liberation, there are still numerous untapped opportunities, and many others which have not been satisfactorily exploited. Brought to the attention of biggest player in the country’s hospitality subsector, Serena Hotels, whose one establishment Kigali Serena was recently crowned Rwanda’s Leading Hotel brand by the World Travel Awards for the fourth consecutive time, they consent to the argument that the unexploited opportunities are indeed massive.

One such opportunity, which on Serena’s part is next on agenda of the group’s investments in Rwanda, is an eco lodge in Rwanda’s Northwestern area which is home to the famous mountain gorillas; a hospitality establishment set right in the middle of nature. Serena already has two establishments in Rwanda, Kigali and Kivu Serena Hotels but the numerous investment opportunities that exist in the sector are still huge and attractive to lure the brand into injecting more money into the Rwandan economy. This may rush some people into thinking the opportunities are only in upper class investments but far from it.

I have been trying to find an open ice cream shop in Kigali selling fresh unpacked ice cream in vain. If such a place exists, it is one or two at most and unknown. The question that remains unanswered is whether investors in the hospitality industry think the market is already saturated and decide to copy paste already existing establishments. Far from the assumption, there are still more investment opportunities to exploit.

R ecently speaking to one of the big players in the subsector, I asked if he knows how many hospitality establ ishments are in Rwanda’s

Kigali. He told me he could have mentioned all hotels in Rwanda off head 17 years ago but not today. “I cannot even count those in Kigali”. This response got me exploring to find out whether the answer signifies a saturation of the market for I was inclined to think that despite that the experienced hotelier was overwhelmed by the recent upsurge in hotel numbers, there was still a little more to do.

Findings from a quick review on what has been happening in the subsector affirm there has been huge increase in the number of facilities and the quality of services provided. However, the picture acquired of the hospitality subsector also indicates that 21 years after

Serena’s investment in staff training commendable“This award means our various initiatives have paid off,” Mr. Mohamed conveyed. “Consistent training of staff and students from Hotel colleges around the country are among the initiatives that have seen Kigali Serena build reputable service quality in less than a decade of operation in Rwanda,” Charles Muia Country Manager of Serena Hotels in Rwanda mentioned. Such trainings include the reputable Lobster Ink training that the hotel initiated with the support from the Agha Khan Foundation. Through this program, selected practitioners from Serena and other hospitality establishments undergo a vigorous hands-on training using audiovisual materials developed to showcase global best practices in hotel services.

In the past two years, more than 350 employees from both Serena establishments in Rwanda and beyond have benefited from the trainings. But beyond just the training time, the Lobster Ink modules offer something more; something to reference one’s service quality onto. Learners are given the opportunity to visit the materials any time to refresh their knowledge on how best to do certain things. Other factors to which the success is attributed to included hard work, safe products, transparency, attractive remunerations and care for the staff with Mohamed emphasizing that these were and will always be necessary benchmarks for achievement such as the recognitions received at the WTA. “The most important factor in our progress are the staff of SERENA; the beautiful buildings, great operations

the hotel’s management in a colorful event on June 20th. Kigali Serena Hotel was however just one of the Serena Hotels that were decorated with recognitions in different award categories with Kampala Serena Hotel and Nairobi Serena Hotel given a similar award as Leading Hotels in Uganda and Kenya respectively.

Also, the Kenya based Nairobi Serena Hotel scooped Africa’s Leading Green Hotel Award. Uganda’s Leading Hotel Suite Award was also among those that were bagged by the Serena brand with Presidential Suite @ Lake Victoria Serena Resort & Spa winning the accolade.Serena’s recognition was at an event of the 22nd World Travel Awards Africa and Indian Ocean Gala Ceremony which had brought together brands in the tourism industry from more than 20 countries.

Briefing the media in Kigali after collecting the awards, Serena Hotels Group Managing Director Mahmud Jan Mohamed attributed the brand’s achievements in the highly coveted awards as fruits of the hard work the Serena team has invested in offering high quality services. “Among others, the milestone is attributable to the highly hospitable and caring staff of the Kigali branch and the Serena brand in general,” adding that beautiful buildings without a friendly and caring staff would mean nothing in themselves in terms of fast-tracking the hotel’s mission and vision.

would not help us achieve this milestone if we do not have well trained and motivated staff,” Mohamed confided adding that their investment in staff capacity building initiatives will continue going forward.

Meaning of World Travel Awards to SerenaThe World Travel Awards, established in 1993 to acknowledge, reward and celebrate excellence across all sectors of the tourism industry, are currently recognised globally as the ultimate hallmark of quality, with winners setting the benchmark to which all others aspire. Each year WTA covers the globe with a series of regional gala ceremonies staged to recognise and celebrate individual and collective successes within each key geographical region; Serena Hotels was recognized under the Africa and Indian Ocean region.

Explaining what the awards mean for Serena Hotels and particularly the Rwandan operation, Muia noted that now the standard has been set and guests and the public can confidently trust the quality of the services and products offered. “Being recognized with a World Travel Award means that you are certified and trusted as a provider of high quality services and products. Now that the standard is set, we are focused to maintain it, and do even better.” Kigali Serena Hotel has been awarded Rwanda’s Leading Hotel for four consecutive years.

Serena eyes to expand in RwandaWith two hotel establishments in Rwanda, Kigali and Lake Kivu Serena Hotels, Mohamed disclosed that the regional giant in the hospitality service sub-sector is already looking to expand in the country. Among others, Serena is targeting to establish a classic eco hotel in the Kinigi area which is home to some of the world’s few surviving mountain gorillas. The process is already in advanced stages.

Besides new establishments however, the Serena MD shared that the hotel also targets to increase recreation and hospitality facilities at both Kigali and Lake Kivu Serena Hotels “SERENA HOTEL will also harness the investment opportunity associated to Lake Kivu and the spectacular natural sceneries at its shores and natural endowments in western Rwanda as well as utilize the business opportunities accruing from international trade with Rwanda’s neighbors,” Mohamed shared.

Already, water games at the Lake Kivu establishment have been diversified to boost recreation facilities while plans to upgrade rooms and particularly add a VIP floor at the Kigali establishments are already in implementation process. Currently, Kigali Serena Hotel has 148 rooms while the Kivu Serena Hotel counts 68 rooms with an average annual occupancy rate of 75%.

T he lake is rather calm, with a l i g ht b re e z e occ a s i o n a l ly blowing and touching the skin with a chilly tickling stroke as

though to remind one they are still on earth and not in dreamland. But except for the occasional coldness which also is buffered with equally buoyant warmth of the sun to strike a perfect balance hardly attainable in nature, the rest is quite; tranquil that one may be misguided to think they are on a lone island.

Before the thought could be permitted any further however, I catch a sight of a mixed group of guests evidently young adults (black and white people) heading for the beach and in a split second, they all disappear into the water consecutively as though on an order in a competition. The rest of what they indulge in is far from where I am seated to hear but one clear thing is, they are having a moment off lifetime memory; one occasionally pulls out of the calm lake and dives into the sand, another joins and they each begin to pile sand grains on one another while those in the water show off their swimming skills and splash water at each other.

The ones in the sand head back for the water laughing loudly, all this continues to happen in no particular order. But it is not just foreign guests; there are Rwandans that I spot across the beach’s span a rather rare sighting in such hospitality facilities. Some are having a cold beer or biting into stuffed fish or a young couple

is walking hands intertwined in new love. It is a destination for all. Serena Kivu Hotel has become is a popular narrative now among locals and foreign tourists. Catching up with the Hotel’s Deputy Manager Emmanuel Ndahiro, he shares what he thinks has turned the facility into a people’s darling. “First we are a community hotel; we do not operate alongside communities in which we operate, we instead work with them. Th is has attracted more people to Serena Kivu and made them fond of the place.” Speaking in point, there are two tents looking defiantly

of Gisenyi, current day Rubavu district. Looking past the good community relations that Serena Kivu enjoys, I implore concerning the quality of services and what distinguishes the facility. “Being a four stars hotel with the Serena quality of services, the natural blessing that comes with the lake adds so much glamour to the services we offer.” Through harnessing the opportunities provided by the lake, Serena has introduced a wide range of water sports unprecedented in Rwanda and these explain the attractiveness of the facility.

For instance, Ndahiro explains that water skating, water bikes, and boat riding have all been introduced and are adding a lot more to the ambiance that guests of the hotel enjoy. Accompanying the favorable natural environment that allows guests to have a memorable stay at Serena Kivu, the quality of services offered is indisputably high. Comments gathered from various guests repeatedly describe the service as friendly, caring and professional.One guest says, “The staff here are well trained and know what they are doing. Whatever you ask them, they will give you satisfying responses, and in most cases, everything one asks gets it on time.”

The futureContinuously becoming a darling for many, Serena Kivu Hotel is now challenged with one main thing; increasing its capacity to be able to host more people at a time. Currently, the facility has 66 rooms which include 9 junior suits, 24 twin rooms and 32 single rooms known as superiors. This according to Ndahiro often constraints the facility when there are so many bookings especially during peak tourism periods in the country. Serena Kivu Hotel provides the perfect spot for any tourist willing to connect to various touristic sites including mountain gorilla tracking and visiting hot springs located in Rwanda’s Western and Northern Provinces.

Towards improving the hotel and increasing its capacity, Charles Muia Serena Hotels Country Manager in Rwanda says the group is in the process of refurbishing Serena Kivu extending its facilit ies. “We have many plans for Serena Kivu including increasing its guests holding capacity and further developing more water activities to make use of the opportunities presented by the lake.”

As I pack my equipment to leave the facility, I cannot help but wonder how such a perfect balance of serenity and high quality service delivery was attained, not to mention the quality of a wide array of dishes served by the

hotel.

A ccording to Management of the firm in Rwanda, more applications are flowing in every day as new entrepreneurs discover kountable’s

to develop telephone and negotiation skills. “We have, for example, trained staff from parliament, NGOs—such as Peace Corps Rwanda, Office of the Prime Min ister, students and others from private corporate entities such as Inyange Industries,” explains Corinne Leukes, a teacher with the British Council ELT.

Corinne explains that a communicative task-based approach is used to enable efficient delivery and efficient learning, w he re t r a i ne e s a re e nco u r a ge d t o practice the language through role plays, presentations and case studies, moving away from theoret ica l to pract ica l teaching and learning, building confidence, practice and ability to perform in the process. Class sizes do not go beyond 20, while the duration of trainings varies with group needs that have been identified but generally ranging from a few days to two months.

T he British Council in Rwanda is involved in a number of activities that involve building capacity in English proficiency and soft skills

through the English Language Training (ELT) services. The ELT beneficiaries are drawn from ministries, the corporate world, government agencies, civil society organisations and other adults from the beginner to advanced levels.

The British Council has been working with the National Capacity Building Secretariat ( N C B S ) s i n c e 2 0 0 8 , e m p ow e r i n g employees to perform better in the wider East African Community. Trainees are introduced to both English speaking and writ ing skills, where the former involves presentations, handling and active participation in meetings, while the latter builds trainees’ capacity in drafting proposals, reports, e-mails and other forms of business correspondence. The two, at a higher level, are combined

There has been a gradual shift in Rwanda from Francophone and Francophone culture towards English conventions of using the language and other structures. Because English is very linear, focused and efficient, it has been possible to impart skills and develop abilities of the trainees to adopt the conventions of the English language.

Feedback from students has been very positive. “We give students the tools to be able to perform with what they have. Improv ing your language prof ic iency requires time and motivation investment as well as being exposed to the language itself to some extent,” Corinne explains. Participation, expression, l istening and writ ing are encouraged throughout the training.

The trainees are asked to identify what they want to learn, their submissions noted, and using the British Council’s extensive experience in Rwanda, “ we add in what else they might need to enhance their abilities and level of proficiency. We listen to the trainees on where they want to go next and encourage them to self-reflect. We participate in shared feedback at the end of a course, and reflect on achievements and areas for improvement.”

The major challenges l ie w i th a need to develop a deeper and more robust u n d e r s t a n d i n g o f E n g l i s h l a n g u a g e conventions which has been addressed by reorienting the learners into appreciating the language differently from new perspectives, including a general mental shift and wider contexts. Shifting from one language to another at times creates culture clash and interferes with the cognitive processing ability.

There has been improvement in the levels of proficiency but, still, there is need for more to support the beneficiaries beyond the corporate language training and polish their soft skills to even greater heights.

Customarily, money markets are strongly known for being sources of long term f inancing, implying that investors will only invest their money in destinations for which they have some level of trust in their continued stability in the medium and long term. T he IPO according to reports on June 5th as its counters on Rwanda Stock Exchange’s primary market were closing was oversubscribed by 123

pct. An oversubscription in simpler terms means that investors have expressed an interest in buying more shares of a new security than are available which indicates high appetite for a given security on the capital market.

All securities that have been issued on the Rwandan bourse since its establishment in 2011 have always been oversubscribed.In the past, the issued securities on the Rwandan Bourse were either government held stake in institutions that was being sold off or Treasury bonds. In any case, the products had a government of Rwanda involvement.

Now with the oversubscript ion of the Crystal Telecom IPO, it has become crystal clear that the appetite is generally for all capital market products issued by Rwandan institutions. One of the two things that this continued appetite indicates is that the political and socioeconomic growth experienced by the country in the past two decades and the macroeconomic stability that Rwanda enjoys accruing from prudent policies and unwavering commitment to building a resilient economy are paying off in the capital market too.

With the high appetite showcased so far, it sends a clear message of not only a trust that local and foreign investors have in the institutions in which the investments are made but also for the entire Rwandan economy whose stability is trusted to hold and yield returns.

“We will do whatever we can to support the welfare of our fellow citizens – to assist when we identify overwhelming situations deserving humanitarian attention like this one,” Doukoure said. To 63 year old Vestine Kanzige of Mbari, Karengera village, Engen Rwanda’s visit was a demonstration of solidarity, standing with those that bad

history deprived fundamental human rights including the right to live a good life, and that it resuscitated their sense of humanity and togetherness. Kanzige said that since the Genocide she has lived with neighbors in biting poverty and loneliness.

She lives with her only surviving child, Diane Ibyishaka, who has just completed Secondary school education with the help of the Fund for the Support of Genocide Survivors (FARG). “Since they killed all my relatives I have gone through hard times but am glad to know that there people who stand with us, think about us and the handout will

T he policy statements on key issues include; integrated approach to energy planning, use of indigenous energy resources, energy efficiency

and conservation, energy pricing and subsidy policies, regulatory framework, energy sector governance, institutional framework and capacity building, triggering private sector participation and financing energy sector investment.

Power connections to disconnect povertyRwanda recognizes the importance of energy sector in the development of the country. The Government is opting to have a sustainable, reliable and affordable energy supply for businesses to operate, hospitals to function and people to undertake activities beyond the sunset. To make this a reality, the government is targeting to provide electricity access to 70% of households by 2018 and increase

power generation through both green and cost effective domestic resources and regional imports. In addition to electricity, MININFRA is also bringing innovative biomass solutions such as biogas digesters to a nation where 85% of energy consumption is from biomass, having reduced from 99% in 2000.

The current installed capacity is 160MW but GoR has set a target of producing 563MW by the year 2017 through diversification of energy sources to have affordable energy in Rwanda. Apparently, the government is developing domestic energy resources such as hydro power, peat, Methane, solar as well as importing electricity from neighboring countries, involved in regional projects including oil pipeline, regional interconnection all of which will increase the market size for energy trading in Rwanda and in the region respectively.

Rwanda actively participates in regional cooperation and integration in the energy sector and master energy plans in the EAC are currently being developed.

The East African Power Pool (EAPP) consisting of 9 members for cooperation and trading is in existence.National power generation capacity increased by 61.5MW through the completed projects such as Nyabarongo I (28MW) and Giggawatt Solar power plant, 8.5MW; others in pipeline are Kivuwatt 25MW, Gishoma Peat Plant (15MW) will also boost production.

Other projects envisaged to commence soon include 800MW of peat to power (under the stewardship of YUMN Ltd, a local company owned by Hakan), 100MW of hydro power from Nyabarongo II, 50MW from methane gas to be developed by Symbion, a US-based investor and geothermal exploration to commence soon on Rubavu geothermal prospect. Meeting those objectives would be impossible without the involvement of the private sector. Private investors and developers are already working closely with the government, participate in various forums and benefit from various incentives and schemes in the energy sector.

A total of 332 hydro sites have been identified for development by the private sector. A tender for 9 micro-hydro sites of which are expected to contribute to meeting Rwanda’s energy needs has been completed.

X Discussions on a joint thermal power plant fuelled by LNG in Kenya: The project will involve private investors to design, finance, procurement, construct, commission, operate and maintain a 800-1000MW combined cycle gas plant. The gas will be provided through Liquefied Natural Gas imported overseas. The power plant is expected to boost the region’s power capacity to attract more industries under IPP/PPP.

Rural connectionsThe government is actively increasing electricity access through the Electricity Access Rollout Program (EARP) to improve access to reliable and cost effective electricity services for households and priority public institutions and part of this plan is to reduce the losses on the grid by upgrading the network. This program has helped the development of small and medium businesses, rural education and ICT solutions, and improved health outcomes through better service delivery in hospitals.

Schools and health centers with electricity access are 43% ( Primary& Secondary) and 80.28 % ( Health clinics) Launched in 2009, Electricity Access Roll-Out Program (EARP) is a five-year flagship program crafted to realize the primary targets of the EDPRS for the electricity sector. The medium term goal of EARP phase I was an increase of the total number of electricity

through MOBISOL-REG cooperation project. This will involve identification of off-grid rural and semi-urban beneficiaries in the Eastern province, create awareness, coordinate training of local technicians/sales agents and monitor installation and after-sale support. Additional 3500 households and 15 institutional bio-gas digester plants will be completed by end of June 2015 and 150 masons trained. Currently, there are 4,470 bio-gas digesters, 400 masons, 76 institutional biogas plants (52 schools, 12 prisons ad 12 collective centers). Electrification by solar of 300 schools in rural Rwanda under the EU funded IRARPPP project will also be completed.

Construction of fuel storage facilities will be facilitated to increase storage by 35 million liters (Oilcom 19million Liters and SP 16 million Ltrs) and support the process towards construction of 150 million liter Kigali Fuel Terminal. REG will also facilitate dissemination of 91,242 Improved Cooking Stoves (ICSs) and construction of 9 production units in 9 districts.Recently the Energy Sector were reformed to pave way to increased private sector participation from both within and outside of the country. The sector is not only reformed to increase private sector participation but also to maximize efficiency in services and simplifies tendering procedures to allow investors and other transactions in the sector to be quick and efficient.

The policy addresses critical sector challenges, including the need to:

I. Enhance energy security and better align electricity demand and supply;

II. Ensure that tariffs and prices for energy services are cost-reflective;

III. Reduce coordination failures and the cost of financing infrastructure;

IV. Meet ambitious energy access targets, without increasing the cost of electricity or subsidies, or compromising service quality and environmental sustainability;

V. Deve lo p t he re q u i s i t e i nst i t u t i o n a l , organizational, and human capacity to increase accountability, transparency, national ownership and decentralized implementation of energy service delivery;

VI. Strengthen sector governance and stakeholder coordination mechanisms so as to realize more effective partnerships and harmonized strategic interventions;

VII. Dramatically scale-up investments through effective private sector engagement mechanisms and a comprehensive and consistent legal and regulatory framework.

Transmission lines will be increased by 318.93 km and increase electricity generation from 160MW to 181MW in progression to the targeted 563MW by 2018.

Power imports will add 30MW while local and regional power generation will be pursued through the projects of; Giciye II, IPP Goldso I I , Symbion Methane Project, Rukarara/Mushishito, Hakan Peat, Rusumo HPP, Rusizi III, KPI Thermal and geothermal exploration. Other efforts to be summoned in the equation will include improvement of management of small hydro power plants through private sector involvement and implementation of electricity loss reduction initiatives. This will involve building staff capacities in operations and maintenance as well as establishing mechanisms to monitor losses—net metering.

EfficiencyMININFRA will also continue to accentuate energy efficiency initiatives. So far 866,427 economic lamps and 800 solar water heaters have been distributed to households with plans underway to install SWHs in 42 hospitals, 18 health centers and 200 households. To further strengthen the energy source diversification, REG will install 8,000 solar home systems

RWANDA FOAM SPECIAL FEATURE

E stablished in 1983, Rwanda Foam is among institutions that suffered direct loss from the genocide losing 28 employees. This year, Rwanda

Foam commemorated fallen comrades for the 16th t ime. Among others, staff and management of Rwanda Foam had a walk to remember victims of genocide in Rwanda, visited the genocide memorial site in Gahanga where most of the company’s former employees are believed were buried.

Bertin Makuza, Rwanda Foam’s Proprietor and Chief Executive Officer noted that the choice of Gahanga Genocide memorial site is because they believe most of their lost colleagues are not only buried at the site but were also killed from around the same

Equally excited by Rwanda Foam’s efforts to support survivors, Egide Nkuranga the Vice President of IBUKA a national umbrella for genocide survivors welcomed the undertaking noting that acts of commemoration provide hope to survivors specif ically that what happened 21 years ago in Rwanda will never happen again. “In as much as survivors of the genocide need material support, they need moral support even more; having people around them offers a fortress for hope of a better, unified Rwanda to most of them,” Nkuranga shared.

I t has been a custom for Rwanda’s leading multimedia service provider to pay visits to the 1994 Genocide survivors annually in different parts of the country since

2008. Star Africa Media Ltd, which is largely known as Star Times, is Rwanda’s dominant provider of Television broadcasting services us ing terrestr ia l d ig i ta l broadcast ing platform but besides the business aspect, the company has over the last seven years had a strong involvement in socioeconomic development of vulnerable people through

corporate social responsibility. This year 20 Genocide survivors living in Bisesero we re e a c h g i ve n a fu l ly g row n go a t courtesy of Star Times in its drive to uplift living standards. 39 year old Magdalene Mukangiriye, one of the beneficiaries of Star Times’ support this year described the goats as timely gifts.

“Surely our lives never remained the same after the genocide; our property was looted and had to start from zero with marginal means of surviving. For this, we are grateful to Star Times for such timely gifts which will undoubtedly improve our incomes,” Mukangiriye said. In similar efforts, Star Times gave electronic appliances, food and numerous household equipment to 1994 Genocide survivors of Murambi in Nyamagabe district last year as Hussein Kamanzi, the Company’s national marketing director narrates.

Kamanzi assured the survivors in Bisesero, Rwanguba parish in Kamonyi district that as Rwandans, they [Star Times] are ready to fight Genocide denial and revisionism as well as stand with them [survivors] at all times.“We are obliged to fight deniers and those attempting to re-write the history of our country; and as Star Times we pledge to continue supporting survivors from across the country”. more than material support but all we can promise is a sustained commitment to supporting whenever possible.”

Many lessons learntAfter the vis it of the memorial during which the Star Times team was explained to concerning the suffering that Tutsi in Bisesero endured during the genocide, Wang called on all people to draw lessons from the 1994 Rwandan Genocide against the Tutsi and commit to safeguard humanity from ever experiencing such horror. In his conviction, Mr. Wang shared that paying tribute to victims and survivors is one way of fighting genocide denial and revisionism, noting that whoever has witnessed the killings that transpired in Bisesero which are well documented at the memorial site and so many such places across Rwanda has a true testimony to tell the world.

“It is now a culture for Star Times to Visit both the Genocide memorials and survivors of the mayhem. We, also, use the occasions to teach our staff some of who were too young or had not been born at the time,” the Star Times boss shared. He added: “It was a huge human tragedy and failure from which we as habitants of the earth should draw lessons and commit to fighting its ideology and make sure genocide never happens again”.

The victims fought off attacks and proved tricky for the roaming Interahamwe until June 26, 1994 when the French intervened, supplying the genocidaires with more arms.Having acquired the suppliers, genocidaires went on rampage; bombing down and setting houses ablaze as the Tutsi community of Bisesero was hunted as game, recalls Gasimba Narcisse, the representative of the survivors of Bisesero.

“But given that Rwandans embrace the spirit of unity that characterized the Tutsi in Bisesero when they put their efforts together to defend themselves, nothing will ever be out of reach”.

A few months into operation, August 2014, the hotel got booking from FERWAFA and hosted three teams from around East Africa including; Uganda, Tanzania, South Sudan during the Kagame Cup won by the Southern Sudan. In December, the hotel, again, hosted a Rwandan team of sportsmen that stayed on for a week. “We host a number of local and international guests, and we provide in-house and outside services such as catering to institutions, during functions and events such as weddings and parties,” explains the head of the hotel.

Kigali View Hotel (KVH) offers accommodation services to varying sizes but with utmost comfort. There are with 8 apartments, which cost a guest $850 a month or $150 a night. The twin rooms, 10 in number, go for $100 a night, doubles (20) single occupancy $80 and $100 for a couple while singles cost $60; all including bed and breakfast, free airport pick up, high speed wireless internet and room service.
