SAFE AND CLEAN CBD: In a bid to establish and maintain a clean

and safe Central Business District (CBD) for Somerset West, the City of

Cape Town has appointed a number of workers of the Expanded Public

Works Programme (EPWP) as well as additional lawenforcement offic

ers. EPWP workers man the CBD six days a week with the primary

task of keeping the area clean. Wards 15 and 84, which include the

Somerset West CBD, acquired two additional lawenforcement officers at

the end of 2012. Their visibility between 08:30 16:30 daily has result

ed in improved adherence to bylaws in areas around Busy Corner, the

taxirank and the post office, which have generated numerous com

plaints in the past. These complaints mainly concern the presence of

street people and illegal informal trading. Here Lauren Roderiques and

Kevin Jacobs inspect the trading licence of Ndumba Nzau in the CBD.

    take it.

    The court heard

    that Nthlongo, who

    has one minor child,

    is a first-time offend-

    er and the defence

    suggested that the

    accused be given a

    suspended sentence.

    aid immediately.

    Strong currents repeatedly pulledEden

back into the surf, hampering Marks at-

tempts to pull his son onto his own jet ski.

    With difficulty, he eventuallymanaged to

    do so.

    From here Eden immediately phoned

    hismom,Bonita,withhisdadscellphone.

She alerted the NSRI and also a few

    friends.

    According to NSRI spokesperson Craig

Lambinon they received the call just be-

    fore 13:00.

Mark braved the waves a second time

to help Chris, who had by now been

washed further away from land by the

    strong currents.

His jet ski was also overturned and the

    turbulent waters prevented him from

    mounting it again.

Survival mode kicked in and the two

men realised that they had to get out of

    theroughseaandmaketheirwayto shore

    as soon as possible.

After almost an hour, all three men

were safely ashore. Lambinon said that

Chris had almost drowned and had been

treated by paramedics on the scene.

    Mark, an experienced boatman regards

this as a freak accident. He believes they

    are lucky to be alive.

The NSRI retrieved one jet ski from the

water during the afternoon, but returned

for the second jet ski the next day, when

the sea was calmer. The second jet ski was removed on Sunday.

Helderberg residents will have to brace

themselves for the bitterly cold and wet

    weather conditions.

As opposed to the unseasonably pleasant

weather experienced the last few weeks, a

cold front accompanied by strong winds and

an increased atmospheric instability is ex-

pected to bring a taste of real winter from

    this week onward.

According to a warning issued by the Na-

    tional Weather Forecasting Centre, the

    rainy, very cold andwindy conditionswould

have spread rapidly to the remainder of the

Western Cape, southern parts of the North-

ern Cape, as well as the western parts of the

Eastern Cape. As of yesterday (Wednesday),

    widespread showers were experienced over

    theWestern andEasternCape. In particular,

heavy falls of rain (more than50 mmperday)

are likely along the Cape south coast and ad-

jacent interiors. Areas most likely to be af-

fected are the southern parts of the Cape

Winelands, the Overberg and Eden district

    municipalities in the Western Cape.

    Thosepeoplefromtheabove-mentionedar-

eas are alerted to the danger of flooding.

Snowfalls are also expected over the south-

western mountains of the Western Cape,

spreading eastward across the country. It

should be noted that due to the extreme na-

ture of the weather, the freezing level (the

lowest altitude at which sub-zero tempera-

tures start being encountered in the atmos-

phere) is expected to be very low. Conse-

quently, thiswill not only promote snowfalls

over the mountains, but also over the adja-

    cent terrain at lower elevations.

    Temporary closures of certain mountain

    passes are likely.

quires, contact the National Weather Fore-

    DELIAH BRINKHUIS

Maak jy nou n spier seer, ou nig-

gie, en dit haal jou een-of-ander

    tyd in.

Di streng vermaning kom al vin-

    gerswaaiend van die welbekende

    Strandse skoenmaker Martin Del-

port. Soos wat klinte die drumpel

    van die winkeltjie in Kerkstraat

deurtrap besef ek gou dat Delport n

skoenmaker is wat hom oor die jare

wel by sy lees gehou het.

    Goeie klintediens kom eerste in

    sy besigheid, en alhoewel skoenma-

    kery alles behalwe kinderspeletjies

is put hy oneindige genot hieruit.

Delport het sy kennis van skoen-

makery van sy pa geleer, wat die am-

bag op sy beurt in n kinderhuis by

    die Engelsman, Vader Langlam in

    Potchefstroom, geleer het.

Volgens Delport het hy slegs een

paar gekoopte skoene as kind besit.

Ek het myself belowe dat wanneer

ek eendag begin werk ek nooit n te-

kort aan skoene sal hnie, sehymet

    erns.

Volgens Delport wou hy in sy 56

jaar as skoenmaker net die beste

    kwaliteit aan sy klinte gee.

ters en feetjies wat op die kasdeure

agter hom geteken is as sy helpers

wat, wanneer die vlees teen midder-

nag niemeer sterk is nie, sywerk vir

    hom voltooi.

    Delport (74) is ook ngekwalifiseer-

heid verwerf het vir n ortopediese

insetsel wat hy in skoene bou.

    bank langs skuifel.

    andere sportmanne soos voormalige

    krieketspelers Brian McMillan en

Garth le Roux, Alan Donald asook,

    die Stellenbosse rugbyspan.

Delport vertel dat hy di ontwerp

reeds in 1976 in 12 lande gepatenteer

het. Sestien paar van die Suid-Afri-

    hethy npaarvandispesiale skoene

    in brons vergiet.

Delport haal n ler met verwy-

    singsbriewe van vele tevrede klinte

van regoor die wreld uit. Benewens

Le Roux enMcMillan sn is daar ook

    dankie-s-briewe van Alan Donald,

die Suid Afrikaanse weermag en n

Engelse vrou wat slegs met n kierie

kon loop. Sy het onsuksesvol in Zu-

rich en Kanada om hulp aangeklop

voordat sy kennis gemaak het met

di skoenmaker in die klein dorpie

    aan die onderpunt van Suid-Afrika.

Trots lig hy sy voet op en wys sy

    handgemaakte Mocassins van

Sweedse-leer wat hy reeds vir 29 jaar

    dra.

    kades talle klinte gelukkig gehou

    KAYLA ROPER

    Toallwhohelpedat theaccident scene, youwereamazing!

Myself, my husband and my two

    daughters (Roslyn 2 and Lilianne

    4) were in a terrible accident on

    Wednesday evening 31 July at

around 17:30 on the corner Irene

    Road and Athollaan in Somerset

    West.

    There were three cars involved.

Weare all okay, even though there

    are somebrokennosesandmytwo

year olds face is really swollen

    and cut up.

A woman in the other car lost

    consciousness but is also home

safely now. It was traumatic, the

    kids were screaming and even

thoughmy partner and I were try-

ing to keep it together we were in

    a state of shock.

    Minutes after the airbags went

off, cars in our community started

stopping. There were at least 20

people asking if they could be of

    assistance in any way. Residents

on Irene were calling the ambu-

    lanceserviceandtrying todowhat

    they could until help arrived.

    My oldest daughter Lilianne

    was growing very sleepy and

shock had taken hold. I was on the

    floorwithRoslyntryingtoease the

    bleeding in her face.

There are two people in particu-

lar Iwould love toget in touchwith

to thank from the bottom of our

    hearts.

One was a man in a dark grey

bakkie who spent some time with

my husband calming him and giv-

ing us some advice on how to lay

Lilianne down as she had terrible

    pain in her abdomen.

Then there was a lady, an angel

really, Imnot sure if shewas real?

She came and spoke to us calm-

ing us all and keeping Lilianne

    awake.

She must have been a mom as

she understood what we were go-

ing through. She was telling Lil-

ianne that she had three dogs one

of them a Cocker Spaniel, I think.

She was in her late 40s maybe

early 50s. She had black short

hair, a black tracksuit on and

    spoke English. She was slender

and tanned. I believe she lives in

the area. She stayed withme until

    my parents arrived. The ambu-

lance took us away before I could

    get her details.

As far as perfect storms go this

was it. The ER24 people were fan-

    tastic, our ambulance driver Shel-

    don was sincere and calm.

    Even the tow-truck guys spoke

    directly toour insurancecompany

and arranged everything for us as

we were in no state to do so.

    Helderberg Neighbourhood

    Watch arrived and controlled traf-

fic like the professionals they are.

    Joinyourneighbourhoodwatchandstay informed

    I note from lastweeksDistrictMail

that the subject of crime in theHel-

derberg area is once more coming

    to the fore.

    Somerset West Neighbourhood

    Watch works in conjunction with

    SAPS and themajor security com-

panies and together we share in-

    formationandpatrol our streets to

    prevent crime and catch crimi-

    nals.

We have had some notable suc-

cesses not least the recent arrest

of burglars, thieves and the recov-

    ery of stolen property.

But it is the sharing of informa-

tion which is so critical to us and

which is then passed amongst our

members to alert them of the tac-

    tics that criminals are using.

    The dustbin day incident (Dis-

trictMail July 25) is just one exam-

ple. Our streets are busier than

usual on dustbin days with many

    peoplewalkingaroundandcalling

    door-to-door.

    Criminals can use this cover

    inorder towalkaroundandassess

    premises as future possible tar-

gets. Vigilance is one of our most

important duties and we must act

as the eyes and ears of the commu-

    nity, reporting anything we con-

    sider suspicious.

I would urge people who are not

    members of their local neighbour-

hood watch to join one as soon as

    possible.

    Not everyone can patrol the

streets, but you can prevent your-

self becoming a victim if you have

    theright informationandactupon

one of the most beautiful in South

    During the past fewweeks theDis-

Oneof the letters on this page enti-

    and are willing to help.

Its amazing to be living in an area

and environment such as this with

such caring people at a time when

there is so much violence, hatred

    and crime in the world.

Wouldnt it be wonderful if this

    feeling of caring and compassion

    could spread throughout the entire

This goodwill can be extended by

    taxis vas tevatnie

Ek dink die probleem met die taxis

    moet dringend aandag geniet, maar

by wie gaan kla mens? Die verkeer,

    die polisie of die taxivereniging.

Is enige drie van die instansies be-

wus van hoe die taxis net doen wat

hulle wil en almal wat net so reg op

    die pad het,moetmaar tevredewees

    daarmee.

In die oggend is dit n nagmerrie

om veilig by die Somerset Mall uit

    te kom.

Die taxis het net geen benul van

padrels of hoe dit toegepas word

nie. Die sirkels by die Mall beteken

hulle kan sommer reg in die middel

van die sirkel stop om mense af te

laai ongeag of daar verkeer agter

hulle is of nie. Hulle handhaaf nie

eers die ses-meter stop rel vanaf n

    straathoek nie.

Die taxis probeer nie eers om net

effens hulle kant te bring nie. Daar-

om grens hulle houding van ek

    doenwat ekwil aan selfsug enarro-

    gansie .

Indien dit nou nie te veel moeite

is nie, doen ek n beroep op die taxi-

    vereniging se bestuur/lede om net

een oggend die roete te doen vanaf

die Strand na die Mall sodat hul self

kan sien waarvan ek praat, so nie

neem ek aan hulle keur dit goed dat

    die taxis op ongemagtigde plekke

    stop.

Ag, en voor ek vergeet. Toe ek wel

    eendag dit onder die Gordonsbaai

verkeer se aandag bring toeword ek

gevra om die polisie te kontak. Dit

is glo roekelose en nalatige bestuur.

    Wie sou dit kon dink?

    learningandawiderangeofother

    abilities.

Every day after school, the pu-

pils spend the first part of the af-

    ternoon completing homework,

with teachers on hand to help.

    Afterwards time is spent on

    structured activities to enhance

    their physical co-ordination and

    motor skills, their emotional and

    behavioural development, their

    proficiency in communication

and numeracy, as well as on art,

    music and drama.

    The after-school programme

    operates from renovated build-

ings on a number of wine farms

and is run by 22 teachers trained

for this purpose by the Pebbles

Project. Some have worked in the

    teaching profession while others

    are members of their communi-

ties who skilled to take on the

    task. After-school club pro-

    gramme manager Este Heyns,

who is the mother of two young

    children says: Many children

    from marginalised communities

lose out on the vital developmen-

tal skills in the early stages of

their growing up and this keeps

    them from realising their poten-

    tial as they become older.

    This critical skills develop-

    ment plan, conceived and pro-

    ducedbythePebblesProject, is in-

tended to enrich their lives and

equip them more fully to partici-

    pate positively as members of

    their families and communities.

    Rolled out and implemented

this year, the programme is al-

    ready showing promising results,

    she adds. The Pebbles teachers

are enthused by the greater level

    of involvement shown by the

    learners and they positively rein-

force each other. They are also re-

    porting improvement in the chil-

    drens behaviour, their confi-

    denceand their overall skill sets.

Some of the children from farms in and around Somerset West and Stellenbosch involved in structured ac

tivities in a new critical skills development programme being run by the Pebbles Project Trust.

South Africas homes from flats and clusters to stand-alone houses and residential estates demand 17% of the electricity used in our

country. But on weekdays, between 5pm and 9pm, this demand increases and peaks at 35%, a huge jump that puts severe strain on the

    power supply.

    Why does this happen?

We arrive home from work around 5pm,Monday to Friday.

The first thing we do is switch on the lights, television, our electrical space heaters, followed by the oven, the microwave and the washing

machine or dishwasher. We also run hot water in the kitchen and take a bath or shower with the geyser tucked away in the ceiling

working hard to heat the water.

Millions of us follow this evening routine at the same time, which means South Africas households use more than one third of the

electricity consumed in the country between 5pm and 9pm, on weekdays.

As the demand increases, Eskom does all it can including running some emergency power stations during the day, to balance supply and

demand. This winter we need to continue with power station maintenance and the system will be tighter during the peak period from

    5pm to 9pm.

What can you do to help keep the lights on this winter?

    Three simple things:

    1. Switch off your electrical element geyser between 5pm and 9pm; this appliance uses the most electricity of all in the home, and can

account for up to 50% on your electricity bill

    2. Dont switch on your space heater between 5pm and 9pm. This appliance is energy-intensive and can account for up to 16% on

your monthly electricity bill, instead, dress warmly, switch on a gas heater, and use a hot water bottle and blankets to keep warm

    3. Switch off your pool pump between 5pm and 9pm; this appliance uses up to 11% on your electricity bill.

Lets switch off together and keep SouthAfrica powered up

    this winter
