He explained that the prob-lem made the southern and eastern part of Bali suffered from total blackout. According to Dadan, the damage was found

out after the officers carry out maintenance for the generator.

“The blackout is out of our pre-diction and we are not scheduling the power cut,” he added. Because of the incident, the PLN suffer 51 million rupiah of loss because they lose the opportunity to sell electric-ity for 30 minutes.

“The capacity of electric-ity which was loss during the blackout was 80% from the total power which is 480 megawatts,” Dadan said.

The legislator from Samuh, Candidasa, said that his party received many complaints from a number of ho-teliers in Candidasa. Suparta asked not only the police, but also the Regent of Karangasem to intervene how to provide convenience for foreign tourists in Candidasa. He confessed to worry because tourists liked to have a promenade at night other than going to a restaurant.

ANOTHER quite unique tradition is shown off by customary village in Buleleng Regency. Three customary villages in Sawan Subdistrict, namely the Kerobokan, Kloncing and Sinabun customary village still maintain their distinctive nyekar tradition carried out by night watch (makemit) on Segara Beach, Kerobokan. It is a variant of pakelem ceremony held at sea. The tradition of night watch on the beach is not only done by the apparatus of customary village or family head, but it can also be done together with family.

By and large, this tradition is per-formed around the full moon in the fourth month in Balinese calendar (around October) and local people call it rahina nadi, or a very auspicious day. Kerobokan customary village, for in-stance, performed pakelem ceremony or nyekar right on the full moon of the fourth month. Sinabun Village does it the day after full moon, while Kelonc-ing Village takes a different day. On the appointed day, the road of Kerobokan Beach area has been crowded from the morning. Local villagers organizing the night watch ceremony bring some bam-boo poles of various sizes. The bamboo will be used to establish a kind of small hut on the beach. Meanwhile, the roof is made of new fabric or the one that has never been used. Similarly, the side walls are made of new fabric. Then, people will sleep or unwind as the initial series of nyekar ceremony.

Occasionally local residents also take their families so the tradition then becomes a series of religious pro-cession and a recreational moment for the family. People coming to location bring along their offerings and dinner to be enjoyed together on the beach. On that account, they are willing to come to the beach early, just to enjoy the beautiful sunset and crashing waves while savoring the dinner brought from the home. The party estimates that more than 2.7 million people voted in Sunday’s run-off.

“I note with pride and respon-sibility the vote tonight, which ... gives me the large majority I had sought,” Hollande told supporters

He said the victory gives him “strength and legimitacy” to take on Sarkozy, who is widely expected to seek a second five-year term in elections in April and May.

PARIS — Former French Socialist Party chief Francois Hollande declared victory Sunday in the party’s presidential primary, urging the left to unite around his bid to unseat embattled conservative Nicolas Sarkozy in elections next year.

The Philippines said Sunday it was prepared to defend its claims in the South China Sea, but downplayed a plan by Taiwan to deploy mis-siles in the area.

Defence department spokesman Zosimo Jesus Paredes said the coun-try enjoyed good relations with Taiwan and believed its plan to supply missiles to coastguard units in the areas it claims was not a threat to the Philippines.

“We cannot dictate on Taiwan on what or what not to do,” Paredes told reporters. “For as long as they don’t occupy what we already occupy, we have no problem. Live and let live.”

However, he said Manila was prepared to “defend to the hilt” islets it has already occupied in the Spraltys. He did not elaborate.

China claims all of the South China Sea, including the Spratlys, a group of islands and islets believed to sit atop vast oil and mineral reserves.

Taiwan, Vietnam, Brunei, the Philippines and Malaysia also lay claim to all or part of the Spratlys.

The overlapping claims have been a source of tension in the region, with the United States reiterating a call to all parties last week to peace-fully solve the problem following Taiwan’s threat.

Temple CeremonyCalendar Event for October 11 through October 29, 2011

EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sail-ings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

TIMIKA - PT Freeport Indonesia again appealed to protesting employ-ees to open blockade to smoothen flows of logistic supplies.

“We hope God would move you to open the access for the interest of many people,” the company`s presi-dent director and CEO Armando Mahler said in his appeal made in Tembagapura here on Sunday.

He said the impact of the block-ade in Mile 27 since October 10 was huge for PT Freeport Indonesia because all logistic supplies to the company`s operation areas come from Amamapare Portsite.

“Since the road was blocked logistic supplies to the areas have declined. If this happens for months the impact will be very serious in the future. If that happens it will af-fect the contribution of PT Freeport to the state,” he said.

He said everyday many containers of logistic, food, medical and other supplies have so far been taken by land from Timika to Tembagapura through the blocked road.

He said due to the blocking avia-tion turbine (avtur) fuel supply in

Mozes Kilangin airport in Timika has run out since Friday (Oct 14) and as a result the airport author-ity since Saturday (Oct 15) has no longer served avtur to some airline companies providing both com-mercial service and feeder service to inland areas.

The condition has since Saturday caused Garuda Indonesia to change its flight routes while Merpati Nu-santara canceled flight from Makas-sar to Timika.

As a lot of containers have failed to be brought from the Cargo Dock of Amamapare Portsite ships that carry Freeport containers have also failed to conduct loading and uploading at the port.

“Consequently, we have to stop our flight operations from and to Surabaya`s Juanda and Ujung Pandang`s Hasanuddin`s airports until an unspecified time,” Merpati President Director Capt Sardjono Jhony told the press here on Saturday.

Marpati has imposed a limited termination of its Avtur supply to Marpati because the state-owned airlines had yet to settled its obliga-tion to pay for the avtur to Pertamina.

“Based on the Pertamina letter, the balance of our unpaid aircraft fuels for the August 27, 2011 - October 13, 2011 period amounts to Rp2.7 billion and US95.6 thousands,” the Merpati president director said.

Sardjono admitted that the problem had happened as a result of the fact that Merpati had been in financial troubles in the last several years and at present it was waiting for the disbursement of the government`s financial assistance.

He said that actually, we have agreed to settle the debts during a meeting on February 12, 2011 with Pertamina and the Asset Guaran-tor Company (PPA) which was led by the state-owned enterprises (BUMN) minister.

The results of hour meeting on August 18, 2011 concluded that Marpati`s accumulative debts amounting to Rp270 billion plus an avtur obligation would get payment priority when the government`s capital participation worth Rp561 billion was disbursed.

“This means that institutionally, Merpati`s obligation to Pertimina is guaranteed,” he said.

“The use of nuclear in Indone-sia will not for war weaponry, but for human peace and prosperity,” said Batan Head Hudi Hastowo after introducing Indonesian nu-clear use in Taman Pintar here Saturday.

Batan will continue to prepare the human resources and increas-ing mastery of the technology because it was mandatory as men-tioned in Law Number 17 Year 2007 regarding the long-term development plans.

prawns5 cups water2 lemongrass, bruised2 fragrant lime leaves4 cups coconut milkfew drops white vinegarfried shallots to garnish

PICE PA TE5 red chilies, seeded and chopped3 cloves garlic, peeled and chopped7 shallots, peeled and chopped5 cm fresh turmeric, peeled and chopped5 cm ginger, peeled and chopped4 candlenuts1 ½ tsp coriander½ tsp dried shrimp paste toasted1 sml tomato, peeled and seeded2 tbsp oil1 ½ tbsp tamarind pulp1 salam leaf1 lemon grass, bruised

PREPARATIONPrepare spice paste by grinding or blending all ingredients

except oil, tamarind, salam leaf and lemongrass. Heat oil, addspice paste and all other ingredients. Cook over moderate heatfor about 5 minutes, then cool.

Wash lobsters and leave whole. Bring water to the boil, addlobsters and simmer for 15 minutes. Remove lobsters, plungein iced water for 1 minutes, then drain and remove meat. Returnshells to the pot of water, keeping lobster meat aside.

Add spice paste, lemongrass, lime leaves and vinegar to thewater with the shells and simmer until 4 cups of stock remain.Add coconut milk and simmer for 10 minutes. Strain stock andreturn to pan. Add lobster and simmer for 1 minute. Serve gar-nished with fried shallots and accompanied by white rice.

Helpful hints:if using prawns instead of lobster, peel the raw prawns and put

SAN ANTONIO - It’s been said that what the world knows about the United States is what people see in Hollywood movies, and those perceptions could soon become reality in Texas. Those who try to slip across the Rio Grande from Mexico into west Texas may find themselves arrested by newly sworn-in Hudspeth County Sheriff’s Deputy and action film star Steven Seagal.

Seagal, currently starring in an A&E Network reality show detailing his experiences as a reserve deputy in New Orleans, contacted County Sheriff Arvin West about his interest in “patrolling the border”, West said. He was sworn in this week for the position in Hudspeth County, which runs along the Rio Grande east of El Paso, West added. Seagal, 59, could not be reached for comment.

“Mr. Seagal is not in this for the celebrity or publicity,” West told Reuters. “He has a sincere passion for his country and he wants to do more to help. I think he will make a significant contribution to this office and to our community.” Seagal starred in big-budget films in the 1980s and early 1990s, earning a reputation as an action star in movies like “Above the Law” and “Under Siege.”

In the last decade, he has appeared mainly in direct-to-DVD, low-budget films while working in law enforcement. His last role was as a corrupt Mexican drug lord in the Robert Rodriguez grindhouse flick “Machete.”

After Seagal expressed interest in joining the Hudspeth County department, two members of the department traveled to Los Angeles to talk to the actor about his proposal and to make sure he was serious, said Rusty Fleming, a spokesman for the sheriff and one of the two who made the trip.

“We were very quick to find out that he was not doing this for publicity,” Fleming said. “He wants to come down to the border and work and try to do his part.” Hudspeth County, population 3,400, is on the front lines of border issues rang-ing from illegal immigration to drug gangs. West once made headlines when he urged people who live in the county to buy a gun and “learn how to use it.”

It was also in Hudspeth County that singer Willie Nelson was arrested on marijuana charges last fall. Two reality TV shows focusing on the border are being filmed in the county, Fleming said.

But other experts say that conclusion goes too far, blam-ing global warming for what may be natural changes. The new research was published online Sunday in the journal Nature Climate Change. It’s based on a review of other stud-ies and found that 38 of 85 ani-mal and plant species showed a documented reduction in size over decades, including a type of Scottish sheep that is 5

percent smaller than in 1985. Those studies looked at species over different time periods and in varying numbers.

The shrinking victims, ac-cording to the study, include cotton, corn, strawberries, bay scallops, shrimp, crayfish, carp, Atlantic salmon, herring, frogs, toads, iguanas, hooded rob-ins, red-billed gulls, California squirrels, lynx and wood rats.

searchers made news with the shrinking sheep study. Several studies have shown that polar bears, which rely on sea ice during the summer, also are not as big. And this latest study said the house sparrow’s weight has dropped by one-seventh from 1950 to 1990. A bird called the graceful warbler showed a 26 percent weight drop during the same time period.

“There is a trend in a number

of organisms across the board from plants to big vertebrates getting smaller,” said study co-author Jennifer Sheridan, a biol-ogy researcher at the University of Alabama. “The theory is as things get warmer they don’t need to grow as large.”

Most of these animals are cold-blooded so the warmer the weather, the faster their me-tabolism is and the more calories they burn, Sheridan said. There’s a biological law, called Berg-mann’s rule, that says that as it gets colder, animals get bigger. This is the unwritten flip side of it, she said.

gist at Tel Aviv University whose studies Sheridan used in her research, said many species are shrinking, and you can’t blame global warming exclusively.

“Changes in body size are a normal phenomenon,” Yom-Tov wrote in an email. “When condi-tions are favorable, they increase in size or reproduce at higher rates, and when conditions are deteriorating, they do the op-posite. I think that most species will adapt to climate change and survive. No need for alarm.” And Stanford biologist Terry Root, an expert in climate change, said the study’s conclusions “seem kind of far-fetched.”

TORONTO — A 100-year-old runner became the oldest person to complete a full-distance marathon when he finished the race in Toronto on Sunday. Fauja Singh earned a spot in the Guinness World Records for his accomplishment.

It took Singh more than eight hours to cross the finish line — more than six hours after Kenya’s Kenneth Mungara won the event for the fourth straight year — and he was the last competitor to complete the course.

But his time wasn’t nearly as remarkable as the accomplishment. Event workers dismantled the bar-ricades along the finish line and took down sponsor banners even as

Singh made his way up the final few hundred yards of the race.

Family, friends and supporters greeted Singh when he finished the race. “Beating his original predic-tion, he’s overjoyed,” his coach and translator Harmander Singh said. “Earlier, just before we came around the (final) corner, he said, ‘Achieving this will be like getting married again.’

“He’s absolutely overjoyed, he’s achieved his lifelong wish.” Sunday’s run was Singh’s eighth marathon — he ran his first at age 89 — and wasn’t the first time he set a record.

In the 2003 Toronto event, he set the mark in the 90-plus category, finishing the race in 5 hours, 40 minutes and 1 second.

And on Thursday in Toronto, Singh broke world records for runners older than 100 in eight dif-ferent distances ranging from 100 meters to 5,000 meters.

The 5-foot-8 Singh said he’s hopeful his next project will be participating in the torch relay for the 2012 London Games. He carried the torch during the relay for the 2004 Athens Games.
