  • The panel discussion included LACCD Chancellor Rodriguez building upon the themes of students learning during the COVID-19 emergency and the responses from some of the state’s community colleges. The episode featured L.A. Harbor College’s award-winning Culinary Arts program and included footage of students learning and cooking in a remote learning environment with their instructors.     3 The numbers of positive COVID-19 cases In Los Angeles County, in California and in many parts of the U.S continues to soar upwards. Numbers are shown below as part of this report.

    4 LACCD continues to work towards bringing back as soon as safely and logistically possible some of the 125 classes from the Spring 2020 semester that could not be completed in remote learning which need some amount of on-campus and/or in-person educational instruction. Given the soaring numbers of Coronavirus cases in Los Angeles County and the state, both State, County and local officials are currently contemplating re-issuing mandatory “Safer at Home” orders to further re-close areas to help contain the virus. The District is closely monitoring the conditions for possible new stay home closure orders and is evaluating the impact that such orders would have on the District’s ability to bring back classes even though the emphasis and prior approval is to support education for the essential services infrastructure such as healthcare or first responders. No date for the return of these classes has been set but the goal would be later this month is safe to do so.

  • 5 L.A. County officially remains in Stage 3 of recovery, but some of the

    recovery activities have paused due to surging numbers of cases and impacts on local hospitals.   • All LACCD figures come from independent, self-reported sources to the LACCD EOC from faculty, students and staff. No cases are officially verified by LACDPH. Los Angeles County Department of Public Health reported, as of July 18, there were 155,887 positive cases, up by more than 22,000 cases during the past week, when there were 133,549 cases reported as of July 11. Death total is now at 4,095, up from the 3,809 death total reported July 11 since the emergency began.

    COMMAND EOC DIR PIO SAFETY GOVT. LIAISON LEGAL

    EOC DIRECTOR— Focus is on working with the colleges’ ICCs for advanced planning for possible Stage 3. The District is currently transitioning into Stage 2 of its recovery process and all of the colleges have submitted plans to the EOC for Stage 2. The next step is to begin planning for Stage 3.

  • EOC continues to support the District’s Business Services Office in working with County Registrar of Voters for districtwide coordination of Voting Centers for the November General Election. Although all voters are to get a vote by mail ballot, there is general consensus to have in-person voting centers. PUBLIC INFORMATION OFFICER— Completed final work on the Pandemic Plan, COVID-19 Recover Plan, and safety advisories as noted above. Continue working on updating website information. Anticipate having Kroger video finished this week. Working to develop content for signs that need to be used at the colleges and district facilities for resumption of classes. Philanthropy flyer distributed to media last week as part of meeting with the L.A. Times Editorial Board about District operations during the COVID-19 emergency.

  • SAFETY OFFICER—Working with BuildLACCD program and its vendors/contractors on COVID-19 screening and reporting protocols. Working with ICCs to identify the colleges’ safety officers and their backups for training purposes. Clearing work assignment tickets and aggressive pursuit of contract tracing for reported incidents. Working on draft Fact Sheet / FAQ for new symptom check protocols. LEGAL— Follow-up reviews on recent lawsuits for any step steps as well as decision by Trump Administration to back away from efforts to prevent international students staying in country while learning online. Also looking into legal / contract requirements for Census and Vote Centers and for the symptom checks and screening protocols for when colleges resume on-campus instruction.

    GOVERNMENT LIAISON—Continue tracking legislation for advocacy efforts on behalf of District, colleges and students related to coronavirus before the summer recess.

    COLLEGE INCIDENT COMMAND CENTERS AND LIAISONS

    GENERAL SUMMARY: All colleges are now looking drafting Stage 3 plans for advance planning with possible return to more on-campus instruction. All colleges are estimating they need one to two weeks lead time for on-campus preparation needs to carry forward resumption of in-person instruction.

  • College Presidents continue to conduct variety of weekly virtual town halls, Zoom calls, and/or live social media streams for faculty, students and staff. College Presidents also working on plans for distribution of Chromebooks per college for the Fall Semester, including options for free, loaners and rent-to-own for students. CITY—Los Angeles City College Working on plans to pilot next week the Symptom Check protocols for return to on-campus operations EAST—East Los Angeles College County’s drive-through COVID-19 testing site continues to operate until end of July. HARBOR—Los Angeles Harbor College KVIE video—see links above. MISSION—Los Angeles Mission College PIERCE—Los Angeles Pierce College SOUTHWEST—Los Angeles Southwest College Reviewing filming location request. TRADE—Los Angeles Trade-Technical College VALLEY—Los Angeles Valley College WEST—West Los Angeles College

    OPERATIONS

    Working on the common signage effort for all colleges—working with other EOC section to finalize types of signs and content (with Communications). Reviewing County’s K-12 reopening protocols. Continue working with college ICCs to update list of FEMA ICS training certificates from colleges. Continue coordination of training and professional development opportunities in remote format for staff.

    PLANNING & INTEL

    Begin working on advance plans for Stage 3 for reopening in Fall and Winter. Working with coaches and athletics regarding falls and spring schedules; Working on tracking for enrollment in Fall. Working on Chromebook distribution plans for Fall Finalizing website page for symptom self-check for faculty and staff.

    LOGISTICS

    Continue overseeing needs to District, colleges for PPE and coordination of distribution of supplies.

    Order being finalized for additional purchases of reusable cloth face coverings with District and/or college logos. Working with Communications on vendors for signage efforts; as well as facilities operations at colleges for deployment.
