INVITATION OF BIDS FOR DESIGN, SUPPLY, INSTALLATION, TESTING AND

COMMISSIONING OF AUDIO SYSTEM, VIDEOSYSTEM, ACOUSTIC PANELING,AUDITORIUM LIGHTING SYSTEM AND AUDITORIUM FURNITURE’S

FOR NEW AUDITORIUM AT, IPRC MAHENDRAGIRI

1. Proposals are invited from the interested bidders for the enclosed scope of work in

two-part bid. Part-1 technical and un priced part of the work and Part-2 Priced bid

format with all commercial part.

2. It is proposed to establish the State-of-the-art system for the following sub system

at new IPRC Auditorium.

a) Audio system

b) Video system

c) Acoustic paneling

d) Auditorium Lighting system

e) Civil works

f) Auditorium furniture’s

3. The scope of the work includes the Design, Supply, Installation, Testing and

Commissioning of Audio system, Video system, Acoustic wall paneling,

Auditorium Lighting system and Auditorium furniture’s along with civil works

at IPRC, Mahendragiri, which is located about 20km towards the North East of

Nagercoil in Tamil Nadu.

5. This RFP is divided into four Parts as follows:

(a) Part I-A – Contains General Information and Instructions for the Bidders about

the RFP such as the time, place of submission and opening of tenders, Validity

period of tenders, etc.

(b) Part I-B – Contains essential details of the items/services required, such as the

Schedule of Requirements (SOR), Technical Specifications, Delivery Period,

Mode of Delivery and Consignee details.

(c) Part I-C –Contains Evaluation Criteria and Annexure.

(d) Part –II -Contains Price bid format

6. This RFP is being issued with no financial commitment and the Department

reserves the right to change or vary any part thereof at any stage. Department also

reserves the right to withdraw the RFP, should it become necessary at any stage.

7. BID SUBMISSION

Bids duly filled in by the Bidder should invariably be submitted as stipulated in the

Letter inviting bid. Bids shall be submitted in the following manner.

7.1 PART – I : UN PRICED TECHNO-COMMERCIAL PART OF THE BID FOR THE

WORK

Complete Techno–commercial part of the bid shall be filled online in the “Vendor

Specified Terms’ form of the e-tender. All documents related to technical literature,

Guarantee /Warrantee certificates and any other document as per the tender shall

be scanned and uploaded to the e-tender, under ‘Documents solicited from

Vendor’ form only in ISRO e-procurement portal

(https://eprocure.isro.gov.in). In case if the space is not adequate to upload,

hard copy of the balance documents (without any price figures) shall be submitted

before due date. Prices in any form should not be revealed in Part -1.

Any bids/offers with price details in Techno-Commercial Offer (Part –I) will summarily be rejected.

7.2 PART – II : PRICE PART OF THE BID FOR THE WORK

Price bid shall be filled in on-line ‘price bid’ form of the e-tender only in ISRO

e-procurement website https://eprocure.isro.gov.in . Any other terms and

conditions given in this part shall not be considered and if insisted upon by the Bidder,

such bids are liable for rejection.

a) IPRC may open Part – I of the bids on the due date of opening subject to meeting

the minimum evaluation criteria. Price Bids (Part-II) of technically and commercially

acceptable offers only shall be opened later.

b) Unit rate for each of the item shall be indicated separately. The rate quoted shall be

on FOR DESTINATION BASIS i.e., FOR IPRC, Mahendragiri basis. Even unloading

of the material at our site shall be your responsibility at your cost. Thus,

transportation of material from your works to IPRC and unloading at our site shall

be the responsibility of Party.

c) The taxes applicable for Supply, Erection and Installation shall be indicated

separately in terms of percentage.

d) If the offers submitted by the party are silent on taxes, it will be presumed that

quoted rates are inclusive of all taxes& duties and no claim in this regard will

be entertained later.

e) Supplier must consider entire bill of material required for realization of Audio

system, Video system, Acoustic wall paneling, Auditorium Lighting system

and Auditorium Furniture’s along with required Civil works at IPRC,

Mahendragiri.

f) Additional items, if any, required for realizing this turn-key work depending

on the site conditions shall be included in bill of material in the offer along

with technical details and justifications.

g) Technical compliance Statement along with relevant catalog and technical

data sheets shall be submitted along with quotation. Deviation if any shall be

highlighted in compliance statement.

h) IPRC reserves the right to reject any or all the Bids without assigning any reasons

thereof.

i) Department reserve the rights to include or not to include, CAMC and other optional

items in the purchase order.

PART - I -A

GENERAL INFORMATION & STANDARD CONDITIONS OF RFP

Sl.No Description

1. Prices quoted should be on the basis of F.O.R. IPRC,

Mahendragiri, The purchaser will not pay separately for transit

insurance. All risks in transit shall be borne exclusively by the

contractor and the purchaser shall pay only for items received at our

Stores in good condition in accordance with the contract.

2. Site Visit: Bidders may visit the site for understanding the works

involved before submitting their offer. Claims and objections due to

ignorance of existing conditions or inadequacy of information shall not

be considered after submission of the Bid and during implementation

of work.

3. OFFER VALIDITY: Bid shall remain valid for acceptance for a period

of Four months minimum from the due date of submission of the Bid.

The Bidder shall not be entitled during the said period to revoke or

revise his Bid or to vary the Bid except and to the extent required by

IPRC in writing. Bid shall be revalidated for extended period as

required by IPRC in writing. In such cases, unless otherwise specified,

it is understood that validity is sought and provided without varying

either the quoted price or any other terms and conditions of Bid

finalized till that time.

4. The parties are free to visit Our site during working days between 10:00 AM to 4:30 PM on prior intimation to the Purchase department before submission of their quotation.

5. High Sea Sales - Against High Sea Sale transactions:

a) Offers shall be on all-inclusive basis including delivery up to

IPRC Mahendragiri stores at the risk and cost of the supplier.

Customs Clearance is the responsibility of the supplier and at his

own cost and risk.

b) 100% payment will be made within 30 days after receipt and

acceptance of the items at our site.

c) Customs Duty Exemption Certificate and other relevant

documents required for customs clearance will be provided by

the department.

High Sea Sales Agreement furnished by the supplier in accordance

with the terms and conditions of our purchase order will be signed and

issued by IPRC.

6. GST (on Supply): Reduced GST@ 5% is applicable as per the

Notification No.47/2017 and 07/2018. Please indicate the GST on

supply items accordingly. If not indicated it will be presumed that GST

@5% is inclusive in your quoted prices.

7. GST (on Service/Erection): GST @ 18% is applicable on

Services/Erection related works. If not indicated it will be presumed

that GST @18% is inclusive in your quoted prices

8. INCOME TAX: Income tax at the prevailing rate and as applicable

from time to time shall be deducted from the supplier's bills as per

Income Tax Act and a certificate will be issued (TDS Certificate).

9. FOREIGN EXCHANGE OUTGO AND VARIATION

Bidder shall indicate the Foreign exchange component considered.

The foreign exchange component shall be included in the lump sum

price quoted / unit rates quoted. The foreign exchange component

shall be limited to the amount indicated.

For variation in foreign exchange rate for currency other than those

indicated, the Base Exchange rate for such currency prevailing on the

date of price bid / revised offer whichever is later subject to

documentary evidence shall be considered.

10. DELIVERY SCHEDULE: The Design, Supply, Installation and

Commissioning of the Audio system, Video system, Acoustic wall

paneling, Auditorium Lighting system and Auditorium Furniture’s

along with Civil works at IPRC, Mahendragiri shall be completed

within 20 weeks from the date of placement of the order.

The date of delivery to our stores and installation and commissioning

stipulated in the purchase order shall be deemed to be the essence of

the contract and delivery must be completed no later than the date(s)

specified therein. Failure to do so, without adequate justification may

involve cancellation of the contract at the discretion of the purchaser.

11. LIQUIDATED DAMAGES: In the event of the Supplier failing to

complete the works within the delivery period specified in the contract

agreement or in extension agreed thereto, the Department shall

reserve the right to recover from the Supplier as liquidated damages, a

sum of 0.5 percentage per week or part thereof of the undelivered

portion of the contract subject to a maximum of 10.0 percentage of the

total contract value.

12. SECURITY DEPOSIT:

The supplier, whose tender is accepted, shall be required to furnish by

way of Security Deposit for the due fulfillment of the contract such a

sum as shall amount to 10 % of the contract price of the work

awarded.

The security deposit (bearing no interest) shall be held by the

Department as security till satisfactory completion, testing and handing

over of all the system and for the due performance of all contractual

obligations as per delivery period or extension granted thereof by the

Department.

The supplier within 10 days of Purchase Order or signing of Contract,

deposit with the Accounts officer, ISRO Propulsion Complex (IPRC),

Mahendragiri as detailed above by any one or more of the following

modes namely

i. By a crossed demand draft in favour of Accounts officer, ISRO

Propulsion Complex (IPRC), Mahendragiri drawn on SBI and

payable at Mahendragiri.

ii. By an acceptable bank guarantee. The bank guarantee shall be

from a nationalized bank/scheduled bank& shall be valid for 60

days beyond the completion period.

In case of breach of contract, the Security deposit shall be forfeited in

addition to other relief available to the Department under this contract.

13. PERFORMANCE BANK GUARANTEE

13.1. The supplier shall guarantee for the performance of the contract

by providing bank guarantee in favor of the Department

for an amount equivalent to 10 % (ten percent) of the total

value of this contract valid till the completion of the warranty

period with a grace period of 2 months.

13.2. The performance bank guarantee shall be submitted by the

supplier with in fifteen days from the date of accepting the

equipment/material as per the CONTRACT at our stores. The

format for the performance bank guarantee shall be obtained

from the Purchase Department.

13.3. The PBG submitted during the warranty period shall be released

only after submission of performance security bank guarantee.

Department reserves right to forfeit the PBG in case of non-

performance of the vendor.

14. Performance Security: During CAMC Period, the 10% of the 3 Years

AMC value shall be submitted as Performance Security in the form of

Bank Guarantee valid till completion of AMC period. Department

reserves right to forfeit the PBG in case of non-performance of the

vendor.

15. Warranty Services: The bidder should provide warranty for a period

of Two Years 24 months) after completion of the installation and

acceptance of the audio system, video system, Acoustic paneling,

Auditorium lighting and Auditorium furniture’s along with Civil works

During the warranty period supplier should provide and adhere to the

following:

The supplier shall provide comprehensive warranty for all equipment,

accessories and software against any manufacturing defects/bugs.

They shall maintain the equipment and repair/replace all the defective

components at the installed site at no additional cost.

a) All the breakdown maintenance calls shall be attended and

completed within 48hrs.

b) The new releases(Upgrade)/patches of the software shall be

provided free of cost during the warranty period.

c) In the event of the Supplier’s failure to supply & provide allied

services within a reasonable period, The Department on its own will

get the defects rectified through another agency at the risk and cost

to the Supplier and charges shall be detected from the PBG.

d) Down time compensation during warranty: penalty deduction will be

linked with up-time of the system (in percentage) and shall be

deducted from warranty charges/bank guarantee (PBG) as below:

(i.) if up-time is below 90%, penalty @ 3% of the order value will

be charged.

(ii.) if up-time is above 90%, no penalty.

16. CAMC SERVICE: Vendor shall confirm execution of Comprehensive

Annual Maintenance Contract (CAMC) for next 3 years after

completion of 2 years warranty period for which necessary rates shall

be quoted in the offer. CAMC order shall be placed separately after

completion of the warranty period at the rates quoted by the party.

a) The comprehensive preventive maintenance visit schedule shall be

quarterly and any number of breakdown visits by the

engineer/technicians of the OEM/Supplier during the CAMC period.

During the preventive maintenance visit the systems supplied and

installed by the supplier shall be thoroughly checked as per the

procedure formulated by the OEM and approved by Department.

The GM shall approve the payment after certification by Engineer-

in-Charge.

b) All the breakdown maintenance calls shall be responded

immediately and completed within 48hrs.

c) The new releases (Upgrade) / software patches of the software

used shall be provided at free of cost during the CAMC period by

the party.

d) In the event of the Supplier’s failure to supply & provide allied

services within a reasonable period, The Department on its own will

get the defects rectified through another agency at the risk and cost

to the Supplier and detect the same from the PBG.

e) Down time compensation during CAMC: penalty deduction will be

linked with up-time of the system (in percentage) and shall be

deducted from CAMC charges/bank guarantee as below:

(i.) if up-time is below 90%, penalty @ 3% of CAMC order

value will be charged.

(ii.) if up-time is above 90%, no penalty.

17. The vendor should provide the supporting services as detailed

below.

a) During the implementation software developer shall be available to

fine tune any unwanted bugs or errors in the system

b) The vendor should be able to supply all the necessary

configuration services if required including database configuration,

etc for installation/ commissioning purpose.

c) The vendor must provide 2 sets of document of entire System

Configuration of all system as built along with Operational and

Maintenance manual in English language.

18. Training

a) Minimum 10working days in operational training should be provided

to the working engineers at IPRC, Mahendragiri, after

commissioning the system which should include audio system and

video system Software control, creation of layout/windows and

source optimization and all features of the system regarding to

operation and troubleshooting the system.

b) The training part should cover the following aspects.

1) Description of all functional assemblies/modules of the Audio

system, Video system, Acoustic paneling, Lighting system for

Auditorium including operation & Maintenance system.

2)Line up procedures for the system and adjustment of operating

parameters and other operation in keeping with features provided,

maintenance procedures, fault diagnostics procedures, etc.

3) Software programming implementation basics and necessary

Updating thereof by the OEM.

19. MODE OF PAYMENT

Our Bankers are State Bank of India, ISRO Propulsion Complex

(IPRC) Mahendragiri – 627 133. You may furnish your banker details

for transferring the payments through RTGS/NEFT mode

20. PAYMENT TERMS:

FOR SUPPLY OF EQUIPMENT / MATERIAL:

(a) 60% supply cost with 100% taxes against receipt& acceptance of

material at IPRC stores.

(b) 30% of supply cost after completion of erection works

(c) 10 % against submission of Performance bank guarantee for equal

amount valid till warranty period plus 60 days.

FOR ERECTION, TESTING AND COMMISSIONING EQUIPMENTS /

MATERIAL AT SITE:

(a) 70% of erection cost on pro-rata basis of progress of works at site,

as per the schedule of prices.

(b) 20% after successful commissioning and acceptance by the

Department covered under contract.

(c) 10 %against submission of performance bank guarantee of equal

amount valid for guarantee/warranty period plus 60 days.

CAMC Services payment will be made on quarterly basis.

The payment for the O&M shall be made per call basis against

certification by Engr-in-Charge and approved by Competent Authority.

21. RISK COVERAGE: The Supplier shall arrange comprehensive risk

coverage at his own cost covering the value of equipment including

transportation to the site from manufacturer’s works, safe storage at

site, fabrication, erection, testing and commissioning at site. The

period of such coverage shall be up to contractual completion period

or any extension granted by Department thereof.

22. Safety: All equipment shall comply to industrial standards for AV

system. Wherever a potential hazard to personnel exists, provisions

shall be made for safe access of personnel to the equipment/sub-

assemblies during erection, operation and maintenance. Any loss or

damage caused during handling by the party must be replaced with

new item by the supplier free of cost.

Any injury to personnel working during erection is the sole

responsibility of the party and Department shall not compensate in any

form.

All safety precaution shall be followed as stipulated by the Safety

Department during erection and commissioning activities at our site.

23. Bidder shall note that the conditional discounts will not give an edge in

the evaluation process of tenders.

24. Non‐acceptance of any conditions where ever called for related to

Delivery schedule, Guarantee/Warranty, Performance Bank

Guarantee, Security deposit, Liquidated damages; CAMC will lead

to summarily rejection of the offer.

25. Wherever installation and commissioning are involved, the guarantee /

warranty period should be reckoned only from the date of acceptance

of the items after successful installation and commissioning of the

system.

26. Quality and Workmanship: Materials used in the installation should

be new and exclusively developed, fabricated/produced and supplied

to meet our site requirements. Workmanship shall be suitable for the

purpose intended and in accordance with the highest standards and

practices in the AV industry.

27. Test Certificates, Operation procedures, wherever necessary, should

be submitted along with supplies.

28. The party shall at all times indemnify the Purchaser against all claims

which may be made in respect of the stores for infringement of any

right protected by the patent, Registration of design or Trade Mark and

shall take all risks of accidents or damage, which may cause a failure

of the supply from whatever cause arising and the entire responsibility

for the sufficiency of all means used by him for the contract.

29. ARBITRATION: In the event of any question, dispute or difference

arising under these conditions of any condition in the purchase order,

(except as to any matters the decision of which is specially provided

for by these conditions) the same shall be referred to the sole

arbitrator approved by Director, IPRC. The arbitration shall be

conducted within India as per the Arbitration and Conciliation Act, 1996

and amendment thereof and the applicable language shall be English.

The award of the Arbitrator shall be final and binding on the parties of

this purchase order.

30. APPLICABLE LAW AND JURISDICTION

The laws of India shall govern this purchase order for the time being in

force. The Courts of Tamil Nadu, India only shall have jurisdiction to be

with and decide any legal matters or disputes what so ever arising out

of the purchase order.

31. FORCE MAJEURE: Should a part or whole work covered under this

purchase order be delayed due to reasons of Force Majeure which

32. PACKING & FORWARDING: The party is solely responsible for

proper packing so as to withstand transit hazards during transport by

rail, road, sea or air and handling over the items to IPRC, stores in

good condition. It is the scope of the party to ensure safe arrival at our

destination. The packing and Marking of packages shall be done by

and at the expenses of the Contractor with clear packing slip pasted

on each consignment.

33. The firm will have to carry out the complete work as per site

requirement to the satisfaction of the Department management.

34. Execution:

a) The Project shall be executed by the successful Bidder to the

entire satisfaction of the Purchaser.

b) The successful Bidder shall be fully responsible for the

execution of the Project in total to the entire satisfaction of the

Purchaser.

c) The Purchaser may require minor alterations to be made on

Project during its progress, as they deem necessary to have a

successful implementation of the Audio & Video system,

Acoustic paneling, Auditorium lighting system and Auditorium

Furniture’s along with required civil works for IPRC Auditorium

as per requirements of the Department.

d) Deviations during acceptance test will be immediately brought

to the notice of the successful Bidder and shall be immediately

rectified without any delay free of cost, failing which penalty will

be applicable for the delay caused.

PART- I-B

ESSENTIAL DETAILS OF ITEMS/ SERVICES REQUIRED

1. INTRODUCTION

STAGE VIEW It is proposed to erect state of the art Audio Video system along with

required Acoustic paneling for the Auditorium hall to reduce the echo and maximize the

acoustic performance. The video system shall consist of an active indoor Direct LED

based seamless large screen video wall system with front service access of dimension

8.00+/- 0.25meter x 4.5 +/- 0.25 meter (Approx.) with pixel pitch of 2.50 mm along with

suitable video wall controller and Video processing equipment’s to provide robust and

reliable Video Wall display of Video and Graphical information during functions at the

new Auditorium Hall in IPRC, Mahendragiri.

The Direct LED video wall shall accept the Video inputs from the four

PC/Laptop, Two PC/Laptop on the two podium on either side of the stage, Two from

the PC /Laptop on the Dias, HD-SDI video, Internal IP Based CCTV camera network

and from IP video cameras from test facilities, Process display, Digital parameters of

trends on the video wall without degrading the quality and shape of the image. Audio

Video program output streaming is to be provided for transmission to other ISRO

center’s or within IPRC campus.

Video wall display area consisting of one Full HD resolution with aspect

ratio of 16:9 at a resolution of 1920 x 1080 or better. The video shall be displayed in

the Green rooms and Audio video control room using 55 Inch smart TV monitors and

using 75 Inch TV monitor at the entrance lobby of the auditorium.

The Audio system shall be state of the art audio using Array speakers

and wireless Handheld microphones, Head worn and Lavaliere type Transmitter’s and

Receivers’, Bass speakers, front fill speakers, Digital mixing units, Audio power

amplifier to have a uniform sound power level of 100+/- 2 dBA (typical) at all the seats

in the auditorium hall with head room of 10 dBA.

Suitable Metal Acoustic paneling with micro perforation shall be done

inside the Auditorium hall to have a Sound absorption coefficient (p) of 0.5 sec to 0.6

sec over frequency range of 125 Hz to 4000 Hz per octave. Metal Acoustic paneling

shall be done for the side walls of the auditorium hall and stage. Appropriate metal

Baffles shall be provided on the ceiling to improve the reverberation time in the hall.

The acoustic paneling’s materials shall have a Noise Reduction Coefficient

(NRC) of 0.70 or better. Reflections down from a ceiling provide early reflections, and

therefore should be made acoustically hard (reflective) using suitable material. The

back walls of the auditorium and the stage have a high risk of providing late reflections

– both to the audience and to the stage. Hence, proper acoustic absorption and

reflective panelling shall be provided at such locations. This could be in the form of

metal panels, acoustic plaster or even acoustic drywall. All the doors shall be of

acoustic proof with proper acoustic sound proofing on either side to absorb the

acoustic reflection the overall Reverberation time (RT60), shall be better than 0.7 sec,

the Speech Transmission Index (STI) shall be greater than 0.70, and ambient noise

level shall be better than 35 dBA.

The party has to measure and demonstrate the acoustic performance and

lighting profile and the background noise level for acceptance of the auditorium

for acceptance .

The stage lighting shall be such that the entire stage is evenly illuminated using

LED lighting at 10 meters and 15 meters from the video wall.The stage lighting and

Auditorium hall shall be of 1500 lumens or better and 300 lumens respectively.The

stage hall ligtning shall be designed such that the Lighting on the Video wall does not

affect the Presentation on the video wall display system.The lighting system both on

the stage and the hall shall be controlled using a touch screen DMX controller.When

the performance or presentation starts, dimming of the houselights . The lighting shall

be flicker free to human eyes and video Cameras. Integrating minimum illumination

standards and an emergency lighting scheme is necessary and should be an

integrated component of the design. High resolution dimming using DMX /DALLI

control and good quality electronics in lighting fixtures should be provided. The

Airconditioner inlet and outlet ports shall be connected on to the false ceiling of the

auditorium from HVAC plant.

All the Equipemnts of Video systems,Audio systems,Stage ligting

systems and Lighting inside the Auditorium Hall ,HVAC control (A/C), CCTV control

cameras ,Streaming Decoder and Encoders ,Video wall processors shall be fully

controllable using the Networked Building Automation Control touch Panels .

Civil works are required to convert the seating arrangements inside the

Auditorium hall, which consists of ramping of the seating arrangements as shown in the

diagram 1.The details of the ramping and elevation of the seating arrangements are

shown in the diagram 2.

The fixed Seats shall be anchor fastened on the ramp.The seating type

shall be of normally upright mode for the auditorium hall. The front row shall be of Sofa

type with soft cushion for seat and back. The eyes of the patrons in one row should

have an unobstructed view to the stage over the head of the patrons seated two rows

in front of them. The obstruction of the row directly in front is resolved through the

seating layout using variable chair widths to create a staggered seating pattern.

Seating widths shall be 20-22 inches and the row spacing shall be 30 inches. Sightline

analysis to be done to ensure that the audience members can see everything they

want to (and are supposed to) see. The total capacity of the Auditorium hall shall be

around 480 seats including 20 numbers of front sofas and fixed 460 seats. Vinyl

flooring shall be provided below the auditorium hall seats and for Sofa. The area in

front of the Stage and the aisles steps shall be covered with a high-quality Carpets to

enhance the Acoustic features of the auditorium.

The stage floor shall be of wooden finish with suitable cable duct from the

Podiums and stage Dias to AV control room. The stage shall be covered with a carpet

for enhancing the acoustic performance in the stage. The Dias table shall be of

modular design to accommodate 2 persons per module for ease in modification of the

stage configuration. Podium shall be of removable type so that the stage can be

modified to accommodate any dance or other cultural programs /functions. The cable

cubicle shall be flush mounted and need to be opened for making any connections with

proper flush mounted closures. The stage shall be provided with suitable side screens

for conducting any cultural programs.

The podium shall have a 24 inch touch panel display and 2 gooseneck

microphones, personal computer, and Reading light with on/off control .A teleprompter.

(Optional) shall be used on both the Podiums.

2. SCOPE OF THE WORK

2.1. DEPARTMENT SCOPE OF WORK

Following is the scope of work of Department:

2.2. SUPPLIER’S SCOPE OF WORK

The scope shall include the complete Design, Supply, Installation, Test and Commissioning the Audio system, Video system, Acoustic paneling, Auditorium Lighting and Auditorium furniture’s along with civil works at New IPRC Auditorium. Video System consists of Video wall displays, Video controller, Video processor, Scalars and various interface cables at IPRC. Audio system consists of Linear Array speakers, Sub woofers, Front Fill speakers, Handheld, Head worn and Lavalier wireless Transmitter and Receivers, Wireless booster amplifiers, Audio Power amplifiers and 32 channel Digital mixers with AEC. Providing Acoustic paneling using metallic and wooden panels to provide echo cancellation and increase the audibility inside the Auditorium over the audio frequency of 20 Hz to 20 KHz. The Auditorium lighting shall be sufficient enough such that the stage of the Auditorium is evenly illuminated and has a light level of 1500 lux or better and 300 lux in the Auditorium. The lighting system shall be controlled using DMX controller with a touch pad. HVAC inlet and outlet ports on the false ceiling have to be connected to the HVAC plant using proper ducts. Civil works are to be executed by the party for converting the plain flat seating arrangement to a sloped one by providing ramping staircase as given in diagram. All accessories for fitting hardware such as bracket with associated civil, architectural and masonry works are included in the scope of work of the contractor. The scope of work includes, but shall not be limited to the following

2.2.2. To establish the complete system State of the art indoor direct LED seamless large screen video wall system of screen area 8.0+/- 0.25-meterx 4.50 +/- 0.25-meter (Approx.) pixel pitch 2.5 mm for enhanced viewing experience in the Auditorium.

2.2.3. The scope of the work is to Design, Supply, Install, Test and Commission the Audio system, Video system, Acoustic paneling, Auditorium Lighting and Auditorium furniture’s along with necessary civil works at New IPRC auditorium.

2.2.4. The proposed video wall system is to be interfaced to the existing CCTV network of IPRC with HD-SDI/3G-SDI or IP video streams (H.264), Different format videos and PC’s with HDMI port.

2.2.5. The mounting structure shall be designed as per OEM approved drawing. So as to withstand the entire weight of the video wall to be mounted at a height of 1.5 meters min from the floor level at the auditorium stage

2.2.6. The Bidder shall list the entire requirement such that no additional requirement remains to be provided by the Department after the award of this contract towards the successful implementation of this Project.

2.2.7. Hardware’s should be 19” rack mountable /compatible and housed with required numbers of 27U self-standing racks at a convenient location in the AV Control room.

2.2.8. The moulded cables and connector assemblies shall be Branded and of professional grade for the required length and should be supplied by the supplier for the required quantity with sufficient spares.

2.2.9. All components involved in the Audio system, Video system, Acoustics paneling, Auditorium furniture’s, cables assemblies and accessories are the scope of the supplier.

2.2.10. The price of each component / item used should be listed separately in the quotation in the price bid format only (part-II). Make and Model offered along with specification / data sheet, should be provided in technical bid (part-I). Offers without

2.2.11. Party should incorporate any modifications / suggestions provided by IPRC during their design review at IPRC without any extra cost implication.

2.2.12. The scope is for supply and installation of all components, accessories and equipment required to implement a fully functional Video systems, Audio system, Lightning system, Acoustic wall and ceiling paneling and furniture’s for an Auditorium as per the requirements regardless of whether they are explicitly mentioned or not.

2.2.13. Training a team of IPRC personnel in operation and maintenance of the Audio system, Video system hardware and software is to be provided for minimum of 10working days at IPRC by the successful bidder.

2.2.14. It is responsibility of supplier to provide technical documentation for the proposal indicating the understanding of scope of work, deliverables, proposed hardware and method of implementation with detailed write up and circuit detail.

2.2.15. The supplier shall undertake full responsibility to complete all activities within the scheduled time frame of 20 weeks from the date of Awarding of the contract by the Department.

2.2.16. All the relevant National and International Standards have to be meticulously followed during erection of the Audio, Video, Acoustic paneling, Lighting system.

2.2.17. The successful Bidder will be responsible for system performance, training system users and maintenance personnel, and achieving satisfactory system performance.

2.2.18. Acceptance tests of system components, software and equipment provided pursuant to this specification must be approved by the Department.

2.2.19. Suitable reputed brand instrumentation Rack is to be arranged for housing the LED video wall controller, video processing equipment’s and Audio equipment’s considering space requirement for future expansion.

2.2.20. All the necessary tools are to be arranged by the Supplier for execution of the works. Department shall not provide any such tools.

2.2.21. The necessary Test Equipment’s for testing the subsystems while installing and configuring the system, for conducting the

2.2.22. The party has to demonstrate the compliance of all the system after completion of the erection work to the complete satisfaction of the department by measuring the acoustic and lighting parameters.

2.2.23. Suitable Earthing & Surge Protection is to be provided for the installed electronics.

2.2.24. Power to the UPS equipment is to be tapped from nearby power source using proper bus bar arrangement and required MCB’s and ELCB’s. The party has to work out the required Power budget for all the system and submit it along with the quotation. 3 phase UPS power of capacity 40 KVA or above with battery backup for 15 minutes is the scope of the Contractor and the loading shall never cross 70 % on each phase. The contractor has to balance the load accordingly, to ensure that the load is evenly distributed.

2.2.25. As part of acceptance testing QA checks carried out at factory shall be submitted, Department shall approve all procedures for acceptance test.

2.2.26. Final installed configuration document along with wiring /circuit

diagram, Signal Flow diagram, Component and module

specification of the items to be given in hard copy and soft

copy.

2.2.27. A set of operational manual is to be provided which brings out

the powering up of system, operations and shutting down the

system, and working with the applications, diagnostics of error

messages and real time status monitoring of all the systems.

2.2.28. The Original application and Operating System software’s with

necessary life time license key shall be provided for all

software components such that nothing remains to be

purchased/ updated for proper functioning during the warranty

and Comprehensive AMC period.

2.2.29. Any technical modifications called for due to non-performance exhibited during acceptance testing have to be resolved without any price revision.

2.2.30. The video wall content with embedded audio should be streamed to remote location using suitable equipment’s for display on to other screens or ISRO centers.

3.6 Civil Works Specification: Converting the existing Auditorium flat floor into stepping pattern as

shown in drawing 1 with a stepping of 100 mm each, with thread of 1000 mm. The

stepping has to be formed with bricks of high quality having crushing strength not

less than 3.5 N/mm@ or with fly ash Bricks, in CM 1: 5 and plastered with CM 1: 4

to suit the requirement of the interior. The inside of the brick work shall be filled

with light weight material or M sand (other than earth) and properly compacted.

The top layer should be with 75 mm thick concrete of 1:1.5:3 Mix. The width of the

border brick work to be increased up to 600 mm with respect to height of stepping

to be constructed. Sufficient offset has to be provided in the toe of the steps to

erect step lighting. Also provide SS (314) handrails at both sides of the main entry

.The work have to be completed to complete satisfaction of the user to meet the

requirements as per the drawing provided.

4.0 QUALITY AND ACCEPTANCE PROCEDURE

4.3 The supplier has to successfully demonstrate all the technical specifications.

4.4 The supplier should get clearance for all the designed or

selected items / components, before procurement of the items / components, from IPRC during the design review phase.

4.5 IPRC engineers will inspect and clear all the equipment and components at supplier site before dispatching the items to IPRC.

4.7 Hard copies of all Hardware, software, user manuals, operational manuals and documents should be provided.

4.8 All the tests as per ATP must be carried out at IPRC site using suitable equipment’s which is the scope of the supplier.

4.9 Supplier must be responsible for all the System cabling (internal & external). No cables will be provided by IPRC.

4.10 Supplier team from OEM shall be available at IPRC during integration, commissioning, Testing and ATP.

4.11 The equipment for the Acceptance Test and the plan of the Acceptance Test shall be provided by the successful Bidder to the satisfaction of the Purchaser. Prior approval of the Purchaser with regard to the test equipment and method of testing shall be obtained by the successful Bidder and shall be approved by the OEM/Department.

4.12 The Bidder shall provide the test equipment required during the system acceptance test period The Bidder shall repair or replace at no additional cost to the Buyer, should any of the proposed equipment is found faulty during the system Acceptance Test period.

4.13 All the required documents in original shall be submitted by the bidder for the system realized by them as two hardcopies and one softcopy

10.0 During evaluation, IPRC may request Bidder for any clarification on the bid, additional documents. If required department will visit the installation of bidder where similar system are installed and are in operational to ascertain the performance of the bidder and their products.

11.0 Performance certificates of Bidder for similar nature of works executed and being executed shall be taken into consideration before selecting the Bidder for opening the price bid.

12.0 The time schedule for completion is 20 weeks as given in the Proposal document. Bidder Should confirm the completion period unconditionally. Failing to do so will result in rejection of their offer.
