to receive the award where her career started, in Hong Kong.

And while she acknowledged she’s long heard rumors of a “Crouching Ti-ger” sequel, she says she’s yet to see a script or other plans on the project. The 2000 original was directed by Ang Lee and won four Academy Awards.

The recent reports have attached kung fu star Donnie Yen to the unconfirmed sequel, and Yeoh said she’s a fan and would welcome the opportunity to work with him if a project is developed.

The Hong Kong film festival’s open-

ing night was featuring the premiere of “Ip Man: the Final Fight,” the latest film about the life and work of martial arts master Ip Man. Lead actor Anthony Wong and actress Zhou Chou Chou were among stars walking the red carpet.

Veteran Hong Kong directors Johnnie To and Ronny Yu are also premiering works at the festival, which features “In-fernal Affairs” director Andrew Lau.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

So far, the smuggling of productive cattle to outside Bali is neglected, but the slaughter-ing of local cattle was imposed with fine.

A number of cattle dealers in Jembrana told Bali Post on Sunday (Mar 17) that cattle smuggling in West Bali was still taking place and secure. They also asked why the authori-ties took no action. Saputra, a cattle dealer from Mendoyo said his party wanted in order the apparatus totally eradicated the rampant smuggling. The authorities did not only take action against local butchers based on the Regional Bylaw on the cattle slaughter. Mean-while, the cattle smuggling still continued. It clearly harmed the state and Bali in particular. Saputra had confidence the illegal cattle dispatch did not pay attention to the limitation

on the kind of cattle dispatched whether they were productive or not. Most importantly, they could dispatch to outside Bali to meet the high demand.

One of the cattle skippers from Negara also judged if there was injustice in the pros-ecution by relevant authorities in Bali related to the cattle protection. Some time ago, a number of beef cattle business-men in Jembrana claimed to have been fined as they were considered to slaughter produc-tive cattle. “Even, a butcher was fined at IDR 2 million, but why did the authorities not take action against the smugglers? They obviously harm the state, even their turnover is larger,” protested a cattle skipper who declined to mention its name.

At the moment, the smug-gling only sourced at one loca-tion in West Bali. According to local people, the delivery had become common knowledge and been managed by engag-ing local residents. However, the hamlet chief could not do anything because it did not have the authority to take action. (kmb26)

This condition was recognized by an economist, Viraguna Bagoes Oka, recently in Denpasar, because so far the government had not owned a blueprint for the direction of development in Bali. As a result, the handling of the agricul-tural sector did not have a clear, focused and concrete concept.

In addition to non-synergistic and non-integrated leadership in the management of the agricultural sector to cultivate pro-ductive land, all this time the farmers also seemed to make effort independently in the production starting from the process of planting, harvesting through marketing their products. No doubt, many farmers faced crop failures, bad credit and so forth. Consequently, a lot of productive land owners were in despair.

“Aside from the land giving less optimal yields, numerous unceasing products coming from outside Bali and high taxes have made them take a short-

cut by converting their productive land into commercial purposes considered to be more promising,” he said. He added it was the government’s failure in its func-tion to become an agent of development and people’s welfare.

At separate location, similar opinion was revealed by a player of agriculture, IB Raka Wiryanatha. According to him, the government gave a half-hearted at-tention to the sector deeply involved by almost 75 percent of Balinese people. “Actually, there is no obstacle to revive the agriculture from adversity if the government indeed has a will. Probably, since the agriculture is still considered less prospective, it has not been handled properly,” he said.

Another obstacle becoming a di-lemma was that farmers lacked of sufficient market to sell their crops. Establishment of a wholesale market for the agricultural products, especially

the local ones, was admitted as one of the forms to generate the economy of Bali that should be done by the government. “Most farmers sell their product to middlemen, so that the price offered is speculative. Even, during the harvest season, the price of agricultural products declined quite dramatically or the products were rotten due to lack of markets,” he said.

To encourage the agriculture, ac-cording to him, the government at least should increase the agricultural produc-tion, such as grain. It would motivate farmers to develop the agricultural sec-tor. Secondly, the government needed to ensure the availability of agricultural needs including the seeds, fertilizers, pesticides and other needs. “The need for the agricultural tools must be guar-anteed so that the processing activities of farmers are not hampered by the limitations,” he said. In an age when the line between tech superstardom and outright hacking grows increasingly blurry, the case against Keys, 26, lays bare sharp divisions about what consti-tutes Internet crime and how far the government should go to stop it.

“Congress wants harsh penalties doled out for these crimes because they don’t want people defacing websites, but there has to be a way that we can bring the law into harmony with the realities of how people use technology today,” said Hanni Fakhoury, an attorney at the San Francisco-based nonprofit Electronic Frontier Foundation.

Keys, a well-known figure in the Twitterverse, was charged Thursday with conspiring with the hacking group Anonymous to alter a Times news story in late 2010. The federal indictment accuses Keys of giving hackers the information they needed to access the computer

system of Times’ parent company, Tribune Co. Tribune also owns a Sacramento television station Keys had been fired from months earlier.

An attorney for Keys said he is not guilty, and that the government is overreaching in its zeal to pros-ecute Internet pranks. “No one was hurt, there were no lasting injuries, no one’s identify was stolen, lives weren’t ruined,” his Ventura-based attorney, Jay Leiderman, said Fri-day. “Mr. Keys was no different than any other embedded journal-ist. The story he was going after was inside this chat room, and he went there.”

Keys was hired in 2012 as deputy social media editor for the Reuters news service. He didn’t return a phone call seeking comment. “I’m okay,” he tweeted Friday in response to a journalism colleague wondering how he was doing.

According to Keys’ Facebook profile, he is single and works at Thomson Reuters Corp.’s New York office, where “I get paid to use Twitter and Facebook at work.”

He was suspended with pay late Thursday, said Reuters spokesman David Girardin, who did not elabo-rate. A spokesman for the Chicago-based Tribune Co. declined to comment.

A celebration of the W.M. Keck Observatory’s 20th anniver-sary this week will also include a plea for more money to keep the iconic telescopes running in the next year. “We’re a little con-cerned because of what’s going on in Washington,” said Debbie Godwin, director of advancement for Keck’s foundation.

Roughly $6.5 million, more than a quarter of the Keck Ob-servatory’s annual budget, comes from the U.S. National Sci-ence Foundation, but that could change due to across-the-board federal cuts coming under the sequestration process, Godwin said.

Larger telescopes coming

At 20 years old, Keck is an invaluable tool for hunting down exoplanets, exploring galaxies on the edge of the universe and occasionally snapping pictures of moons and planets in Earth’s own solar system.

The twin telescopes, each with 32-foot (10 meter) diameters, are the largest optical scopes around.

They boast an extensive legacy of discovery, ranging from co-discovering methane on Mars to charting the acceleration of the universe.

Competition is fierce for ob-serving time at Keck, with a typical research project receiving a couple of nights annually. Last year, the telescopes generated 315 research papers — almost a paper for every observing night of the year, Godwin pointed out.

Look 10-20 years further down the line, though, and Keck will be a small telescope amid newer and larger observatories.

For example, the European Ex-tremely Large Telescope in Chile should come online around 2022. Its 129-foot (39.3 meter) mirror will be more than four times the size of one Keck telescope.

Godwin anticipates demand for Keck will begin to fade around then, but that decreased traffic will be a boon to astrono-mers now jostling for observing time.

SAN FRANCISCO - Samsung’s newest, feature-packed Galaxy S4 may put pressure on Apple Inc to accelerate its pace of smartphone design and venture into cheaper devices - both departures from usual practice. The latest Galaxy, unwrapped with much fanfare in New York on Thursday, out-does the iPhone in most technical aspects. But the challenges it encapsulates run deeper than just a simple specifications comparison.

“It would be overstatement to say Apple is far behind,” Charles Gol-vin, analyst with Forrester, said, but it does need to note the quickening pace of competitive devices being released.

“If anything, what Apple needs to respond to is the cadence of their own releases, probably a completely new design every two years and a sort of speed bump every year is not an adequate cadence for Apple to remain at the forefront of smartphone innovation today.”

Samsung’s apparent ability to go toe-to-toe with Apple on cutting-edge smartphones may prompt the U.S. titan to finally make its own assault on the lower-end of the market that it has famously stayed away from -- not least to get into untapped markets like China and India.

Many analysts now say Apple has to respond in force to Samsung and other rivals that are grabbing attention. Much of Wall Street is now looking ahead to the next iPhone, but expectations are muted.

government. Local government was only authorized to sign it. Meanwhile, the fund was flow-ing to central government. “With this Government Regulation, the authority to handle the IMTA renewal will be granted to local government. Thus, it’s necessary to be followed up with the mak-ing of bylaw,” said the former Spokesperson of Denpasar Mu-nicipality.

Handover of the authority, said Erwin, would increase the potential of regionally generated revenue (PAD) in Denpasar con-sidering many sectors employed the expatriates. He added that education field also employed expatriates and so did the tour-ism and fishery sectors. “The potential is quite large, so that the law needs to be worked out properly,” he said.

The renewal of IMTA was charged at USD 100 per month. However, for Denpasar it would be coordinated first, so that the amount would be known for sure. “Probably, we will charge it in rupiah currency so that it will be easier,” he said.

Due to the absence of regional bylaw on the IMTA, Erwin said, the municipal government had lost revenue approximately USD 3,600 within three months. It hap-pened because starting January 1, 2013 the central government no longer had the authority to charge the IMTA renewal. In 2013, the APEC meeting will focus on the expansion of trade and investment, as well as on structural reforms.

As part of APEC`s efforts to achieve sustainable growth with equity in the region, the meeting will also focus on financial inclu-sion, food security and health. It will also discuss ways to improve the global competitiveness of small businesses (SMEs).

The frontier, quiet since Is-rael and Syria agreed on a U.S.-brokered ceasefire in 1974, has turned volatile in recent weeks, after opposition brigades stepped up attacks against army and intelligence compounds dotting the agricultural plain stretching from the border with Jordan to the Damascus outskirts.

The compound near the Yar-mouk River in the town of Shag-ara, 8 km (5 miles) from a cease-fire line with Israel, fell after a five-day siege, the sources said.

“We have completely taken over this security compound this morning. It’s a command center for the shabbiha (pro-Assad mi-

litia). They retreated after strong blows dealt to them during a five day siege,” said Abu Iyas al-Hau-rani, a member of the Yarmouk Martyrs Brigade.

ease restrictions on military en-gagement with Myanmar follow-ing democratic reforms since the country’s ruling generals relin-quished their half-century grip on power in 2011, Prime Minister Julia Gillard said on Monday.

During a visit to Canberra by Myanmar’s President Thein Sein -- the first leader from the former Burma to visit the Australian capital since 1974 -- Gillard said restrictions would be lifted on military humanitarian aid and peacekeeping, but an arms sales embargo would stay in place.

“What we’ve done today is tak-en a first step on defense relations between our two countries. It is not fully normalizing defense re-lationships,” Gillard told reporters at a press conference with Thein Sein at Australia’s parliament.

Since Myanmar’s military stepped aside and a quasi-civilian government was installed in 2011, triggering a wave of political and economic reforms, western govern-ments have cautiously dropped or eased sanctions against the country.

But the government still main-tains a constitution drafted by the

generals and reserves a quarter of parliamentary seats for military personnel, while barring Nobel laureate and opposition leader Aung San Suu Kyi from the presidency.

The United Nations Special Rapporteur on human rights in Myanmar last week warned that progress had been erratic in Myan-mar, with around 250 political pris-oners still behind bars and 120,000 people internally displaced.

Gillard said Australia, a rotat-ing UN Security Council member and close U.S. ally, would soon post a defense attaché to its em-bassy in Myanmar, and would also provide additional aid worth $20 million to train the government in human rights.

Thein Sein, a former junta general who has won praise for reforms since taking power in March 2011, said his government was looking to resource power-house Australia for investment and expertise in the country’s fledgling resource sector. “We have to make sure that the extrac-tion and exploitation of these resources is done properly,” he said. NEW DELHI — Five men have been arrested and have confessed to raping a Swiss woman who was attacked in central India while on a cycling vacation with her husband, police said. Two other suspects are being sought, said D. K. Arya, a senior police officer. The five men arrested in Datia on Sunday are

from villages near where the attack occurred Friday night as the Swiss couple camped in a forest in Datia district of Madhya Pradesh state.

The couple told police that the woman had been raped by seven or eight men, but that it was dark and they could not be sure of the exact number, Arya said. They said the husband also was attacked by the men.

Saturday at a hospital in the nearby city of Gwalior and was released later that day, police said. Arya said the couple was heading to the Indian capital of New Delhi, about 400 kilometers (250 miles) to the north, later Sunday. The attack was front-page news in Indian newspapers and happened three months after the fatal gang rape of a woman aboard a New Delhi bus, an attack that

spurred outrage over the treatment of women in Indian society and the country’s justice system.

Prior to the attack, the Swiss tourists, who were on a three-month visit, had visited the temple town of Orchha and were planning to cycle to Agra to visit the Taj Mahal, nearly 210 kilometers (130 miles) away.

They set out from Orchha on Friday and pitched their tent in a

forest near Jatia village when they were attacked by men armed with sticks, police said.

The men beat up the husband, tied him to a tree and then raped the woman, police said. They also stole the couple’s cellphone, lap-top computer and 10,000 rupees ($185). Police said they recovered the laptop and phone from one of the men who was arrested.

Police stated last Sunday (17/3), Wiratama has been chased a long time as he kept on consuming the drugs. Accused was then traced to have been staying at Teduh Ayu Inn, Kebo Iwa Street, North Denpasar. Police then raided his room around 9.20 pm local time and found a 0.08 gram methamphetamine as explained by Head of the Unit, PC I Wayan Suarda.

A bong and broken light bulb were also found. Wiratama later on confessed that he got the item from Made Ratulangi who lives at Raya Kerobokan Street, Badung. At that day, Ratulangi was also then captured. It was then later found that he had ordered it from Mertayasa who lives at Gunung Guntur Street, Gang XVIII, Denpasar. There were 4.94 gram methamphetamine found, another 1.4 gram placed in a glass pipe, another 0.14 gram in a plastic, BlackBerry phone, Nokia phone and a crocs grey sandal also became evidence. “The case is still being developed. A trader in Pancasari Market, Sukasada subdistrict, Wayan Sri, said the price hike of chili took place in the past few days. Its culmination occurred after the release of informa-tion mentioning if the price of garlic and onion was also on the rise. At that time, the local chili was usually sold for IDR 20,000 per kilogram

then rose to IDR 60,000.The increase reached IDR 40,000

per kilogram. Meanwhile, the large size chili also increased. It was usu-ally sold for IDR 20,000 per kilo-gram and then rose to IDR 22,000 per kilogram, so that it increased as much as IDR 2,000 per kilogram. Other than persistent skyrocketing price, the supply of chili from farm-ers in Buleleng also began to slump. From the rainy season, the supply from collectors had even stopped. “The increase is unavoidable and it follows the increase in the price of onion. The price is expensive but the item is difficult to get due to few sup-plies from collectors,” she said.

Additionally, Sri said the price hike happening to garlic, chili and

onion were estimated to continue. Moreover, it was ahead of Galun-gan and Kuningan festivities that were just around the corner. For this condition, Sri hoped that relevant agencies in Buleleng County could immediately take action to stabilize the prices of seasoning ingredients.

Meanwhile, the observation at one of the chili farms at Dasong hamlet, Pancasari village, Sukasada subdistrict, a number of farmers looked busy maintaining their crops. Since the rains engulfed the area of Buleleng, most plants were unable to bear fruits. Many young and green chilies were rotting. As a result, the production dropped dramatically. Amidst of the decline in chili pro-duction due to rain, farmers could reap more benefits than the previous harvest season. “The fruits are rotten, but we are grateful as many fruits are still intact and the price is also quite expensive, so the profit is higher than usual,” said a farmer. CAIRO - A top International Mon-etary Fund official has begun several more weeks of talks with Egyptian offi-cials over the country’s economic reform program to secure a $4.8 billion loan.

In an IMF statement, top official Masood Ahmed said he welcomes Egyptian determination to move forward with their economic reform program.

The IMF has in the past pushed for

reforms in taxation and subsidies before granting loans. Egypt sees the loan as a lifeline to boost critically low foreign reserves and lure back foreign investors. Ahmed met with officials Sunday in Cairo, including Egypt’s prime minister and the central bank governor.

Talks were delayed in December when violent protests erupted and the president was forced to rescind austerity plans. Investors and activists demanded a national dialogue on the changes first.

Cyprus parliament delays vote on bank deposits tax

The announcement of the de-lay set off an immediate scramble among top European financial officials. One lawmaker told The Associated Press that European Central Bank was pressuring Cy-priot authorities to hold the vote without delay.

The stakes are high for the tiny island nation of one million people because a rejection of the one-time tax by lawmakers could send Cyprus into bankruptcy and possibly out of the common euro currency. Officials also fear negative global market reaction on Monday and a run Tuesday on Cypriot banks no matter which way the voting goes. Monday is a national holiday.

The vote, which had been ex-pected later Sunday, was pushed back to Monday afternoon, parlia-mentary official Antonis Koutalia-nos said. President Nicos Anasta-siades had personally requested the postponement but no reason was given, state media reported.

“There are two choices, voting in favor which allows the country to avoid a disorderly bankruptcy, or rejection, which will have us

face a disorderly bankruptcy with all that that entails,” said Averof Neophytou, deputy chief of the governing Democratic Rally par-ty. The president was to address the nation Sunday night.

The decision by Cyprus’ 16 eurozone partners and the Interna-tional Monetary Fund to impose a one-time tax of 6.75 percent on all deposits under €100,000 ($131,000) and 9.9 percent over that amount was a significant shift. It marks the first time they have dipped into people’s savings to finance a bailout — a move that analysts worry may roil interna-tional markets and jeopardize Europe’s fragile economy.

The levy is expected to raise €5.8 billion to recapitalize the nation’s banks and service the country’s debt. Cypriot banks got into trouble after losing some €4.5 billion on their Greek government bond holdings after eurozone leaders decided to write down Greece’s debt last year.

The demand for the levy has enraged Cypriot politicians, who have condemned it as unfair and disastrous, bringing into doubt

its approval in the 56-seat par-liament. At least 24 lawmakers from the Communist AKEL and the socialist EDEK parties have already said they will vote no. The governing Democratic Rally party and its allies generally control about 30 seats. Depositors flocked to ATM machines in Cyprus on Saturday, trying to pull out as much money as they could.

“It’s a lose-lose situation. There will be a huge deposit withdrawal from Cypriot banks with or with-out a (levy),” said Cyprus Greens lawmaker Giorgos Perdikis. “We should have the courage to make the right decisions that will restore the public’s confidence, which was drastically shaken.”

In an opinion poll Sunday nearly three quarters of respon-dents said Anastasiades and his delegation “failed to secure a good deal” at Friday’s eurogroup meeting in Brussels. NEW YORK/SAN FRANCIS-CO - To get its 787 Dreamliner fly-ing again, Boeing Co is testing the plane’s volatile battery system to a rigorous standard that the company itself helped develop -- but that it never used on the jet.

Boeing’s decision has thrust an arcane standard known as RTCA to the center of the debate over whether Boeing and the U.S. Federal Avia-tion Administration (FAA) were rig-orous enough when they originally set standards for the 787 battery system in October 2007. The debate could have broad implications for the future use of lithium-ion batter-ies on aircraft.

A committee co-chaired by Boe-ing published safety guidelines in March 2008 for using lithium-ion batteries on aircraft to minimize the risk of fire. But because they arrived five months after the FAA had ap-proved a set of special conditions for the fire safety of the Dreamliner bat-tery system, Boeing did not have to meet the more stringent guidelines. The FAA never required it, and Boe-ing did not choose to use them.

Last week, Boeing decided to shift to the tougher RTCA standard for a revamped 787 battery system. The move came after regulators grounded Dreamliners worldwide in January following a battery fire on a Japan Airlines Co 787 at Boston’s Logan airport and a battery melt-

down on an All Nippon Airways Co flight in Japan.

Some battery industry experts voiced surprise that Boeing did not apply the RTCA standard when it was published in 2008. Even though the tests were not required, they would have served as a check on Boeing’s design assumptions and possibly prevented the battery from overheating in January, they said.

John Goglia, a former board member of the National Transporta-tion Safety Board (NTSB), said he sees the use of the RTCA standard “as an admission that they didn’t do a good job in the beginning.” “It is going to be part of the final NTSB report,” he added. “It will be at least mentioned in there.”

The NTSB last month questioned the assumptions Boeing and the FAA made when certifying the battery system in 2007. The safety agency plans to hold a hearing on the issue next month and is expected to rec-ommend changes to FAA procedures after completing its investigation into the battery failures.

Boeing spokesman Marc Birtel said Boeing didn’t use the RTCA standard earlier because it came “af-ter we had completed our certification plans and begun our testing efforts.”

Under the special conditions, the Dreamliner passed “a rigorous test program and an extensive certifica-tion program conducted by the U.S. Federal Aviation Administration,” he said.

Even though local government gives less attention, the giant bamboo cultiva-tion carried out by farmers in Pupuan remains to exist. At least, 800 farmers have been getting involved in the culti-vation of this woody grass with hollow jointed stem. The cultivation of giant bamboo was first promoted by an agri-cultural technology expert doubling as a lecturer at the Faculty of Agricultural Technology, Udayana University, Dr. Pande Ketut Diah Kencana. Her action began with the breeding and research in 2003. Incidentally, this woman from Gi-anyar was researching the bamboo as the object of her doctoral studies. She found the giant bamboo was a local wealth that had not been well cultivated.

Her effort was successful. With her patience since 2006, she could make a bamboo plantation at Padangan village, Baturiti. Starting from this success, she took local farmers to cultivate giant bamboo and the results were tantalizing. In fact, the shoot of giant bamboo was marketable. Its tasty and tender flavor became the main attraction to people, especially the local markets. Due to its best-selling, the processing of gi-ant bamboo shoots was overwhelmed to meet the demands. “We serve the supermarket in Bali and even it has penetrated to Bandung. Lastly, an in-vestor from China wanted to import the bamboo shoots for foreign markets,” said Dr. Diah.

She explained the giant bamboo had

distinctive features and uniqueness that did not exist in other countries, even in China though. The bamboo was the native plant to Pupuan. With these ad-vantages, she had made a presentation to six ministries, such as the National Development Planning Agency (Bap-penas), Ministry of Commerce and Industry, Ministry of Cooperatives, Ministry of Environment, Ministry of Forestry and Ministry of Tourism. All the ministries agreed to the cultivation of giant bamboo. Unfortunately, no one had been working on this potential seri-ously, including the government of Bali and Tabanan County. “We’ve handed presentation, but the response looked indifferent,” she explained. Neverthe-less, the farmers did not get frustrated. With independent capital, she built a nursery and processing center of giant bamboo shoots.

Now, the bamboo shoot production had reached hundreds of kilograms packed in various types, such as the air-tight plastic containers to cans. The tech-nology in use was quite sophisticated. The bamboo shoots packaged could last up to 3 months, even the canned ones could last up to two years. High demand of the giant bamboo shoots made Dr. Diah continued to tighten her cooperation.

She asked farmers to make giant bamboo cultivation, including the coop-erative that would handle the marketing. “We do not want the harvest yield to

be taken over by middlemen. With the farmer group and cooperative, all the bamboo shoot proceeds will be accom-modated pursuant to market price,” she explained. The price of giant bamboo shoot had exceeded IDR 1,000 per stem. On average, the farmers in Pupuan had 10-15 giant bamboo groves. Its harvest was carried out every rainy season. A clump could produce at least 15 pieces of bamboo shoots harvested every three days. With such high price, the bamboo shoots of farmers could boost their economy.

Aside from being profitable, the giant bamboo cultivation also supported the reforestation and the use of critical land because the roots of bamboo reserved water source. Mature bamboo stalks could also be sold to handicraft artisans at reasonable price. Another advantage of the bamboo cultivation was only car-ried out once and could last up to 100 years, while the maintenance was very easy. Other than in Pupuan, the giant bamboo cultivation also began to be promoted in Gianyar on the land of 500 hectares. She hoped the giant bamboo could improve the economy of farmers provided that the breeding system and marketing should be done collectively, not controlled by collectors. “We pro-mote this in Pupuan, where farmers are directly involved in the marketing,” she said accompanied by Ketut Remiyasa, 43, Chief of Subak Tumpang Telu, Ba-tungsel, Pupuan. EREZ CROSSING, Gaza Strip — A freed Palestinian prisoner was given a hero’s welcome in the Gaza Strip on Sunday evening after ending his hunger strike in an Israeli jail and agreeing to a plea bargain that will confine him to the Hamas-run territory for the next 10 years.

After his release from Israeli custody, Ayman Sharawneh arrived at the Erez Crossing in an ambulance with its siren blaring and red lights flashing as dozens of TV cameramen and photographers precariously gathered around the vehicle as it crossed into Gaza. Dozens of Palestinians waved national flags and chanted slogans calling for freedom.

Sharawneh, 53, appeared weak, shaky and shrunken, and was taken to a hospital in Gaza City. Sharawneh, a resident of the West Bank, had been refusing food since last July to protest his incar-ceration. His lawyer, Jawad Bulous, said Sharawneh accepted the offer of confinement to Gaza, fearing he would be sent to prison for decades in a military court hearing set for Monday.

“The occupation committed two crimes,” Sharawneh said, refer-ring to Israel. “Arresting me, and then keeping me away from my family. But in Gaza, I am also with my family,” he said, his voice croaking as he spoke from his hospital bed.

Sharawneh, who was serving a 38-year prison sentence for par-ticipating in militant attacks, was among about 1,000 Palestinian prisoners freed in 2011 in exchange for an Israeli soldier held for five years by Hamas militants in Gaza.

In one attack, he detonated an explosives-filled handbag in the southern Israeli city of Beersheba, wounding more than a dozen people. He was also involved in a kidnapping attempt, according to Israel’s Shin Bet security service.

He was arrested again in January 2012 after being accused of violating the terms of his release by making contact with members of the militant Islamic group Hamas. The military court could have ordered him to serve out the remainder of his original sentence.

JAKARTA - Ministry of Women Empowerment and Child Protection has highlighted the lack of women participation in politic in Indonesia, hence they will push the female contribution through several policies. “One of which, we have pushed the issued of the Presidential Decree Number 9 Year 2000 about the Gender Mainstreaming in National Development,” said Executive Sec-retary of Women Empowerment and Child Protection Ministry Mudjiati here on Saturday.

Mudjiati said on behalf Minister Linda Gumelar during the opening ceremony of National Assembly of Islam Women Student Association (Kohati) XXI in Jakarta, that the inequlity between women and men participation in politic has became major concern of the Women Em-powerment and Child Protection Ministry (WECPM).

Based on the report of WECPM and Central Statistic Agency of the Gender Based Human Development research, the women participation in politic is just 18 percent comparing to the men participation which is 82

percent. “Meanwhile, women who achieved first echelon position in the bureaucracy is under 10 percent,” she said. According to Mudjiati, the inequality in the politic sector was not only caused by the low participation of the women related with their edu-cation achievement, but also affected by the patriarch culture which is still dominant.

Since the gender understanding among the community has many per-spectives both from women and men, it has caused the difficulties for the policy maker to provide fair and equal policy for all genders, she explained.

“Even some policy makers are not entirely understand about the essence of gender itself. If they don`t under-stand the basic, how do they will produce the fair policy?” she said.

To push more the women participa-tion in politic, the government has put the Gender Mainstreaming program in the National Medium Term Develop-ment Plan (RPJMN) 2010-2014.

“The acceleration plan on the mainstreaming gender program is important to be well-defined to ac-commodate the challenge of Millen-nium Development Goals (MDGs) 2015,” she said.

“This is remarkable. It’s a major leap for the future of our football,” Djohar Arifin Husein, chairman of the Indonesian Football Association (PSSI), said after the PSSI’s special congress voted on the issue in a luxury Jakarta hotel. The meeting was marred by jostling and shouting. Nearly 500 police were on standby at the hotel.

He said the rival Indonesian Soccer Rescue Committee (KPSI), had agreed to return to the FIFA-recognised PSSI. “We have one league, one national team, one football federation and we can avoid FIFA’s sanction.”

FIFA has repeatedly threatened to suspend Indonesia unless it resolved the dispute. Its latest hearing on the issue was due later this month.

The majority of the 100 votes at

the meeting agreed to unite the two leagues - the Indonesian Super League (ISL) and Indonesian Premier League (IPL), by 2014 with 18 clubs from ISL and four clubs from IPL.

KPSI chairman La Nyalla Mat-taliti was appointed vice chairman of the PSSI. Mattaliti and three other former members of PSSI’s govern-ing executive committee were also reappointed.

However, six of the 11 current committee members walked out of the meeting in protest. Mattaliti told reporters that the six members have been suspended until the next congress in six weeks time when PSSI will elect a new executive committee, including a chairman and vice chairman.

of Maritime and Fisheries Affairs (KKP) succeeded on Friday in freeing 11 Indonesian fishermen who were arrested by Malaysian au-thorities early this month, a cabinet minister said. KKP Minister Sharif Cicip Sutardjo told reporters here on Saturday that the Indonesian fishermen who came from Lang-kat District, North Sumatra, were released after his ministry officials held intensive lobbyings with the Malaysian side.

He said that the Indonesian fishermen were arrested for fishing in the Malaysian waters. “They violated the water areas because they were only small fishermen who had no enough equipment to know their exact position,” the minister said. “The Indonesian fishermen admit-tedly had violated the border areas and were found guilty because they missed their way into the Malaysian water areas,” the minister said.

The minister said the Malaysian side was ready to accept it if “we can provide them with reasonable legal arguments before the suspects

are taken to the court. After all, we made approaches from the humanity aspect.” In the meantime, Director General for Marine and Fisheries Resources Supervision Syahrin Abdurrahman said the 11 Indonesian fishermen were arrested by the Ma-laysian apparatuses about 60 miles away from Pangkalan Brandan, Langkat District.

“Their fishing boat was categori-cally small, namely only 6 gross tons,” he said. The 11 fishermen who were arrested on March 1, 2013 were Helmi Suheri, Muhammad Amin, Jauhari, Vikindra, Iwan, Darwidin, Amri, Ahmad Dani, Zakaria, Mu-hammad Rio and Hasanuddin.

Syahrin said his directorate, in cooperation the foreign affairs ministry, was able to repatriate 293 Indonesian fishermen who were arrested overseas in 2012. They included 115 were repatriated from Australia, 20 from the Republic of Palau, seven from Papau New Guinea and 14 from Timor Leste.

Last week, the Australian gov-ernment repatriated a total of 51 fishermen hailing from the Indo-nesian province of East Nusa Teng-

gara (NTT) after being detained since last year in that country. The NTT`s police public relations of-ficer Febrina Ida Pello said that the fishermen were repatriated through the El Tari Kupang airport.

“There are 51 fishermen arrived at the airport after flying Lion Air, but only two were identified as the other ones mingled with other pas-sengers,” she said.

The two fishermen, identified as Asrol Doro and Andri Giri still undergo investigation, before their departure to their village in Rote Island, she said. According to the two fishermen, the Australian po-lice accused them to have entered the Australian waters and nabbed them in September 2012.

“Actually we are fishing in In-donesian waters, but the Australian police accused us to have entered the Australian waters,” Asrol said in the NTT`s police office.

Asrol said that the 51 fisher-men have undergone their jail sentence after being accused of catching marine biota and brought illegal immigrants into the country`s territory.

EREZ CROSSING, Gaza Strip — A freed Palestinian prisoner was given a hero’s welcome in the Gaza Strip on Sunday evening after ending his hunger strike in an Israeli jail and agreeing to a plea bargain that will confine him to the Hamas-run territory for the next 10 years.

After his release from Israeli custody, Ayman Sharawneh arrived at the Erez Crossing in an ambulance with its siren blaring and red lights flashing as dozens of TV cameramen and photographers precariously gathered around the vehicle as it crossed into Gaza. Dozens of Palestinians waved national flags and chanted slogans calling for freedom.

Sharawneh, 53, appeared weak, shaky and shrunken, and was taken to a hospital in Gaza City. Sharawneh, a resident of the West Bank, had been refusing food since last July to protest his incar-ceration. His lawyer, Jawad Bulous, said Sharawneh accepted the offer of confinement to Gaza, fearing he would be sent to prison for decades in a military court hearing set for Monday.

“The occupation committed two crimes,” Sharawneh said, refer-ring to Israel. “Arresting me, and then keeping me away from my family. But in Gaza, I am also with my family,” he said, his voice croaking as he spoke from his hospital bed.

Sharawneh, who was serving a 38-year prison sentence for par-ticipating in militant attacks, was among about 1,000 Palestinian prisoners freed in 2011 in exchange for an Israeli soldier held for five years by Hamas militants in Gaza.

In one attack, he detonated an explosives-filled handbag in the southern Israeli city of Beersheba, wounding more than a dozen people. He was also involved in a kidnapping attempt, according to Israel’s Shin Bet security service.

He was arrested again in January 2012 after being accused of violating the terms of his release by making contact with members of the militant Islamic group Hamas. The military court could have ordered him to serve out the remainder of his original sentence.

JAKARTA - Ministry of Women Empowerment and Child Protection has highlighted the lack of women participation in politic in Indonesia, hence they will push the female contribution through several policies. “One of which, we have pushed the issued of the Presidential Decree Number 9 Year 2000 about the Gender Mainstreaming in National Development,” said Executive Sec-retary of Women Empowerment and Child Protection Ministry Mudjiati here on Saturday.

Mudjiati said on behalf Minister Linda Gumelar during the opening ceremony of National Assembly of Islam Women Student Association (Kohati) XXI in Jakarta, that the inequlity between women and men participation in politic has became major concern of the Women Em-powerment and Child Protection Ministry (WECPM).

Based on the report of WECPM and Central Statistic Agency of the Gender Based Human Development research, the women participation in politic is just 18 percent comparing to the men participation which is 82

percent. “Meanwhile, women who achieved first echelon position in the bureaucracy is under 10 percent,” she said. According to Mudjiati, the inequality in the politic sector was not only caused by the low participation of the women related with their edu-cation achievement, but also affected by the patriarch culture which is still dominant.

Since the gender understanding among the community has many per-spectives both from women and men, it has caused the difficulties for the policy maker to provide fair and equal policy for all genders, she explained.

“Even some policy makers are not entirely understand about the essence of gender itself. If they don`t under-stand the basic, how do they will produce the fair policy?” she said.

To push more the women participa-tion in politic, the government has put the Gender Mainstreaming program in the National Medium Term Develop-ment Plan (RPJMN) 2010-2014.

“The acceleration plan on the mainstreaming gender program is important to be well-defined to ac-commodate the challenge of Millen-nium Development Goals (MDGs) 2015,” she said.

“This is remarkable. It’s a major leap for the future of our football,” Djohar Arifin Husein, chairman of the Indonesian Football Association (PSSI), said after the PSSI’s special congress voted on the issue in a luxury Jakarta hotel. The meeting was marred by jostling and shouting. Nearly 500 police were on standby at the hotel.

He said the rival Indonesian Soccer Rescue Committee (KPSI), had agreed to return to the FIFA-recognised PSSI. “We have one league, one national team, one football federation and we can avoid FIFA’s sanction.”

FIFA has repeatedly threatened to suspend Indonesia unless it resolved the dispute. Its latest hearing on the issue was due later this month.

The majority of the 100 votes at

the meeting agreed to unite the two leagues - the Indonesian Super League (ISL) and Indonesian Premier League (IPL), by 2014 with 18 clubs from ISL and four clubs from IPL.

KPSI chairman La Nyalla Mat-taliti was appointed vice chairman of the PSSI. Mattaliti and three other former members of PSSI’s govern-ing executive committee were also reappointed.

However, six of the 11 current committee members walked out of the meeting in protest. Mattaliti told reporters that the six members have been suspended until the next congress in six weeks time when PSSI will elect a new executive committee, including a chairman and vice chairman.

of Maritime and Fisheries Affairs (KKP) succeeded on Friday in freeing 11 Indonesian fishermen who were arrested by Malaysian au-thorities early this month, a cabinet minister said. KKP Minister Sharif Cicip Sutardjo told reporters here on Saturday that the Indonesian fishermen who came from Lang-kat District, North Sumatra, were released after his ministry officials held intensive lobbyings with the Malaysian side.

He said that the Indonesian fishermen were arrested for fishing in the Malaysian waters. “They violated the water areas because they were only small fishermen who had no enough equipment to know their exact position,” the minister said. “The Indonesian fishermen admit-tedly had violated the border areas and were found guilty because they missed their way into the Malaysian water areas,” the minister said.

The minister said the Malaysian side was ready to accept it if “we can provide them with reasonable legal arguments before the suspects

are taken to the court. After all, we made approaches from the humanity aspect.” In the meantime, Director General for Marine and Fisheries Resources Supervision Syahrin Abdurrahman said the 11 Indonesian fishermen were arrested by the Ma-laysian apparatuses about 60 miles away from Pangkalan Brandan, Langkat District.

“Their fishing boat was categori-cally small, namely only 6 gross tons,” he said. The 11 fishermen who were arrested on March 1, 2013 were Helmi Suheri, Muhammad Amin, Jauhari, Vikindra, Iwan, Darwidin, Amri, Ahmad Dani, Zakaria, Mu-hammad Rio and Hasanuddin.

Syahrin said his directorate, in cooperation the foreign affairs ministry, was able to repatriate 293 Indonesian fishermen who were arrested overseas in 2012. They included 115 were repatriated from Australia, 20 from the Republic of Palau, seven from Papau New Guinea and 14 from Timor Leste.

Last week, the Australian gov-ernment repatriated a total of 51 fishermen hailing from the Indo-nesian province of East Nusa Teng-

gara (NTT) after being detained since last year in that country. The NTT`s police public relations of-ficer Febrina Ida Pello said that the fishermen were repatriated through the El Tari Kupang airport.

“There are 51 fishermen arrived at the airport after flying Lion Air, but only two were identified as the other ones mingled with other pas-sengers,” she said.

The two fishermen, identified as Asrol Doro and Andri Giri still undergo investigation, before their departure to their village in Rote Island, she said. According to the two fishermen, the Australian po-lice accused them to have entered the Australian waters and nabbed them in September 2012.

“Actually we are fishing in In-donesian waters, but the Australian police accused us to have entered the Australian waters,” Asrol said in the NTT`s police office.

Asrol said that the 51 fisher-men have undergone their jail sentence after being accused of catching marine biota and brought illegal immigrants into the country`s territory.

CAIRO - A top International Mon-etary Fund official has begun several more weeks of talks with Egyptian offi-cials over the country’s economic reform program to secure a $4.8 billion loan.

In an IMF statement, top official Masood Ahmed said he welcomes Egyptian determination to move forward with their economic reform program.

The IMF has in the past pushed for

reforms in taxation and subsidies before granting loans. Egypt sees the loan as a lifeline to boost critically low foreign reserves and lure back foreign investors. Ahmed met with officials Sunday in Cairo, including Egypt’s prime minister and the central bank governor.

Talks were delayed in December when violent protests erupted and the president was forced to rescind austerity plans. Investors and activists demanded a national dialogue on the changes first.

Cyprus parliament delays vote on bank deposits tax

The announcement of the de-lay set off an immediate scramble among top European financial officials. One lawmaker told The Associated Press that European Central Bank was pressuring Cy-priot authorities to hold the vote without delay.

The stakes are high for the tiny island nation of one million people because a rejection of the one-time tax by lawmakers could send Cyprus into bankruptcy and possibly out of the common euro currency. Officials also fear negative global market reaction on Monday and a run Tuesday on Cypriot banks no matter which way the voting goes. Monday is a national holiday.

The vote, which had been ex-pected later Sunday, was pushed back to Monday afternoon, parlia-mentary official Antonis Koutalia-nos said. President Nicos Anasta-siades had personally requested the postponement but no reason was given, state media reported.

“There are two choices, voting in favor which allows the country to avoid a disorderly bankruptcy, or rejection, which will have us

face a disorderly bankruptcy with all that that entails,” said Averof Neophytou, deputy chief of the governing Democratic Rally par-ty. The president was to address the nation Sunday night.

The decision by Cyprus’ 16 eurozone partners and the Interna-tional Monetary Fund to impose a one-time tax of 6.75 percent on all deposits under €100,000 ($131,000) and 9.9 percent over that amount was a significant shift. It marks the first time they have dipped into people’s savings to finance a bailout — a move that analysts worry may roil interna-tional markets and jeopardize Europe’s fragile economy.

The levy is expected to raise €5.8 billion to recapitalize the nation’s banks and service the country’s debt. Cypriot banks got into trouble after losing some €4.5 billion on their Greek government bond holdings after eurozone leaders decided to write down Greece’s debt last year.

The demand for the levy has enraged Cypriot politicians, who have condemned it as unfair and disastrous, bringing into doubt

its approval in the 56-seat par-liament. At least 24 lawmakers from the Communist AKEL and the socialist EDEK parties have already said they will vote no. The governing Democratic Rally party and its allies generally control about 30 seats. Depositors flocked to ATM machines in Cyprus on Saturday, trying to pull out as much money as they could.

“It’s a lose-lose situation. There will be a huge deposit withdrawal from Cypriot banks with or with-out a (levy),” said Cyprus Greens lawmaker Giorgos Perdikis. “We should have the courage to make the right decisions that will restore the public’s confidence, which was drastically shaken.”

In an opinion poll Sunday nearly three quarters of respon-dents said Anastasiades and his delegation “failed to secure a good deal” at Friday’s eurogroup meeting in Brussels. Some 71 percent also believe that lawmak-ers should vote down the levy and an equal number believe that if it’s approved, it should be amended to leave deposits under €100,000 untouched.

NEW YORK/SAN FRANCIS-CO - To get its 787 Dreamliner fly-ing again, Boeing Co is testing the plane’s volatile battery system to a rigorous standard that the company itself helped develop -- but that it never used on the jet.

Boeing’s decision has thrust an arcane standard known as RTCA to the center of the debate over whether Boeing and the U.S. Federal Avia-tion Administration (FAA) were rig-orous enough when they originally set standards for the 787 battery system in October 2007. The debate could have broad implications for the future use of lithium-ion batter-ies on aircraft.

A committee co-chaired by Boe-ing published safety guidelines in March 2008 for using lithium-ion batteries on aircraft to minimize the risk of fire. But because they arrived five months after the FAA had ap-proved a set of special conditions for the fire safety of the Dreamliner bat-tery system, Boeing did not have to meet the more stringent guidelines. The FAA never required it, and Boe-ing did not choose to use them.

Last week, Boeing decided to shift to the tougher RTCA standard for a revamped 787 battery system. The move came after regulators grounded Dreamliners worldwide in January following a battery fire on a Japan Airlines Co 787 at Boston’s Logan airport and a battery melt-

down on an All Nippon Airways Co flight in Japan.

Some battery industry experts voiced surprise that Boeing did not apply the RTCA standard when it was published in 2008. Even though the tests were not required, they would have served as a check on Boeing’s design assumptions and possibly prevented the battery from overheating in January, they said.

John Goglia, a former board member of the National Transporta-tion Safety Board (NTSB), said he sees the use of the RTCA standard “as an admission that they didn’t do a good job in the beginning.” “It is going to be part of the final NTSB report,” he added. “It will be at least mentioned in there.”

The NTSB last month questioned the assumptions Boeing and the FAA made when certifying the battery system in 2007. The safety agency plans to hold a hearing on the issue next month and is expected to rec-ommend changes to FAA procedures after completing its investigation into the battery failures.

Boeing spokesman Marc Birtel said Boeing didn’t use the RTCA standard earlier because it came “af-ter we had completed our certification plans and begun our testing efforts.”

Under the special conditions, the Dreamliner passed “a rigorous test program and an extensive certifica-tion program conducted by the U.S. Federal Aviation Administration,” he said.

They oper-ated around Imam Bonjol Street, Subur Street traffic light and Mahendradatta Street. Seven of them come from Banyuwangi, two from Jember and the rest from Lumajang. They have been caught and given socialization. “They are being sent back through the East Java Province Social Agency which they then will send them to their origins,” Erwin explained.

It is explained that they were mostly 50-58 years old brought by their own friends who live in Bali. Thousands of them would usually come about during big days like Galungan and Kuningan which so Denpasar Government workers keep on raiding wearing normal clothes so that these beggars won’t know the workers’ existence.

Erwin added the disciplinary was also to anticipate thou-sands of local beggars usually from Pedahan and Muntigunung Villages, Karangasem, especially the kids that started operating around Mahendradatta Street. “If they kept on being looked over by the workers, they would shift themselves to another area usually in Sunset Road, Badung,” Erwin continued.

At least, 800 farmers have been getting involved in the culti-vation of this woody grass with hollow jointed stem. The cultivation of giant bamboo was first promoted by an agri-cultural technology expert doubling as a lecturer at the Faculty of Agricultural Technology, Udayana University, Dr. Pande Ketut Diah Kencana. Her action began with the breeding and research in 2003. Incidentally, this woman from Gi-anyar was researching the bamboo as the object of her doctoral studies. She found the giant bamboo was a local wealth that had not been well cultivated.

Her effort was successful. With her patience since 2006, she could make a bamboo plantation at Padangan village, Baturiti. Starting from this success, she took local farmers to cultivate giant bamboo and the results were tantalizing. In fact, the shoot of giant bamboo was marketable. Its tasty and tender flavor became the main attraction to people, especially the local markets. Due to its best-selling, the processing of gi-ant bamboo shoots was overwhelmed to meet the demands. “We serve the supermarket in Bali and even it has penetrated to Bandung. Lastly, an in-vestor from China wanted to import the bamboo shoots for foreign markets,” said Dr. Diah.

She explained the giant bamboo had

distinctive features and uniqueness that did not exist in other countries, even in China though. The bamboo was the native plant to Pupuan. With these ad-vantages, she had made a presentation to six ministries, such as the National Development Planning Agency (Bap-penas), Ministry of Commerce and Industry, Ministry of Cooperatives, Ministry of Environment, Ministry of Forestry and Ministry of Tourism. All the ministries agreed to the cultivation of giant bamboo. Unfortunately, no one had been working on this potential seri-ously, including the government of Bali and Tabanan County. “We’ve handed presentation, but the response looked indifferent,” she explained. A clump could produce at least 15 pieces of bamboo shoots harvested every three days. With such high price, the bamboo shoots of farmers could boost their economy.

Aside from being profitable, the giant bamboo cultivation also supported the reforestation and the use of critical land because the roots of bamboo reserved water source. Mature bamboo stalks could also be sold to handicraft artisans at reasonable price. Another advantage of the bamboo cultivation was only car-ried out once and could last up to 100 years, while the maintenance was very easy. Other than in Pupuan, the giant bamboo cultivation also began to be promoted in Gianyar on the land of 500 hectares. ease restrictions on military en-gagement with Myanmar follow-ing democratic reforms since the country’s ruling generals relin-quished their half-century grip on power in 2011, Prime Minister Julia Gillard said on Monday.

During a visit to Canberra by Myanmar’s President Thein Sein -- the first leader from the former Burma to visit the Australian capital since 1974 -- Gillard said restrictions would be lifted on military humanitarian aid and peacekeeping, but an arms sales embargo would stay in place.

“What we’ve done today is tak-en a first step on defense relations between our two countries. It is not fully normalizing defense re-lationships,” Gillard told reporters at a press conference with Thein Sein at Australia’s parliament.

Since Myanmar’s military stepped aside and a quasi-civilian government was installed in 2011, triggering a wave of political and economic reforms, western govern-ments have cautiously dropped or eased sanctions against the country.

The United Nations Special Rapporteur on human rights in Myanmar last week warned that progress had been erratic in Myan-mar, with around 250 political pris-oners still behind bars and 120,000 people internally displaced.

Gillard said Australia, a rotat-ing UN Security Council member and close U.S. ally, would soon post a defense attaché to its em-bassy in Myanmar, and would also provide additional aid worth $20 million to train the government in human rights.

NEW DELHI — Five men have been arrested and have confessed to raping a Swiss woman who was attacked in central India while on a cycling vacation with her husband, police said. Two other suspects are being sought, said D. K. Arya, a senior police officer. The five men arrested in Datia on Sunday are

from villages near where the attack occurred Friday night as the Swiss couple camped in a forest in Datia district of Madhya Pradesh state.

The couple told police that the woman had been raped by seven or eight men, but that it was dark and they could not be sure of the exact number, Arya said. They said the husband also was attacked by the men.

spurred outrage over the treatment of women in Indian society and the country’s justice system.

Prior to the attack, the Swiss tourists, who were on a three-month visit, had visited the temple town of Orchha and were planning to cycle to Agra to visit the Taj Mahal, nearly 210 kilometers (130 miles) away.

They set out from Orchha on Friday and pitched their tent in a

forest near Jatia village when they were attacked by men armed with sticks, police said.

The men beat up the husband, tied him to a tree and then raped the woman, police said. They also stole the couple’s cellphone, lap-top computer and 10,000 rupees ($185). Police said they recovered the laptop and phone from one of the men who was arrested.

Police stated last Sunday (17/3), Wiratama has been chased a long time as he kept on consuming the drugs. Police then raided his room around 9.20 pm local time and found a 0.08 gram methamphetamine as explained by Head of the Unit, PC I Wayan Suarda.

A bong and broken light bulb were also found. Wiratama later on confessed that he got the item from Made Ratulangi who lives at Raya Kerobokan Street, Badung. At that day, Ratulangi was also then captured. It was then later found that he had ordered it from Mertayasa who lives at Gunung Guntur Street, Gang XVIII, Denpasar. There were 4.94 gram methamphetamine found, another 1.4 gram placed in a glass pipe, another 0.14 gram in a plastic, BlackBerry phone, Nokia phone and a crocs grey sandal also became evidence. “The case is still being developed. then rose to IDR 60,000.The increase reached IDR 40,000

It was usu-ally sold for IDR 20,000 per kilo-gram and then rose to IDR 22,000 per kilogram, so that it increased as much as IDR 2,000 per kilogram. Other than persistent skyrocketing price, the supply of chili from farm-ers in Buleleng also began to slump. From the rainy season, the supply from collectors had even stopped. “The increase is unavoidable and it follows the increase in the price of onion. The price is expensive but the item is difficult to get due to few sup-plies from collectors,” she said.

Additionally, Sri said the price hike happening to garlic, chili and

onion were estimated to continue. Moreover, it was ahead of Galun-gan and Kuningan festivities that were just around the corner. For this condition, Sri hoped that relevant agencies in Buleleng County could immediately take action to stabilize the prices of seasoning ingredients.

Meanwhile, the observation at one of the chili farms at Dasong hamlet, Pancasari village, Sukasada subdistrict, a number of farmers looked busy maintaining their crops. Since the rains engulfed the area of Buleleng, most plants were unable to bear fruits. Many young and green chilies were rotting. As a result, the production dropped dramatically. In an age when the line between tech superstardom and outright hacking grows increasingly blurry, the case against Keys, 26, lays bare sharp divisions about what consti-tutes Internet crime and how far the government should go to stop it.

“Congress wants harsh penalties doled out for these crimes because they don’t want people defacing websites, but there has to be a way that we can bring the law into harmony with the realities of how people use technology today,” said Hanni Fakhoury, an attorney at the San Francisco-based nonprofit Electronic Frontier Foundation.

Keys, a well-known figure in the Twitterverse, was charged Thursday with conspiring with the hacking group Anonymous to alter a Times news story in late 2010. The federal indictment accuses Keys of giving hackers the information they needed to access the computer

system of Times’ parent company, Tribune Co. Tribune also owns a Sacramento television station Keys had been fired from months earlier.

An attorney for Keys said he is not guilty, and that the government is overreaching in its zeal to pros-ecute Internet pranks. “No one was hurt, there were no lasting injuries, no one’s identify was stolen, lives weren’t ruined,” his Ventura-based attorney, Jay Leiderman, said Fri-day. “Mr. Keys was no different than any other embedded journal-ist. The story he was going after was inside this chat room, and he went there.”

Keys was hired in 2012 as deputy social media editor for the Reuters news service. He didn’t return a phone call seeking comment. “I’m okay,” he tweeted Friday in response to a journalism colleague wondering how he was doing.

According to Keys’ Facebook profile, he is single and works at Thomson Reuters Corp.’s New York office, where “I get paid to use Twitter and Facebook at work.”

He was suspended with pay late Thursday, said Reuters spokesman David Girardin, who did not elabo-rate. A spokesman for the Chicago-based Tribune Co. declined to comment.

A celebration of the W.M. Keck Observatory’s 20th anniver-sary this week will also include a plea for more money to keep the iconic telescopes running in the next year. “We’re a little con-cerned because of what’s going on in Washington,” said Debbie Godwin, director of advancement for Keck’s foundation.

Roughly $6.5 million, more than a quarter of the Keck Ob-servatory’s annual budget, comes from the U.S. National Sci-ence Foundation, but that could change due to across-the-board federal cuts coming under the sequestration process, Godwin said.

Larger telescopes coming

At 20 years old, Keck is an invaluable tool for hunting down exoplanets, exploring galaxies on the edge of the universe and occasionally snapping pictures of moons and planets in Earth’s own solar system.

The twin telescopes, each with 32-foot (10 meter) diameters, are the largest optical scopes around.

They boast an extensive legacy of discovery, ranging from co-discovering methane on Mars to charting the acceleration of the universe.

Competition is fierce for ob-serving time at Keck, with a typical research project receiving a couple of nights annually. Last year, the telescopes generated 315 research papers — almost a paper for every observing night of the year, Godwin pointed out.

Look 10-20 years further down the line, though, and Keck will be a small telescope amid newer and larger observatories.

For example, the European Ex-tremely Large Telescope in Chile should come online around 2022. Its 129-foot (39.3 meter) mirror will be more than four times the size of one Keck telescope.

Godwin anticipates demand for Keck will begin to fade around then, but that decreased traffic will be a boon to astrono-mers now jostling for observing time.

The latest Galaxy, unwrapped with much fanfare in New York on Thursday, out-does the iPhone in most technical aspects. But the challenges it encapsulates run deeper than just a simple specifications comparison.

“It would be overstatement to say Apple is far behind,” Charles Gol-vin, analyst with Forrester, said, but it does need to note the quickening pace of competitive devices being released.

“If anything, what Apple needs to respond to is the cadence of their own releases, probably a completely new design every two years and a sort of speed bump every year is not an adequate cadence for Apple to remain at the forefront of smartphone innovation today.”

Samsung’s apparent ability to go toe-to-toe with Apple on cutting-edge smartphones may prompt the U.S. titan to finally make its own assault on the lower-end of the market that it has famously stayed away from -- not least to get into untapped markets like China and India.

Many analysts now say Apple has to respond in force to Samsung and other rivals that are grabbing attention. Much of Wall Street is now looking ahead to the next iPhone, but expectations are muted.

Once the darling of Wall Street, Apple has in six months seen its shares fall 30 percent from a high of $705. Its Maps software was panned for inaccuracies; its once-reliable financial results, that rarely failed to surpass Wall Street estimates, missed analysts’ expectations.

The Legislation Agency Head of Denpasar House, I Ketut Sug-iata, accompanied by a member of Commission D, AA Putu Wibawa, said in his office on Friday (Mar 15) that executive should immediately follow up the regulation considering the potential of foreign labor in Den-pasar was high enough. It would be a pity if it was not worked out seriously. “We will wait for the draft to be discussed shortly,” said Sugiata.

Related to this insistence, the Head of Denpasar Manpower, Resettlement and Social Agency, I Made Erwin Suryadarma Sena, said his party would soon submit the bylaw draft on the IMTA. “Probably, we will submit it to the House on Monday,” said Erwin.

Erwin said that so far the permit renewal of expatriate em-ployment was handled by central

government. Local government was only authorized to sign it. Meanwhile, the fund was flow-ing to central government. “With this Government Regulation, the authority to handle the IMTA renewal will be granted to local government. Thus, it’s necessary to be followed up with the mak-ing of bylaw,” said the former Spokesperson of Denpasar Mu-nicipality.

Handover of the authority, said Erwin, would increase the potential of regionally generated revenue (PAD) in Denpasar con-sidering many sectors employed the expatriates. He added that education field also employed expatriates and so did the tour-ism and fishery sectors. “The potential is quite large, so that the law needs to be worked out properly,” he said.

The renewal of IMTA was charged at USD 100 per month. However, for Denpasar it would be coordinated first, so that the amount would be known for sure. “Probably, we will charge it in rupiah currency so that it will be easier,” he said.

Due to the absence of regional bylaw on the IMTA, Erwin said, the municipal government had lost revenue approximately USD 3,600 within three months. It hap-pened because starting January 1, 2013 the central government no longer had the authority to charge the IMTA renewal. EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

cattle smuggling in West Bali is highlighted by the public and the players of cattle dealers on the Buffalo Race Land. They question about the discrimina-tion by police officers in taking action. So far, the smuggling of productive cattle to outside Bali is neglected, but the slaughter-ing of local cattle was imposed with fine.

A number of cattle dealers in Jembrana told Bali Post on Sunday (Mar 17) that cattle smuggling in West Bali was still taking place and secure. They also asked why the authori-ties took no action. Saputra, a cattle dealer from Mendoyo said his party wanted in order the apparatus totally eradicated the rampant smuggling. The authorities did not only take action against local butchers based on the Regional Bylaw on the cattle slaughter. Mean-while, the cattle smuggling still continued. It clearly harmed the state and Bali in particular. Saputra had confidence the illegal cattle dispatch did not pay attention to the limitation

on the kind of cattle dispatched whether they were productive or not. Most importantly, they could dispatch to outside Bali to meet the high demand.

One of the cattle skippers from Negara also judged if there was injustice in the pros-ecution by relevant authorities in Bali related to the cattle protection. Some time ago, a number of beef cattle business-men in Jembrana claimed to have been fined as they were considered to slaughter produc-tive cattle. “Even, a butcher was fined at IDR 2 million, but why did the authorities not take action against the smugglers? They obviously harm the state, even their turnover is larger,” protested a cattle skipper who declined to mention its name.

At the moment, the smug-gling only sourced at one loca-tion in West Bali. According to local people, the delivery had become common knowledge and been managed by engag-ing local residents. However, the hamlet chief could not do anything because it did not have the authority to take action. (kmb26)

This condition was recognized by an economist, Viraguna Bagoes Oka, recently in Denpasar, because so far the government had not owned a blueprint for the direction of development in Bali. As a result, the handling of the agricul-tural sector did not have a clear, focused and concrete concept.

In addition to non-synergistic and non-integrated leadership in the management of the agricultural sector to cultivate pro-ductive land, all this time the farmers also seemed to make effort independently in the production starting from the process of planting, harvesting through marketing their products. No doubt, many farmers faced crop failures, bad credit and so forth. Consequently, a lot of productive land owners were in despair.

“Aside from the land giving less optimal yields, numerous unceasing products coming from outside Bali and high taxes have made them take a short-

cut by converting their productive land into commercial purposes considered to be more promising,” he said. He added it was the government’s failure in its func-tion to become an agent of development and people’s welfare.

At separate location, similar opinion was revealed by a player of agriculture, IB Raka Wiryanatha. According to him, the government gave a half-hearted at-tention to the sector deeply involved by almost 75 percent of Balinese people. “Actually, there is no obstacle to revive the agriculture from adversity if the government indeed has a will. Probably, since the agriculture is still considered less prospective, it has not been handled properly,” he said.

Another obstacle becoming a di-lemma was that farmers lacked of sufficient market to sell their crops. Establishment of a wholesale market for the agricultural products, especially

the local ones, was admitted as one of the forms to generate the economy of Bali that should be done by the government. “Most farmers sell their product to middlemen, so that the price offered is speculative. Even, during the harvest season, the price of agricultural products declined quite dramatically or the products were rotten due to lack of markets,” he said.

To encourage the agriculture, ac-cording to him, the government at least should increase the agricultural produc-tion, such as grain. It would motivate farmers to develop the agricultural sec-tor. Secondly, the government needed to ensure the availability of agricultural needs including the seeds, fertilizers, pesticides and other needs. “The need for the agricultural tools must be guar-anteed so that the processing activities of farmers are not hampered by the limitations,” he said. And while she acknowledged she’s long heard rumors of a “Crouching Ti-ger” sequel, she says she’s yet to see a script or other plans on the project. The 2000 original was directed by Ang Lee and won four Academy Awards.

The recent reports have attached kung fu star Donnie Yen to the unconfirmed sequel, and Yeoh said she’s a fan and would welcome the opportunity to work with him if a project is developed.

It meant to control negative effects of the Sad Ripu (six enemies in human self) arising from the nature of rajas and tamas. “The Sad Ripu influenced by the ele-ments of rajas and tamas will lead the humanity to negative things.
