The Benefit of Digital Switch

�The frequency band can be utilized more efficiently.

�“Digital switch” process will release a significant amountof high quality radio spectrum which will be free for thedeployment of new services and new technologies.( inother words, frequency re-allocation)

�People can get better video quality, interactive function

These can boost both the broadcasting and the wirelesscommunication industry, also create social and culturalbenefits. Therefore many countries aimed at completeDigital Switch around 2012.

The Essential Condition for Digital Switch

�Digital switch, prerequisite for digital dividend,

will succeed unless following conditions were

satisfied:�High coverage/ penetration rate of digital TV signal.

�Acceptable prices of digital TV hardware or digital

�Effective guidance and propaganda to let people

willing to accept digital switch.

�Promotion of content of digital TV.

Although terrestrial digital TV network had been established in

2003, Chinese Taipei still has not carried out digital switch

because of

1. The difficulties in constructing digital TV gap fillers to

cover remote regions.(≈83% population coverage, 2010)

2. Although the penetration rate of cable TV reaches 64% in

Chinese Taipei, There are still some deep-rooted, low-income

families watching wireless analog TV.

Unless all people can watch wireless digital TV without

difficulty, it is quite difficult to recall the digital dividend.

Goal: All analog TV channel(VHF, UHF) can be switched offby the end of 2012

To recall digital dividend as soon as possible, Chinese Taipeiplanned some strategies to facilitate digital switch:�Releasing more Digital wireless TV licenses to make TV marketmore competitive.

�Providing subsidy for low-income family to buy Set Top Box.

�Providing subsidy for low-income family to buy Set Top Box.

�Continuing to construct digital TV gap filler to raise signal coverageand video quality.

�Amending the Satellite Broadcasting Act and the Cable Radio andTelevisionAct.

�To let the existing wireless TV operators to return analog channels ,government will adjust the Fee-charging Standards for Using RadioFrequency and raise the analog TV channel fee year by year.

�Planning more and effective propaganda.

The future plan about digital dividend

�We will recall CH5-CH12(VHF) and CH37-48, 50, 52(UHF),

total 22 channels, 132MHz bandwidth. Such spectrum can be used

to the release of other digital TV or telecommunication services.

dividend will be considered an important policy in most of

countries.
