Mecklenburg County Facility Naming Policy

Purpose To establish consistent guidelines for naming buildings and other property, including public areas, owned by Mecklenburg County. Guidelines

I. The authority to name or rename Mecklenburg County (County) facilities is vested with the Board of County Commissioners.

II. Facilities to be named or renamed must be owned by Mecklenburg County, or must be leased by Mecklenburg County and the naming or renaming of the facility must be permissible under terms of the lease agreement.

III. In rare circumstances and for just cause, a County facility previously named in honor of or in memorial to a person may be renamed. Facilities owned or leased by Mecklenburg County shall only be renamed if at least one of the following conditions is met:

(a) A minimum of twenty (20) years has passed since the adoption of the existing name;

(b) The facility has been relocated; (c) The facility’s function has changed.

IV. Facilities owned or leased by Mecklenburg County shall only be named for a living person if at least one of the following conditions is met:

(a) The living person made a significant financial contribution to the development or acquisition of a facility and entered into an agreement approved by the Board of County Commissioners that the facility would be named for the contributor;

(b) The living person made a significant contribution to the enhancement of the quality of life in the community and is widely recognized and highly regarded for their work in the community;

(c) Leased property that has been named by the lessor for a living person. V. Facilities owned or leased by Mecklenburg County shall only be named for a

deceased person if the following condition is met: (a) The person made a significant contribution to the enhancement of the

quality of life in the community and is widely recognized and highly regarded for their work in the community;

VI. Facilities owned or leased by Mecklenburg County shall only be named for an elected official if:

(a) A minimum of five (5) years has passed since the individual last served in elected office, excluding elected officials who are deceased.

VII. Facilities owned or leased by Mecklenburg County may be given names based upon geographical, historical, ecological, functional or other such factors as the Board of County Commissioners considers appropriate.

VIII. A County facility under construction or renovation may be given a “working title” and shall only become the official name if approved by the Board of County Commissioners.

IX. Selection of names should be managed in such a way that prevents duplication and/or confusion.

X. Naming/renaming requests for Park and Recreation facilities/public areas will follow the process outlined in the Park and Recreation Public Areas and Facilities Naming Policy, which is attached herein as Appendix 1.

XI. (a) If a private entity has entered into an agreement with the County to raise funds for a capital improvement, construction or renovation, and the entity desires to offer naming rights as a mechanism to raise funds, the policy provisions in the “Park and Recreation Public Areas and Facilities Naming Policy” will not apply. (b) After the application is submitted to Mecklenburg County, staff will review the application and perform any due diligence it deems necessary for the purposes of delivering a staff recommendation to the Board of County Commissioners. This action will be performed in an efficient but thorough manner, so a public hearing may be scheduled in a reasonable period of time. The recommendation should be presented to the Board of County Commissioners prior to the public hearing being held. (c) The Board of County Commissioners will receive the application, hold the public hearing and then consider the application for approval.

XII. Exceptions to this policy may be made by majority vote of the Board of County Commissioners.

EXHIBIT 1 Application Process Applications for naming and/or renaming of Mecklenburg County facilities must be submitted by an individual, independent groups, staff and/or members of the Mecklenburg County Board of County Commissioners. Applications must be submitted to the Mecklenburg County Manager’s Office using the Exhibit 2 form. Applications will go through an extensive screening process, including a background check if the request is to name County property for an individual. Once the application has passed the screening process, a Public Hearing Notice will be placed in the local newspaper 10 days in advance of the hearing. During the public hearing, individuals and/or groups will have an opportunity to express their support or opposition of the naming/renaming request.

Appendix 1 Park and Recreation Public Areas and Facilities Naming Policy General Policy Statement The Board of County Commissioners (BOCC) shall be responsible for approving all names for public areas and facilities of Mecklenburg County Government consistent with the Mecklenburg County Facilities Naming Policy. All such petitions and other requirements surrounding the naming and/or renaming of public areas and facilities will be entertained and recommended for consideration by individuals, independent groups, staff and/or other approved governmental bodies. Staff and/or citizen advisory boards will comply by conducing three (3) public readings of the proposed names during a timed agenda item identified as Community Workshop at their monthly meeting. Therefore, these readings will require a ninety (90) day public input process before being recommended to the BOCC. Citizen comments regarding the proposed naming/renaming may be presented verbally during the Community Workshop(s) or in written letter, facsimile or email form to the staff. Prior to solicitation or placement of a proposed name on “any” agenda, the staff will first give notice to the BOCC through a Request for Board Action supported by appropriate background information on the need for naming/renaming of the proposed public area and/or facility under consideration. Staff will seek participation by members of the BOCC in the naming/renaming process, particularly the BOCC member representing the district in which the facility is located. Presentation to the Staff The staff will receive written, facsimile or email applications ONLY. Requests may come from any Mecklenburg County resident, organization, or the staff of Mecklenburg County. The application request will include as much background data as possible indicating why a particular name should be designated for a particular area or facility. Recommended names for consideration should be submitted no less than 180 days in advance of the public area and/or facility’s proposed dedication. Criteria for Consideration

I. The staff will accept applications from any County resident or group of County residents who wish to recommend the naming of a public area and/or facility in honor of a person, historical event, natural phenomenon or geographic location.

II. The staff may recommend the name of an individual for a public area or facility,

when that individual has made exceptional contributions to the County. Such contributions may have been rendered in money, land, time or in overall public service and/or promotion of public service. Exceptional service to the County and/or community at-large in all areas of public service is equally acceptable.

III. Generally, the staff believes that facilities within a public area and/or facility should

not have separate names, but should bear the name of the public area or facility itself. When a facility within a public area or facility that has already been named is

to be named, the inner-facility will in some manner denote its affiliation with the encompassing area or facility.

IV. The name must not duplicate, or be closely related, or pronounced similarly, to any

other name within the County, or any other local municipal system(s) so as to minimize any/all confusion to the general public.

V. When the staff believes that the contribution of a particular individual or group of

individuals warrants the name to be associated with a public area or facility that already has a name, the community or the staff may request to add that name to the existing name. Only one (1) additional name may be added and no more than two (2) names may be given to any area or facility.

VI. Recognizing that it is appropriate to change names of a public area or facility under

certain conditions, the BOCC reserves the right to change the name of an area or facility after a minimum of twenty (20) years. This time frame applies only to those public areas and facilities that have been named for an individual.

VII. When naming or re-naming a public area or facility, the staff may accept and

present applications to the citizen advisory and neighborhood bodies ONLY after solicitation of BOCC involvement. If appropriate, a first public meeting will be for discussion of the matter; a second public meeting will be to receive public input; a third public meeting will be held to take action on the matter. All these meetings will occur during a period not to exceed ninety (90) days from the first public meeting.

VIII. Applications for naming a public area 200 acres or less or a facility of 10,000

square feet or less requires a petition, expressing support of the request, with valid signatures of a least twenty-five (25) adult residents of Mecklenburg County within the service radius.

IX. Applications for naming a public area of more than 200 acres or a facility of more

than 10,000 square feet serving more than the nearby community or neighborhood requires a petition, expressing support of the request, with valid signatures of one hundred (100) adult residents of Mecklenburg County.

X. Applications for changing the name of an existing public area or facility by addition

of another name or a complete name change requires a petition , expressing support of the request, with valid signatures of one hundred (100) adult residents of Mecklenburg County.

XI. The BOCC may desire to place a plaque at an appropriate location within a public

area or facility, whereby the name(s) of individual(s) may be placed in recognition of their contributions. This action may occur when the BOCC finds that it is inappropriate to name a public area or facility in its entirety for the individual(s).

XII. When, following solicitation and there has not been a suggested title or appropriate suggested title for a new public area and/or facility, staff may then determine an appropriate title for recommendation to the BOCC.

XIII. Certain features in public areas and/or facilities could be named for such things as

flowers, birds, animals, etc. instead of people. Consideration for naming these items should be at the discretion of the staff and do not need approval of the BOCC.

XIV. On occasions there may be organized or unorganized opposition to the

naming/renaming of a public area and/or facility. Those opposing a request should follow the same general process and requirements described above that regulate applications to name or rename public areas and/or facilities. In particular, the opposing party/parties must submit a written statement to the BOCC or its designees, detailing the specific reasons for their objections. Any individual and/or group opposed to the naming/renaming could be required to appear before staff to answer questions concerning their written statement of opposition. The opposition also must provide a petition consistent with the requirements of the naming/renaming applicant(s).

XV. When opposition occurs to a request, staff will delay action on the

naming/renaming of the public area and/or facility for at least ninety (90) days, to evaluate the opposition’s information and provide a reasonable time to support the decision-making process.

XVI. During the process of opposition, the staff is responsible for informing the public of

the status of the naming/renaming request, through appropriate communications that could include but may not be limited to:

(a) Issuance of Public Service Announcements (PSA) via local media forms. (b) Site signage. (c) Internet, etc.

All available information devices will be used to encourage public participation and involvement reflecting all pro/con viewpoints held by different elements of the citizenry. Such information must be available for review by the public for a minimum of thirty (30) days.

Harry L. Jones, Sr. served on the board

of directors for the Carolinas Conference of Housing and Redevelopment Officials, the Sisters of Mercy of North Carolina Foundation , Metro-YMCA of Greater Charlotte, theWachovia Championship, Champions for Education, Inc., United Way of Central Carolinas (ex-officio), and the Charlotte Regional Partnership (ex-officio). The University of North Carolina at Chapel Hill Board of Trustees elected Mr. Jones to the UNC Board of Visitors. Mr. Jones was elected fellow to The National Academy of Public Administration, president of the National Forum for Black Public Administrators, and charter member of the Public Housing Authorities Directors Association. He was a member of Sigma Pi Phi fraternity.

Mr. Jones received the 2010 UNC Distinguished

Alumna/Alumnus Award, Pride Magazine Public Service Award, NC Association of County Commissioners Outstanding County Program Award for "Establishing Ethical Expectations" Morehouse Alumni Association Community Service "Beacon of Light" Award and the Charlotte Post "People of Prominence" Award. Mr. Jones was inducted into the Order of the Golden Fleece while attending UNC-Chapel Hill (one of the university's highest honorary society), the Order of Grail and the Society of Janus. At Sandhills Community College he was the recipient of the school's R.P. Beasley Award for outstanding student leadership and received Sandhill's Distinguished Alumni Award. Mr. Jones was inducted into the Order of the Hornet.

Mecklenburg County Manager - 2000 - 2013Mecklenburg Assistant County Manager - 1991 - 2000City of Dallas(Texas) compliance director along with several other positions including assistant city manager, director of court services and director of housing and neighborhood services. He was also community development director for the City of Charlotte from 1981-1984 and executive director of the Fayetteville (NC) Metropolitan Housing Authority from 1978-1981.

Priority Investment Ranking (PIR)Objective tool for evaluating priorities. Reflects the importance residents place on items with the unmet needs for each facility/program. Since decisions related to future investments should consider both the level of unmet need and the importance, the PIR weighs each (equally).

• High Priority Areas = those with a PIR of at least 100. Generally indicates relatively high level of unmet need and residents think it is important to fund these areas. Improvements in this area are likely to have a positive impact on the greatest number of households.

• Medium Priority Areas = those with a PIR of 50-99. Indicates medium to high level of unmet need or a significant percentage think it is important to fund these areas.

• Low Priority Areas = those with a PIR below 50. Indicates a relatively low level of unmet need and residents do not think it is important to fund in these areas. Improvements may be warranted if the needs of very specialized populations are being targeted.

In a Nutshell• Extremely high facility use, and growing. 88% of residents use MCPR facilities, up from 76%

in 2008 (and far exceeding National Average of 72%).• Facility Conditions improving. On par with pre-recession and higher than National Average.• High level of needs, but moving the needle. Nearly all needs decreased since 2013 survey. • Greenways still #1 requested amenity. Highest priority facilities are: Greenways, Nature

Trails, Indoor Track, Indoor Fitness, Indoor Pools, & Dog Parks.• Program Needs similar to 2013. Highest priorities: Fitness/Wellness, Special Events,

Outdoor Adventure, Ed/Life Skills, Learn to Swim, Water Fitness, and Adult Athletics .• High growth in “word of mouth”, website, and facebook as a way residents learn about

P&R. Awareness of programs dropping drastically.• Program Participation decreased since 2013.• Extremely high level of agreement with benefits of P&R services. Health & Wellness the

Staff and Public Presentations Program Presentation by Community and Recreation Center Services

Agriculture’s Role in Recreation – Stephanie Frisbee Stephanie Frisbee, Facility Manager, came before the PRC to share a presentation on agriculture’s role in recreation. Stephanie’s presentation shared statistical data on farming in Mecklenburg County and beyond and the importance of children, and adults, understanding where their food comes from. A fifth generation farmer herself, Stephanie shared the programs she has implemented at her center to raise understanding of farming and growing fresh produce with children and their parents. Stephanie’s presentation can be viewed here: Agriculture’s Role in Recreation Handouts were provided and can be viewed here: Infographic and BAARN Park and Recreation Commission Priorities Adequate Funding: CIP Update Director Garges shared that all remaining projects from the 2008 bond issue are included in the FY19-23 CIP. The Board was reminded that Park and Recreation projects are paid for from PayGo funds and Schools and CPCC are bond funded. The County must maintain the debt ratio as set by the BOCC, therefore, all the needs will be examined and each Department will be given a percentage for capital projects based on the debt policy. It is possible Park and Recreation could be given $150 million for FY19-23. As in the past, the Department is hopeful they will receive a percentage of the total capital program for FY18 land acquisition and that going forward, the County does not take land acquisition funding from the Department’s FY19-23 CIP allocation. The Board discussed how to best advocate for the Department. Director Garges suggested they make the BOCC aware of the importance of meeting the needs of the public as indicated by community surveys. Commissioner Barnhart said it would make a greater impact if more groups, besides the PRC, were advocating before the BOCC for the Department. Land Preservation: Land Acquisition Update Director Garges made a presentation on Land Acquisition and can be viewed here: Land Acquisition Overview . The presentation covered our status of land acquisition, our priorities, our service gap, as well as our 2015 Master Plan goals. The presentation also showed the strong support by the public to preserve land as evidenced by the land bonds passed since 1999. Commissioner Pruess expressed concern for protection of park land from development and what might be options and tools available to protect the land we now have. Director Garges reminded the PRC that the Department has internal policies to help with protection and preservation such as the initial bio-diversity assessment on all undeveloped land, a 50 to 100-foot buffer around parks, no more than 50% of parks developed and no more than 10% of Nature Preserves developed.

Active Community Engagement – Advisory Council’s Commissioner Bryant reported on a concern from the February PRC Retreat regarding Advisory Council meetings. The goal is to ensure that all advisory council meetings are consistent and have agendas that include the PRC priorities and that members are actively engaged in the meeting. The Commissioner’s shared ideas about how the advisory council meetings could be made more meaningful and ideas from their own councils that have worked. Some of those ideas were:

• Moving the meetings around to different areas of the County • Include “active” meetings (biking, work project, walking tours, etc.) • Having council members participate in agenda topics, presentations • Having an annual “All Advisory Council” meeting • Getting the members out to ground breakings, grand openings and ribbon cuttings. • View advisory council members as future PRC • Seek assistance from staff as needed • Collaborate with other advisory councils

Advisory Council Appointments/Reappointments: South:

Motion was made by Commissioner Barnhart to appoint Carolyn Millen and Mike Lyon to full terms on the South Advisory Council, expiring 6/2020, which was seconded by Commissioner Burnett and approved unanimously.

Director’s Report: Director Garges reported on the following: Greenways for Mecklenburg: Director Garges gave an update on the newly organized 501C3 Greenways for Mecklenburg. An information flyer was provided and can be viewed here: Greenways for Mecklenburg . Everyone was invited to attend the Little Sugar Creek Greenway, Cordelia Park Segment, Grand Opening and Ribbon Cutting on May 3, 2017 at 4:30 p.m. Following the ribbon cutting there will be a kick off for the Greenways for Mecklenburg foundation at the Free-Range Brewery, located at 2320 N. Davidson Street. Information will be shared about the foundations purpose and possibly a challenge grant announcement. Commissioner Barnhart will be the President of the organization. Budget Dates: The following budget dates were provided. Budget Update: Mario Chang gave a quick update on the budget using information from a recent presentation to the Executive Team. Mario provided a bottom line view of the additional ask in the FY18 budget. See below. The full presentation can be viewed here: FY18 Budget Request

Commissioner Burnett asked about the funding for extra CMPD patrolling the greenways. Director Garges responded that the Department would not have to incur that cost. PRC Chair Report: Conservation and Stewardship: Commissioner Engels and Commissioner Burnett reported on conservation and stewardship from the February PRC Retreat. They shared that it was important that the most amount of green space possible in Mecklenburg County be preserved and protected from development. The Board was reminded that Board of County Commission Chair, Ella Scarborough, attended the PRC Retreat in February and was very receptive to the PRC putting together a statement/resolution regarding park preservation. Commissioner Pruess shared that she felt it important to solidify the Park and Recreation Commission’s position regarding protecting park land from development. Commissioner Burnett brought up the River District Development and the inadequate amount of land being offered in that development for parks. Director Garges said this land is outside of the County’s jurisdiction and that any proposed park land in the development would have to be purchased by the County. Space for greenways would be dedicated. One positive is the Berry Hill Nature Preserve and the Berewick Regional Park located on either side of the development. With respect to the conversation, Director Garges said he was not an advocate of the “no net loss of open space” policy as there may be situations that some loss of park land might be best for the people around a piece of property and may result in a greater benefit in the long term.

Chair Powell asked all the Commissioners to submit bullet points to her on this subject for the benefit of staff in preparing an education piece for the Board. Executive Team Nominating Committee: Chair Powell appointed Commissioner Barnhart as the chair of the Executive Team Nominating Committee. Each of the PRC turned in note to Commissioner Barnhart indicating their personal interest in serving on the Executive Committee. Commissioner Barnhart will ask two other Commissioners to be on the Committee. One meeting will be held to determine a slate of nominations to be presented at the next PRC meeting. PRC Proposed Action Plan Update: An updated proposed PRC Action Plan was presented and can be viewed here: PRC Proposed Action Plan . Motion was made by Commissioner Engels for the Park and Recreation Commission to adopt the action plan, which was seconded by Commissioner McMannis and approved unanimously. Park and Recreation Applicants: Two Park and Recreation Commission applicants will be on the BOCC agenda on April 18 for appointment to the Park and Recreation Commission; Rick Winiker for Central 3 and Marc Seelinger for South 3. Commissioner Barnhart endorsed Rick Winiker and encouraged the PRC to send a note of support to the BOCC. Consent Items Motion was made by Commissioner Pruess to approve all consent items, including the PRC minutes of March 14, 2017 which was seconded by Commissioner Burnett and approved unanimously.

Park Commissioners Reports:

Commissioner Martin: Progress is being made on the Abersham Greenway. Attended the recent celebration of the opening of the new indoor shelter at Hornet’s Nest Park.

Commissioner Burnett: Had the opportunity to play disc golf at one of our parks.

Commissioner Pruess: Appreciated the opportunity to have the PRC meeting at Veterans Park.

Commissioner McMannis: Visited Park Road Park and appreciated the improvements made to the playground.

Commissioner Bryant: Reminded the Board that the 2nd Annual Mental Health Walk would be held on May 20 at Park Road Park from 9 – 12.

Commissioner Engels: Visited each of the new greenway sections. They all looked fantastic.

Commissioner Johnson: Two golfers are retiring and will start a golf team using their own money and volunteering their time.

Commissioner Barnhart: Spent spring break in the mountains; a good reminder of the importance of preserving land.

Director Garges: Went on a tour of 6 greenways currently under construction.

BACKGROUND/JUSTIFICATION:

The Park and Recreation Department has carefully reviewed its pending bond

funded capital projects and together with PARTF staff has determined that this

recreational facility is the most promising for the next grant cycle. Mecklenburg

County received its last PARTF grant award in 2000 for $170,000 towards

outfitting Teresa Clark Elder Park. In 2014, the PARTF grant budget is +/-

$2,000,000. Applications must be submitted by May 1, 2017; the first selection of

grant awardees will be announced in early Fall 2017.

Little Sugar Creek runs for 15 miles through Charlotte, NC. A greenway is

planned to provide active transportation to the urban core as part of regional

trails such as the Carolina Thread Trail and the Cross-Charlotte Trail. Along this

heavily populated corridor, opportunities exist to serve the needs of public

schools, employment centers, retail and parks to a broad diversity of greenway

users to include the growing number of walkers and joggers on existing trails.

The public remembers the tragic death of cross-country runner Ben Robinette in

1998, practicing on the busy roads near South Mecklenburg High School. This

grant would help fund a public trail connection between the school and funded

greenway, a 5K cross country course and fitness stations. Through the IDEA

Academy at the high school, students will create a collaborative companion

project to design and implement access through school grounds.

BACKGROUND/JUSTIFICATION:

Ray’s Splash Planet needs a family locker room renovation. As a family-focused

facility, we have the responsibility to provide adequate and appropriate spaces

for changing. Current operations only include one private family

shower/changing stall, which is underserving our community. This renovation

would provide additional shower and changing areas for all patrons as an

alternative to the men’s and women’s changing facilities.

Current signage in the facility is original to the building opening, and have

experienced high levels of wear and tear due to the volume of patrons attending

the facility. Broken and damaged signs have been removed and need to be

replaced.

Ray’s Splash Planet pump room needs repair due in part to damages caused

during water pressure surges and general wear and tear of filtration equipment.

BACKGROUND/JUSTIFICATION:

Park and Recreation, along with the County Manager’s office, has decided to

use an organic geofill with underlaying pad instead of crumb rubber fill for all

synthetic turf replacements and new installations until more research can be

done on crumb rubber fill. No study has shown the fill to be hazardous with

current use of fields but County staff believe it is in the best interest of the

County to proceed with an alternative fill until further studies can be completed.

Existing fields will remain in operation with the current rubber fill.

Revolution was the second synthetic field installed in the County Park and

Recreation system in October 2006 and has reached its useful life replacement

schedule. This field is reserved approximately 300 days a year and replacement

is needed so that service is not impacted. Work would begin in June.

PROCUREMENT BACKGROUND:

Park and Recreation staff has contacted County Procurement and will work

together on each project to meet all County and State purchasing requirements.

Procurement has stated that the synthetic turf is offered through Shaw Sports

Turf on NJPA buying contract #082114-SII and installed by local contractor.

BACKGROUND/JUSTIFICATION:

Funding for additional seating in the MCRS stadium was approved by the Board

of County Commissioners as part of the 2014 Capital Improvement Plan and is

also part of the Master Plan for the Sportsplex. The total project cost is $1.8

million with $1 million being provided by the NC General Assembly, $400,000

from the Town of Matthews and $400,000 from the County. Acceptance of

funding from the Town of Matthews will reduce the amount of County funding

necessary to complete the project.

Mecklenburg County Facility Naming Policy

Purpose To establish consistent guidelines for naming buildings and other property, including public areas, owned by Mecklenburg County. Guidelines

I. The authority to name or rename Mecklenburg County (County) facilities is vested with the Board of County Commissioners.

II. Facilities to be named or renamed must be owned by Mecklenburg County, or must be leased by Mecklenburg County and the naming or renaming of the facility must be permissible under terms of the lease agreement.

III. In rare circumstances and for just cause, a County facility previously named in honor of or in memorial to a person may be renamed. Facilities owned or leased by Mecklenburg County shall only be renamed if at least one of the following conditions is met:

(a) A minimum of twenty (20) years has passed since the adoption of the existing name;

(b) The facility has been relocated; (c) The facility’s function has changed.

IV. Facilities owned or leased by Mecklenburg County shall only be named for a living person if at least one of the following conditions is met:

(a) The living person made a significant financial contribution to the development or acquisition of a facility and entered into an agreement approved by the Board of County Commissioners that the facility would be named for the contributor;

(b) The living person made a significant contribution to the enhancement of the quality of life in the community and is widely recognized and highly regarded for their work in the community;

(c) Leased property that has been named by the lessor for a living person. V. Facilities owned or leased by Mecklenburg County shall only be named for a

deceased person if the following condition is met: (a) The person made a significant contribution to the enhancement of the

quality of life in the community and is widely recognized and highly regarded for their work in the community;

VI. Facilities owned or leased by Mecklenburg County shall only be named for an elected official if:

(a) A minimum of five (5) years has passed since the individual last served in elected office, excluding elected officials who are deceased.

VII. Facilities owned or leased by Mecklenburg County may be given names based upon geographical, historical, ecological, functional or other such factors as the Board of County Commissioners considers appropriate.

VIII. A County facility under construction or renovation may be given a “working title” and shall only become the official name if approved by the Board of County Commissioners.

IX. Selection of names should be managed in such a way that prevents duplication and/or confusion.

X. Naming/renaming requests for Park and Recreation facilities/public areas will follow the process outlined in the Park and Recreation Public Areas and Facilities Naming Policy, which is attached herein as Appendix 1.

XI. (a) If a private entity has entered into an agreement with the County to raise funds for a capital improvement, construction or renovation, and the entity desires to offer naming rights as a mechanism to raise funds, the policy provisions in the “Park and Recreation Public Areas and Facilities Naming Policy” will not apply. (b) After the application is submitted to Mecklenburg County, staff will review the application and perform any due diligence it deems necessary for the purposes of delivering a staff recommendation to the Board of County Commissioners. This action will be performed in an efficient but thorough manner, so a public hearing may be scheduled in a reasonable period of time. The recommendation should be presented to the Board of County Commissioners prior to the public hearing being held. (c) The Board of County Commissioners will receive the application, hold the public hearing and then consider the application for approval.

XII. Exceptions to this policy may be made by majority vote of the Board of County Commissioners.

EXHIBIT 1 Application Process Applications for naming and/or renaming of Mecklenburg County facilities must be submitted by an individual, independent groups, staff and/or members of the Mecklenburg County Board of County Commissioners. Applications must be submitted to the Mecklenburg County Manager’s Office using the Exhibit 2 form. Applications will go through an extensive screening process, including a background check if the request is to name County property for an individual. Once the application has passed the screening process, a Public Hearing Notice will be placed in the local newspaper 10 days in advance of the hearing. During the public hearing, individuals and/or groups will have an opportunity to express their support or opposition of the naming/renaming request.

Appendix 1 Park and Recreation Public Areas and Facilities Naming Policy General Policy Statement The Board of County Commissioners (BOCC) shall be responsible for approving all names for public areas and facilities of Mecklenburg County Government consistent with the Mecklenburg County Facilities Naming Policy. All such petitions and other requirements surrounding the naming and/or renaming of public areas and facilities will be entertained and recommended for consideration by individuals, independent groups, staff and/or other approved governmental bodies. Staff and/or citizen advisory boards will comply by conducing three (3) public readings of the proposed names during a timed agenda item identified as Community Workshop at their monthly meeting. Therefore, these readings will require a ninety (90) day public input process before being recommended to the BOCC. Citizen comments regarding the proposed naming/renaming may be presented verbally during the Community Workshop(s) or in written letter, facsimile or email form to the staff. Prior to solicitation or placement of a proposed name on “any” agenda, the staff will first give notice to the BOCC through a Request for Board Action supported by appropriate background information on the need for naming/renaming of the proposed public area and/or facility under consideration. Staff will seek participation by members of the BOCC in the naming/renaming process, particularly the BOCC member representing the district in which the facility is located. Presentation to the Staff The staff will receive written, facsimile or email applications ONLY. Requests may come from any Mecklenburg County resident, organization, or the staff of Mecklenburg County. The application request will include as much background data as possible indicating why a particular name should be designated for a particular area or facility. Recommended names for consideration should be submitted no less than 180 days in advance of the public area and/or facility’s proposed dedication. Criteria for Consideration

I. The staff will accept applications from any County resident or group of County residents who wish to recommend the naming of a public area and/or facility in honor of a person, historical event, natural phenomenon or geographic location.

II. The staff may recommend the name of an individual for a public area or facility,

when that individual has made exceptional contributions to the County. Such contributions may have been rendered in money, land, time or in overall public service and/or promotion of public service. Exceptional service to the County and/or community at-large in all areas of public service is equally acceptable.

III. Generally, the staff believes that facilities within a public area and/or facility should

not have separate names, but should bear the name of the public area or facility itself. When a facility within a public area or facility that has already been named is

to be named, the inner-facility will in some manner denote its affiliation with the encompassing area or facility.

IV. The name must not duplicate, or be closely related, or pronounced similarly, to any

other name within the County, or any other local municipal system(s) so as to minimize any/all confusion to the general public.

V. When the staff believes that the contribution of a particular individual or group of

individuals warrants the name to be associated with a public area or facility that already has a name, the community or the staff may request to add that name to the existing name. Only one (1) additional name may be added and no more than two (2) names may be given to any area or facility.

VI. Recognizing that it is appropriate to change names of a public area or facility under

certain conditions, the BOCC reserves the right to change the name of an area or facility after a minimum of twenty (20) years. This time frame applies only to those public areas and facilities that have been named for an individual.

VII. When naming or re-naming a public area or facility, the staff may accept and

present applications to the citizen advisory and neighborhood bodies ONLY after solicitation of BOCC involvement. If appropriate, a first public meeting will be for discussion of the matter; a second public meeting will be to receive public input; a third public meeting will be held to take action on the matter. All these meetings will occur during a period not to exceed ninety (90) days from the first public meeting.

VIII. Applications for naming a public area 200 acres or less or a facility of 10,000

square feet or less requires a petition, expressing support of the request, with valid signatures of a least twenty-five (25) adult residents of Mecklenburg County within the service radius.

IX. Applications for naming a public area of more than 200 acres or a facility of more

than 10,000 square feet serving more than the nearby community or neighborhood requires a petition, expressing support of the request, with valid signatures of one hundred (100) adult residents of Mecklenburg County.

X. Applications for changing the name of an existing public area or facility by addition

of another name or a complete name change requires a petition , expressing support of the request, with valid signatures of one hundred (100) adult residents of Mecklenburg County.

XI. The BOCC may desire to place a plaque at an appropriate location within a public

area or facility, whereby the name(s) of individual(s) may be placed in recognition of their contributions. This action may occur when the BOCC finds that it is inappropriate to name a public area or facility in its entirety for the individual(s).

XII. When, following solicitation and there has not been a suggested title or appropriate suggested title for a new public area and/or facility, staff may then determine an appropriate title for recommendation to the BOCC.

XIII. Certain features in public areas and/or facilities could be named for such things as

flowers, birds, animals, etc. instead of people. Consideration for naming these items should be at the discretion of the staff and do not need approval of the BOCC.

XIV. On occasions there may be organized or unorganized opposition to the

naming/renaming of a public area and/or facility. Those opposing a request should follow the same general process and requirements described above that regulate applications to name or rename public areas and/or facilities. In particular, the opposing party/parties must submit a written statement to the BOCC or its designees, detailing the specific reasons for their objections. Any individual and/or group opposed to the naming/renaming could be required to appear before staff to answer questions concerning their written statement of opposition. The opposition also must provide a petition consistent with the requirements of the naming/renaming applicant(s).

XV. When opposition occurs to a request, staff will delay action on the

naming/renaming of the public area and/or facility for at least ninety (90) days, to evaluate the opposition’s information and provide a reasonable time to support the decision-making process.

XVI. During the process of opposition, the staff is responsible for informing the public of

the status of the naming/renaming request, through appropriate communications that could include but may not be limited to:

(a) Issuance of Public Service Announcements (PSA) via local media forms. (b) Site signage. (c) Internet, etc.

All available information devices will be used to encourage public participation and involvement reflecting all pro/con viewpoints held by different elements of the citizenry. Such information must be available for review by the public for a minimum of thirty (30) days.

Overview Eastway Regional Recreation Center Planning Kick-Off: A celebration and kick-off forum was held March 4. Hundreds of

interested and excited residents showed up and shared their ideas for the new center. This planning forum will be the new norm and public input process moving forward for P&R projects.

Col. Beatty Regional Park Dedication: A dedication service was held on March 14 to unveil the new memorial plaque commemorating Colonel Francis J. Beatty, after whom the park is named.

Playground Build: The community came together to install a new playground at Druid Hills Park on March 29. Playground distributer Cunningham Recreation sponsored the event and donated $15,000 of equipment. Joining P&R staff and commissioners were 140 volunteers from the CMPD Metro Division, Druid Hills Elem., West Charlotte and Garinger High Schools, county commissioners, and neighbors. This was more than a playground build, this was community building!

Athletics: It was a busy month! Notable events included two USTA tennis tournaments at Park Road Park with over 200 players ranging in ages 8-18, four large races at McAlpine and Independence Parks hosting over 3,200 runners, and the Matthews Sportsplex hosted Carolina Ruggerfest with 62 teams from thirteen states participating.

FY17-FY19 Strategic Business Plan Update The first new signage for Nature Preserves was recently installed at Flat Branch Nature Preserve (opening soon). The new

signs complement the existing greenway sign design and will be the new standard for entrance signage at future sites.

Key Performance Indicators In March the department offered 1,239 fitness and wellness, recreational, nature-based or educational programs for 39,974

participants and hosted 84 athletic programs and events for approximately 318,000 participants and spectators. The

Department received 2,268 customer surveys with a 99% satisfaction rate. March volunteerism had a value of $96,206.1

2. North Carolina Best Practices in Aquatics Workshop March 8-9, 2017. Aquatic professionals from across the state and in nearby South Carolina are looking forward to a great 2-day training including sessions on Recruitment, Facility Design, Programming, Marketing, Aquatic Best Practices, and more. Approximately 60 professionals from Park and Recreation departments, YMCA’s, and other local aquatic providers attend the workshop. Daniel Leatherman, Facility Manager, spoke to the upcoming workshop the Aquatic Division is hosting.

Commissioner Cox requested the County share the fee assessment and County recommendation for the New Double Oaks Pool. Much discussion around the suggested fee increase and the impact on adult admissions as it related to family admissions.

Motion was made to approve the recommended fee structure with the added request for the County to look in to adult dry options and how to manage; Ms Goudes seconded the motion and carried a 4-1 with Commissioner Cox, Ms Goudes, Ms Woolard and Ms Cowles voting yes

Ms Woolard asked how are families who can’t afford the admissions handled, Staff suggested they would look in some type of subsidize process and reiterated the free swim lesson will still remain at Double Oaks. Ms Wooard asked how are the user fees for Double Oaks used and Ms Reel explained the Outdoor pool fees go into the Capital Reserve Fund designated to maintain the Aquatic Facilities. Commissioner Cox discussed the County Finance Department is looking to redesign the Capital Reserve Fund usage. Ms Goudes stated she understands tax dollars are used to build and operate County facilities, but when she pays user fees to use the facilities she expects those user fees to go back to the facility she is using. The Council continued to discuss

Motion was made to recommend to keep Capital Reserve funds to be used as originally designated back to the specific facilities, Ms Goudes seconded and all council members unanimously approved.

B. Ray’s Splash Planet Maintenance Shutdown, Daniel Leatherman, Facility Manager II Mr Leatherman informed the Council that Ray’s Splash Planet will be shutting down Sept 2017 to Jan 2018 for needed maintenance and repair. The main reason for the shutdown is to redesign and replace the AC and dehumidifying units in the facility, other projects include re-plastering the pool, addressing the fire retardant on the support columns and assessing the feasibility to redesign the family, men’s and women’s locker rooms. Ray’s will maintain Dry services during the shutdown with the Gymnasium. The Council discussed the funding was coming from both Asset Facility Management Capital Reserve Funds and the Consolidated Aquatic Capital Reserve funds. Ms Woolard suggested to address the Art work at Ray’s Splash Planet. Ray’s has been open 15 years and the Art needs to be addressed.

UNFINISHED BUSINESS A. Ramsey Creek Beach operations update, Genni Reel The County is planning to open the Beach on weekends

starting May 20th to shake down parking operations prior to Memorial Day weekend. The County is also following the same operation schedule as outdoor pools and remain closed while CMS in in session.

B. Capital Planning Update: James Williams, Park Planner, Capital Planning Division

Regional Recreation Centers, Mr James Williams shared updates. The County is working with Architects, Neighboring Concepts and Pros Consulting on the project. These are 90-120K Sq Ft recreation facilities. Eastway Park was the first of 4 Regional Recreation Centers, Project cost around $30Million; estimated 16-19 months to build and opening in 2019 The second regional site is planned to be in the North off of Statesville Rd.

Reel will look to reschedule o Tentative Date Re-opening Celebration, Thursday May 25th 10am o Planned Public Opening Saturday May 27th

Second Ward Gym/Aquatic Center Project is on schedule to open in Sept to host a Sock Hop for the 60th Class Reunion around Labor Day

BRAINSTORMING (Individual Council members are provided an opportunity to address random issues of concern) Council inquired of Irwin Academy usage of Ray’s Splash Planet. Council Members discussed Park and Recreation working with CMS to bring students to pools for health and safety. Discussions continued on challenges with CMS administration. Ms Harrison suggested to reach out to Collette Jefferson with ASEP CMS-Afterschool Program. Ms Woolard suggested to work with Center City Partners to help distribute publications to surrounding apartment complexes to promote Ray’s Splash Planet Mr Cox reminded council to attend the March 4th event for aquatic advocacy.

1. Welcome and Introductions – McMannis invited everyone in the room to introduce themselves. 2. Proclamations and Awards – none 3. Public Appearance – Larry Hillsman, former MCPR Commission member and chairman, reminded

SCAC of the original intent of developing Tyvola Road property to include programs for individuals served by MCPR Therapeutic Recreation services and the Charlotte Mecklenburg Senior Centers, Inc. He asked that this Council remind MCPR Board of Commissioners and the Board of County Commissioners of the commitment made by earlier elected and appointed individuals. Hillsman provided a handout explaining restating intentions during the agreement with Queens University.

STAFF REPORTS AND REQUESTS

1. West Charlotte Recreation Center – Charles Young, WCRC Facility Manager welcomed everyone to the newly renovated center. He offered a tour after the meeting. He reported that the official re-dedication of the building is being planned for mid-April. The Center will be open from 8 am to 8:30 pm Monday – Friday, 8 to 7:30 pm Saturday and 9 to 5 pm Sundays. Young reported the staff are pleased DSS Senior Nutrition Program will be returning to the center soon. He also reported that the staff are working hard to develop creative programs for the teens in the community since the center is within easy walking distance from West Charlotte High School.

2. Senior Games – Mike Moraglia reported the early registration deadline for Senior Games is Friday, March 7; all other registrations must be submitted by March 17. Peggy McDonald reported on very successful presentations at The Pines in Davidson and Southminster which should result in new participants and spectators.

3. Senior Centers – Kiri Soprano, North Meck Senior Center Recreation Supervisor provided the Council with schedules/calendars and highlights of events for all three Senior Centers.

4. Mallard Creek Rec Center and West Charlotte Rec Center– Jeff Carwile reported that the Arts & Science Council Cultural Hour programs with seniors at Mallard Creek Rec Center continues to remain very successful. He also reported that new Recreation Specialist position at MCRC will be concentrating efforts on programming for seniors.

5. Other Senior Programs- Trena Palmer reported that the second round of Health Risk Assessments by UNCC Kinesiology department experienced an increase in participants directly related to the article and advertisement in the Charlotte Observer (paper and on-line). Palmer also reported that Charlotte Community Health Clinics have expressed interest in becoming Senior Health Insurance Information Program (SHIIP) locations. Palmer also reported that she is recruiting Charlotte Housing Partnership locations to be SHIIP locations as well. Palmer provided and reviewed briefly 21 page report of programs for seniors that will occur during March 2017 at Recreation and Senior Centers.

CRCS DIVISION REPORTS AND REQUESTS

Division Report: Terri Stowers CRCS Division updates: a) East Regional Center is in the early planning stage: soliciting input through community festival

at Garinger High School Saturday, March 4. In addition, community seniors’ input will be actively sought through other meetings and the SCAC. To stay current with the development of the East Regional Center, residents, staff, stakeholders are encouraged to keep checking progress on eastwayrec.com website. All input meetings are being recorded and placed on the website for viewing at any time. The center should be ready for occupancy by Spring 2019. Stowers also reported that Carolinas Healthcare System and Novant Health are developing a plan together to bring their combined rehabilitation services to the new East Regional Center.

b) Stowers reported that Marion Diehl and Sugaw Creek Recreation Centers will also start renovation design processes July 2017.

c) Stowers notes that renovations to the Weymer center are slow at this time awaiting final budget figure for the project; some work on the grounds and building have begun. She also reported that the design of the 2nd Ward gymnasium renovations is finished.

January 5 2017 SCAC Minutes*: McMannis requested a motion to accept the January minutes as presented. Bennet made the motion, seconded by Marchant; unanimous approval of the motion came from the Council.

ADVISORY COUNCIL CHAIR AND MEMBERS REPORTS AND REQUESTS 1. Chair reports, requests, and updates:

a) Service Project: McMannis reminded SCAC of the SCAC service project, Big Saturday, May 6th at Nevin Community Park. He also reminded SCAC that the service project replaces the regularly scheduled SCAC meeting on Thursday, May 4th. Moraglia suggested that Council come to Nevin Park around 9:15 am to help register Senior Games participants and help the two Senior Games Sponsors have a great experience.

b) Change of Location: McMannis reminded SCAC members the next meetings of the Council is noon July 6, 2017 @ Cooperative Extension facility 1418 Armory Drive.

c) 2017-18 Budget: McMannis asked for SCAC support and voices regarding next year’s budget. He requested that SCAC sign up to speak and be in the audience at the budget hearing. McMannis reported that the MCPR Commission Goals for 2018 are: 1) return MCPR funding to pre-recession levels, 2) preserve existing assets, and 3) increase community engagement. One very important action that needs to be funded is the purchase of land as it becomes available before developers purchase.
