• Experience has shown that in many cases the deployment of EMTs is not based on assessed needs and that there is wide variation in their capacities, competencies and adherence to professional ethics. Such teams are often unfamiliar with the international emergency response systems and standards, and may not integrate smoothly into the usual coordination mechanisms. These problems were especially evident following the Haiti earthquake in 2010.

Scopo delle Linee Guida
Definizioni e Acronimi (tanti)• Sudden Onset Disaster (SOD) Disastro che si verifica senza o con minimo preavviso e per cui non sussiste sufficiente tempo per mettere in sicurezza la popolazione. Il disastro è caratterizzato dalla grave compromissione del funzionamento di una comunità o società con ingenti perdite umane, economiche e strutturali tali da superare le capacità di risposta della comunità in questione
• Emergency Care Assistenza sanitaria per tutte le fasce di età, per il trattamento di traumi o altre situazioni di emergenza comprendenti anche patologie pre esistenti al SOD. In base ai diversi livelli assistenziali devono essere comprese la valutazione iniziale, le procedure rianimatorie, il trattamento operatorio e anestesiologico, il follow up perioperatorio e la riabilitazione
Definizioni e Acronimi (tanti)• International Medical Team (IMT) Termine storico con cui si definisce un gruppo di personale sanitario e tecnico che si adopera per fornire assistenza sanitaria fuori dal proprio paese di origine. • Field Hospital (FH) Struttura mobilizzabile, autosufficiente e in grado di essere dispiegata in tempi brevi con la possibilità di modulazione in base alle specifiche richieste. Può essere allestito in una struttura già esistente o in strutture trasportabili. Il termine si riferisce solo al materiale e non allo staff necessario per operare o al livello di assistenza fornito
Definizioni e Acronimi (tanti)• Emergency Medical Team (EMT) secondo WHO Team di personale sanitario e tecnico operante al di fuori del proprio paese di origine, con l’obiettivo di fornire assistenza sanitaria a una popolazione colpita da un disastro. L’assistenza viene effettuata per un tempo limitato e in strutture stabili o temporanee, in presenza o meno di un ospedale da campo.

Conclusioni• I nuovi standard OMS definiscono delle unità campali
di alta qualità ma con dimensioni e pesi notevolmente aumentati rispetto al passato, quindi con una trasportabilità inferiore.
• L’obiettivo non è più quello di fornire una rapida risposta per gestire l’immediata traumatologia post SOD quanto creare una rete di strutture che riescano a supportare efficacemente il sistema sanitario della regione colpita
