Marvel’s was seen by 12.2 million people in its series debut on Tuesday, the Nielsen company said. More importantly for ABC, it had the best ratings of any new broadcast drama in four years on all of broadcast television among the 18-to-49-year-old demographic that executives consider most important.

CBS’ “NCIS,” the most popular show on tele-vision last year, debuted its new season to 20 mil-lion viewers directly competing with Marvel’s. But the ABC series actually had more viewers in the youthful demographic, which adver-tisers consider most valuable.

The strong start is no surprise. The research firm Networked Insights, using its measurements of social media con-versations over the summer, concluded that “Marvel’s Agents of S.H.I.E.L.D.” was the most anticipated new program of the fall television season.

ABC quickly announced it would re-run the series debut Thursday at 8 p.m., bumping a rerun of “Shark Tank.”

Not all of ABC’s news was good on Tuesday. The TV By the Numbers web-site reported that the 10 p.m. debut of “Lucky 7,” a series about a group of co-

workers who win the lottery, was the network’s lowest rated drama debut ever.

NBC’s two-hour Tuesday edition of “The Voice” was seen by 14.4 million viewers, and had the same rating among young viewers as “Marvel’s,” Nielsen said. NBC said the show’s audience grew through the night — doing 42 percent better in its last half hour than it did in the first. That’s an indication that at least some of “Marvel’s” viewers turned to the singing competi-tion when the drama was done.

LOS ANGELES — HBO says Robert De Niro will step into a project that was thrown into question by the death of James Gandolfini. HBO said Wednes-day that De Niro is taking on the role of a New York City attorney handling a murder case in the miniseries “Criminal Justice.”

Gandolfini had played the attorney in the pilot episode. The star of “The Sopranos” died in June at age 51 after suffering a heart attack.

“Criminal Justice” was one of Gan-dolfini’s last projects. Another is the film “Enough Said,” which is now in theaters. An air date for “Criminal Justice” hasn’t been announced.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

DENPASAr - In this fiscal year 2013, the Den-pasar Municipality allocated IDR 1.3 billion fund to save the education of 1,050 students categorized into poor students. The provision of scholarship for poor students posed a regular program of the Denpasar Municipality. The Division Head of Planning, the Denpasar Education Agency, Made Merta, revealed the matter, Wednesday (Sep 25).

According to Merta, the scholarship was earmarked for poor students from elementary to high school/vocational school. In details, the poor students meeting the requirement to receive the scholarship were 350 students of elementary school, 300 students of junior high school and 400 students of high school/vocational school spreading evenly across four subdistricts in Denpasar. “This scholarship is not only intended for completing the Nine-Year Compulsory Basic Education, but also for reducing the dropout rate for the overall education from elementary to high school/vocational school,” he said.

Those deserving to receive the scholarship, he added, were students of poor families that were potentially threatened by dropouts. Each elemen-tary student was eligible for tuition assistance worth IDR 75,000 per month, while junior high and high school/vocational school students got IDR 125,000 per month. For practical and efficient consideration, the distribution of scholarships was done once a year. “Within a year, each elementary school student gets scholarship at IDR 900,000 per year and junior high and high school/vocational get IDR 1.5 million per year,” he explained.

The amount of scholarships disbursed for poor students by Denpasar Municipality in fiscal year 2013 showed multiple increases compared to the previous fiscal year. In the fiscal year 2012, the Denpasar Municipality allocated a budget of IDR 1.2 billion to help tuition fee of 350 elementary school students, 300 junior high school students and 340 high/vocational school students around Denpasar. “We are grate-ful because the amount of scholarship for poor students is increased in this fiscal year 2013. In others words, more poor students can be helped this year,” he said.

He added the scholarship of 1,050 poor students of poor families would be distributed starting December 2013. With the implementation of this program, he hoped the dropout rate among the students of poor family could be minimized as low as possible. “Providing educational scholarship for poor students to save their education is also conducted by schools,” he said. “Temple poses a spiritual area, not a tourist area based on economic aspect. To that end, I strongly disagree if Besakih Temple is included in the KSPN. It is a sa-cred area having been sanctified and passed down through generations, so do not be bothered,” said Rai Wirajaya when met in Denpasar, Wednesday (Sep 25).

It was said the decision on the inclusion of Besakih in the KSPN could trigger commo-tion because it was issued without any coor-dination with local government and Hindu leaders in Bali. “Necessarily, the government should discuss it with the PHDI. So, just be-cause holding the authority then takes action arbitrarily without consultation,” he said.

According to him, the central and local governments along with Balinese people should have a vision and mission to carry out the development on the island. Thus, it would not result in a conflict in the future because the program went up against the applicable regulations.

“This should become a concern of the

leaders whoever they are. Do not instantly make a decision because it is not the area of the government, but that of people who preserve the temple,” he said.

He also asked the government to disclose the KSPN program that included Besakih to the public, so there would be no prejudice in society. “It must be questioned and exposed, do not let the issue prolong resulting in rest-lessness. Government may not wait, but it has to give an explanation to the public what exactly the KSPN means,” he said.

A lecturer at the Bali Tourism Institute (STP) Nusa Dua Bali, I Made Mandra, agreed that central and local government should expose fairly regarding the inclu-sion of Besakih in the KSPN. So far, there had been no clarity from the stakeholders regarding the direction of the program.

“We have not known what to do in Besakih Temple in relation to the KSPN program, whether it would be made an arrangement to the tourist object or Besakih is included in the category of tourist destination,” he said.

It was mentioned that the definition of destination arrangement and tourist object arrangement was different. Arrangement of tourist object was arranging the region from poorly managed condition into the more comfortable one such as by construction of pedestrian and gazebo to shelter. By contrast, the destination arrangement included the de-velopment of accommodation such as hotel.

“If intended for object arrangement, it’s fine, but if it poses a destination arrange-ment it is inappropriate because in destina-tion certainly includes the accommodation. Meanwhile, Besakih belongs to a sacred area, not tourism area. To that end, it is required the firmness of the government to describe the program,” he said.

He argued the KSPN program should involve the local community, in addition to involving the local government and central government. “The public should be involved in this arrangement, while the government may not take action indepen-dently,” he affirmed. (kmb27)

Police and traditional Bali-nese security personnel, wearing sarongs and armed with daggers, will be out in force on the Hindu-majority island as the beauty queens take to the stage.

A total of 129 contestants will parade in the glittering finale of the three-week event, which will be broadcast to more than 180 countries.

But protests by Islamic radi-cals in Indonesia, the world’s most populous Muslim-majority country, have overshadowed the contest and prompted authori-ties to order the whole event be moved to Bali, where hardliners have little influence.

Radical anger has not been ap-peased, however. The hardliners are threatening to stage fresh pro-tests on Saturday and even to try

to break through heavy security to get into Bali to demonstrate at the venue.

“We are going to protes t against it, because it is unac-ceptable,” said Haidar Al-Hamid, head of the East Java province branch of the Islamic Defenders Front (FPI).

The province sits just across the water from Bali, and he said that the group planned to head to the island on Saturday, although they will face a tough time as main entry points will be heavily guarded.

Hundreds of FPI members have already made one attempt to cross to Bali from East Java earlier this month -- but the group was stopped from getting onto a ferry by a line of female police backed by hundreds of elite of-

ficers.Adding to concerns, the Amer-

ican, British and Australian em-bassies have said that radicals could attack the pageant, a chill-ing warning on an island where bombings in 2002 killed more than 200 people, most of them foreign tourists.

“Extremist groups may be planning to disrupt the Miss World pageant. . . potential ly through violent means,” said the US embassy in Jakarta.

Adjie S. Soeratmadjie, cor-porate secretary of TV network RCTI, which is broadcasting Miss World and helping to or-ganise it, said security was the “main concern”.

“We are confident that the po-lice will do everything necessary to ensure safety,” he said.

jumping board in this Rochas show’s fascinating ode to the fifties.

Not all the 41 looks worked — far from it — but each formed part of a carefully-crafted shopping list of all things in-vogue during this time: Pointed winklepickers, full skirts and box coats, as well as the must-have hues of pale peach and pale turquoise.

Meanwhile, sheeny material with floral patterns perfectly captured the American society’s then obsession with the latest material to hit the stores: Nylon chiffon.

London’s enfant terrible produced one of his most sculptural shows to date, with stone-smooth fabric produc-ing clean folds and engineering planes around the body. As ever with Pugh, it was high drama.

Whether in stiff exaggerated col-lars in white, which billowed out like an unfurling rose, space-age circular shoulders in gray or black, or bright turquoise silk column skirts which elongated the leg, surreal elements dominated the 38 looks.

Three-dimensional makeup which enlarged the brow, alongside huge enveloping feathered headdresses, had the Star Trek fans in the audience smiling.

“It feels very light and easy and at peace, and this is how I feel myself,” said Croatian-born designer Damir Doma of his unusually delicate Paris show. Antwerp-trained Doma’s niche in the Paris fashion week calendar is often found in his hip monkish, dark and medieval styles.

So when the first looks filed by in breezy white cotton it certainly felt like a welcome new direction. Neatly embroidered perforated holes punc-tuated dresses, gauze skirts and boxy tops. They were distributed almost randomly like a feminine blossom that broke up what might have been a stark monochrome.

Doma’s signature asymmetry was still here though - and in abundance with a series of truncated toga styles.

But the story of the show was Do-ma’s exploration of his often-neglected feminine side. In a seismic shift for the designer who prefers menswear tailor-

ing, he included actual dresses in his womenswear for the first time.

Futurism infused Guy Laroche’s show. The result was a collection with some great ideas, but that seemed to lack somewhat in energy. High notes were hit in a series of sporty skirts that could be described as intergalactic tennis-wear. Cut on the bias this techo-fabric had a voluminous and exaggerated natural flounce - going upward as it would in zero-gravity.

The science fiction musing con-tinued with an all-white shattered glass-effect zipper jacket and cross-over top.

The gray fringing details that appeared on several ensembles and white shirt and black masculine-tailored pant looks didn’t, however, feel very fresh. Marongiu, it seems, worked best in zero-gravity.

ects of Klungkung government failing in tender process made the executive lineups dizzy. Apparently, the international agen-das taking place in Bali such as the Asia-Pacific Economic Cooperation (APEC) and Miss World made the physical projects in Klungkung ignored by partners. Related to the international agenda, there were many other projects of central government having greater value.

The Division Head of Highways, Klung-kung Public Works, AA Gede Lesmana, said on Wednesday (Sep 25) that many partners had lately been overloaded with the preparatory works related to the two international agendas in Bali. Partners said they had already been working on the projects belonging to central government, so they were not interested in the physical project of Klungkung County. “In the field of Highways, the hot mix works were slightly difficult lately because partners running the business of Asphalt Mixing Plant (AMP) are only a few,” he said.

He added there were only two partners in Klungkung that had the AMP unit namely PT Sinar Bali and Kresna Karya. All this

time, only PT Sinar Bali remained active, while Kresna Karya never proposed bidding or participated in tender process. Other than the seven projects of Highways sector previ-ously undergoing a bidding failure, another road improvement project at Calik-Salang in Nusa Penida that previously reported to hold a bidding process was finally facing a similar fate. “There are three partners submitting on offer, but they all failed. A partner did not pass the administrative selection, while two others did not meet technical requirements,” he said.

If the value was highlighted, he said to have made a survey since last July before determining the value of project. Averagely, the failed projects had been re-tendered for three times. Even, there was a project whose tender had been announced four times, but no contractors showed their interest. Admittedly, the hot mix stayed to have time to re-tender because the work of hot mix did not take long time. “To make a direct appointment is impossible because there are no offers. Even, if there are, they are not eligible,” he explained.

One of the partners, Wayan Mardika from PT Sinar Bali, said last Wednesday that tender

process of physical project in Klungkung was too close to the period of completion. Thus, there were no partners submitting an offer in the tender process. If it was forced, it might affect the quality of project. He denied if the partners were said to have got excessive jobs as delivered by the Division Head of Highways, the Klungkung Public Works. He re-affirmed the failure of many physical projects in Klungkung was caused by the short time to complete.

Similar failure also occurred to the build-ing expansion project of Klungkung govern-ment. As planned, the project to be funded by special allocation fund (DAK) worth IDR 4.9 billion also failed due to short time to complete because it should have been ac-complished by this yearend.

The Head of Human Settlements, Public Works Agency, I Gusti Lanang Suratma, admitted last Wednesday that no partners submitted the offer. When re-tendered, he was pessimistic if it could not be completed by this yearend. His name was Chen Ming Hsien, 42, from Taiwan staying at Nusa Dua Beach Hotel, room 308. The culprit was arrested the next day at the hotel and im-mediately taken to Ngurah Rai Airport Police (KP3). “We have arrested the culprit at his hotel on Wednesday morning (Sep 25). According to Chief Arta, be-fore the incident the victim put a HP laptop at special immigration counter for the APEC Summit delegates in the international arrival terminal, Ngurah Rai Air-port. Suddenly, the laptop of the victim vanished from the previ-ous place. Afterward, the victim reported the case to the Ngurah Rai Airport Police. “The laptop was known missing around 7:10 p.m.,” he said.

In response to the report, police were investigating the crime scene and examined the witnesses. The results of inves-tigation led to the culprit. Hav-ing been investigated further, the culprit was known to stay at Nusa Dua Beach Hotel, room 308. The culprit was arrested without resistance. “Other than the culprit, we also seized the laptop,” he told reporters last Wednesday.

Before the investigator, the culprit admitted to arrive by the flight of Malaysia MH 851 from Kuala Lumpur, Tuesday night. Upon the arrival at the Ngurah Rai Airport, he passed through in front of the immigration counter. At that time, the culprit saw the laptop and picked it up. Meanwhile, the raid was carried out to prevent any food poisoning from happening again as it did previously. Within a month, there were two cases of mass food poisoning oc-curred in Gianyar. The inspection would be conducted on an ongoing basis in order to monitor the health of food on sale. SANAA/ADEN, Yemen - Fleeing the bloodshed and destruction of civil war in Syria, Yosra Mustafa and 15 members of her extended family crossed into Turkey, but found life there too expensive. They tried their luck with Jordan, but were refused entry. Lebanon came to nothing.

Never would they have expected to end up in Yemen, one of the world’s poorest countries, itself riven by Islamist insurgency, rebellion by a northern Shi’ite group and separatist unrest in the south.

“There is nowhere else to go to now. We’re begging on the streets,” said Mustafa, who, dressed in black from head to toe, stationed herself at one of Sanaa’s main thoroughfares hoping cars would slow down to pay her a few Yemeni riyals.

Bruno Geddo, UNHCR’s representative in Yemen, says the country already hosts 240,000 refugees from Somalia, Ethiopia, Eritrea and Iraq. But the scale of the Syrian conflict, which has virtually laid waste to Mustafa’s home town of Aleppo, seems to have prompted people “to run in all directions”.

BOLINGBROOK, Ill. - Authorities say one person was killed and another injured when a single-engine plane crashed in suburban Chicago.

Will County Coroner Patrick O’Neil says a woman aboard the single-engine aircraft was killed Wednesday when it slammed into a parking lot outside a Bolingbrook bank. O’Neil says her name is being withheld until a Thursday autopsy establishes a positive identification and relatives are notified.

A man was hospitalized at Loyola University Medical Center with burns. His condition isn’t known.

Bolingbrook Police Lt. Michael Rompa says the victims are believed to be the plane’s pilot and passenger. Photos showed the plane ablaze after the crash.

Federal Aviation Administration spokeswoman Elizabeth Isham Cory says the plane took off from Georgetown-Scott County Airport in Kentucky and was trying to land at Clow Airport in Bolingbrook.

He argued that being rich in human resources in terms of quantity would become a very big market potential for powerful countries to make goods or ser-vice transaction. Unluckily, if the (natural and human) resource advantages could not be managed optimally, Indonesian

would become a low grade nation that lost in the competition all the time and be unable to compete in the world.

“Due to the APEC CEO Summit 2013 in Denpasar, Bali, from October 6 to 9, Garuda Indonesia will adjust its flight schedules from various cities to Den-pasar,” noted Garuda’s Vice President for Corporate Communications Pujobroto.

He said Ngurah Rai International Airport in Denpasar will be closed from October 6 to 8, from 10 a.m. to 8 p.m., and on October 9 from 7 a.m. to 2 p.m. local time because of the APEC summit.

“Garuda Indonesia will not be operat-ing 139 flights from Denpasar to Narita, Osaka, Haneda, Singapore, Surabaya, Jogjakarta, Bandung, Lombok, Makassar, and Jakarta when the airport is closed,” he added.

Pujobroto explained that Garuda will also adjust the departure time of 91 flights from Denpasar to Australia, Ko-rea, Singapore, and some other domestic flights.

He added that the routes of 12 flights will be changed - Cengkareng-Denpasar-Kupang will be changed to Cengkareng-Surabaya-Kupang, and Cengkareng-Den-pasar-Jayapura-Timika will be changed to Cengkareng-Makassar-Jayapura-Timika.

BEIJING - Three Chinese companies have ordered a total of 68 A320 aircraft, Airbus said Wednesday as it also announced a lighter version of a wide-bodied jet aimed at emerging mar-kets.

In deals worth more than $6.75 billion at list prices, the aircraft-leasing firm BOC Aviation ordered 25 planes, Qingdao Airlines requested 23 planes and Zhejiang Loong Airlines sought 20.

The European planemaker announced the orders in statements on the sidelines of an air show in Beijing.

Air travel is rising steadily in Asia and other emerging mar-kets, with passenger trips in China reaching 320 million in 2012, up nine percent from the year before.

The orders marked a “vote of confidence in the long-term appeal of our popular A320 family”, John Leahy, Airbus’s chief operating officer for customers, said in a statement.

Separately, Airbus announced a new lighter version of its A330-300 wide-body jet which it said was aimed at high-growth markets.

“The new lower-weight A330-300 variant specially designed for regional and domestic use is Airbus’ solution for markets with large populations and fast-growing, concentrated air traf-fic flows,” Fabrice Bregier, Airbus president and CEO, said in a statement.

Bregier, visiting China for the air show, said the announce-ment was being made in the country “because here we see strong pent-up demand for efficient and reliable wide-body aircraft connecting mega cities such as Beijing, Shanghai, Chengdu and Guangzhou”.

Airbus said the increased fuel efficiency from the lighter weight of about 200 tonnes “will result in an overall cost re-duction by up to 15 percent compared with today’s long-range A330-300 variants”.

Eric Chen, president of Airbus China, told a press conference the company plans to deliver the first of the new A330-300 aircraft by the end of 2015 or early 2016.

“The Chinese market has special features: concentrated air-ports and a large population,” he added. “That’s why we think this aircraft will be a popular solution to these challenges.”

BOC Aviation’s order for A320s includes 12 A320neos, which are designed to cut emissions and fuel consumption, while Qingdao Airlines’ includes 18 neos and Zhejiang Loong Airlines’ has nine.

The two latter carriers are both start-up airlines. Qingdao Airlines will begin operations next year and take delivery of the first A320s in 2016, the statement said. Zhejiang Loong will begin business this year.

Singapore-based BOC Aviation is the aircraft-leasing arm of the major state-owned Bank of China. Airbus A320s make up a core part of its fleet.

A BOC spokeswoman in Singapore told AFP the list price for the 25 planes it ordered is $2.6 billion.

The list prices for the orders from Qingdao Airlines and Zhejiang Loong Airlines amounted to more than $4.15 billion, according to Dow Jones Newswires.

BOC Aviation had ordered another 50 A320s in January, half of them from the “neo” series, with delivery to begin next year and continue through 2019.

Air China also ordered 100 A320s in May, due to be handed over between 2014 and 2020. Airbus has a factory in China that assembles A320-series planes.

Data released Wednesday showed orders for long-lasting du-rable goods increased by only 0.1 percent in August after a sharp drop the month before, raising concerns that third quarter U.S. economic growth may not be as strong as anticipated.

Meanwhile, two financial dead-lines for the U.S. government loom. Congress needs to pass a funding bill to keep the federal government operating after Oct. 1, when its new fiscal year starts. And the nation’s borrowing limit needs to be raised before Oct. 17.

“The prospect of a U.S. Federal government shutdown is likely to undermine equity prices further in the coming days,” said analysts at Capital Economics in an email commentary.

The boat people’s problem should be addressed jointly by the con-cerned countries, including Australia as the destination country, Indonesia as the transit country, and the boat people’s country of origin.

He reminded President Yud-hoyono not to agree to any barter of Australia providing foreign as-sistance in place of letting Indonesia resolve the boat people issue.

“Don’t be persuaded by promises that foreign aid for Indonesia will not be cut, as long as long Indonesia allows its soil to become ‘a killing field’ for asylum seekers and refu-gees wanting to go to Australia,” Juwana stated.

The minister had also reiterated the country’s stance at a bilateral meeting with his Australian counter-part Julie Bishop at the U.N. Head-quarters in New York on Monday.

Natalegawa and Bishop met a day before the opening of the 68th U.N. General Assembly.

“We have reiterated that Indo-nesia cannot accept any Australian policy that would, in nature, violate Indonesia’s sovereignty,” he told re-porters after holding a series of mul-tilateral and bilateral meetings.

“What the doctors have done is right. They have upheld medical honour in the country,” he said on Thursday.

Zaenal added that the presence of foreign doctors in the country is for the transfer of technology and not for practising at hospitals.

With regard to technology transfer, he said “it must be done based on cer-tain requirements as set in the law on medical practice and health minister’s regulation.”

He added that foreign doctors should come to Indonesia upon the request of education hospitals, education institutions, professional organisations, or the health ministry and not local governments or regional hospitals.

“Doctors at Tangerang Selatan have upheld the country’s honour and respect of medical professionals in Indonesia; therefore, they should not be dismissed,” he said.

He mentioned that there are ample Indonesian doctors who are competent; hence, foreign doctors are not needed.“I have appealed to the regional hospital to follow the rules on foreign doctors,” he said.

Five doctors on a contract had recently been fired for participating in a pro-test against the presence of a Malaysian doctor at Tangerang Selatan Regional Hospital in Banten province.

memorandum of understanding (MoU) on Thursday with the National Council on Climate Change, the World Wildlife Fund (WWF) and Indonesia’s Cham-ber of Commerce and Industry (Kadin) to promote low-carbon sustainable tourism development.

The Minister of Tourism and Creative Economy Marie Elka Pangestu said the cooperation was aimed at boosting national tourism development and increasing job opportunities.

“This will also become one of our contributions to the APEC forum this year, as well as help create a tourism sector that can reduce poverty and pre-serve nature,” Pangestu revealed.

The MoU underlines energy efficiency and the use of renewable energy in addition to establishing a creative economy that values nature conservation and promotes the implementation of local wisdom. It will also involve some prioritized action plans within the next two years.

“We have a plan to build a pilot project that will involve the implementa-tion of low-carbon sustainable tourism development in Bali,” the minister added. Meanwhile, the Executive Director of the National Council on Climate Change, Rachmat Witoelar stated that the council was very supportive of the concept of low carbon development.

“However, it must be powered by effective budget allocation and technol-ogy,” he said. WWF Executive Director Efransjah noted that within the agree-ment, there would be programs on climate, energy and conservation, as well as social welfare improvement surrounding conservation areas in Indonesia.

The concept of sustainable tourism development will entail more than just economic interests.

According to the Deputy Director of Kadin’s Environment, Climate Change and Sustainable Development Department Shina W. Kamdani, Kadin had launched an initial project in Nusa Dua, Bali, to develop ecotourism that was based and supported by local wisdom.

Kamdani said he was pleased as there were a growing number of people developing environment-based ecotourism in the country.

Moreover, the scope of the cooperation will include the promotion scheme and international and domestic social education on low-carbon sustainable tourism development.

Experts say the island was formed by the massive movement of the earth during the 7.7-mag-nitude quake that hit Pakistan’s Baluchistan province on Tuesday, killing at least 285 people.

“That big shock beneath the earth causes a lot of disturbance,” said Zahid Rafi, director of the Na-tional Seismic Monitoring Center. The island appeared off the coast of Gwadar, a port about 330 miles (533 kilometers) from Pakistan’s largest city of Karachi and 75 miles (120 kilometers) from Iran.

Navy geologist Mohammed Danish told Pakistan’s Geo Tele-vision that a Pakistani Navy team visited the island Wednesday. He said the mass was about 60 feet (18 meters) high, 100 feet (30 meters) wide and 250 feet (76 me-ters) long, making it a little wider than a tennis court and slightly shorter than a football field.

Such islands are not entirely unusual to scientists who study the earth and its sometimes vio-lent movements. Marco Bohnhoff,

a professor of seismology at the German Center for Geosciences in Potsdam said there are two ways such islands can be created.

In the first scenario, the earth’s crust violently lifts up out of the water. In the second, the earth-quake triggers the movement and release of gases locked in the earth resulting in a flow called a “mud volcano.”

Experts are still trying to de-termine what caused this island, but it could have been a mud volcano, Rafi said. Scientists will have to analyze the material to see what it’s made of.

The island’s appearance elec-trified people along the coast who flocked to the beach and took to boats to visit the island, despite warnings from officials who worried about gas emanat-ing from the island.

The deputy commissioner of Gwadar district, Tufail Baloch, traveled by boat to the island Wednesday. Water bubbled along the edges of the island, in what

appeared to be gas discharging, Baloch said. He said the area smelled of gas that caused a flash when people lit cigarettes.

Dead fish floated on the water’s surface, and local residents took stones from the land mass as sou-venirs, he said.

Unlike lava volcanoes that harden when they come to the surface and cool, mud volcanoes generally don’t create steep or hard rock structures, Bornhoff said, although they can last for long periods of time.

Such land masses have ap-peared before off Pakistan’s Makran coast, said Muhammed Arshad, a hydrographer with the navy. After quakes in 1999 and 2010, new land masses rose up along a different part of the coast about 175 miles (282 kilometers) east of Gwadar, he said.

Each of those disappeared back into the sea within a year during the stormy monsoon sea-son that sweeps Pakistan every summer, he said.

BEIJING - The teenage son of two celebrity singers for the Chinese military was convicted of rape Thursday and sentenced to 10 years in prison, in a case the public closely watched for signs of leniency because of his family ties.

Li Tianyi, 17, and four other defendants took an 18-year-old woman they met in a Beijing bar in February to a hotel room, where they beat her and sexually assaulted her, the Haidan Court in northwest Beijing said in delivering its verdict. Li had denied the charges at his trial last month, saying he was drunk at the time, but the court identified him as the ringleader.

Only one of the defendants was an adult. He pleaded not guilty but was sentenced to 12 years.

Li, who also pleaded not guilty and was tried as a minor, was sentenced to 10 years, in what the court said was a punishment that took into account his minor status. The other three - all of whom pleaded guilty - were sentenced to three to four years.

Sentences for rape normally range from three to 10 years, but in cases deemed severe - including gang rapes and those causing serious injury or death - the sentences for adults can range up to life in prison and even death. Li’s lawyers said the family will appeal.

MOSCOW - A Russian court on Thursday jailed a photogra-pher and a Greenpeace activist who were part of the 30-member Greenpeace team protesting near an oil platform in the Arctic last week.

The Coast Guard disrupted an attempt by Greenpeace activ-ists on Sept. 18 to scale the Russian Arctic platform. Russian authorities seized Greenpeace’s ship the next day and towed it with the 30 activists aboard to Murmansk. The activists are being investigated for piracy.

The court on Thursday denied bail and sanctioned a two-month jail term for photographer Denis Sinyakov and Green-peace spokesman Roman Dolgov, pending the investigation. Both are Russians. No charges have been brought against them yet. The judge has yet to rule in the cases of the other 28 people.

Although Russian President Vladimir Putin said Wednesday the activists aren’t pirates, he defended their detention.

The detained activists are from 18 countries, including Russia, and a long detention or trials could draw unwelcome international attention to Russia’s tough policy against protests. Judges in six courtrooms were hearing the cases of each activ-ist individually and have not yet ruled in the case of foreign activists.

The Arctic Sunrise sails under the Dutch flag. The Netherlands has asked Russia to release the ship and its crew immediately, explain the legal basis for its actions, the exact location where the ship was seized and any charges against the activists.

The platform, which belongs to an oil subsidiary of the state gas company Gazprom, is the first offshore rig in the Arctic. It was deployed to the vast Prirazlomnoye oil field in the Pechora Sea in 2011, but its launch has been delayed by technological challenges. Gazprom said earlier this month it was to start pumping oil this year, but no precise date has been set.

LONDON — While pleased Luis Suarez is back in action following a bit-ing ban, Liverpool is still concerned about the damage the striker caused for the club’s brand globally.

The 10-match suspension for biting Chelsea defender Branislav Ivanovic during a game in April came after Suarez had been banned for eight games after racially abusing Manchester United’s Patrice Evra in 2011.

“Any types of incident of that nature are damaging to a brand,” Liverpool managing director Ian Ayre said on Thursday. Suarez returned to action in a 1-0 loss to Manchester United in the League Cup on Wednesday, although the Uruguay striker hoped not to be playing in a Liverpool shirt again.

Throughout the offseason, rather than focusing on repairing his image, Suarez was publicly pushing for a transfer away from Liverpool in search of Champions League football. Liverpool, though, was steadfast in rejecting bids from Arsenal for the Uruguay international and put him through a rehabilitation process to try and ensure there are no further incidents that harm the club.

“Luis is a footballer, he’s a street fighter, he’s a larger-than-life character,” Ayre said at the Sport Industry Group Breakfast Club in London. “Nobody is condoning any bad behavior but it’s just something you have to deal with. He is what he is, he is the character he is, and we have to try and harness that.

“We have worked a lot with Luis since the last incident with Ivanovic and he has responded well to that. He has been prepared to commit to that sort of work on his character.”

While Ayre said Suarez’s misdemeanors haven’t hit sponsorship revenue, the 121-year-old club wants to ensure its principles are upheld.

“We are very much an institution and we base ourselves on family values, and when your kids are naughty you tell them off and you try to teach them the error of your ways — it’s no different,” Ayre said.

“Every time you have a negative issue like that particular one then of course it’s damaging, but the important thing is to put it right and restore the integrity of the football club. And I believe that’s what we did.”

FRANKFURT, Germany - Title holder Bayern Munich got two goals from Thomas Mueller to cruise past Hannover 4-1 in the second round of the German Cup on Wednesday.

Egypt’s national football team will play in Cairo for the first time in two years, and for a spot in the World Cup. The Egyptian football association decided Wednesday to hold the second leg of the World Cup playoff against Ghana in No-vember at a military stadium in the violence-hit capital.

The EFA also said that fans would be allowed in to watch the Nov. 15 game at the 30 June Stadium.

The decision to play in Cairo for the first time since late 2011 was taken after discussions between the national football body, sports minister Taher Abouzeid, a former

Egyptian international player, and state authorities.

Egypt hasn’t qualified for the World Cup since 1990, but under former United States coach Bob Bradley it progressed to the final two-leg playoffs for a place in Brazil next year with a perfect six wins in its group, the only team out of 40 to do that.

Bradley also had called for the playoff against 2010 World Cup quarterfinalist Ghana to be held in Cairo and in front of fans to boost the Egyptians’ chances of making it to football’s main event. The 30 June Stadium has a capacity of 30,000 and the EFA said it would be full for the Ghana game.

“We would love to play in Cai-

ro,” Bradley had said after the play-off draw last week in Cairo. “That is the dream of the team.”

LONDON — While pleased Luis Suarez is back in action following a bit-ing ban, Liverpool is still concerned about the damage the striker caused for the club’s brand globally.

The 10-match suspension for biting Chelsea defender Branislav Ivanovic during a game in April came after Suarez had been banned for eight games after racially abusing Manchester United’s Patrice Evra in 2011.

“Any types of incident of that nature are damaging to a brand,” Liverpool managing director Ian Ayre said on Thursday. Suarez returned to action in a 1-0 loss to Manchester United in the League Cup on Wednesday, although the Uruguay striker hoped not to be playing in a Liverpool shirt again.

Throughout the offseason, rather than focusing on repairing his image, Suarez was publicly pushing for a transfer away from Liverpool in search of Champions League football. Liverpool, though, was steadfast in rejecting bids from Arsenal for the Uruguay international and put him through a rehabilitation process to try and ensure there are no further incidents that harm the club.

“Luis is a footballer, he’s a street fighter, he’s a larger-than-life character,” Ayre said at the Sport Industry Group Breakfast Club in London. “Nobody is condoning any bad behavior but it’s just something you have to deal with. He is what he is, he is the character he is, and we have to try and harness that.

“We have worked a lot with Luis since the last incident with Ivanovic and he has responded well to that. He has been prepared to commit to that sort of work on his character.”

While Ayre said Suarez’s misdemeanors haven’t hit sponsorship revenue, the 121-year-old club wants to ensure its principles are upheld.

“We are very much an institution and we base ourselves on family values, and when your kids are naughty you tell them off and you try to teach them the error of your ways — it’s no different,” Ayre said.

“Every time you have a negative issue like that particular one then of course it’s damaging, but the important thing is to put it right and restore the integrity of the football club. And I believe that’s what we did.”

Egypt’s national football team will play in Cairo for the first time in two years, and for a spot in the World Cup. The Egyptian football association decided Wednesday to hold the second leg of the World Cup playoff against Ghana in No-vember at a military stadium in the violence-hit capital.

The EFA also said that fans would be allowed in to watch the Nov. 15 game at the 30 June Stadium.

The decision to play in Cairo for the first time since late 2011 was taken after discussions between the national football body, sports minister Taher Abouzeid, a former

Egyptian international player, and state authorities.

Egypt hasn’t qualified for the World Cup since 1990, but under former United States coach Bob Bradley it progressed to the final two-leg playoffs for a place in Brazil next year with a perfect six wins in its group, the only team out of 40 to do that.

Bradley also had called for the playoff against 2010 World Cup quarterfinalist Ghana to be held in Cairo and in front of fans to boost the Egyptians’ chances of making it to football’s main event. The 30 June Stadium has a capacity of 30,000 and the EFA said it would be full for the Ghana game.

He reminded President Yud-hoyono not to agree to any barter of Australia providing foreign as-sistance in place of letting Indonesia resolve the boat people issue.

“Don’t be persuaded by promises that foreign aid for Indonesia will not be cut, as long as long Indonesia allows its soil to become ‘a killing field’ for asylum seekers and refu-gees wanting to go to Australia,” Juwana stated.

“Doctors at Tangerang Selatan have upheld the country’s honour and respect of medical professionals in Indonesia; therefore, they should not be dismissed,” he said.

He mentioned that there are ample Indonesian doctors who are competent; hence, foreign doctors are not needed.“I have appealed to the regional hospital to follow the rules on foreign doctors,” he said.

Five doctors on a contract had recently been fired for participating in a pro-test against the presence of a Malaysian doctor at Tangerang Selatan Regional Hospital in Banten province.

The Minister of Tourism and Creative Economy Marie Elka Pangestu said the cooperation was aimed at boosting national tourism development and increasing job opportunities.

“This will also become one of our contributions to the APEC forum this year, as well as help create a tourism sector that can reduce poverty and pre-serve nature,” Pangestu revealed.

The MoU underlines energy efficiency and the use of renewable energy in addition to establishing a creative economy that values nature conservation and promotes the implementation of local wisdom. It will also involve some prioritized action plans within the next two years.

“We have a plan to build a pilot project that will involve the implementa-tion of low-carbon sustainable tourism development in Bali,” the minister added. Meanwhile, the Executive Director of the National Council on Climate Change, Rachmat Witoelar stated that the council was very supportive of the concept of low carbon development.

“However, it must be powered by effective budget allocation and technol-ogy,” he said. WWF Executive Director Efransjah noted that within the agree-ment, there would be programs on climate, energy and conservation, as well as social welfare improvement surrounding conservation areas in Indonesia.

The concept of sustainable tourism development will entail more than just economic interests.

According to the Deputy Director of Kadin’s Environment, Climate Change and Sustainable Development Department Shina W. Kamdani, Kadin had launched an initial project in Nusa Dua, Bali, to develop ecotourism that was based and supported by local wisdom.

Kamdani said he was pleased as there were a growing number of people developing environment-based ecotourism in the country.

Experts say the island was formed by the massive movement of the earth during the 7.7-mag-nitude quake that hit Pakistan’s Baluchistan province on Tuesday, killing at least 285 people.

“That big shock beneath the earth causes a lot of disturbance,” said Zahid Rafi, director of the Na-tional Seismic Monitoring Center. The island appeared off the coast of Gwadar, a port about 330 miles (533 kilometers) from Pakistan’s largest city of Karachi and 75 miles (120 kilometers) from Iran.

Navy geologist Mohammed Danish told Pakistan’s Geo Tele-vision that a Pakistani Navy team visited the island Wednesday. He said the mass was about 60 feet (18 meters) high, 100 feet (30 meters) wide and 250 feet (76 me-ters) long, making it a little wider than a tennis court and slightly shorter than a football field.

Such islands are not entirely unusual to scientists who study the earth and its sometimes vio-lent movements. Marco Bohnhoff,

a professor of seismology at the German Center for Geosciences in Potsdam said there are two ways such islands can be created.

In the first scenario, the earth’s crust violently lifts up out of the water. In the second, the earth-quake triggers the movement and release of gases locked in the earth resulting in a flow called a “mud volcano.”

Experts are still trying to de-termine what caused this island, but it could have been a mud volcano, Rafi said. Scientists will have to analyze the material to see what it’s made of.

The island’s appearance elec-trified people along the coast who flocked to the beach and took to boats to visit the island, despite warnings from officials who worried about gas emanat-ing from the island.

The deputy commissioner of Gwadar district, Tufail Baloch, traveled by boat to the island Wednesday. Water bubbled along the edges of the island, in what

appeared to be gas discharging, Baloch said. He said the area smelled of gas that caused a flash when people lit cigarettes.

Dead fish floated on the water’s surface, and local residents took stones from the land mass as sou-venirs, he said.

Unlike lava volcanoes that harden when they come to the surface and cool, mud volcanoes generally don’t create steep or hard rock structures, Bornhoff said, although they can last for long periods of time.

Such land masses have ap-peared before off Pakistan’s Makran coast, said Muhammed Arshad, a hydrographer with the navy. After quakes in 1999 and 2010, new land masses rose up along a different part of the coast about 175 miles (282 kilometers) east of Gwadar, he said.

Each of those disappeared back into the sea within a year during the stormy monsoon sea-son that sweeps Pakistan every summer, he said.

Li Tianyi, 17, and four other defendants took an 18-year-old woman they met in a Beijing bar in February to a hotel room, where they beat her and sexually assaulted her, the Haidan Court in northwest Beijing said in delivering its verdict. Li had denied the charges at his trial last month, saying he was drunk at the time, but the court identified him as the ringleader.

Only one of the defendants was an adult. He pleaded not guilty but was sentenced to 12 years.

Li, who also pleaded not guilty and was tried as a minor, was sentenced to 10 years, in what the court said was a punishment that took into account his minor status. The other three - all of whom pleaded guilty - were sentenced to three to four years.

Sentences for rape normally range from three to 10 years, but in cases deemed severe - including gang rapes and those causing serious injury or death - the sentences for adults can range up to life in prison and even death. Li’s lawyers said the family will appeal.

MOSCOW - A Russian court on Thursday jailed a photogra-pher and a Greenpeace activist who were part of the 30-member Greenpeace team protesting near an oil platform in the Arctic last week.

The Coast Guard disrupted an attempt by Greenpeace activ-ists on Sept. 18 to scale the Russian Arctic platform. Russian authorities seized Greenpeace’s ship the next day and towed it with the 30 activists aboard to Murmansk. The activists are being investigated for piracy.

The court on Thursday denied bail and sanctioned a two-month jail term for photographer Denis Sinyakov and Green-peace spokesman Roman Dolgov, pending the investigation. Both are Russians. No charges have been brought against them yet. The judge has yet to rule in the cases of the other 28 people.

Although Russian President Vladimir Putin said Wednesday the activists aren’t pirates, he defended their detention.

The detained activists are from 18 countries, including Russia, and a long detention or trials could draw unwelcome international attention to Russia’s tough policy against protests. Judges in six courtrooms were hearing the cases of each activ-ist individually and have not yet ruled in the case of foreign activists.

The Arctic Sunrise sails under the Dutch flag. The Netherlands has asked Russia to release the ship and its crew immediately, explain the legal basis for its actions, the exact location where the ship was seized and any charges against the activists.

The platform, which belongs to an oil subsidiary of the state gas company Gazprom, is the first offshore rig in the Arctic. “Due to the APEC CEO Summit 2013 in Denpasar, Bali, from October 6 to 9, Garuda Indonesia will adjust its flight schedules from various cities to Den-pasar,” noted Garuda’s Vice President for Corporate Communications Pujobroto.

He said Ngurah Rai International Airport in Denpasar will be closed from October 6 to 8, from 10 a.m. to 8 p.m., and on October 9 from 7 a.m. to 2 p.m. local time because of the APEC summit.

“Garuda Indonesia will not be operat-ing 139 flights from Denpasar to Narita, Osaka, Haneda, Singapore, Surabaya, Jogjakarta, Bandung, Lombok, Makassar, and Jakarta when the airport is closed,” he added.

Pujobroto explained that Garuda will also adjust the departure time of 91 flights from Denpasar to Australia, Ko-rea, Singapore, and some other domestic flights.

He added that the routes of 12 flights will be changed - Cengkareng-Denpasar-Kupang will be changed to Cengkareng-Surabaya-Kupang, and Cengkareng-Den-pasar-Jayapura-Timika will be changed to Cengkareng-Makassar-Jayapura-Timika.

BEIJING - Three Chinese companies have ordered a total of 68 A320 aircraft, Airbus said Wednesday as it also announced a lighter version of a wide-bodied jet aimed at emerging mar-kets.

In deals worth more than $6.75 billion at list prices, the aircraft-leasing firm BOC Aviation ordered 25 planes, Qingdao Airlines requested 23 planes and Zhejiang Loong Airlines sought 20.

The European planemaker announced the orders in statements on the sidelines of an air show in Beijing.

Air travel is rising steadily in Asia and other emerging mar-kets, with passenger trips in China reaching 320 million in 2012, up nine percent from the year before.

The orders marked a “vote of confidence in the long-term appeal of our popular A320 family”, John Leahy, Airbus’s chief operating officer for customers, said in a statement.

Separately, Airbus announced a new lighter version of its A330-300 wide-body jet which it said was aimed at high-growth markets.

“The new lower-weight A330-300 variant specially designed for regional and domestic use is Airbus’ solution for markets with large populations and fast-growing, concentrated air traf-fic flows,” Fabrice Bregier, Airbus president and CEO, said in a statement.

Bregier, visiting China for the air show, said the announce-ment was being made in the country “because here we see strong pent-up demand for efficient and reliable wide-body aircraft connecting mega cities such as Beijing, Shanghai, Chengdu and Guangzhou”.

Airbus said the increased fuel efficiency from the lighter weight of about 200 tonnes “will result in an overall cost re-duction by up to 15 percent compared with today’s long-range A330-300 variants”.

Eric Chen, president of Airbus China, told a press conference the company plans to deliver the first of the new A330-300 aircraft by the end of 2015 or early 2016.

“The Chinese market has special features: concentrated air-ports and a large population,” he added. “That’s why we think this aircraft will be a popular solution to these challenges.”

BOC Aviation’s order for A320s includes 12 A320neos, which are designed to cut emissions and fuel consumption, while Qingdao Airlines’ includes 18 neos and Zhejiang Loong Airlines’ has nine.

The two latter carriers are both start-up airlines. Qingdao Airlines will begin operations next year and take delivery of the first A320s in 2016, the statement said. Zhejiang Loong will begin business this year.

Singapore-based BOC Aviation is the aircraft-leasing arm of the major state-owned Bank of China. Airbus A320s make up a core part of its fleet.

A BOC spokeswoman in Singapore told AFP the list price for the 25 planes it ordered is $2.6 billion.

The list prices for the orders from Qingdao Airlines and Zhejiang Loong Airlines amounted to more than $4.15 billion, according to Dow Jones Newswires.

BOC Aviation had ordered another 50 A320s in January, half of them from the “neo” series, with delivery to begin next year and continue through 2019.

Air China also ordered 100 A320s in May, due to be handed over between 2014 and 2020. Airbus has a factory in China that assembles A320-series planes.

Data released Wednesday showed orders for long-lasting du-rable goods increased by only 0.1 percent in August after a sharp drop the month before, raising concerns that third quarter U.S. economic growth may not be as strong as anticipated.

Meanwhile, two financial dead-lines for the U.S. government loom. Congress needs to pass a funding bill to keep the federal government operating after Oct. 1, when its new fiscal year starts. And the nation’s borrowing limit needs to be raised before Oct. 17.

“The prospect of a U.S. Federal government shutdown is likely to undermine equity prices further in the coming days,” said analysts at Capital Economics in an email commentary.

The Division Head of Highways, Klung-kung Public Works, AA Gede Lesmana, said on Wednesday (Sep 25) that many partners had lately been overloaded with the preparatory works related to the two international agendas in Bali. Partners said they had already been working on the projects belonging to central government, so they were not interested in the physical project of Klungkung County. “In the field of Highways, the hot mix works were slightly difficult lately because partners running the business of Asphalt Mixing Plant (AMP) are only a few,” he said.

He added there were only two partners in Klungkung that had the AMP unit namely PT Sinar Bali and Kresna Karya. All this

time, only PT Sinar Bali remained active, while Kresna Karya never proposed bidding or participated in tender process. Other than the seven projects of Highways sector previ-ously undergoing a bidding failure, another road improvement project at Calik-Salang in Nusa Penida that previously reported to hold a bidding process was finally facing a similar fate. “There are three partners submitting on offer, but they all failed. A partner did not pass the administrative selection, while two others did not meet technical requirements,” he said.

If the value was highlighted, he said to have made a survey since last July before determining the value of project. Averagely, the failed projects had been re-tendered for three times. Even, there was a project whose tender had been announced four times, but no contractors showed their interest. Admittedly, the hot mix stayed to have time to re-tender because the work of hot mix did not take long time. “To make a direct appointment is impossible because there are no offers. Even, if there are, they are not eligible,” he explained.

One of the partners, Wayan Mardika from PT Sinar Bali, said last Wednesday that tender

process of physical project in Klungkung was too close to the period of completion. Thus, there were no partners submitting an offer in the tender process. If it was forced, it might affect the quality of project. He denied if the partners were said to have got excessive jobs as delivered by the Division Head of Highways, the Klungkung Public Works. He re-affirmed the failure of many physical projects in Klungkung was caused by the short time to complete.

Similar failure also occurred to the build-ing expansion project of Klungkung govern-ment. As planned, the project to be funded by special allocation fund (DAK) worth IDR 4.9 billion also failed due to short time to complete because it should have been ac-complished by this yearend.

The Head of Human Settlements, Public Works Agency, I Gusti Lanang Suratma, admitted last Wednesday that no partners submitted the offer. When re-tendered, he was pessimistic if it could not be completed by this yearend. His name was Chen Ming Hsien, 42, from Taiwan staying at Nusa Dua Beach Hotel, room 308. The culprit was arrested the next day at the hotel and im-mediately taken to Ngurah Rai Airport Police (KP3). “We have arrested the culprit at his hotel on Wednesday morning (Sep 25). According to Chief Arta, be-fore the incident the victim put a HP laptop at special immigration counter for the APEC Summit delegates in the international arrival terminal, Ngurah Rai Air-port. Suddenly, the laptop of the victim vanished from the previ-ous place. Afterward, the victim reported the case to the Ngurah Rai Airport Police. “The laptop was known missing around 7:10 p.m.,” he said.

In response to the report, police were investigating the crime scene and examined the witnesses. The results of inves-tigation led to the culprit. Hav-ing been investigated further, the culprit was known to stay at Nusa Dua Beach Hotel, room 308. The culprit was arrested without resistance. “Other than the culprit, we also seized the laptop,” he told reporters last Wednesday.

Before the investigator, the culprit admitted to arrive by the flight of Malaysia MH 851 from Kuala Lumpur, Tuesday night. Upon the arrival at the Ngurah Rai Airport, he passed through in front of the immigration counter. At that time, the culprit saw the laptop and picked it up. Meanwhile, the raid was carried out to prevent any food poisoning from happening again as it did previously. Within a month, there were two cases of mass food poisoning oc-curred in Gianyar. The inspection would be conducted on an ongoing basis in order to monitor the health of food on sale. SANAA/ADEN, Yemen - Fleeing the bloodshed and destruction of civil war in Syria, Yosra Mustafa and 15 members of her extended family crossed into Turkey, but found life there too expensive. They tried their luck with Jordan, but were refused entry. Lebanon came to nothing.

Never would they have expected to end up in Yemen, one of the world’s poorest countries, itself riven by Islamist insurgency, rebellion by a northern Shi’ite group and separatist unrest in the south.

“There is nowhere else to go to now. We’re begging on the streets,” said Mustafa, who, dressed in black from head to toe, stationed herself at one of Sanaa’s main thoroughfares hoping cars would slow down to pay her a few Yemeni riyals.

Bruno Geddo, UNHCR’s representative in Yemen, says the country already hosts 240,000 refugees from Somalia, Ethiopia, Eritrea and Iraq. But the scale of the Syrian conflict, which has virtually laid waste to Mustafa’s home town of Aleppo, seems to have prompted people “to run in all directions”.

BOLINGBROOK, Ill. - Authorities say one person was killed and another injured when a single-engine plane crashed in suburban Chicago.

Will County Coroner Patrick O’Neil says a woman aboard the single-engine aircraft was killed Wednesday when it slammed into a parking lot outside a Bolingbrook bank. O’Neil says her name is being withheld until a Thursday autopsy establishes a positive identification and relatives are notified.

A man was hospitalized at Loyola University Medical Center with burns. His condition isn’t known.

Bolingbrook Police Lt. Michael Rompa says the victims are believed to be the plane’s pilot and passenger. Photos showed the plane ablaze after the crash.

Federal Aviation Administration spokeswoman Elizabeth Isham Cory says the plane took off from Georgetown-Scott County Airport in Kentucky and was trying to land at Clow Airport in Bolingbrook.

Police and traditional Bali-nese security personnel, wearing sarongs and armed with daggers, will be out in force on the Hindu-majority island as the beauty queens take to the stage.

A total of 129 contestants will parade in the glittering finale of the three-week event, which will be broadcast to more than 180 countries.

But protests by Islamic radi-cals in Indonesia, the world’s most populous Muslim-majority country, have overshadowed the contest and prompted authori-ties to order the whole event be moved to Bali, where hardliners have little influence.

Radical anger has not been ap-peased, however. The hardliners are threatening to stage fresh pro-tests on Saturday and even to try

to break through heavy security to get into Bali to demonstrate at the venue.

“We are going to protes t against it, because it is unac-ceptable,” said Haidar Al-Hamid, head of the East Java province branch of the Islamic Defenders Front (FPI).

The province sits just across the water from Bali, and he said that the group planned to head to the island on Saturday, although they will face a tough time as main entry points will be heavily guarded.

But what Wednesday’s ready-to-wear displays lacked in unity they by far made up for in energy and inven-tiveness, as showcased by Dries Van Noten, whose unchallenged mastery of contradictory styles was on full view in his dizzying fashion spectacle. The inimitable Belgian designer produced the strongest show of the day.

With seven days to go before the season ends, it’s too early to spot the Paris trends - but flowers, metallic sheens, and white made strong statements across the day’s 11 official shows.

Elsewhere, several shows - such as Gareth Pugh and Rochas - used dramatic hairstyles and make up to strengthen the statement of their increasingly imaginative catwalk presentations. The shows continue Thursday with Lanvin, Nina Ricci and Balmain.

Only at a Van Noten show can opulent gold hang from sportswear vest straps, peasant blouses meet luxurious colorful damasks, ethnic beading come alongside John Lennon-style shades, and flattened torsos jar with billowing multi-directional 3-D frills, and, still, all succeed and prompt whooping applause.

Van Noten explore his Midas touch.Gently flirting with the metal-

lics craze this season, in one look a huge gold waist-flap set off the contradictory styles with glamor. In the ensemble, a vertical loose cream jacket on a flat-fronted gray top was set alight by the horizontal gold accordion-pleats - finished off with a suitably out-of-place, deco-ratively textured black skirt. Van Noten must have had great fun in putting this collection together.

The show ended on a high with one dizzying ensemble of floral-shaped rouching that the program notes said used up around 16 meters (52 feet) of silk.

In warm cream, black and golden ochre, this incredible creation turned the whole body into a billowing, 3-D experience and blurred the line between fashion and art.

Creative director Marco Zanini used Tennessee Williams’ play “The Glass Menagerie” as an inspiration behind his 1950s-themed catwalk show. The feathery boudoir slippers and messy bed-hair nicely evoked Amanda Wingfield, the play’s faded Southern belle and unstable single mother.

But Zanini used Williams only as a

jumping board in this Rochas show’s fascinating ode to the fifties.

Not all the 41 looks worked — far from it — but each formed part of a carefully-crafted shopping list of all things in-vogue during this time: Pointed winklepickers, full skirts and box coats, as well as the must-have hues of pale peach and pale turquoise.

Meanwhile, sheeny material with floral patterns perfectly captured the American society’s then obsession with the latest material to hit the stores: Nylon chiffon.

London’s enfant terrible produced one of his most sculptural shows to date, with stone-smooth fabric produc-ing clean folds and engineering planes around the body. As ever with Pugh, it was high drama.

Whether in stiff exaggerated col-lars in white, which billowed out like an unfurling rose, space-age circular shoulders in gray or black, or bright turquoise silk column skirts which elongated the leg, surreal elements dominated the 38 looks.

Three-dimensional makeup which enlarged the brow, alongside huge enveloping feathered headdresses, had the Star Trek fans in the audience smiling.

DAMIR DOMA

“It feels very light and easy and at peace, and this is how I feel myself,” said Croatian-born designer Damir Doma of his unusually delicate Paris show. Antwerp-trained Doma’s niche in the Paris fashion week calendar is often found in his hip monkish, dark and medieval styles.

So when the first looks filed by in breezy white cotton it certainly felt like a welcome new direction. Neatly embroidered perforated holes punc-tuated dresses, gauze skirts and boxy tops. They were distributed almost randomly like a feminine blossom that broke up what might have been a stark monochrome.

Doma’s signature asymmetry was still here though - and in abundance with a series of truncated toga styles.

But the story of the show was Do-ma’s exploration of his often-neglected feminine side. In a seismic shift for the designer who prefers menswear tailor-

ing, he included actual dresses in his womenswear for the first time.

GUY LAROCHE

Futurism infused Guy Laroche’s show. The result was a collection with some great ideas, but that seemed to lack somewhat in energy. High notes were hit in a series of sporty skirts that could be described as intergalactic tennis-wear. Cut on the bias this techo-fabric had a voluminous and exaggerated natural flounce - going upward as it would in zero-gravity.

The science fiction musing con-tinued with an all-white shattered glass-effect zipper jacket and cross-over top.

The gray fringing details that appeared on several ensembles and white shirt and black masculine-tailored pant looks didn’t, however, feel very fresh. Marongiu, it seems, worked best in zero-gravity.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

DENPASAr - In this fiscal year 2013, the Den-pasar Municipality allocated IDR 1.3 billion fund to save the education of 1,050 students categorized into poor students. The provision of scholarship for poor students posed a regular program of the Denpasar Municipality. The Division Head of Planning, the Denpasar Education Agency, Made Merta, revealed the matter, Wednesday (Sep 25).

According to Merta, the scholarship was earmarked for poor students from elementary to high school/vocational school. In details, the poor students meeting the requirement to receive the scholarship were 350 students of elementary school, 300 students of junior high school and 400 students of high school/vocational school spreading evenly across four subdistricts in Denpasar. “This scholarship is not only intended for completing the Nine-Year Compulsory Basic Education, but also for reducing the dropout rate for the overall education from elementary to high school/vocational school,” he said.

Those deserving to receive the scholarship, he added, were students of poor families that were potentially threatened by dropouts. Each elemen-tary student was eligible for tuition assistance worth IDR 75,000 per month, while junior high and high school/vocational school students got IDR 125,000 per month. For practical and efficient consideration, the distribution of scholarships was done once a year. “Within a year, each elementary school student gets scholarship at IDR 900,000 per year and junior high and high school/vocational get IDR 1.5 million per year,” he explained.

The amount of scholarships disbursed for poor students by Denpasar Municipality in fiscal year 2013 showed multiple increases compared to the previous fiscal year. In the fiscal year 2012, the Denpasar Municipality allocated a budget of IDR 1.2 billion to help tuition fee of 350 elementary school students, 300 junior high school students and 340 high/vocational school students around Denpasar. “We are grate-ful because the amount of scholarship for poor students is increased in this fiscal year 2013. In others words, more poor students can be helped this year,” he said.

He added the scholarship of 1,050 poor students of poor families would be distributed starting December 2013. With the implementation of this program, he hoped the dropout rate among the students of poor family could be minimized as low as possible. “Providing educational scholarship for poor students to save their education is also conducted by schools,” he said. “Temple poses a spiritual area, not a tourist area based on economic aspect. To that end, I strongly disagree if Besakih Temple is included in the KSPN. It is a sa-cred area having been sanctified and passed down through generations, so do not be bothered,” said Rai Wirajaya when met in Denpasar, Wednesday (Sep 25).

It was said the decision on the inclusion of Besakih in the KSPN could trigger commo-tion because it was issued without any coor-dination with local government and Hindu leaders in Bali. “Necessarily, the government should discuss it with the PHDI. So, just be-cause holding the authority then takes action arbitrarily without consultation,” he said.

According to him, the central and local governments along with Balinese people should have a vision and mission to carry out the development on the island. Thus, it would not result in a conflict in the future because the program went up against the applicable regulations.

“This should become a concern of the

leaders whoever they are. Do not instantly make a decision because it is not the area of the government, but that of people who preserve the temple,” he said.

He also asked the government to disclose the KSPN program that included Besakih to the public, so there would be no prejudice in society. “It must be questioned and exposed, do not let the issue prolong resulting in rest-lessness. Government may not wait, but it has to give an explanation to the public what exactly the KSPN means,” he said.

A lecturer at the Bali Tourism Institute (STP) Nusa Dua Bali, I Made Mandra, agreed that central and local government should expose fairly regarding the inclu-sion of Besakih in the KSPN. So far, there had been no clarity from the stakeholders regarding the direction of the program.

“We have not known what to do in Besakih Temple in relation to the KSPN program, whether it would be made an arrangement to the tourist object or Besakih is included in the category of tourist destination,” he said.

It was mentioned that the definition of destination arrangement and tourist object arrangement was different. Arrangement of tourist object was arranging the region from poorly managed condition into the more comfortable one such as by construction of pedestrian and gazebo to shelter. By contrast, the destination arrangement included the de-velopment of accommodation such as hotel.

“If intended for object arrangement, it’s fine, but if it poses a destination arrange-ment it is inappropriate because in destina-tion certainly includes the accommodation. Meanwhile, Besakih belongs to a sacred area, not tourism area. To that end, it is required the firmness of the government to describe the program,” he said.

He argued the KSPN program should involve the local community, in addition to involving the local government and central government. “The public should be involved in this arrangement, while the government may not take action indepen-dently,” he affirmed. (kmb27)

Marvel’s was seen by 12.2 million people in its series debut on Tuesday, the Nielsen company said. More importantly for ABC, it had the best ratings of any new broadcast drama in four years on all of broadcast television among the 18-to-49-year-old demographic that executives consider most important.

CBS’ “NCIS,” the most popular show on tele-vision last year, debuted its new season to 20 mil-lion viewers directly competing with Marvel’s. But the ABC series actually had more viewers in the youthful demographic, which adver-tisers consider most valuable.

The strong start is no surprise. The research firm Networked Insights, using its measurements of social media con-versations over the summer, concluded that “Marvel’s Agents of S.H.I.E.L.D.” was the most anticipated new program of the fall television season.

ABC quickly announced it would re-run the series debut Thursday at 8 p.m., bumping a rerun of “Shark Tank.”

Not all of ABC’s news was good on Tuesday. The TV By the Numbers web-site reported that the 10 p.m. debut of “Lucky 7,” a series about a group of co-

LOS ANGELES — HBO says Robert De Niro will step into a project that was thrown into question by the death of James Gandolfini. HBO said Wednes-day that De Niro is taking on the role of a New York City attorney handling a murder case in the miniseries “Criminal Justice.”

Gandolfini had played the attorney in the pilot episode. The star of “The Sopranos” died in June at age 51 after suffering a heart attack.

“Criminal Justice” was one of Gan-dolfini’s last projects. Another is the film “Enough Said,” which is now in theaters. An air date for “Criminal Justice” hasn’t been announced.
