On a Quarterly basis, please update the Oregon Health Authority, Dental Pilot Project Program, on the following:
Accomplishments/Highlights.
The students continue to excel in their studies.
Supervising dentist training at Coos Bay has been successful and the clinic feel ready to welcome their DHAT trainee in the summer of 2017
Coos Bay clinic expansion plans are at the planning phase
The Portland Area Indian Health Service Institutional review Board has granted approval of the Coos/Coquille evaluation and monitoring plan
Tribal councils at both sites have approved the evaluation and monitoring plans and the data sharing agreements
Third site has been recruited (NARA) and an experienced DHAT has accepted an offer to come and work at that site starting in early 2017
We have contracted with Dane Lenaker, DDS to enhance the monitoring plan in accordance with OHA feedback
1. Lessons Learned/Challenges. Our biggest challenge has been the approval of the evaluation plan. We have learned a lot through this process and appreciate the diligence of the Tribes, committees and OHA staff. Given our experience with the provider in Alaska, we have a strong level of confidence and comfort with the provider. It has been important for us to remember that others don’t have that same level of experience.
2. Timeline. Timeline updated – see attached revised timeline
3. Data. Baseline Data: NPAIHB requested an extension on the submission of a baseline data report due to the delay in the finalization of the Evaluation and Monitoring Plan
a) Revised Due Date: January 15, 2017 b) Approved by Oregon Health Authority c) Likely extension to be requested due to continued delay in the finalization of Evaluation
and Monitoring Plan
4. Training/Didactic. The Alaska Dental health Aide Therapist (DHAT) Education Program is a 2-year program that provides students with the educational experiences necessary to become oral health providers. DHAT students attend classes in Anchorage during their first year of education. The students relocate to Bethel, Alaska for their second year of education. The first year is largely didactic. The 2nd year is primarily a clinical year where students practice dentistry on patients for at least half of each day. They also are engaged in village
Page 3 of 4
projects in villages in Alaska. They are exposed to different practice settings and discuss cases daily and weekly with their professors. The Oregon Tribes Dental Health Aide Therapist Pilot Project, Dental Pilot Project #100 presently has 4 trainees in the Alaska DHAT education program Trainees: Naomi Petri is an enrolled member of the Confederated Tribes of Coos, Lower Umpqua, and Siuslaw Indians. She is in her 2nd year of training Marissa Gardner is an enrolled member of the Confederated Tribes of Coos, Lower Umpqua and Siuslaw Indians. She is in her 1st year of training. Jason Mecum is an enrolled member of the Coquille Indian Tribe. He is in his 1st year of training. Alexandria Jones is an enrolled member of the Coquille Indian Tribe. He is in his 1st year of training.
5. Employment/Utilization. At this time all of the trainees are in the didactic/training phase of the project. There are no trainees currently providing services in the State of Oregon.
6. Patient Safety. Trainee Competency. At this time all of the trainees are in the didactic/training phase of the project. There are no trainees currently providing services in the State of Oregon. All trainees are under the direct supervision of their supervising dental instructors
7. Complaints. At this time all of the trainees are in the didactic/training phase of the project. There are no trainees currently providing services in the State of Oregon. There have been no reported complaints.
8. Adverse Events. At this time all of the trainees are in the didactic/training phase of the project. There are no trainees currently providing services in the State of Oregon. There have been no reported adverse events.
9. External Evaluation.
NPAIHB evaluation and monitoring plan is still under review by the OHA.
The Portland Area Indian Health Service Institutional review Board has granted approval
Tribal councils at both sites have approved the evaluation and monitoring plans and the data sharing agreements
Continued challenges are centered on how quality will be measured. We are submitting a revised plan that we believe will address those concerns.
10. Financial Status Update There have been no changes to the financial status of the dental pilot project. The project is financially sound.
11. Miscellaneous.
A third site has signed a MOA with NPAIHB and once approved will begin the process of training their staff. Recruitment for students for that site have begun.
Dr. Rodgers has completed her 2nd DHAT supervising training in Bethel, Alaska.
