the extension of the playing ground so that the size of the playing court could be 28X28m. By removing the round walls on the level of the playing ground and by cutting into the existing grand stands, the requested dimension for the playing ground can be obtained and it will stretch up to all necessary heights. This solution enables the putting up of the catching net and even distribution of the advertising space on all 4 sides of the playing court. By erecting additional staircase with the gallery the round communication is achieved along the whole arena scope. The media facilities are planned to be positioned in the east ground level of the hall. The media facilities are entered via separate controlled entrance with the accreditation check out point. The media will have info stops, catering space, facilities with special infrastructure for the work of electronic and printing media, press hall and a separate studio. The telescopic stands could be accessed through media part through separate communication access. Behind the registry table, there will be seats for journalists on the movable/telescopic stands, anchors and 2 studios. The project design envisages the closing of the lower levels of the arena along the rim of the whole object by glass façade in aluminum frames. The coverage of the lower part will be done with the roof membrane on the adequate sub-construction with thermo-isolation. The night lights can be placed all around the arena rim.

Three playing halls will be modernized in order to meet the requirements for EHF events. Plans for the complete renovation of Arena Čair in Niš were presented to the officials shortly. The construction work will start in mid January 2011 and is planned to be completed in mid September 2011. Hall Pionir in Belgrade will also see renovation work between the

beginning of June and mid September 2011. Parallel to renovation work at the Pionir, also the Spens, as the SPC Vojvodina is often called, in Novi Sad will be modernized. Mayor Simonović formed the Local Organisational Committee for the prepaprational activities for the organisation of EHF Men’s European Handball Championship 2012.

The project design envisages 6 team dressing rooms, 2 dressing rooms for the team coaches, 2 dressing rooms for the trainers and 3 additional auxiliary dressing rooms. Anti-doping room is located immediately besides the dressing rooms and infirmary. The infirmary for players is located on the ground level of the sports hall and there is a separate entrance to the infirmary from the outside and the direct connection/access to the playing court. The infirmary for the spectators will be located on the mid-level floor. The official premises/administrative premises – the premises for EHF staff are located on the ground level of the hall with separate and controlled entrance. There will be 4 office rooms and a meeting room. One room will be intended for the accreditation issuing purposed. The project design envisages

According to the reconstruction project, the arena will get completely new interior, new air conditioning system and all the old installations replaced, greater number of seats for spectators, new staircases, reconstructed dressing rooms, infirmaries and telescopic grand stands. Once the reconstruction works are finished, the hall will be ready for the organisation of the biggest sports competitions. Two new entrances with the access plateau and staircases are planned to be the primary entrances besides the secondary ones, the two old ones, enabling fast entrance/exit into/from the arena. 5 entrances are planned for the spectators. There will be separate entrances for the spectators, players, VIP and media. All entrances will have video supervision, automatic ID check outs and computer processing. The entrance into the sports part is on the west part of the hall. This part consists of team dressing rooms, dressing rooms for team coaches,

development. Mayor Simonović presented the activities that Niš City has undertaken so far in the field of local economic development to the Council members.

RS Government and the City of Niš signed with Sagem the Protocol on Cooperation which envisaged the opening of the facilities for the production of electric power meters. There is a possibility that the production line could diversify into production of the components necessary for the TV signal reception digitalization.

This council has been formed with the objective of supervising the realisation of the plans and programs of local economic development, providing the initiatives and opinions related to economic development priorities, monitoring the activities of Niš City business potential promotion and considering the strategies for economic development. The members of the EDC have been selected out of business community, experts in the economy field and the leaders of the professional associations. EDC first meeting was focused on learning more about the roles, responsibilities and importance of the Council for the local economic

The focus of the discussion was the definition of the location for the construction of new factory. Sagem decided to locate their new facilities in the industrial zone Donje Medjurovo. They are still considering the Brownfield and Greenfield investing options. The Sagem investment project will be carried out in two phases. The production facility with the total area of 3000 to 4000 m2 will be equipped during the first phase and 200 people will be employed. Second phase of the investments envisages the starting of the production line in the facility covering 10 000m2 where 500 new workers will be employed. The current progress status refers to negotiation with RS Government on allocating subsidies for the implementation of this investment project.

The delegation of French company Sagem came to three-day visit to Niš to discuss with the Niš City Mayor Miloš Simonović and his associates further realisation of the business plans in Niš.

CITY OF NIŠ AT FIFTH INTERNATIONAL INVESTMENT AND REALESTATE FAIR IN NOVI SAD

City of Niš presented its investment potentials at the fifth International Fair of Investments and Real Estate held in Novi Sad from October 26 to October 29, 2010.

This year more than 220 local self governments have presented more than 220 investments projects. The fair was an excellent opportunity to exchange national experiences of different municipalities in their attempts to attract investments into their municipalities and to find something more about the EU countries experiences with doing business in Serbia. The Fair Congress hosted 14 different seminars about contemporary trends in the investing. According to the RS Ministry of Economy and Regional Development, Serbia received highest marks from OECD for the efforts invested in creating favourable climate for direct foreign investments. By participating at this Fair, the City of Niš tried to contribute to crating positive image of Serbia.

grinding machines which will process all electrical devices. Also, special modern American equipment for the recycling of computer screens and TV sets. The recycling of cooling fluids is done by most contemporary German technology.

On this occasion, Mayor Simonović said that the opening of this factory represented one of the biggest Greenfield investments in this industry and it made the City of Niš the recycling center in Serbia. The company Yugoimpex has already made contracts with more than 30 IT companies for free transport of electronic waste. New factory facility is equipped with state-of-the-art

RS Minister of Environment and Spatial Planning Oliver Dulić and Niš City Mayor Miloš Simonović opened officially the recycling factory whose capacity will be 5 000 tons of electrical and electronic waste per year. This factory represents the investment by the company Yugoimpex from Niš and it is worth more than 1 million Euros. This factory, which will employ 40 people, is built according to all ecological standards and it is the first of this kind in southern Serbia. Minister Dulić said that the opening of this factory would be beneficial both for citizens and industry sector. In Europe, 4kg of electrical and electronical waste per citizen is processed while in Serbia only 40g per citizens in Serbia. Minister Dulić said that he expected that this factory would raise the level of electrical and electronic waste processing to 1kg per citizen.

forest waste and biodegradable fraction of the communal waste from urban and rural areas and thus decrease the usage of fossil fuels. The project organised the study visit to Bulgarian municipality Ihtiman where the representatives of all partners in the project could check for themselves practical application of biomass for production of energy, biomass - energy system chain functioning and financial results and benefits due to the usage of renewable energy sources.

This project will try to define legal and administrative, economic and financial barriers as well as the barriers in the context of lacking sufficient information for using biomass for the production of energy. Using analyses and best practice examples from EU and constructing the model in accordance with the real situation in Serbia the project will try to build the capacities of people in charge and raise general public awareness about benefits of using biomass fuels. The objective is to build starting grounds for increased usage of agricultural and

development and that was the reason why Swedish institutions and companies were interested in this region.

This was the Ambassador’s first official visit outside the Serbian capital since the beginning of his mandate in Serbia this August. As the Mayor Simonović pointed out on this occasion the City of Niš had very intensive cooperation with the Swedish companies. Presently three projects are being implemented: the preparation of the Bankable Feasibility Study for Environmental and Technical Upgrading of Constantine the Great Airport, Bankable Feasibility Study for Waste Water Treatment Development Plant Programme for the City of Niš and the Heat Analyses on the territory of the Niš City.

The objective of the seminar was to further enhance Serbian - Swedish cooperation in developing sustainable infrastructure projects. The findings of the Heat Analyses for the territory of Niš City prepared by Swedish Consultant Companies Optensys Energianalys and Manergy were presented, focusing on future heat demand and supply solutions. The preparation of this study was financed by Swedish Ministry of Foreign Affairs. The seminar also gave examples of how projects can be developed from vision/idea to bankable projects including arrangement of financing and timely implementation. The presentations of strategic project development and sustainable implementation process were delivered by Mr. Karl Edberg, Senior Adviser at the Swedish MoFA Office for Project Exports and Mr. Anders Lund, Senior Manager, SEK, Swedish Advisory Services. Mr.

Mayor Simonović asked from Ambassador Asp to support allocation of special component in the IPA funds for the South of Serbia in order to accentuate the need for additional investments into this region especially in the area of environment protection and infrastructure development. On this occasion Ambassador Asp said that he chose to visit the City of Niš because of the long term cooperation that existed with the Swedish City of Vaxjo and the good business cooperation with the Swedish Ministry of Foreign Affairs Office for Project Exports. He added that the City of Niš had great potentials for future

The seminar was the opportunity for Niš OLED to present their work. Mr. Randjelović, the head of the offices, presented the opportunities for business cooperation between Sweden and the Niš. Mr. Filipović, the executive director of RDA South presented the activities of this association and pointed out to the infrastructure development of the region. Niš City Mayor Miloš Simonović, in his opening speech to the seminar, said that events of this kind always send the message about how important were to develop sustainable infrastructure projects. He added that if we wanted to be ready for IPA 2012 Programmes and its special components for the projects coming from South and East Serbia, we had to have good quality and sustainable projects.

materials and attend different exhibitions which are inspired by EU member states and which promote EU values. The corner is open for visits and it serves as the info point. The corner aims to achieve long term results in bringing European and Serbian societies closer together. We hope to strengthen the links between primarily citizens of Niš and EU and thus create a positive public opinion about European Union and its policies towards Serbia, help people understand EU better and thus understand better the reform processes needed to be done on our way to EU, enable improved accessibility and transparency of relevant information about European Union and its activities and build an active core of pro - European citizens that would lead the way of integration.

The purpose of this project is to have increased active civil consciousness and better knowledge of the young people in Niš about the EU and its member states and to develop local resources that will enhance their participation in the decision making processes in the reform of the society towards the accession to the European Union. The exhibition represents the works of students from the primary and secondary school from Niš who explored Sweden on their own. They underwent the workshops held by Youth Center and after receiving the basic information they set on quest to learn more. The special emphasis during this workshop was to learn about the role of the country in the EU and the life of young people there in terms of education, mobility, activism, cooperation and youth policy in general. So the exhibition represents what they learn about Sweden: about its history, geography, demographics, religion, politics, economy, tourism and travel. The opening of the exhibition was attended by H.E. Mr. Christer

Asp, the Ambassador of Sweden in Belgrade and Niš City Mayor Miloš Simonović who also handed out the award to the best exhibit – the relief map of Sweden prepared by Petar Pejović. The award this time was a study trip to Poland. EU Corner is the project implemented by Niš City Office for European Affairs. Due to the years of the wars and isolation during the last decade of the 20th century, the majority of population, especially young people, have little or no information about the processes that took place in EU during that time, specifically in development of its institutions and system of values. Besides that, the young people in Serbia have no appropriate sources of information about the EU, its institution and the system of values. Due to these facts, the young people in Serbia have no clear picture about the EU integration process and the ways that process can influence to their lives. So the Niš City Mayor’s Office for European Affairs established EU corner where the citizens of Niš could get educational and promotion

Principal goal of the project is to strengthen the capacities of local self-governments and other relevant stakeholders in order to achieve ecologically sustainable, socially balanced and economically efficient spatial development. Main project activities refer to developing human resources and building capacities of the relevant stakeholders for applying new land management instruments. The project outcomes will contribute towards an increased capacity and performance of the local land management, towards the implementation of new land

On the occasion of the official opening Niš City Mayor Miloš Simonović said that the City of Niš was extremely satisfied with the cooperation with USAID and that he expected the cooperation to be intensified in the following period. He added that he hoped for many new common projects to benefit of Niš citizens and the people from whole region. He stressesed the importance of USAID being involved actively in promoting agriculture in the region of South and East Serbia. Agribusiness project was initiated in 2007 and it should end in 2012. The total project value is 25 million US dollars. The goal of the USAID Agribusiness Project is to increase the value of Serbian agricultural product sales and to increase employment in the agricultural sector. It is focused on the

management methods and towards integration of professional associations and universities which would lead to increased capacities and professional skills in local land management. Niš City Mayor Miloš Simonović said that it was very important for any self government to have its own database of the available land properties. Each local self – government must determine the economical profitability of the available land property in order to use it in best possible way for stimulation economic development.

13 city mayors and municipality presidents signed the MoU with the consultancy company Ambero Consulting Belgrade on the implementation of the project Strengthening of Local Land Management in Serbia financed by German GTZ in cooperation with Republic of Serbia Government.

Promoting agriculture in South East Serbia

MORE POVERTY REDUCTION PROJECTS

NGO ENECA signed the agreement with DIN “Fabrika duvana” a.d. Niš, part of Philip Morris International (DIN PMI) on continuation of the “Poverty Reduction through Start-Up Businesses” project worth 9,6 million dinars.

Through cooperation with DIN PMI started in 2009, ENECA supported 50 start-up businesses with the income generation rate over 90%. Additional forty five clients, start-up businesses, will in the nine months to come, be granted with the equipment in the average value of RSD 180.000,00, accompanied by the obligatory business and vocational tailor made trainings aimed at the sustainability of the supported businesses. All interested having sound and viable idea for starting own business in order to endeavor employment and regular income can apply. Those who sign the grant contracts with ENECA will be obliged to register their business activity, perform 15 hours of community service, and repay 20% of the value of granted equipment. On the occasion of signing the contract, Niš City Mayor Simonović said that both Philip Morris and NGO ENECA provided support to the City of Niš especially with the implementation of this project since the unemployment was the biggest problem in the City of Niš.

The fact that the parliament and parliamentary diplomacy are gaining an ever more important role in the integration process and that three neighbouring countries - European Union member states have 71 European Parliament members, and the premise that they are much better informed on the situation in the Western Balkans, opens up additional potentials for cooperation on Serbia’s road to European integration. The panel discussion was opened by the Vice-President of the European Movement in Serbia Tanja Misčević. Niš City Mayor Miloš Simonović gave the opening address. European parliamentarian from Bulgaria and former Bulgarian Foreign Minister Ivaylo Kalfin spoke about the role the European Parliament in the EU enlargement policy and Serbia’s EU accession process. He emphasized the importance of Serbia’s inclusion in various cross-border cooperation projects with

both Bulgaria and other neighbouring countries as that experience would serve it well in the later stages of EU accession. Deputy Jelena Trivan spoke about Serbia European integration process and the role of the deputies and the National Assembly in the process. She stressed the need to intensify cooperation with the European Parliament and other EU institutions. She also pointed out the importance of furthering regional cooperation and bilateral cooperation with all the neighbouring countries, particularly those which recently acceded to the EU. The participants agreed in the estimate that cooperation between neighbouring countries, EU member states, and Serbia was very important, as was the support of European parliamentarians from Bulgaria in Serbia’s European integration process.

CODE OF GOOD PRACTICE

Civic Initiatives from Serbia together with the Center for Information, Cooperation and Development of NGOs (CNVOS) Slovenia, throughout November presented the Code for Good Practice adopted by the Council of Europe. The local conference on this issue was held at Niš City Hall. The Code for civic participation in decision making processes is a set of recommendations from the Council of Europe that presents general principles and guidelines as well as practical tools and mechanisms for an active involvement of citizens and NGOs in the policy making at national and local level. The goal is not only to solve specific problems but to engage as many citizens as possible to actively participate in the agendas of their local governments. An important role was played in developing this document by CNVOS - Slovenia, in partnership with Civic Initiatives through the project Citizens Decide. A local partner in organisation of this event in Niš was the Association of Roma Women Osvit.

The co-organisers of this event were the national libraries from Pirot and Dimitrovgrad under the patronage of the RS Ministry of Culture and the City of Niš. During two-day seminar more than thirty scientific papers on the subject of the contemporary challenges in the library functioning were presented. On the occasion of opening this scientific gathering the Niš City Vice Mayor Nadja Marković said that it was important to recognize the importance of constant

improvement in the function of the public libraries in order to respond adequately to the challenges of the contemporary society and development of information technologies. The exhibition entitled Hidden Treasure of the Serbian Libraries was opened at the Gallery Pavilion at the Niš Fortress. The exhibition showed the most precious exhibits from the home collections of the Serbian libraries. This was the first time that all the libraries from

RECEPTION FOR INTERNATIONAL PEN CENTER SECRETARY GENERAL

This year the forum was organised by Regional Chamber of Commerce Niš and Association of IT and Telecommunications. The forum is organised every two years with the objective to present the achievements and novelties in the field. The slogan of this year forum was - show us what new you did during the past two years and find out what others did compared to you. The forum included the company and expert presentations, round tables and workshops. The reception at Niš City Hall was hosted by Niš City Council Member Boban Mihajlovic, who, on this occasion said that the City of Niš had many projects with the objective to develop further information technologies in the city. During 2011, the City will make available premises at City Business Incubator Center for 10 IT companies and thus facilitate the starting of business operations for those companies.

Mr. Mihajlovic reminded that the agreement was signed with RS Ministry for Science and Technological Development on establishing Science and Technology Park which would primarily focused on development of the IT sector. “I believe that those kind of activities will make the City of Niš, once known as the city of electronics, be known as the city of information technologies”, said Mr. Mihajlovic.

EMERCOM CENTER FOR URGENT PSYCHOLOGICAL HELP DIRECTOR IN NIŠ

Niš City Council Members Žarko Ranković and Dušica Davidović met with Ms. Julia Sergeyevna Shoigu, the director of the EMERCOM Center for Urgent Psychological Help.

The psychological service is based on the concept of ensuring support to professional activities of the personnel of EMERCOM of Russia. It envisages the implementation of systematic measures related to identification and development of professional skills, adaptation to the chosen occupation, prevention, forecast, and correction of aftermath of the stress state that the personnel of EMERCOM of Russia might be under effect of. Rendering an urgent psychological service to the people suffering in an emergency zone is one of the key areas of the Center activities. This visit by the Ms. Shoigu represents the continuation of the international activities with the objective of raising capacities in securing the safety in cities. This meeting was a good opportunity to discuss the possibilities of sending the young professionals from Niš to specialization at Russian centers for emergency situations. She pointed that it was extremely important to have trained professionals sharing the same professional language in all countries.
