DIA Activities with Permanent Observers 2010 Through informational meetings, the negotiation and presentation of projects, mobilization of resources, promotion of special events and exchanges of information, DIA facilitated the active participation and collaboration with Permanent Observers in the activities and cooperation programs of the OAS General Secretariat. DIA presented before the Permanent Council the request of the Principality of Monaco to receive the status of Permanent Observer to the OAS, bringing the total number of Permanent Observers to the Organization to 65 1 . In addition, the Ministries of Foreign Affairs of Malta, Former Yugoslav Republic of Macedonia, United Arab Emirates and Australia expressed interest in becoming Permanent Observers to the Organization. During 2010, the Organization received important cash and in-kind contributions from Permanent Observers that amounted to an approximate total of US$16.6 million (approximately 19% less than the previous year), of which a significant portion was negotiated by DIA in conjunction with the technical areas of the Organization. The global financial crisis and change in regional development priorities by major donor countries played a significant role in the decline in Permanent Observer contributions for 2010. The areas that benefited most from the cash contributions received in 2010 were: the Secretariat for Political Affairs (39%), the Secretariat for Multidimensional Security (10%), the Secretariat for Legal and Juridical Affairs (8%), the Inter-American Commission on Human Rights (7%), and the Executive Secretariat for Integral Development (4%). Moreover, the Inter-American Commission on Women, the Office of the Secretary General, the Secretariat for External Relations and other dependencies of the Organization also received contributions that added to the strengthening of their programs in the region. DIA Activities with Permanent Observers 2010

Through informational meetings, the negotiation and presentation of projects,

mobilization of resources, promotion of special events and exchanges of information, DIA

facilitated the active participation and collaboration with Permanent Observers in the

activities and cooperation programs of the OAS General Secretariat.

DIA presented before the Permanent Council the request of the Principality of Monaco to

receive the status of Permanent Observer to the OAS, bringing the total number of

Permanent Observers to the Organization to 651. In addition, the Ministries of Foreign

Affairs of Malta, Former Yugoslav Republic of Macedonia, United Arab Emirates and

Australia expressed interest in becoming Permanent Observers to the Organization.

During 2010, the Organization received important cash and in-kind contributions from

Permanent Observers that amounted to an approximate total of US$16.6 million

received, 68 were formally presented over the course of the year to the Permanent

Observers, based on the foreign policy objectives of the countries and matching those

interests with the project profiles received.

Overall, the OAS received funding for over 80 different programs across all technical areas

and dependencies of the Organization. These include programs created as a result of

cooperation agreements between Permanent Observers and the General Secretariat,

including in-kind programs such as the Professional Development Programs offered by

both the Governments of China and Germany; fellowships provided by the Governments

of Israel, Spain, Thailand, Qatar, China, and the United Kingdom; and the Korea-OAS

Internship Program. Among contributions received, the top donors were: Spain (US$5.18

million; or 32.85%); The Netherlands (US$2.71 million; or 17.19%); Sweden (US$1.85

million; or 11.76%); European Union (US$1.36 million; or 8.63%); Norway (US$1.22

million; or 7.74%); and, Germany (US$708,977; or 4.49%).

In order to promote OAS programs, DIA coordinated a series of meetings and events

throughout the year, in addition to the formal occasions in which the Permanent

Observer representatives announce their support to the programs of the OAS. In the first

half of the year, DIA facilitated an exchange of information on the OAS response to the

January 12, 2010 earthquake in Haiti. This included communicating the inter-American

efforts in that country for both the immediate and long-term reconstruction needs, as

well as encouraging contributions channeled through the OAS and the Pan American

Development Foundation (PADF).

DIA arranged for Permanent Observer representatives to convene at OAS Headquarters

to dialogue with Secretary General Insulza on the issues and theme of the XL Regular

Session of the OAS General Assembly. Permanent Observers participated in a briefing by

Eduardo Stein, former Vice President of Guatemala and Chair of the Honduras Truth

Commission on the funding needs of that program and its significance for the

reintegration of Honduras into the inter-American system. Later in the year, these

Permanent Observers were briefed on the progress of this Mission, which remains a

priority of the international community.

DIA coordinated the annual Dialogue on Cooperation between the Heads of Delegation,

the OAS Secretary General and the Heads of Delegation of the Permanent Observer

Countries at the XL Regular Session of the OAS General Assembly in Lima, Peru on June 6,

2010. At this session, representatives from 36 Permanent Observer countries met for a

luncheon at the Swissôtel with the Heads of Delegation of the 33 active Member States of

the OAS, the Secretary General and Assistant Secretary General to dialogue on the

cooperation between the Observers and the Organization, as well as to discuss points of

interest relating to the topic of the General Assembly, “Peace, Security and Cooperation

in the Americas.” Moderated by the Vice Minister of Foreign Affairs of Peru, Mr. Néstor

Poplizio Bardales, the Dialogue saw interventions from the following Permanent

Observers: Spain, Serbia, European Union, Sweden, Germany, the United Kingdom, Italy,

Finland, China, Korea, France, Switzerland, Israel, Austria, Luxembourg, Turkey, Portugal,

Japan, Russia, Thailand, Croatia, Slovenia, Qatar, and Azerbaijan. The Observers spoke on

topics relating to the theme of the Assembly, their historic levels of contribution,

collaboration between the OAS and other regional organizations, as well as elaborated on

their intended contributions for 2010. The Observers remained committed to maintaining

their presence within the Organization and to supporting, as best and as often as

possible, the work of the OAS in all technical areas.

DIA also welcomed Observer country outreach to the Americas by hosting two policy

breakfasts in conjunction with the Permanent Observer Missions of India and Korea. On

February 18, the OAS received Ambassador Meera Shankar, Permanent Observer of India

to the OAS and Ambassador to the United States to discuss her country’s foreign policy

objectives and perspectives toward Latin America and the Caribbean. On July 30, the OAS

worked with the Korean Permanent Observer Mission in its outreach efforts as Chair of

the G-20 Summit through a policy breakfast featuring Dr. Il SaKong, Chair of the

Presidential Committee for the G-20 Summit in the Office of the President of the Republic

of Korea.

In conjunction with the technical areas, DIA facilitated exchanges between select

Permanent Observer countries and the Departments of Sustainable Development,

Department of Sustainable Democracy and Special Missions and the Inter-American

Commission on Human Rights. During these exchanges, the technical areas were able to

better articulate their plans for the coming years and underscore their immediate and

long-term fundraising needs and priorities.

DIA arranged the visits of high-level delegations from the Permanent Observer countries

of Sweden, Israel, European Union, Switzerland, Korea and Germany. In March, Ms. Ulrika

Hjertstrand, Officer for Democracy and Human Rights of the Regional Latin America

Department in the Swedish International Development Agency (SIDA) met with

representatives of the Inter-American Commission on Human Rights’ Special Rapporteur

for Freedom of Expression where they discussed the implementation of a program

supported by SIDA. From Israel, Ms. Dorit Shavit, Director General for Latin America of

the Ministry of Foreign Affairs, met with Dr. Klinger in April to discuss strengthening

cooperation in the framework of the Memorandum of Understanding signed between the

General Secretariat of the OAS and Israel’s National Agency for International

Development (MASHAV), Ministry of Foreign Affairs of Israel on May 17, 2010.

In November, representatives from DIA, the Secretariat for Political Affairs and the Inter-

American Commission on Human Rights received Mr. Davide Zaru, Officer in the Human

Rights Unite of the European Commission, Directorate-General for External Relations. The

productive dialogue facilitated a review of the OAS’ work in the areas of conflict

resolution and human rights, which is to serve as a basis for formulating a concrete work

plan outlined in the Memorandum of Understanding signed between the General

Secretariat of the OAS and the European Commission on December 17, 2009. Further that

same month, the Director of DIA met with Ambassador Dora Rapold, Head of the Western

Hemisphere Division at the Swiss Federal Department of Foreign Affairs. During this

meeting, the two discussed recent developments in the region, the OAS’ role in the

hemisphere and exchanged ideas on strengthening cooperation between the

Organization and Switzerland.

Also in November, the OAS Secretary for External Relations received Choo Jong Youn,

Director General of the Latin American and Caribbean Affairs Bureau of the Ministry of

Foreign Affairs and Trade of Korea. During this dialogue, the exchange focused on the

mutual commitment between the Government of Korea and the OAS to foster

cooperation in areas of shared interest, such as democracy promotion, youth, and crisis

management.

In December, Ambassador Graf von Waldersee, Director General for Latin American and

Caribbean Affairs in the Ministry of Foreign Affairs of Germany, was received at OAS

Headquarters by the OAS Secretary for External Relations and the Secretary for

Multidimensional Security. During both meetings, the focus was on fortifying the

relationship between Germany and the OAS. In this meeting, Ambassador von Waldersee

presented Germany, Latin America and the Caribbean: A Strategy Paper by the German

Government, which outlines Germany’s priorities in the region over the course of the next

several years. In addition, Ambassador von Waldersee expressed his interest in exploring

avenues of cooperation in the area of security, particularly as it relates to governance.

On December 2, 2010, DIA also welcomed the Deputy Head of Division for Central

America and the Caribbean of the German Ministry for Economic Cooperation and

Development, Mr. Uwe Wolff, who met with representatives from the Department for

Sustainable Democracy and Special Missions as well as the Department for Effective

Public Management. During this time, Mr. Wolff discussed Germany’s cooperation with

this program and announced his Government’s intention to contribute €1,000,000 in

2011 to the OAS Mission to Support the Peace Process in Colombia (MAPP/OEA), and the

Programa de Universalización de la Identidad Civil en las Américas (PUICA).

DIA also worked closely with the technical areas to coordinate four important

cooperation agreements signed between the General Secretariat and specific Permanent

Observer countries. As previously mentioned, on May 17, the General Secretariat

formalized cooperation with the Government of Israel through its National Agency for

International Development Cooperation (MASHAV). This agreement provides a

framework for cooperation between the Organization and Israel through three

modalities: capacity-building and training courses in Israel as identified or developed

between the OAS and Israel; capacity-building and training courses in OAS Member States

as identified or developed between the OAS and Israel; and, field technical assistance as

programmed between the OAS and Israel. Throughout 2010, DIA worked with the

technical areas to solidify a work plan under this framework agreement and successfully

arranged for three courses, with a total of more than 40 scholarships, to be approved by

the OAS Department of Human Development, Education and Culture and the Selection

Committee for the Courses of Professional Development for implementation in 2011.

Furthermore, through this agreement, Israel and the Inter-American Committee against

Terrorism (CICTE) are finalizing an independent work plan for human and professional

development in airport security in the Caribbean and Central America.

In June, in the framework of the XL Regular Session of the OAS General Assembly in Lima,

Peru, Secretary General Insulza also signed an agreement with the Republic of Serbia,

represented by Foreign Minister Vuk Jeremic. This Memorandum of Understanding

announces a minimum annual contribution of US$20,000 to programs of the Organization

in the strengthening of democracy and outreach in support of democratic values.

On July 6, Ambassador Renée Jones-Bos, Permanent Observer of the Netherlands to the

OAS, and Secretary General Insulza signed a cooperation agreement wherein the

Government of the Netherlands will provide US$1.5 million to support the OAS Mission to

Support the Peace Process in Colombia. This agreement is in effect from May 1, 2010 to

April 30, 2011. A similar agreement with France for financial support in the amount of

€200,000 to the OAS Electoral Observation Mission to the Republic of Haiti was signed on

October 21, 2010.

During 2010, this Department coordinated various visits of the Secretary General and

Assistant Secretary General to some of the principal Observer donor countries, where

they met with the highest-level authorities of the Ministries of Foreign Affairs,

international cooperation agencies and related organizations promoting the work of the

OAS to the international community. The Secretary General and the Director of the

Department of International Affairs traveled to France, Austria and Sweden in October

where they met with various Government authorities to discuss the OAS’ role in the

region and its priorities for the coming years.

While in France, the focus was on promoting the reconstruction effort in Haiti as the

Secretary General and Director of International Affairs met with authorities of the United

Nations (UN) and the Organization for Economic Cooperation and Development (OECD).

Furthermore, the Secretary General met with Mr. Jean David Levitte, Emissary of the

Presidency of France, and Mr. Philippe Errera, Chief of State of the Minister of Foreign

and European Affairs as well as Mr. Jean-Marc Pastor, President of the Group of Friends

of the Southern Cone of the French Senate.

In Austria, the OAS Secretary General made a presentation before the Organization for

Security and Cooperation in Europe (OSCE) and utilized the opportunity to meet with the

Austrian Parliamentary Friendship Groups for North and South America. In addition, OAS

Secretary General and the Director of DIA met with Johannes Kyrle, Secretary General of

the Ministry for Foreign Affairs of Austria.

Finally, in Sweden, the Secretary General and the Director of International Affairs met

with the Minister for International Development Cooperation, Ms. Gunilla Carlsson, and

Mr. Frank Belfrage, Secretary of State for Foreign Affairs of the Ministry of Foreign Affairs

of Sweden. Furthermore, a productive dialogue was held at the Swedish International

Development Cooperation Agency (SIDA) with the Interim Director General, Ms. Charlotte

Petri Gornitzka on Sweden’s cooperation with the Organization.

Finally, the OAS received various high-level visits from Ministers, Directors for the

Americas of the Chancelleries and authorities from the Ministries of Cooperation and

Development, Ambassadors, and other government representatives from the Permanent

Observer countries. In addition to the abovementioned visits from the German and

Korean delegations, the OAS Secretary General and Assistant Secretary General realized

visits with the Ministers of Foreign Affairs of Spain, Serbia and Turkey, as well as regular

visits from Permanent Observer Ambassadors accredited to the Organization from Israel,

Slovenia, Turkey, Russia, China, the European Union, Morocco, Greece, the Netherlands,

Italy, Azerbaijan, and Luxembourg.

DIA promoted and encouraged Permanent Observer participation in OAS activities

through regular announcements, communications and updates to its website regarding

important events and significant contributions to OAS programs. In 2010, DIA aimed to

improve donor recognition through continual publications, including its 2009 Permanent

Observer Success Stories, available on the website and unveiled to the Observers at the

XL OAS General Assembly, as well as issuing press releases about the Observers

contributions.

Although projections for official bilateral and multilateral development assistance to the

region are in decline over the next several years, the Permanent Observer countries

remain committed, both politically and financially, to support the work of the

Organization in its priority areas. Our Permanent Observer partners continually sought

additional information through DIA on the situation in the region, with particular focus on

issues relating to Haiti, Honduras, Ecuador, Costa Rica and Nicaragua. Some have already

began pledging financial contributions to the Organization for 2011, while others are

awaiting further information from their capitals and on OAS priorities for 2011. Thus far,

and beginning in the final months of 2010, DIA has placed emphasis on promoting two

major, multi-year programs of the Organization that are in need of financial support:

Foncier Haiti: Modernization of Cadastre and Land Rights Infrastructure in Haiti, and

Technical Assistance to the Government of Bolivia: Effective Public Management to ‘Live

Well’.

Further underscoring the significance of the Organization in its role as the premier

hemispheric forum for dialogue and action on issues of the inter-American agenda, DIA

will continue to work on advancing the vision of the OAS among Permanent Observer

countries to facilitate channeling aid to the region through the Organization, and to

support the programs and initiatives of the General Secretariat to ensure they receive a

significant portion of the limited resources available.
