It opened the year following the construction of the Market Frankford El in West Philadelphia. The building originally had (6) 80-foot light monitors, a classical front facade with rustication, quoining, classical arches and mouldings. In its current state, all windows have been bricked in and there is little natural light in the building. It is my intention to restore the building to its original state while providing modern amenities to the community. The young men are selected for use of the E.Y.C. through the justice system and/or West Philadelphia High School counselors across the street. The center can accommodate up to 20 young men at a time. For the young men, the Center’s hours are primarily after-school, evenings and weekends. The Center's staff (social workers, teachers, drug/alcohol counselors and therapists) assist young men with self empowerment and self- determination. Whether it be academic vocational or everyday living skills, the young men are encourage to practice and learn skills in a safe environment, away from the stresses many have in their home and neighborhood life. Another private offering is a self-governed Youth Court, helping first time offenders understand and deal with consequences before their behaviors escalate. Strategically located next to West Philadelphia High School, the community-friendly building offers both public and private activities and services. A library is available to the young men privately, along with comfortable and “hip” lounges spread throughout the facility. There are two private computer labs for homework, web surfing or project work. Five pre-selected dogs are allowed to roam throughout the Center and housed in the Dog Training facility on site. Students are given the opportunity to learn dog training, making the dogs more desirable and likely to get adopted by neighborhood families. The on-site gym is available for the young men, along with an adjacent snack bar, game tables and video game lounge. The public offering includes a corner thrift store, providing the young men with clothing as well as rotating jobs receiving and sorting neighborhood donations and working the cash register. The café offers healthy and organic food options, something that is needed in the neighborhood . The urban farm on site provides produce to the cafe and provides many different jobs, both volunteer and paid, including gardening and cooking skills. A large art gallery space is visible from the street and available for student or neighborhood art displays. An outdoor basketball court holds regular tournaments, open to the public, giving the young men opportunities for playing ball or being referees. Adjacent to the court is a public park and corner playground. A future development on site is a shelter for young men, making better use of an existing 3-story building that is currently a vacant building. PARTIS

BUILDING HISTORY:In its original state, the Chilton Printing Company building, built in 1907, (now Forman Mills) was one of the first daylight factories in the Philadelphia area.
