed Committee structure for 2013/14- recommendation from
Officer of Council is
A) Amenities Committee-(non income generating services) play facilities,
playing fields, street Furniture, Notice Boards, War memorial, Shrubbery,
dog bags – 2nd Thursday of each month
B) Facilities to have 3 committees (self financing services) to meet 3rd
Thursday of each month on rotation basis. i) Premises (may, September,
December, March
ii)Sports field (june, October , January, April)
iii) Allotments (july, November, February)
C) Community Engagement –to meet 4th Thursday of each month – Parish
Updates, Website, Community Plans, Community grants, youth &
community engagement.
D) Planning and environment – to meet 2nd and 4th Thursday of each month

19. Council noted that no resolutions have been put forward for GAPTC AGM.
20. Council agreed representative(s) to attend GAPTC AGM on behalf of Bishop’s
Cleeve Parish Council to be discussed at next Parish Council meeting
21. Council noted that the call for election period has now passed and Parish
Council now has permission to co-opt for the vacancy in Cleeve Grange, signs
have been displayed
22. Council considered correspondence from St Michaels Church and agreed to
support in principal and would be happy to receive further information.

Police Report March 2013
Bishops Cleeve has experienced an average level of crime and incidents during March
2013.
There were two reports of assaults or violence against the person, the first taking place
at Greenacre Way, where a male was assaulted by his daughter following a domestic
dispute. The second took place in Tobyfield Road with a male assaulting another in the
street. The offender for this crime has been identified and is currently under
investigation.
There were ten theft offences reported, the first involved the interference with a car
parked on Stoke Road, the vehicle was searched but no items reported stolen. The
second and third incidents involved shoplifting at stores located at The Green and in
Church Road. In both cases, shops were entered and food items stolen. An offender was
arrested and prosecuted for the theft at The Green. The fourth incident involved the
theft of a purse, stolen from within a house in Woodmans Way. The fifth incident
occurred in Sunrise Avenue with a parked van having its catalytic convertor system
stolen. The sixth incident occurred in Church Road where a Jeep Cherokee was stolen
from the car park of the Tesco store and then later found abandoned. The seventh
incident occurred at Greenacre Way and involved the theft of supermarket vouchers
from within a house which were then later used by the offender. The eighth incident took
place in Nottingham Road, where a quantity of waste asbestos guttering was taken from
the driveway of a private house. The ninth and tenth incidents occurred in Pecked Lane
and Longlands Road, in the first instance, a ‘cat scarer’ was stolen from the front garden
of a private house and in the second, a number of garden pots were stolen from the
insecure front porch of another house.
There was one report of domestic burglary at a new build home currently under
construction on Gotherington Lane. In this case, the house was entered through an
insecure door and a chrome kitchen extractor fan stolen.
There were four reported incidents of criminal damage, the first taking place in
Deansway with a front, ground floor window of a house being smashed. The second

occurred in Hemming Way with a parked Volkswagen van having damaged caused to its
body work as well as having one of its tyres slashed. The third incident occurred on Stoke
Road, with a parked Renault car having one of its windows smashed. The fourth and final
incident was reported at the Tithe Barn in Cheltenham Road where an offender has
entered the building whilst it was open to the public and has then caused damage to a
fire alarm, fire extinguisher and an extractor fan.
When comparing March 2013 with March 2012, the crime figures show a slight increase
of 4.5%.

Meeting with couple of our Volunteer Wardens to discuss how we can
develop volunteer roles more widely.
26/03/13 Wingmoor Farm Liaison Forum
Agreement finally reached with community representatives on precise
location of the dust monitoring station. Installation will start shortly and
monitoring will be on monthly basis for a minimum of three months.
Potential to extend to up to six months if weather patterns not conducive to
effective monitoring.

Councillors attended the Meeting of Bishop’s Cleeve Parish Council on the 7th
March 2013 at the Parish Office at 7.30pm- Welcome by Chair of Council
1. No Members of the Public attended to address the Council
2. Council noted that Councillor B Lewis has resigned with immediate effect.
TBC has issued public notices. If 10 or more electorate ask for an election,
TBC will arrange with BCPC paying the costs. If no election is called, Council
will be advertising for co-option candidates

Thank you for your response to my enquiry. The problem is that the roots of trees nearest to my garage have
spread to such an extent that they appear to have damaged the brickwork.Bricks have become loose in a zig zag
fashion.
What I would like is for the trees to be removed and the roots dealt with,to allow the bricks to settle and then
have them re-cemented.You may or not know that a gentleman fom T B C came last Thursday to have a look at
the problem.

Correspondence from St Michaels Church
26th March 2013. Dear Parish Councillors, Dear Members of the Chamber of Commerce, St Michael’s Church in Bishop’s Cleeve would like to purchase a defibrillator to provide for our increasing congregation, many of whom are elderly. Instead of buying a private one, to keep safe in the church, we are considering providing one in our churchyard, which would still be very near at hand for us, but would be available for public use, should the need arise. The Parochial Church Council has asked me to write to you to see if you would be interested in supporting this project. Of course this is just at the idea stage now, and we would have to obtain permission from our diocese, Planning Permission, Listed Building Consent, Ambulance Service approval, and more. At present we are not certain exactly where it could be placed. However, we would be interested to know if your members have ever considered such a scheme, or would like to pursue it with us and contribute to it. I provide some information on the Cpad scheme below. What is an automated external defibrillator (AED)? An AED is a portable electronic device that automatically diagnoses and treats life threatening cardiac arrhythmias through the application of electrical therapy, allowing the heart to re-establish and effective rhythm. Reasons for having a defibrillator
• Sudden Cardiac Arrest (SCA) is one of the UK’s largest killers.
• To achieve a positive outcome when dealing with SCA, medical assistance must be given within 4-5 minutes of the event.
• Survival rate after SCA with cardiopulmonary resuscitation (CPR) alone is 5%. With a defibrillator it is 50%.
• CPR, learnt on the usual First Aid Training courses, can keep a patient alive till the defibrillator comes, or until paramedics come.
Training Training is easy. You cannot do any harm with a defibrillator. If you have never seen one before, you can follow the instructions as you go, but some in-house training is advisable. Scheme of providing a defibrillator for the whole community See what they have done in Gotherington. Various village organisations were involved in raising the funds. They have purchased a device which is encased in a secure yellow box, fixed to the wall of the Village Hall, and is available for anyone to use. You phone 999 and the operator tells you the combination to open the box. This scheme is run by Community Heartbeat Trust, who will support the scheme and maintain the equipment for 7 years. It cost Gotherington £1,750 to buy the machine. Nearby Alderton intend installing a defibrillator in the village telephone box. Existing devices There may be some defibrillators already in Bishop’s Cleeve, privately owned by local businesses. These cannot be available to the community 24/7.
