assist in the recruitment efforts because I possess drive, passion and integrity and wanted to ensure that I was a part of this wonderful effort. I was also confident that our efforts could help increase the minority participation. During the recruitment campaign, recruitment was done all over the City of Chicago, with events held at Malcolm X College, The Chicago Police Training Division, Chicago State University, The City Colleges of Chicago, etc and also at numerous Aldermanic offices/events, including but not limited to Alderman Thomas Tunney, Alderman Joe Moore, Alderman Michelle Harris and Alderman Leslie Hairston. These events were attended by thousands of citizens and resulted in over 14,200 people applying to take the written exam. Minorities represented 71% of those that applied , which was a 13% increase in minorities over the 2013 exam

Statement-Opinion: In my opinion the most pressing issues facing the 4th ward and Chicago, are youth unemployment and crime. I believe that we can address the issue of youth unemployment by exploring the feasibility of expanding the One Summer Chicago program that provides summer jobs to youth, to a program that provides both summer and yearly jobs. We could also develop programs similar to Inner City Youth Empowerment LLC. In addition we could possibly survey youth to determine what type of jobs they are interested in working, and then implementing ways to provide those types of jobs. Crime is a very pressing issue for residents of the 4th ward and the City of Chicago. Having worked for the Chicago Police Department , I've obtained an intimate knowledge of the crime occurring within Chicago. I've obtained that knowledge by working in various positions which range from Patrol Officer to Sergeant and finally my current position as a Lieutenant /Commanding Officer of the Juvenile Intervention and Support Center. I've experienced crime from the investigatory aspect in my job but also as a victim of crimes that have occurred within Chicago. I believe that reducing the crime in Chicago will involve a partnership with the citizens, law enforcement, and government agencies/officials. I believe that the Chicago Alternative Policing Strategy (CAPS), should be expanded . In addition to the expansion of CAPS, I believe we should take a hard look at the "broken windows model of policing." This policy focuses on how important disorder (i.e., broken windows) is in leading to and sustaining more serious crime. Although not directly related, disorder leads to increased withdrawal and fear from residents. Once residents begin living in fear and withdraw, this allows more serious crime to move in due to the decreased involvement of residents.
