Primary Areas where Biometrics can Assist
Linking Traveller to Travel Documents
• Authorised holder of Travel Document?
• Multiple Travel Documents for this Traveller?
Confirming identity of Traveller before granting entry
• Do they hold a visa?
• Do they represent a potential risk?
• Are they a known person of interest?

Changing Mission Requirements
People trafficking is the fastest growing means by which people are enslaved, the fastest growing international crime, and one of the largest sources of income for organised crime.
UN Office on Drugs & Crime
We want the travelling experience of the future to be fast and seamless for legitimate travellers — a low-touch experience beyond traditional barriers.

Australian foreign fighters in Syria and Iraq pose a serious national security threat to Australia.

MORE than 1000 suspected Australian passport fraud cases have been investigated in the past three years and about 100 fake passports have been seized. Tens of thousands Australian travel documents are reported lost or stolen every year.
Melbourne Herald Sun
Even Singapore has confirmed that a handful of its citizens are engaged with extremist groups, with Interior Minister Teo Chee Hean stating that at least two Singaporeans are known to be fighting in Syria.

95% of Australians surveyed support the expanded use of biometrics by customs and immigration staff to identify passengers on watch lists.

“Fingerprint sensors will become standard in most high-end smart mobile devices by 2015 and become common in all mobile devices shipped during 2018.
We believe that there will be a rush by consumer smart mobile device (SMD) manufacturers to emulate Apple by embedding and integrating biometrics technology into their next generation devices – not just fingerprint sensors but other biometric technology as well.”
Alan Goode (founder of Google Intelligence)
Fujitsu launched the new Arrow NX F-04G smartphone with iris recognition security earlier this month. Not to be outdone, Samsung has announced plans to incorporate iris recognition into more of its products – even its low-end products – in the near future.

Elements of a Notional Multimodal Border Security Approach
Visa Applications
Watch ListsInitial Border Clearance
Subsequent Border
Clearance
Multi-port Clearance

Notional Multimodal Border Security Approach:
Visa Application Processing
Capture face, finger and iris of applicant using self serve kiosk
Search face, finger and iris biometric watch lists and investigate potential matches
Search iris biometric records of all previously enrolled travellers to identify duplicate records (e.g., different names or passports)

Notional Multimodal Border Security Approach:
Watch Lists
Primary Watch List
SecondaryWatch List
Tertiary Watch List
Maintain watch lists with available biometrics.
Iris watch list from internal sources
Finger and face watch lists from external sources
All previously enrolled travellers
All previously enrolled travellers
All previously enrolled travellers
When new record added to a watch list, search previously enrolled traveller biometrics and flag if high likelihood of match.

Notional Multimodal Border Security Approach:
Initial Border Clearance
Verify traveller against biometric in ePassport
Capture additional biometrics (iris, finger)
Iris watch list and previously enrolled travellers
Perform real-time search and refer potential matches to secondary
High priority subset of finger and face watch lists
Full finger and face watch lists
Perform post-entry search against full finger and face watch lists
Refer potential matches to enforcement
Update all watch lists with flag

Notional Multimodal Border Security Approach:
Subsequent Border Clearance(s)
Verify traveller identity against reference biometric of choice
Check (non-biometric) watch list to see if traveller has been added since previous encounter.
Watch list by passport number

Notional Multimodal Border Security Approach:
Multi-port Clearance (Cruise Ship)
Capture face, finger and iris of passengers/crew onboard ship while enroute to initial port of entry.
Search face, finger and iris biometric watch lists and investigate potential matches. Flag Not to Land and notify captain.
Search iris biometric records of all previously enrolled travellers to identify duplicate records (e.g., different names or passports)
Verify disembarking / re-boarding passengers against pre-cleared passengers using contactless fingerprint scanner kiosks.

Key Take-Aways
Multimodal biometrics…
Augments other risk assessment tools by providing the ability to perform cost effective real-time identity searches against large databases
Addresses a broad range of border security requirements with little or no impact on traveller convenience
Requires an enterprise-level solution (vs siloed solutions) that provides consistent information to all applications
Best implemented using a multi-vendor / multimodal framework to provide “future proof” flexibility as technologies evolve
Were adopted early in Australia for visa processing and secondary clearance, but other countries are now moving to implement real-time multimodal at the point of primary clearance
