Page 1 of 4 Driver Examiner Licensing Application Requirements and Process Overview GENERAL INFORMATION At this time, applicants will be selected to proceed through a process of testing and training to ensure that they have the necessary skills and knowledge to be trained to conduct Class 5 Basic, Class 5 Advanced and Class 4, road tests to provincial standards. Applicants will be asked to indicate a preferred service delivery region (Red Deer, Lloydminster, Edmonton, Calgary and, Grande Prairie). Other regions are not being considered at this time. The number of road tests available will vary depending on market demand. Alberta Transportation does not guarantee road test volumes for Licensed Driver Examiners. Licensed Driver Examiners will be monitored by department staff to ensure that road tests are conducted according to government policies, standards and regulations. Each applicant is required to: APPLICANT REQUIREMENTS Have a valid Class 1, 2, 3, or 4 Alberta driver’s licence; preference will be given to those holding commercial licenses You must have held at least a valid Class 4 driver’s licence for no less than two years. Have not less than five (5) years’ driving experience as the holder of a valid Class 1, 2, 3, 4 or 5 driver’s licence; o For example, you can have a combination as a holder of the above driver’s licences for no less than five years (e.g. hold a valid Class 5 driver’s licence for 3 years and hold a valid Class 4 driver’s licence for 2 years). Have a satisfactory driving record with less than seven (7) demerit points; Have an Alberta driver’s licence that was not cancelled or suspended under the Traffic Safety Act during the two (2) years immediately preceding this application; Have a driver’s licence that was not cancelled or suspended under the Criminal Code (Canada) during the five (5) years immediately preceding this application; Provide proof of grade 12 education or equivalent (e.g. IQAS); Authorize the release of the results of a Criminal Record Check and Vulnerable Sector Check from an approved law enforcement agency (e.g. RCMP, Edmonton Police Service, Calgary Police Service); Be prepared to have all correspondence regarding the application and selection process to be done via email. Applicants will not be contacted via telephone; and Be prepared to undergo knowledge testing, road testing and an interview process to be eligible to receive training to obtain a licence to conduct road testing. ADDITIONAL REQUIREMENTS An applicant who is an owner, part owner, shareholder, director, partner or an employee of, or in a business that is a Registry Agent, cannot be licensed unless willing to cancel all ties with the Registry Agent at time of licensing. An applicant who is a licensed driving instructor cannot be licenced as a driver examiner unless willing to have their driver instructor’s licence cancelled at time of licensing. Conducting evaluations is a considered a conflict of interest. An applicant who is an owner, part owner, shareholder, director, partner or an employee of, or in a business that is a driver training school, cannot be licensed as a driver examiner unless willing to cancel all ties with the driver training school at time of licensing. Licensed Driver Examiners will be required to administer and record all road tests on the government road test system (tablets). Successful applicants will receive training and support in the use of the government road test system.

A Licensed Driver Examiner is prohibited from testing clients of any Registry Agent office that is owned by or employs a member of the Licensed Driver Examiner’s family (as defined in application form).

Preference will be given to individuals who have held a valid Alberta Driver Examiner Licence in good standing with the Registrar within the past five years.

DESIRABLE QUALIFICATIONS

The following qualifications are desirable from applicants:

Have a valid Alberta Class 6 driver’s licence;

Professional Driving experience;

Be able to communicate proficiently, both orally and in writing;

Ability to work independently; and

Ability to work in a challenging work environment.

Proficiency in any of the following areas:

o Assessing adults;

o Customer service skills;

o Conflict resolution skills,

o Auditing and/or monitoring skills;

o Attention to detail and punctuality;

o Ability to use a tablet computer in a mobile environment; and

o Time management skills;

APPLICATION PROCESS

Applicants are required to pass a written test and a road test in a passenger vehicle. An automatic transmission vehicle is acceptable. Applicants will be allowed two (2) attempts to pass the written test and one (1) attempt to pass the road test as a prerequisite to driver examiner training. A score of 85% or higher is required to pass the written test, and a score of 50 demerits or less is required to pass the road test.

Applicants must provide two (2) references, who will be contacted following the successful completion of the written and road tests. Successful applicants will be contacted via email to schedule next steps in the application process.

Once an applicant has passed the written test and road test, they must provide a Criminal Record Check, including a Vulnerable Sector Check (dated within six (6) months application being received) conducted by an approved law enforcement agency and the original report included prior to obtaining a driver examiner licence.

Applicants must be aware of the schedule listed below and be able to attend each step on the day(s) required or they may not be able to complete their training.

Duration

DRIVER EXAMINER LICENCE OVERVIEW

o Driver examiner licenses are valid for a period of up to two years. The duration of individual licences shall be dependent on what is required to meet immediate demand. Licenses may be canceled at any time at the discretion of the Registrar.

Hours of Service

o Licensed Driver Examiners are permitted to work up to 10 hours per day. o A seasonal modifier is applied during the period of November – February, when operating hours are

limited from dawn until dusk. o Alberta Transportation mandates two, 30 minute breaks in a scheduled work day to ensure that

driver examiners remain mentally focused and to try and minimize fatigue.

Conduct

o Alberta Transportation, Driver Education and Examination Standards (DEES) has a mandate to promote the safety of all those who share the streets and highways. Licensed Driver Examiners will be required to commit to upholding a Code of Conduct and Ethics as outlined in the Licensed Driver Examiner Policy and Procedures Manual.

Operations o Licenced Driver Examiners are required to provide a mobile phone number and email address that they monitor

during service hours so they can be contacted by the DEES operations team. o Licensed Driver Examiners are required to administer road tests using Government of Alberta issued devices

(tablets).

o It is the responsibility of the Licensed Driver Examiner to ensure the safe storage and use of the tablet.

o Road test schedules will be issued to Licensed Driver Examiners by the Government of Alberta, through the issued tablets and via email.

o Licensed Driver Examiners are required to operate only at locations where they are approved and scheduled within the region they are appointed to (Edmonton, Calgary, Lloydminster, Grande Prairie and Red Deer), unless alternative arrangements have been agreed upon by the Licensed Driver Examiner and Government of Alberta.

Compensation

o Current compensation will comprise of $45 per hour to conduct Class 4, Class 5 Basic, Class 5 Advanced, and Class 6 road tests.

o Compensation will be provided by the Government of Alberta on a monthly basis (once per month) via electronic funds transfer.

o Licensed Driver Examiners will be required to enroll as vendors to the Government of Alberta.

Check may still apply, however original copies must be provided prior to a successful applicant receiving their driver examiner licence to begin road testing.

o There is no fee required as part of the application or licensing process at this time. Fees can be assessed and applied at the discretion of Alberta Transportation.
