Regulation 3 - Packaging

• The packaging of dangerous goods shall be:– Well made and in good condition;– Of such character that any interior surface with

which the contents may come in contact is not dangerously affected by the substance being conveyed; and

– Capable of withstanding the ordinary risks of handling and carriage by sea.

Page 4: Dg impor

Regulation 3 - Packaging

• Where the use of absorbent or cushioning material is customary in the packaging of liquids in receptacles, that material shall be:– Capable of minimizing the dangers to which the liquid

may give rise;– So disposed as to prevent movement and ensure that the

receptacle remains surrounded; and– Where reasonably possible, of sufficient quantity to

absorb the liquid in the event of breakage of the receptacle.

Page 5: Dg impor

Regulation 3 – Packaging Cont’d

• Receptacles containing dangerous liquids shall have ullage at the filling temperatures sufficient to allow for the highest temperatures during the course of normal carriage.

• Cylinders or receptacles for gases under pressure shall be adequately constructed, tested, maintained and correctly filled.

Page 6: Dg impor

Regulation 3 – Packaging Cont’d

• Empty unclean receptacles which have been used previously for the carriage of dangerous goods shall be subject to the provisions of this part for filled receptacles, unless adequate measures has been taken to nullify any hazard.

Page 7: Dg impor

Regulation 4 - Marking, labeling and placarding

• Packages containing dangerous goods shall be durably marked with the correct technical name; trade names alone shall not be used.

Page 8: Dg impor

Regulation 4 - Marking, labeling and placarding

• Packages containing dangerous goods shall be provided with distinctive labels or stencils of the labels, or placards, as appropriate, so as to make clear the dangerous properties of the goods contained therein.

Page 9: Dg impor

Regulation 4 - Marking, labeling and placarding

• The method of marking the correct technical name and affixing labels or apply stencils of labels, or of affixing placards on packages containing dangerous goods, shall be such that this information will still be identifiable on packages surviving at least three months’ immersion in the sea. In considering suitable marking, labeling and placarding methods, account shall be taken of the durability of the materials used and of the surface of the package.

Page 10: Dg impor

Regulation 4 - Marking, labeling and placarding cont’d

• Packages containing dangerous goods shall be so marked and labeled except that:– Packages containing dangerous goods of a low degree of

hazard or packed in limited quantities; or– When special circumstances permit, packages that are

stowed and handled in units that are identified by labels or placards;

-may be exempted from labeling requirements

Page 11: Dg impor

Regulation 5 - Documents

• In all documents relating to the carriage of dangerous goods by sea where the goods are named, the correct technical name of the goods shall be used (trade names alone shall not be used) and the correct description give in accordance with the classification set out in regulation 2.

Page 12: Dg impor

Regulation 5 - Documents

• The shipping documents prepared by the shipper shall include, or be accompanied by, a signed certificate or declaration that the shipment offered for carriage is properly packaged and marked, labelled or placarded, as appropriate, and in proper condition for carriage

Page 13: Dg impor

Regulation 5 - Documents

• Each ship carrying dangerous goods shall have a special list or manifest setting forth, in accordance with the classification set out in regulation 2, the dangerous goods on board and the location thereof. A detailed stowage plan which identifies by class and sets out the location of all dangerous goods on board may be used in place of such special list or manifest.

Page 14: Dg impor

Regulation 6 - Stowage requirements

» Dangerous goods shall be stowed safely and appropriately in accordance with the nature of the goods. Incompatible goods shall be segregated from one another.

Page 15: Dg impor

Regulation 6 - Stowage requirements

»Explosives (except ammunition) which present a serious risk shall be stowed in a magazine which shall be kept securely closed while at sea. Such explosives shall be segregated from detonators. Electrical apparatus and cables in any compartment in which explosives are carried shall be so designed and used as to minimize the risk of fire or explosion.

Page 16: Dg impor

Regulation 6 - Stowage requirements

»Dangerous goods in packaged form which give off dangerous vapours shall be stowed in a mechanically ventilated space or on deck. Dangerous good in solid form in bulk which give off dangerous vapours shall be stowed in a well-ventilated space.

Page 17: Dg impor

Regulation 6 - Stowage requirements

» In ships carrying flammable liquids or gases, special precautions shall be taken where necessary against fire or explosion.»Substances which are liable to spontaneous

heating or combustion shall not be carried unless adequate precautions have been taken to minimize the likelihood of the outbreak of fire.

Dangerous Goods Documentation

• The underlying principle ;• Dangerous goods in transport must be accompanied

by physical documentation • It must provide basic information about them.

• The documentation is prepared by the Shipper/Consignor prior shipment and transportation.

• The documentation must be kept in specific locations while the dangerous goods are in transport • Shipper responsible for preparing and delivering

shipping document to the carrier

Page 19: Dg impor

Dangerous Goods Documentation

• Primary Requirement For Documentation• To Convey fundamental information relative to hazards

of Goods

Segregation : Code 1-Away from:

Effectively segregated so that incompatible materials cannot interact dangerously in the event of an accident but may be carried in the same compartment or on deck provided a minimum horizontal separation of 3M projected vertically , is obtained .

Segregation-Code 2-Separate From

• In different holds when stowed under deck. Provided an intervening deck is resistant to fire and liquid, a vertical separation, I.e. in different compartments, may be accepted as equivalent to this segregation. For on deck stowage, this segregation means a separation by a distance of at least 6 metres horizontally.

Page 35: Dg impor

Segregation-Code 3-Separated by a complete compartment from:

• Means by either a vertical or a horizontal separation. If the decks are not resistant to fire and liquid, then only a longitudinal separation, I.e. by an intervening complete compartment, is acceptable. For on deck stowage, this segregation means a separation by a distance of at least 6 metres horizontally.

Page 36: Dg impor

Segregation-Code 4-Separate longitudinally by an intervening complete compartment from:

• Vertical separation alone does not meet this requirements. Between a package under deck & on deck, a minimum distance of 24 m, including a complete compartment, must be maintained longitudinally. For on deck stowage, this segregation means a separation by a distance of at least 24 m longitudinally.
