The EOC continues to follow-up with Los Angeles County Department of Public Health on the positive COVID-19 cases involving public safety personnel from the Los Angeles County Sheriff’s Department (LASD) Community College Bureau working at Los Angeles Pierce and Los Angeles Mission colleges. The LASD offices at both colleges were sanitized and reopened July 28 on schedule. 2. Resumption of very limited on-campus instruction starting the week of July 27 in support of completing classes from the Spring 2020 semester that could not be finished in remote learning environments. No issues have been reported by the colleges. Additional classes at other colleges will occur in the coming week. 3. LACCD received updated DRAFT re-opening documents and checklists from LACDPH that are under review. No formal date for resumption of either full or expanded on-campus instruction or business services has been set by either the State or County. Health officials in a briefing on July 29 made it clear about the serious situation facing all of Los Angeles County and throughout the state/nation with the continued unchecked spread of COVID-19. Re-emphasized that no athletics team sports or training can occur at our colleges at this time. 4. Deployment and use of the new COVID-19 Symptom Self-Check questionnaire posted online began July 27. The EOC and the District’s Information Technology Department will be tracking use statistics, but not personal data. The questionnaire is to be used on a daily basis by any LACCD personnel or students seeking access to the colleges or District facilities, effective July 27. LACCD STATUS SUMMARY LACCD SITUATION SUMMARY:

1. 5. A comprehensive package of new signage for the colleges and District facilities has now been deployed to help in the return to limited on-campus instruction and to reinforce the need for the online questionnaire self-check. L.A. City College, left, and L.A. Harbor College, right:

7. The supplies received so far from the State have been sorted and re-deployed to the colleges. Additional deliveries to complete the total shipment at anticipated in the next week.

8. Positive COVID-19 cases and death totals continue to rise throughout the county,

however state and local officials have not yet declared a full retreat back to more stringent stay-at-home health orders. Numbers are shown below as part of this report.

All LACCD figures come from independent, self-reported sources to the LACCD EOC from faculty, students and staff. Case numbers now include the incidents from Pierce and Mission that were officially noticed to and acknowledged by LACDPH.

As of August 2, Los Angeles County Department of Public Health reported there were just more than 192,000 positive cases, compared to July 26 with 173,995 positive cases (versus 155,887 positive cases July 18)—on average, adding around 20,000 new cases per week during the month of July.

COMMAND EOC DIR PIO SAFETY GOVT. LIAISON LEGAL

EOC DIRECTOR— Focus continues to be in helping to finalize the colleges’ ICCs Stage 3 plans under review by the EOC and revisions by the colleges. Looking at issues for Chromebook orders and distributions for Fall Semester; status of walk-on athletic staff in light of LACDPH information; and the ongoing monitoring of colleges’ limited return on-campus to complete limited Spring 2020 semester classes prior to Aug. 31. PUBLIC INFORMATION OFFICER— Working with PIO Team to push out more information about everyone completing U.S. Census during pandemic. Meeting with federal Census officials to get more info. Cleared/closed any pending EOC tickets for the PIO. Completed media backgrounder & interview via Dr. Cornner with

SAFETY OFFICER-- Established a regular schedule for training updates with the ICC Safety Officers. Continue working on the Mission/Pierce incident. Reviewing and clearing EOC tickets. Looking at developed in districtwide “mask safety message.” LEGAL—Reviewing multiple requests for use of college facilities. Reviewing and providing input on what a Disaster Services Worker status means for LACCD personnel as technically LACCD personnel are state employees.

GOVERNMENT LIAISON—Continue monitoring federal and state COVID-19 pending legislation and looking at legislative options regarding low-cost or free Internet access for students.

COLLEGE INCIDENT COMMAND CENTERS AND LIAISONS

GENERAL SUMMARY: All colleges are completing DRAFT Stage 3 plans for advance planning with possible return to more on-campus instruction for the Fall 2020 Semester that begins Aug. 31, 2020 for essential services work infrastructure support. Colleges began week of July 27 LIMITED return to on-campus classes for specific classes only to complete Spring 2020 instruction for essential services workforce only. Staggered state throughout the week, depending on schedule, and more will begin week of Aug. 3. This is NOT a general return to on-campus instruction and NOT a return to business operations on campus. Everything else continues status quo in remote learning and online business formats.

College Presidents continue to conduct variety of weekly virtual town halls, Zoom calls, and/or live social media streams for faculty, students and staff.

OPERATIONS

Completed distribution of COVID-19 signs to colleges. Coordinating on distribution of supplies to colleges. Reviewing County’s K-12 reopening protocols and DRAFT IHE protocols from County. Continue working with college ICCs to update list of FEMA ICS training certificates from colleges. Continue coordination of training and professional development opportunities in remote format for staff and adjusting schedules due to return to on-campus operations.

PLANNING & INTEL

Begin working on advance plans for Stage 3 for reopening in Fall and Winter. Continue tracking enrollment in Fall. Working on language for EMT return. Coordinating with colleges’ VPs regarding increase in faculty requests to return to campus. Continue working on plans for other technology and equipment needs for students in the Fall semester—i.e., low-cost microscopes and lab kits.

LOGISTICS

Tracking additional deliveries of emergency supplies from State Chancellor/ State Office of Emergency Services to the District. Working on supply sort and distribution to the colleges.
