Dear Mr Tran Van Vinh,

I have checked the electrocnic versions of the draft EMP prepared for Binh Duong, Vinh Long and Ba Ria Vung Tau, Dong Thap and Ben Tre sub-projects.

For Binh Duong, I fmd that the English versions of the main text, the attached map are technically acceptable. Meeting minutes and the photos shown that Community consultation has been carried out very well. The environmental certificate attached to the EMP should cover all sub-project communes. However, article 1 of the certificate only addressed the sub-project communes belonging to Di An district only. This certificate should also be sent to other DPCs of which their communes are also be covered under this subproject, however the certificate content indicate that it would be sent to ditrict environmental division, PC2 only.

For Vinh Long, Dong Thap and Ba Ria-Vung Tau EMPs, I find that all parts of the full EMPs (texts and all the required attachments) are technically acceptable.

For Ben Tre, the main text is acceptable for the communes located outside the protected area, however additional works may be required to ensure the safeguarding for the three communes located within Thanh Phu protected area. the map need to show all the project sites in Thanh Phu commune instead of showing only seven out of 12 at present.

So please go ahead with the translation of the documents into Vietnamese and subsequently submit the hard copies of the E m s provided that: (i) environmental certificate attached to the Binh Duong EMP is valid to all

sub-project communes. (ii) the Ben Tre sub-project commune location map be updated (iii) the additional requirements regarding the three communes in Thanh Phu

protected area would be informed later after The Anh's visit to Ben Tre.

Project will upgrade and extend rural distribution network in order to meet electricity demand; ensure power quality; reduce losses; increase reliability, safety and increase effectiveness of power business.

The information on current environmental conditions of Vinh Long province are taken fiom Report of DONRE submited to Vinh Long provincial people committee on 8" January 2007.

4.1. SURFACE WATER - Surface water is polluted by SS, BOD5, COD, colifi-om. - There is a difference of pollutants concentration in dry and wet seasons. During rainy season concentration of SS, Fe is higher than in dry season and higher than TCVN; - Surface water in the townships, rural residential areas, industrial zones is more polluted than water in Tien Giang, Hau Giang and CO Chien river. - Coliform causes serious problem in the river system in the Province. - 7 typical polluted points are:

4.2. AIR QUALITY Monitoring program was carried out by Vinh Long DONRE along main

transportation roads, in ceramics and brick production zones. Parameters monitored are noise level, dust, SO2, CO, NO2, HF, NH3. Main conclusions are: - Average value of SO2, CO, NO2 are met TCVN 5937:2006; - Most of points have NH3 and HF concentration higher than TCVN 5937:2006. - During rainy season 8 points among 29 points near industrial zones have dust level 1.3 to 2 times higher than TCVN 5937:2006. These points are

+ Threeway crossroad to Tra On (Cai Von township); + Head office of Tra On district people committee; + Cross road of 904 and 905 (Tam Binh township); + Threeway crossroad of National road 1 A and 905 road; + Binh Minh ferry port; + Chanh An ferry port; + Gate of Cuu Long university (opposite site of Hoa Phu industrial

zone); + Residential area near Ba Lang river (in the main wind direction of

Hoa Phu industrial zone);

- Noise levels in traffic points are quite high during both seasons, ranging fiom 53 to 74 dBA. Places with noise level higher than 70 dBA are:

+ Binh Minh ferry landing; + Gate of Nguyen thong school; + Crossroad near Polyclinic

5. SCREENING FOR ENVIRONMENTAL IMPACTS 5.1. LEGAL FRAME WORK OF ENVIRONMENTAL ASSESSMENT

5.2. PROJECT ENVIRONMENTAL ASSESSMENT

The Project will play an important role in promotion of socio-economic development in Vinh Long province. The Project will also contribute to (i) reduce power losses; (ii) increase capacity to supply electricity for customers; (iii) other purposes.

Electricity demand in Vinh Long is estimated to increase 15 % to 17% annually.

It will also promote the policy of industrialization and modernization of the Government of Vietnam as well as create. a great opportunity for overall socio- economic development of the poor area. These positive socio-economic values of the project are great. Refer to the Project Document for more details.

Beside the significant beneficial impacts, the project may cause different minorlmedium negative impacts on the environment and local socio-economy. By using Environmental Screening Data Checklist and Environmental baseline Checklist as guided in Framework for Applying Environment Safeguards to RD Project, the potential impacts of the Project are described in Table 5.1.

Description of the impacts

- Total permanent land acquisition is 1,452 m2. This land is used for foundation and ROW.

- Temporary land acquisition is 64,000 m*

- No house is needed to be removed. No resettlement is required.

- 373 HHs are affected in term of land acquisition, among them 369 HHs are affected by tree cutting; 50 HHs by rice field acquisition.

- Compensation is planned and will be implemented by the Project owner.

- Table 5.2. Listed number of tree to be cut in order to clear ROW for the Project.

- ROW is 6 m wide along the power line. The power line is going along transportation roads. Trees within the ROW ) that are higher than 4 m need to be cut ;

- Main of cut trees are fruit trees, they have high economic value rather than environmental or ecological value;

- Cutting trees is not only for maintenance of ROW for power line but also for ROW of the roads.

- Power line is going along the existing roads. No special habitat exists in these disturbed areas.

- Project will be carried out in the intensive land use, no risk of landmines;

- No hazard chemical is used for the Project

- Project is designed to avoid historical and cultural properties such as avoid to cross temples, churches etc.

- No cultural and historical site is affected by the Project.

- During soil excavation, if there will be found any historical or cultural valuable subject, local department of Culture and Information will be reported by Contractor and Project owner for further consideration.

- The surface water can be more turbid due to the soil residue from excavation of the pole's foundation will enter to the water bodies by water run off.

- Topography in the area is plain, soil erosion potential is low.

- Main of work will be done manually or small scale machines Duration of construction for each site at pole's foundation is short. 2 or 3 days for foundation excavation, 5 days for pouring concrete. 2 or 3 days for cable pulling. The noise and vibration (if there are any) will be caused only during very short of time in each foundation position.

- The DL in Vinh Long province is going cross Vinh Long town (ward 1,2,3,4,5). The DL will be constructed very near center of the communes such as in Song Phu, Hoa Thanh, and Chanh An. The lines are about 50 m far from commune people committee of these communes. These places will be the most potential to be affected by the Project activities in term of noise, dust and vibration.

- Most affected communities might be occurred at Vinh Long town, Quoi An, Hieu Phung, Trung Hiep, Trung Thanh Tay, Song Phu, Hoa Thanh, Chanh An communes ... where DLs are very closed to residential areas.

- Topography is very plain.

Description of the impacts

- Construction of the Project will intensively carried out during 6 months. The temporary agricultural production loss therefore will be happening only in one harvest at each place.

- Compensation will be done for acquisition of land temporary or permanent.

- Transportation of material and equipment, soil excavation and cable pulling activities will disturb the normal traffic in the areas during short period of time.

- In open air area, the transportation of material and equipment is very easy due to very well developed road system in the Project sites.

- Conditions for transportation of material and equipment are quite convenience. There are a good system of national, provincial and inter district roads.

- Transportation of traffic flow caused by Project will not exceed the capacity of the existing traffic flow in the area.

- Cable pulling might be main activity that causes some impact on the traffic. Scaffolds will be constructing to enable cable pulling and minimize impact on traffic when the TL is crossing roads.

- Places with high risk of traffic disturbance are Song Phu, Quoi An, Hieu Phung, Trung Hiep, Trung Thanh Tay, Hoa Thanh, An Phuoc, Chanh An, Thien My, Tra On ...

- Transportation of construction material may cause damage to the existing rural roads;

Description of the impacts

alluvial soil (30.81% total land); sandy soil (0.16% total land). Like in other provinces of Mekong river delta, there might be the risk of acid sulphate soil, but the potential is very low (see Soil map in Mekong delta - the Appendix 2).

- If the soil acidification is happen, run-off water may transport acidic materials to rivers, canals or ponds causing water acidification leading to the following symptoms: clarity of water, death of fishes, aquatic lifes, and death of cultivated trees.

6. PUBLIC CONSULTATION AND DISCLOSURE During project preparation stage (2007- 2008), the following activities were carried out:

Activity l: Site investigation. Activity 2: Meetings with PAHs on EMP and RP - When the survey was completed, the Consulting Company (in coordination with the commune officials) held meetings with PAHs having land in the line ROW and with village representatives. - Public consultation meeting has been carried out in two places (i) the office of Mang Thit district People committee (date 15" August, 2007); and (ii) the office of Vung Liem district People committee (date 1 4 ~ August, 2007). Representatives of PAHs, people association such and Women Union, Father Front, Farmer Association etc. have attended the meetings. - Project owner - PC2 and Consultants presented main project features, objectives, main activities, EMP and RP to consult opinion of local peoples and PA persons. Consultation for EMP has been carried out separately from RAP in order to hear public opinion about EMP and their comments for improvements.

- The public consultation in form of public meeting has been carried out in Vinh Long province from 14" August 2007 to 15" August 2007 in two places as mentioned above. Main comments of local peoples on the Project and the environmental issues of the Project are summarised in Table 6.1.

- Consultant and representative of the Project owner response and answered comments and questions. Related information was provided by Consultant. Some comments were considered and already included in mitigation measures of this EMP report. These comments will be carefully considered in designing and management of the Project in later stage.

Activity 3: Public disclosure and Clearance on EMP - The Project will receive an investment license only after appropriate modification of location, design, capacity andlor technology of the project to meet the requirement of environmental protection and resettlement. To address disclosure requirements of OP 4.0 1, Power Company 2 as representative of Project owner will:

Provide Vietnamese-language copies of the Project documents including EMP, RP, and Project Summary to office of People committee of 6 Project districts and Vinh Long Provincial Power Service. Announce in major local newspapers or public communication instrument several times over a two-month period. The advertisement will state the EMP including EMP, RAP, and Project Summary is available for public review for a two months period during normal working hours at the following locations: 1) the district People's Committees; and 2) Provincial Power Service. 7.3. CAPACITY BUILDING Future training includes the following:

EVN training: Internal training course on how to monitor SEMPs and how to report environmental results as part of quarterly and annual project reports. The training will also include the methods for corrective action plan if some of EMP activities do not go well.

PC2 training: The following training will be provided for the staffs of local power service and partly for local peoples:

Safety training: Regular training on safety issues related to the distribution network maintenance; Monitoring and reporting of environmental management plan for stakeholders of the Project's district or communes: The training will give guidance to the local stakeholders about the participation of local peoples during implementation of EMP. The training will also include the methodology for site observation and monitoring check sheet filling.
