While manyseek help from
professional letting andmanagement agencies forassistance letting their premises,others decide to go it alone.
A recent study by theAssociation of IndependentInventory Clerks (AIIC), suggestedthat many landlords are stillunaware of even basic health andsafety rules when letting theirproperty out.
The AIIC reports that as manyas one in 10 rented propertiescontain soft furnishings, beddingand furniture that do not carry thenecessary fire and furnishingscompliance labels. Findinghazardous substances storedincorrectly in premises such asgas cylinders, chemicals and tubsof paint without lids on are alsocommon.
Sutton Kersh is keen to raiseawareness of the responsibilitiesthat come with being a landlord tohelp support those who are new tothe industry and to providegreater protection for tenants.

"That's why it excitesdesigners. Wallpaper is anexcellent way to inject colour,texture and impact onto a blankcanvas," she says.
Melanie Adams, wallcoveringsexpert at Wallpaperdirect, sayshomeowners are becoming moreadventurous about how they usewallpaper - and are prepared toexperiment in certain rooms,including bathrooms.

Kate Kingston says advancesin digital printing meandesigners and manufacturerswork with homeowners to createstunning, one-off wall art.
"We have found that bespokewall coverings are becomingincreasingly desirable to ourclients," she says. "Theyappreciate the exclusivity that aunique design delivers."
Kingston Shaw recentlycreated a bachelor pad in apenthouse apartment inLiverpool's prestigious One ParkWest development, using bespokewall coverings.
The company's designerscollaborated with Digetex, usingits digital printing process tomake a custom-fitted "alluringeyes" image that matched the
dimensions of the wall to themillimetre.
They hung a mirroredwallpaper design from Osborne &Little on the ceiling as acontemporary nod to thebachelor pads of the 1970s, thencreated a digitally printeddartboard wall covering, toppedwith a competition dartboard.

She adds: "If it's your ownpersonal photo I'd advise havingit enlarged first and pinning it onthe wall to decide if it's reallysuitable to be seen day after day."
TOUCHY FEELYDramatic walltreatments maynot be toeveryone's taste,but that doesn'tmean there isn't awallpaper outthere to suit yourhome.
If you'renervous at thethought ofcovering yourwalls in bolddesigns, Kingstonsuggests goingfor texture ratherthan pattern.
"To avoid that
oppressive feeling of a busypatterned paper on all four walls,create a focal point by choosing afeature wall and painting theothers in sympathetic neutrals,"she advises.
"Using a textured wallpaperwill add interest to a wall,without allowing the design todominate."
There aren't any rules aboutwhere to hang your chosenwallpaper. "Get creative," saysKingston. "Wallpaper can behung on the ceiling or pasted onpanels. Or you could try it instrips or geometric shapes on topof neutral painted walls to addwarmth and depth."
Top tip:Wallpaper hanging methods havechanged. These days you usuallypaste the wall, not the paper. ButKingston says it's important toalways line walls before hangingyour chosen wallpaper to ensurea smooth, professional finish.

RogerLyonRadioMerseysideDJWhere was the family home you grew upin and what was it like?My first family home was a three bedroom midterrace in Nicander Road, Liverpool 18, which isoff Smithdown Road.
What is your clearest memory of thehouse?When I was 10 my mother remarried and sheand my stepfather took up an option to buy. Iremember the coal fire that we had in the kitchenand each morning my grandmother would be firstup to clean out the ashes. I recently went back tofilm the house on my camcorder to take to mymother who now lives in Australia. Apart fromthe paintwork being a different colour, she wasmost taken by the number of cars parked in theroad compared with when we were there in the60s. We moved to a semi in Woolton in 1970.
Where was the first house you boughtyourself and what did it cost?The first house I bought was in 1982 and it was atwo-up-two-down terrace with a ground floorbathroom in Liverpool 6. I paid just over £9,000for it and bought it from a local landlord.
What made you want to buy it?I was more or less forced into buying it as myparents were emigrating so I had to findsomewhere to live. At the time, the street wasnice and quiet with many of the houses occupiedby elderly widows and couples, so it seemed likean ideal place to call my own. Over the years thearea has changed for better – and worse – butthe good has always outweighed the bad.
What are the important things you lookfor when buying a house?My priorities in house-buying now are price(obviously) and somewhere that requires aminimum of upkeep and repair.
Are you a DIY trier or do you leave it tothe experts?The very thought of picking up a drill or hammerbrings me out in a cold sweat. Handyman I amnot! It's always good to be in touch with "a manthat does".
What is the one thing you love most aboutyour current home?After many years of putting it off, I have finally gotaround to having central heating installed alongwith a new bathroom which is now my pride andjoy. I can't begin to describe the joy of being ableto have a shower in the middle of winter withoutrisking hypothermia inside your own house.

Q How can I fix a squeakingfloorboard?A It’s probably the nails, soremove them and screw down
the board instead. If it stillsqueaks, work some talcumpowder into the joints with aknife.

● Floorboards are anattractive feature in their ownright, but sometimes there’snothing for it but to coverthem up. Julia Gray offers hertop tips for preparing woodensub-floorsFloorboards work well as asub-floor, as long as youprepare them properly.● A level sub-floor isessential when laying allkinds of flooring, includingtiles, laminate or wood andvinyl. If your sub-floor iswooden floorboards, start byknocking down anyprotruding nails with a nailpunch and hammer. Looseboards should be screweddown because nailing isn’tsecure enough for sub-floors.● For most types of flooring,you level off the floorboardsby covering them inhardboard. Once you’vebought your hardboard,brush its rough side withwater and leave the boards inthe room where you’ll belaying them for at least a dayto acclimatise.● Once they’ve acclimatised,clear the room and check forcables and pipes runningunder the floorboards. Thebest way to do this is with anelectric cable and pipedetector, although you cantake up some of the boardsand look underneath with atorch. Mark the position ofany cables and pipes, then cutstrips of hardboard to go overthese floorboards, so they canbe removed easily to dorepairs, if necessary, infuture.● The hardboard should belaid rough side up. Fix it withdiamond-headed panel pinsevery 10cm around the edgeand every 15cm in the middle,avoiding any cables and pipesunderneath. Lay thehardboard right up to theskirting boards.● With some types offlooring, such as stone, it canbe better to use plywoodinstead of hardboard becauseit’s sturdier. The process forlaying this is similar, but youshould leave a gap of at least1cm around the edge of theroom for expansion. Whatevertype of flooring you’ll belaying, check the instructionson the packaging about howto prepare the sub-floor, anduse those as your guide.

Negative equity fears for third of buy-to-let investorsNEARLY a third of buy-to-letinvestors could be in negativeequity by the end of next year ifhouse prices continue to fall, arating agency has warned.
More than 30% of buy-to-letborrowers could find themselvesowing more on their mortgage thantheir property is worth by the endof 2012, if house prices drop by 5%this year and a further 5% next
year, according to Standard & Poor’s(S&P).
The group says investmentlandlords would be far moreaffected by the price slide thanowner-occupiers, as they typicallyhad higher loan-to-value ratios ontheir mortgages.
It adds that while 30% ofinvestors were expected to be innegative equity by the end of next
year, only 17% of owner-occupierswere predicted to be in the samesituation, despite levels beingsimilar at the end of 2010.
The report warned that the fall inhouse prices would reducelandlords’ flexibility to remortgageand could lead to higher arrearslevels in the sector, with higherinterest rates likely to make thesituation worse.
And, while arrears in thebuy-to-let sector have beenconsistently lower than in the widermortgage market before the creditcrunch struck, the situation hasdeteriorated sharply during therecession, as many investors findthemselves unable to remortgage,leaving them stuck on high rates.
Mark Boyce, credit analyst atS&P, says: “In the near term, the
buoyant UK rental market shouldcontinue to support buy-to-letborrowers, but interest rate risesare a risk on the horizon.
“Furthermore, even relativelymild house price declines over thenext two years could place morethan 30% of buy-to-let borrowers innegative equity, reducing theirfinancial flexibility and thusrisking a rise in arrears.”
THE first homes built in the HousingMarket Renewal area of Anfield andBreckfield have gone on sale. NamedThe Parks, the redevelopment of thearea is a priority scheme within
Liverpool’s Housing Renewal Programme andwill initially deliver 38 homes for private sale.
Built by developer Keepmoat Homes,should this initial phase prove successful itcould pave the way for hundreds more newhomes.
The scheme is being delivered by LiverpoolCity Council, supported by Arena HousingGroup and part funded by the Homes andCommunities Agency (HCA) and forms partof the wider regeneration proposals for thearea which were developed with communityinvolvement.

Around 11% of people looking toshare a flat or house with otherrenters are part of a couple,according to flat-share websiteeasyroommate.co.uk.
Couples can make considerablesavings by opting to share withother people, despite having to paymore for their room than if theywere single.
Renting a room in a propertyshared with housemates costscouples an average of £426 a month,compared with £687 if they rented ahouse or flat on their own – asaving of £3,120 a year, even beforethe lower cost of bills and counciltax is factored in.
But couples pay more for theirroom than single flat-sharerswould, at an average of £426 amonth, compared with £402.
The problems in the mortgagemarket are forcing many people to
put plans to buy their own home onhold while they save the depositsbanks and building societiescurrently demand for their mostcompetitive deals.
But the high demand for rentedaccommodation, combined with ashortage of supply, has pushedrents up to record levels, forcingmany couples to consider sharingwith other people to save money.
Jonathan Moore, director ofeasyroommate.co.uk, says: “Theboom in rental prices is taking its
toll on couples as much as it isindividual tenants.
“Thousands of couples arefinding that even when they pooltheir monthly income, renting awhole property of their own – letalone buying – is currently out ofreach.
“For many, the idea of sharing anintimate flat with their partner hashad to be placed on the backburner,and sharing with flatmates hasbecome a financial necessity.”
Landlords are responding to the
growing demand from couples, withthe number of rooms for couples ina house or flat share soaring by198% during the past year.
Despite the rise in availability,the vast majority of live-inlandlords still do not acceptcouples, with just 16% happy tohave them living in their ownhome.
Couples can save the most bysharing with other people inLondon, at an average of £356 amonth, followed by the East at £330.

Mowing the lawnbecomes a weekly jobas spring turns tosummer, so it’simportant to choose
the right model for the job.With this in mind, some 33
models of three different types ofmower were tested by Which?Gardening, to find the best type,taking into account ease of use,cutting effectiveness and comfort ofthe handles and controls.
Some 17 corded electric mowerswere tested, ranging from wheeledrotary types with four wheels,sometimes with a rear roller, tohover mowers which float on acushion of air.
In trials it was foundthat wheeled types werebest for a typical familylawn of up to 150 squaremetres, but if you need anextension lead longer than25m, a small petrol mower might beworth considering.
Testers rated each mower on itsability to cope with different typesof grass, how it managed lawnedges up to a soil border and thecapacity of the grass box.
Each mower was also rated forease of use, including how easy itwas to empty the grass collector,adjust the handle and cuttingheights, push in straight lines and
round corners and turn the mower.Among the best buy corded
electric mowers were the BoschRotak 40 Ergoflex (£170), with itsnew-style adjustable handles andlawn combs which cut up to a lawnedge, and the Wolf-Garten PowerEdition 37E (£219), a nippy andmanoeuvrable mower, whichtackled long, damp and rough grasswith ease.
Petrol mowers come into their
own on lawns more than 150 squaremetres, as you don’t need powersockets or extension leads. Theytend to be better for tackling longergrass and areas of rough grass andmeadow.
In this category, the Honda Izy(£350) came out tops, being easy tostart and user friendly. It cutquickly and effectively on the testlawns, coping with long, short andrough grass well. The only
drawbacks are the weight and stiffheight adjusters, testers found.
Also high among the petrolmowers was the Hayter Spirit(£270), a sleek, robust mower thatcoped with all the lawn tests andhas an easy-to-clean plastic deck.
None of the cordless mowerstrialled achieved best buy statusbecause the battery only allows youto cut for a limited period before itneeds recharging.
The Bosch 34 Li nearly made it,but the battery only lasted 15minutes, enough to cut 150 squaremetres in the test. It takes an hourto recharge, which testers felt waslimiting, and a spare battery costs£150.

THE weather has been so uncharacteristically warm forthe last month that my lupins are already in flower,brightening up the herbaceous border in shades rangingfrom cream to deep pink and red.
This wonderful cottage garden plant is among themost popular of all perennials, its large pea-likeflowers amassed on large spires which can reach up to1.2m (4ft) in height in a wide variety of colours inearly summer.
Lupins blend well into schemes featuring othercottage garden favourites including delphiniums andnepeta, or in mixed borders where the taller varietiescan be put at the back and the shorter ones such asGallery Series used as fillers. Other good varietiesinclude Band of Nobles, which is a mixture of coloursand My Castle, a dramatic dark red.
They are easy to grow from seed but do needprotecting from slugs when they are emerging. Cut offthe dead flower stems complete with stalks whenflowering has finished to encourage a second flush offlowers towards the end of the season.
