12. Special Mailing: A special mailing will be conducted by the State Adjutant office to all Council members & Post Quartermasters which will contain the following information: 2014-15 Directory, Membership and Community Activities program, Department By-Laws and many forms (i.e., Buddy Poppy, Bond, Graves Registration, etc.) that must be used for the year 2014-15. Post Quartermasters are requested to make sure that this information is passed on to their respective Commanders and Adjutants as soon as the package is received by you. They will also be required to reply by e-mail and/or USPS that the information has been received and passed out to their Commanders and Adjutants. 13. Attention Post Commanders/Quartermasters: For the year 2015-16, the Commander-Quartermaster Leadership pamphlet is now available on line at www.vfw.org. Again this year, for those Posts who do NOT have a computer, if you wish a copy of the pamphlet, please notify this office and a copy will be mailed to you. (NOTE: This only pertains to Posts who do not have a computer) 14. State Commander Special Visit Request: As was announced at the recent CoA meeting, any Posts wishing to have the State Commander attend Post functions (This includes any type of functions, i.e., cook outs, awards presentations, etc.) to contact the State Adjutant Office at least 4 weeks in advance to give him time to schedule it. 15. CoA and Committee Members: District Commanders are reminded that in case you are unable to attend the CoA meeting that a representative is sent in your place. All CoA and Cmtee members are advised that you must notify both the State Commander and the State Adjutant if you are unable to attend a Council of Administration (CoA) meeting for the year 2015-16. Also, a copy of your report MUST be forwarded to the State Adjutant prior to the CoA meeting for presentation at the meeting. CoA members are reminded not to purchase the 2015-16 By-Laws/Manual of Procedures book as they will be purchased by the Department. 16. District/Post Commanders: Attention is called to the provisions of Section 703 of the National By-Laws: Each officer accountable for funds or property pursuant to any provision of these By-Laws shall be bonded with an indemnity company as surety in a sum at least equal to the amount of the liquid assets for which, so far as can be anticipated, he may be accountable. The bond premium shall be paid from the funds of the Veterans of Foreign Wars of the United States, Department, District, County Council or Post, as the case may be, to which each officer is accountable. The bonds of such accountable officers, in amount and as to surety, shall be approved by their respective units and held by their respective Commanders. The Commander of each unit shall be responsible for the proper and adequate bonding of all accountable officers in his unit.

17. Post Commanders: Attention of incoming Post Officers is directed to Section 218 of the Manual of Procedure which outlines the duties of various Post Officers. Please make sure that you provide a copy of the duties to these Officers so that you may have a successful year. 18. 2015 VFW National By-Laws and Manual of Procedures: Each and every Post in the Department should order the 2015 edition once published after the National Convention. Much information as revised will be published. Contact the VFW Supply Store for your book. (NOTE: A copy will be provided by the Department to all Council members).

19. Patriot Day, September 11: Per Presidential Proclamation, September 11 is designated as “Patriot Day.” The President requests the flag of the United States be flown at half-staff (sunrise to sunset) and a moment of silence observed in honor of the individuals who lost their lives on that day due to terrorist attacks on the United States. As we move forward into our incoming year; WE must work together as a team to accomplish our mission. WE must stop the bickering especially among our Past State Commanders. You are our mentors and past leaders, you should be assisting our new Officers in how they should act during a Council of Administration meetings and discuss without causing arguments. We have a new slate of District Officers this year, they are strong and energetic and I believe we can assist our veterans in accomplishing our mission.

We had 20 Posts that received credit for conducting a Recruiters Event. So let’s start off the New Year strong! The new Membership year starts 1 July 2015. Get your Membership teams together and schedule your Recruiting Events now. Don’t forget to send a completed Recruiter Event Form to me after your event so you can get credit for it. Like last year, Membership stats will be sent out every Monday and Friday starting on 3 July. This will give you stats after the weekend and what we do during the week. C/A: Comrades: As I start my new job as the Department Community Activities Chairman, I wish to “Thank” Commander Francis for appointing me to this position. This is going to be a learning experience for me. With your assistance, we will have a tremendous year ahead of us. As this is my first report, we will not have a report for the month of July as I am having major problems in opening Cmdr Francis emails and I want to make sure that all of the information that is going to be published in the GOs is correct. The first report will be in the August GOs after our return from the National Convention. At the CoA meeting in Lewiston on 14 June, the 2015-16 Community Activities program was approved. It will be in the mail to all Post Quartermasters during the first part of August as will several more pieces of information for all of you to conduct your Post business and also work for the attainment of “All State Commander” status. Please read the program very carefully so that you can meet all of the requirements. The deadline each month to me for receipt of information will be NLT 20th of each month which will give me a few days to prepare the monthly report and forward it to the Sate Adjutant for inclusion in the General Orders. I am asking that each and every Post make a donation (whether small or large to Department programs as required) and complete programs! Also, please make sure that you report hours, number of members involved, miles and monies involved. Hello Comrades it is a great honor for me to serve as your new Surgeon, I look forward to working with you all! Blood/Safety: With that said, I will be looking for all of your Blood and Safety reports for the year. Just some quick information on some safety items for summer fun: A lot of you will choose to stay cool by swimming this summer, but we need to make sure the water that we are swimming in is sanitary. The popular belief is that chlorine kills germs instantly, which is not true. There are many germs that can take from minutes to days to die. There has been a rise in water illnesses in the past 20 years according to the Center for Disease Control (CDC). The illnesses include a variety of skin, ear, respiratory and other infections. We can safely combat the spread of these infections by being sure to monitor the chemicals in your pool and making sure they are at a safe level. Please also be safe putting the chemicals in the pool as a lot of them can harm you also. I hope everyone has a fun and safe summer. VMS: Hello again I am very pleased to be serving as the NVMS Chairman for Commander Francis this year. As most of you are aware of, I will be collecting the NVMS donations again this year and making sure they get marked off so please send them to me, BUT make the check out to “Department of Maine VFW” and put “NVMS” donation in the memo line. Greetings Comrades, I thought in my first article as your State Chaplain, I might introduce myself. I am married to Sherry who retired from the Maine Army National Guard as a CW-3. We have five children, Sarah, Elizabeth, David II, Katherine and Hannah. As well as 4 American Field Service daughters Stephy, Gabi, Amika and Francisca. We also have 7 grandchildren. I began my military career in 1976 when I joined the Maine Army National Guard and was assigned to the 152nd Maintenance Co. (GS). In 1982, I transferred to the 286th S&S Bn. 1991 saw a change in my life and I took a time of leave while I pursued my ministry as a parish Priest. Returned to military duty in August of 1998 as a Chaplain with the 133rd ECB (H)! Mobilized for Federal Service on 7 December 2003! Served as the Deputy Task Force Chaplain, FOB Chaplain, Bn Chaplain 133 ECB(H) Feb 2004-2005. After redeploying, I held Brigade level Chaplain positions’ with the 120th RSG, 52nd Troop Command. I retired from the military in December of 2011. I am a retired Episcopal priest. I have served Parishes in New Hampshire, New York and Maine. Retired from active ministry November 2011! I fill in once and awhile in the Episcopal Church in Calais and an Anglican Church in Canada. In the VFW, I have served at the Post level as Chaplain and now Quartermaster, District Jr. Vice Commander and Commander. I am also a Life Member of the Purple Heart Association and the American Legion. As you can tell, there have been many changes in my life. Change is often not the easiest event in life to deal with. We all have a new change happening now in each of our lives. There is new leadership in the Veterans of Foreign Wars, Department of Maine. As your new Chaplain, I have some big shoes to fill; Chaplain Doughty has done a great job over the past two years. “There by the grace of God go I.” I will be available to individuals, to the Posts, the Districts as the need arises. VETERANS ADVISORY TO VA MAINE HEALTHCARE SYSTEM Raymond R. Lupo, PSC/Advisor

The Inspector General for Maine Healthcare System for Togus has been released. Congressman Poliquin released his concerns that when he was at Togus in February, he was assured that the IG would find no issues. Now that the report is out, he learned that there were issues. He writes that the report shows that Veterans are not getting the services that where the proper healthcare they where promise, earned or deserve. He further stated that he would be monitoring the answers from Togus to the IG in the next report. Again, I would ask that should any member have a problem with the Maine healthcare System that they should let me know.

VAVS stand for: “Veterans Assistant and Veterans Services”; helping to make life a little easier on those under treatment at the VA facility! VAVS is funded by donations only!

See what the group is doing and see if you can help. The Debbie Myers Concert is scheduled for Sunday, September 20st. This is a great fund raiser. If you like country music you will love this show. Georgette Jones with Brian Mallery and 10 more acts. The performers donate their time for our Homeless Veterans. Ticket prices are $65.00 each with VIP Seating, with Meet & Greet and Meal. (We bought to for the entertainment and maximum support for the Homeless Veterans) $35.00 each Floor Seating and $15.00 each General Admission. Show starts at 12:00. VIP Ticket Holders to Arrive at 10:30 am. Tickets Available at Musicians 1st Choice 246 Western Avenue Augusta 207-623-0400. For Tickets & Information: 207-712-2392 The Stand-Down will be on October 17th and the planning is in high speed. This year’s obstruction is construction locking us out of our usual clothing tent placement behind building 206. The registration will be in the lobby in from of the theatre. The continental breakfast and orientation will be in the theatre. Many services will stay in buildings 205 and 206. I haven’t heard about transportation to and from for the Veterans that can walk this distance. The clothing tent will go in the parking lot behind the theater if this plan is enacted as stands. The orders are complete and the fundraising is in progress. If you’re making a donation to the Stand-Down, make the check out to the VAVS with Stand-Down in the memo line and sent it to the Department VAVS Chairman. What does the Homeless Veterans Committee need? We need your help locating Veterans in need. When you find a Veteran who is homeless or living in substandard housing, let us know so we can improve their way of life. We had a whirlwind of fundraising to complete our first project. The Services Memorial is being made for a fall delivery. It will be dedicated next spring. Our past Chairman is back. His wife is doing very well with her new kidney. He has accepted the appointment of POW/MIA Memorial Committee. The beautification with flowers is in progress. It would help to have more gardeners helping. The grass that replaced the tall flowers at the front sign looks nice. More requests for memorials for the walkway are coming in. The first pavers are in. Look at the first memorial and see all the Veterans in this family. We decided that one flower vase can be placed on a niche cover.

AUDIT & FINANCE (A&F) Peter F. Miesburger, PSC/Chairman

A&F: First to start off with this being the first set of General Orders, Department of Maine, VFW 2015-2016 Finance Committee report. As of this date, it's too early to submit a current update on the status of the annual "Audit" report. Just as soon as Department Quartermaster Dave gets all the "Bank Statements" together and informs me that he is ready to conduct an "Audit", I will contact all members of the Finance Committee of the schedule time and place, when the schedule "Audit" will be conducted. I have taken the time to review the Department of Maine, VFW 2015-2016 Budge, line item by item and must say that Quartermaster Dave has put together a surplus budget that the Department can live with. If any Department Chairperson has any problem with their budget request, feel free to contact either Quartermaster Dave and/or myself. Our telephone numbers and "I" Mail address are listed in the Department Directory. LEGISLATIVE: Comrades, I don't know where to start off with this being the first Legislative report for the Department of Maine, VFW 2015-2016 year. As of the time of submitting this report, the State of Maine 127th Legislature has submitted the annual next two (2) year budget to Governor LePage several times and each time, Governor LePage has rejected the budget. Hopefully by the time all of you receive this months’ General Orders, Governor LePage will have accepted a budget for 2015-2016 or as 30 June 2015, the Government of the State of Maine will have shutdown until which time the 2015-2016 budget is approved. The State of Maine 127th Legislative first session was scheduled to be finished on 17 June 2015 and not reconvene until the first week of January 2016. At the same time, the 114th Congress will be on a scheduled recess from 3 August 2015-7 September 2015. Once again Comrades; to me it's hard to believe that it's been fifty (50) years since the end of the Vietnam War. Since the end of the War, Vietnam Veterans have been fighting with the Department of Veterans Affairs, Health Care, with issues associated with "Agent Orange" cancer. I cannot stress how important it is that all Vietnam Veterans and Veterans who served at several Air Bases in Thailand have not had a "Agent Orange" Medical Examination, contact Togus VA HealthCare facility and or any of the CBOC's located throughout the State of Maine and request a "Agent Orange " Medical Examination today without delay. Comrade Viet Nam Veterans, we are losing more of your Comrades everyday to "CANCER" related to "Agent Orange" sickness, don't wait. Another issue that bothers me is the issue of "Women Veterans" not being admitted to join local VFW Post within the state of Maine. When a "Women Veteran" enters your Post and is interested in joining your Post, welcome that "Women Veteran" with opening arms; remember they are one of us. "Remember We Were Soldiers Once and Young". In closing, having just attended the annual Department of Maine, VFW convention, I want to take this time to wish Commander Jerry and his team of either elected Officers and appointed Chairperson of the various Department Programs all the "Best" during 2015-2016.

Rene A. Deschene, SO Office Closed: The Service Office will be closed on July 3rd as the Federal Government will be shut down to observe the 4th of July. It will be re-opened on July 6. MY VA: The VA has come up with a new brand name. It is now going to be known as “My VA”. Along with that, it has also come up with a “My VA Community Board”. The board will be made up of different organizations, none of them VA employees. The board will travel around the State to get input as to what works, what does not work, spread what works and help change what does not work. It will be formed in July and in the fall; they should be visiting different communities to receive your input.

Department of Maine VFW Accountable Officers Bond

This bond is written in consideration of the safeguards with Section 218, Manual of Procedure for the handling of funds. Section 218

provides that any negligence on the part of the Commander and Trustees shall make them individually and collectively liable with any

others for any discrepancies. Every Unit should require that the Quartermaster deposit all moneys coming into their possession in the

exact form in which they are received. THE QUARTERMASTER SHOULD WELCOME A THOROUGH AUDIT FOR HIS/HER OWN PROTECTION.

In connection with the quarterly audit performed by the Trustees, the following minimal procedures are recommended:

1. The Trustees should obtain the bank statement directly from the bank and reconcile the account themselves.

2. Amounts shown on the audit report should be obtained from, or agree to the financial records of the Quartermaster, by the Trustees.

3. Both the audit report and the financial records should be verified mathematically by the Trustees. The beginning balances shown

on the current audit report should be agreed to, the ending balances as shown on the previous report. Deposits shown on the financial

records should be compared and agreed to deposits shown on the bank statement. Checks returned by the banks should be compared,

as to amount and payee, with financial reports during the process of bank reconciliation.

In the event of defalcation, the exact amount of the shortage must be proven. Your Department Quartermaster should be notified

immediately and furnished with a certified copy of the audit showing in detail receipts, disbursements, and the amount of the shortage.

The bonding Company requires that we handle our affairs in a business like way, and there is a time limit for both reporting a

defalcation and for determining the extent thereof, after which time the liability of the Company ceases.

COVERAGES OF THE POLICY REQUIRES THAT: 1. You agree to make/or cause to be made, at least annually, an audit of your books and accounts, including complete verification of

all securities and bank balances pertaining to each “employee”. If the above is not complied with, the Surety Company will refuse to

honor claim of missing funds which cannot be proven by records. Monthly audits and reconciliation of bank statements may avoid

this denial of claim.

2. The surety Company will not pay for loss resulting from any unauthorized advances made by an “employee” to any member for

delinquent dues and assessments.

3. “Employee” means any duly elected position, as listed on policy schedule.

MAINE VETERANS OF FOREIGN WARS OF THE U.S. Desk of the State Quartermaster PO Box 56 Rumford, ME 04276 207-357-6664 Date: 6/16/2015 DEPARTMENT BLANKET FOR TAX PURPOSES Due to the changes in laws for Non-Profits, the following information will be required to be sent to the State Quartermaster by Post and District Quartermaster’s to remain on the Department Blanket. The providing of the documents will start 15 June 2015. 1. Annually: Signed letter requesting to be on Department Blanket (any Post or District that does not submit the letter will be dropped from the Blanket) letter needs to be sent to State QM between 15 June and 30 September 2015. 2. Annually: Copy of document filed with the IRS: 990, 990EZ, 990N and 990T when filed. (Any Post or District that does not provide the document will be dropped from the Department Blanket) by 30 September 2015. 3. Annually: List of all Officers and Trustee's (any changes be sure to forward up dates) 4. Annually: Copy of Annual Incorporation form sent to the State of Maine, send to state QM by 30 September 2015. 5. Quarterly: Quarterly Trustee reports (which is the financial proof of the unit) 6. Annually: Annual Inspection of Unit Be advised if you are dropped from the Department Blanket you will be required by Federal Law to apply for your own coverage which can be costly. If you are dropped from the Department Blanket you will not be able to reapply to it until all the IRS requirements are met. If you are dropped from the Department Blanket by the State Quartermaster, you will receive a letter stating why and will have 30 days to correct or the drop will stand. Federal Law requires that all Post and Districts submit a 990, 990EZ or 990N annually. In 2007 the laws where changed requiring each subordinate unit to file on their own. Otherwise the funds from the subordinates would have to be added to the Department total to be declared on the annual report. This would create a major issue on filing on time and declaration for the Department. The old law before 2007 anyone under $25,000.00 per year did not need to file. However that law was changed, now all units must submit a 990, 990EZ or 990N. It is the responsibility of all Quartermasters to keep up on the changing tax laws. For those that have not been filing since 2007 and have received letters from the IRS stating their non-profit status has been revoked. Contact the State Quartermaster and have your computer on and we can walk you through the fundamentals to get you moving back on track. If at any time there are 3 consecutive years of non filing your non-profit status is automatically revoked by the IRS. The reason the documents are required by the State Quartermaster is for IRS auditing purposes and so the Department can maintain its non-profit status while operating a Blanket. The Blanket is proof to the IRS that we all meet the requirements as a non-profit Veterans organization.
