Challenges in Rail Car Cleaning
“Our current tank car cleaning solvent has high VOCs and we
want reduce our VOC emission”
– Nicole, R&D Technical Manager
“ The high VOC and price fluctuations of d-limonene has led us to discontinue products”
– Chris, Marketing Director
“OSHA determined that there were seven violations from
complaints in 2013, related to flammable and combustible
liquids.”
– Scott, OSHA Spokesman
Current cleaning products using petroleum distillates and terpenes are under pressure to reformulate because of EHS concerns, regulatory restrictions, and supply and price fluctuations.

• Employee Safety:
• Worker safety during cleaning is of paramount importance to prevent industrial accidents
Confined entry into Railcars for cleaning poses additional exposure risks
OSHA has an increasing number of citations around confined entry cleaning railcars

• Changing Transportation Regulations:
• Cycle time between trips to shops for inspection to ensure compliance with new safety regulations1 is more frequent
…thus increasing demand for shop time
…requiring quicker turn around time through shops to maintain fleet efficiency

““We can’t wait a decade for safer rail cars,”….“Crude oil rail traffic is increasing exponentially. That is why this issue is on our Most Wanted List of Safety Improvements. The industry needs to make this issue a priority and expedite the safety enhancements, otherwise, we continue to put
our communities at risk.”
– NTSB Chairman Christopher A. Hart

• Changing Environmental Regulations:
• VOCs have been determined to be a major contributing factor to the formation of ground-level ozone, which has been proven to be a public health concern
• The EPA and numerous state agencies have issued regulations to reduce VOC emissions, including products that contain solvents such as cleaning product formulations
• The EPA will soon issue more stringent national regulations2.
The EPA has issued Control Technique Guidelines via the US Clean Air Act which will effectively act as a regulation to reduce VOC emissions
