SafetyAt Detyens Shipyards we believe that the safety of our employees, customers, sub-contractors and guests is ofutmost importance. In keeping with this philosophy we subscribe to the following:

We are committed to making all necessary resources available to accomplish these goals. As a self-insured business,safety and loss controls are even more important since we, Detyens, write the checks!

Our Safety Coordinator in the Main Yard is Mike Marshall. Mike is responsible for Safety and First Aid. He is in thework areas throughout the day, checking for safe work habits and helping to upgrade our safety awareness andreports to the Executive Vice-President. Mike’s office and First Aid facility are located on the ground floor ofBuilding 236 (see orientation map located on the inside of the front cover). Mike is the lead in a larger SafetyAwareness Team that includes all employees but is spearheaded by the Project Managers, Ship Superintendents,Department Heads and Trade Supervisors on the job.

Hot work is always a concern for both Detyens and their customers. The inherent nature of repairing ships that arebuilt of steel requires that open flames, sparks, and super-hot molten metals exist in the work place. In order tocontrol this situation, Detyens follows the guidelines established by regulatory bodies and State and Federalstatutes. Certified Marine Chemists check spaces and tanks that are affected by hot work or that are to be enteredby personnel for explosive vapor, oxygen and dangerous gases. The Chemists issue “Safe for Men/Safe for HotWork” certificates which are posted on-site. In addition, the certified “Shipyard Competent Persons” employed byDetyens check these spaces or tanks on a regular basis. Many of these Competent Persons are members of DetyensQuality Assurance group.

Fire safety doesn’t stop there. Detyens has developed a “Firewatch" training booklet that is issued to firewatchpersonnel. This booklet explains the duties of a firewatch and the basics of fire chemistry. This is one more part ofour philosophy that a trained workforce is a safe workforce.

Welcome to Detyens Shipyards Main Yard located on the Cooper River in North Charleston, SouthCarolina. We are proud of our Company and the area in which it is located. This booklet was puttogether to make your stay in our shipyard and the Charleston area easier. If there is something orsomeplace for which you would like additional information, please ask your Project Manager orany member of our Company’s staff.

Detyens has been repairing and converting commercial and military vessels since it’s beginningsin 1961. We have a wide variety of experience on vessels ranging from tugs and barges to tankers,bulkers, car carriers, container ships and cruise ships. This experience allows us to deliver yourship in first-class condition, on time, and ready to meet your commitments.

Just a Little HistoryIn 1902, President Theodore Roosevelt toured an area north of the city on the Cooper River that was to become

the Charleston Navy Yard. The construction of the first drydock was started that year and the first ship was

docked in 1909. During the next 90 years, the Charleston Navy Yard would be an important part of both

Charleston and the U. S. Navy. Serving the nation through two World Wars and the Korean and Vietnam Con-

flicts, the yard built hundreds of ships during the war years and repaired and converted hundreds more.

Although the yard had docked submarines as far back as 1911, the ‘60’s saw the Charleston Navy Yard become

a repair facility for nuclear submarines.

Detyens Shipyards, Inc. was founded in 1961 by William J. Detyens, a former member of the Merchant Marine

Service and the Army Transportation Corps. Retiring in 1982, Mr. Detyens sold the yard located in Mt. Pleas-

ant, South Carolina, to a small group of employees which included his son-in-law and the yard’s current owner,

D. Loy Stewart. With US Navy and Government work providing the majority of its business, the yard opened a

second location on Shipyard Creek in North Charleston and added a floating drydock to accommodate the

Navy’s new “Perry” class FFG’s.

In 1993 Detyens Shipyards was dealt a major blow when the Defense Department’s Base Realignment and Clo-

sure (BRAC) Commission announced the closure of the Naval Station Charleston; effectively eliminating the

source of over 70% of the yards work. However, also scheduled for closure was the Charleston Naval Shipyard,

and in 1996, Detyens Shipyards was able to secure a long term lease of the former Naval Shipyard, including

its three large graving docks. This well equipped, larger facility has allowed the yard to expand into new mar-

kets and to grow and replace the business lost with the base closure. Soon after the move into the new facility,

the Shipyard Creek site was closed and the floating dock moved to the Wando yard.

The Main Yard headquarters is now located in Building 236 in the former Navy Yard. Our purchasing, account-

ing, estimating, and shipping and receiving departments handle the needs of both yards from this location. The

sources of our work have become more diversified, with the largest segment being commercial. We continue to

do government work, although now it is primarily with Military Sealift Command (MSC) and Foreign Military

Sales (FMS) rather than the US Navy.

In October of 2004, D. Loy Stewart turned the management of the yard over to the next generation when his son,

Loy Stewart Jr., became president of Detyens Shipyards, Inc. Loy Stewart Sr. continues in his new capacity as

Chairman of the Board and sole shareholder of the Company.

Loy Jr. is a 1991 graduate of the U.S. Merchant Marine Academy at Kings Point where he earned a degree in

Marine Engineering. After several months sailing on the Sealift Atlantic, Loy began working at Detyens as a Ship

Superintendent and coordinated work on numerous commercial and government contracts.

Detyens has developed into an important player in the very competitive commercial ship repair and conversion

business. We welcome you to our yard and hope that you too will become a repeat customer and part of our

ongoing history of success.

General Information About the AreaDINING

• We will provide soft drinks, bottled water and light snacks in the Port Engineer’s offices. Please contact your Ship

Superintendent if you need anything else.

• There are Vending Machines located at the mouth of Dry Dock #1, in Building 80, and in Building 236. (Seeorientation map on the inside front cover.)

• On Monday through Friday there are vendors located between Building 80 and Dry Dock #2, at the head of

Drydock #1, and also just outside “F” gate with hot and cold lunches between 11:45 and 12:30.

• If you drive out of the Shipyard complex on McMillan Avenue, you will find a McDonalds, Taco Bell, Kentucky

Fried Chicken and Ming Gardens Chinese Restaurant (see map 2).

• If you turn right on Rivers Avenue and drive north, there are dozens of fast food and full service restaurants to

meet most needs.

Just outside the Shipyard Complex Main Gate, on the left, is the “Shipyard” branch of the South Carolina FederalCredit Union (see map 2). (797-8300)

If you turn right on Rivers Avenue and drive north, there are many banking institutions on both sides of the road.These include:

There are Bilo, Publix and Piggly Wiggly Grocery stores located on Sam Rittenberg Blvd. At the intersection ofRivers and Cosgrove, turn right and continue over the Ashley River until you see stores on your left and right.They carry a variety of canned, frozen and fresh foods and miscellaneous food related items. They also carry beerand wine.

Walgreen’s Drug Store is located north on Rivers Ave., on the right side.

How We Do BusinessAt Detyens Shipyards we try to keep things as simple as possible. In order to keep things consistent, we followa written process known as the “Job Protocol” which defines the steps to managing a ship repair or conversionproject. The following information is based on the Protocol.

During the bidding process the link between your company and Detyens was our estimators. Upon notification thatwe were the successful bidder, a meeting was held involving the project estimator and managers from the variousdepartments within DSI. At this meeting each work item was reviewed in order to accurately define the scope ofwork, responsibilities, and schedules. By the end of the meeting, a definitive plan of action was finalized and thelead on the project was turned over to the Project Manager. The Project Manager then gathered his productionsupervision team and met with them to go through a similar process, but at a much more detailed level. By the timeyour vessel arrives at the shipyard, as much pre-planning, ordering and pre-fabrication has been accomplished asthe information available will allow.

All Detyens customers have access to the Chairman of the Board down to a laborer on the job. Detyens has anopen door policy and we encourage Port Engineers to become part of the solution rather than part of the problem.

Your direct link with Detyens Shipyards is your Project Manager. He is on “the deck plates,” leading his team witha goal of producing quality work in a timely manner. The Project Manager will meet with you daily to inform youof our progress, turn in “condition reports,” help define newly emergent work and assist with the daily problemsinherent in ship repair. He will act as interface with all other departments at Detyens. Please understand that we arenot trying to isolate you from Detyens, but rather to give you a single point of contact to simplify everyone’s job.The Project Manager reports directly to the Profit Center Manager (yard superintendent), meeting with him on adaily basis. The Profit Center Manager will check with you often to discuss your job. If you have any problems orsuggestions, please let him know.

As an added incentive to perform, we offer a bonus to our hourly skilled employees based on two criteria. First, didthe ship meet its published completion date? Second, was the Port Engineer satisfied with the project and wouldthey recommend to the vessel owners that Detyens be used on the next repair availability?

There is a questionnaire that your Project Manager will request you to complete and return at the end of the job. Weask that you give serious thought to your answers and provide suggestions that could improve our service. We area service organization and the best way we can judge the quality of our service is by the level of satisfaction of ourcustomer representative, you, the Port Engineer.
