“MOGSC is honoured to present its inaugural HSSE Event. Attendees for this Conference & Exhibition will be from around the world and hence reflect the stature and importance of Malaysia as a key leader in the Oil & Gas Industry in the region. This upcoming “ASEAN HSSE Loss Prevention & Professional Development Conference & Exhibition”, will be an interesting event which will give us an opportunity meet the right contacts and get important information about the industry and the profession. The best Oil & Gas Contractor HSSE Conference Event in the ASEAN Region.”
“I am pleased to invite all the fellow HSSE Professionals and Industry experts to this inaugural Event. As the Conference Chair, I am very excited to see the Team progression day by day in preparation to host this Prodigious two days packed program. The Conference Theme: “Operational Excellence through HSSE Innovation”, was thoroughly put together to include all aspects of HSSE in the life cycle of an oil and gas asset; namely Design, Construction, Commissioning, Operations, Maintenance and Abandonment. . As a regional conference, it will bring immense benefits to HSSE practitioners in the region in terms of networking and the sharing of learnings not only from one another but from global experts during the he discussions and Technical Proceedings. It will be our pleasure to host you all.”
Mr. M. Azmi M. Noor Conference Chair
Mr. Yong Sai Chung GHSE/PETH, PETRONASConference Vice Chair
“I’m quite excited and glad to see the convergence of the oil & gas companies, Service providers and Contractors coming together to drive, discuss and innovate solutions to reduce incidents. Improve programs towards reducing risks and prevention of Incidents. Even more encouraging is to see that the lead is by The Malaysian Oil & Gas Services Council (MOGSC), which represents major population of the Service Contractors. The journey to safer operations within the Energy, Oil & Gas sector has had a long history and we have been learning our lessons over and over again after major incidents such as fire and explosion at Piper Alpha, Macondo etc. We have done a lot but yet the incidents are recurring. I believe contractors’ led movement will result to a greater impact to human performance in the safety management and with the help of technology, we can have a quantum leap in HSE management and save more lives. I seek everyone support to this conference and make this a new benchmark for the driving change in managing HSE.”

Every business plan for success; however, in today's complex environment, success is impacted by many factors.
Having Risk Management and a Business Continuity initiative are important. Integrating these initiatives into a
comprehensive program can facilitate resilience in a non-predictive world. Most organizations plan for the potentially
devastating effects of natural or man-made disasters. Yet, few plan for business contingencies. Incidents, whether
naturally occurring or manmade don't make appointments; they can occur at any time and under the most unfavorable
conditions. There are unlimited ways to alter the risk exposure that an organization has, but all involve decision making
and an understanding of the consequences of the decision to act on a risk issue. Key decision makers must maintain
risk within acceptable limits and ensure the continuity of business operations.

Workshop Outline
If we really want to improve safety in the workplace, we must focus on ways and means to improve Contractor Safety.
This is because contractors hurt or killed in the workplace at a frequency 3-4 times that of employees. For those of us
who have been involved in working to improve contractor safety, we know this is an intensely difficult task, particularly
as owners send mixed messages to contractors. As owners, we demand getting the job done quickly and safely while
budgets are squeezed to the limits to manage cost, often at the expense of EH&S.
Today owners are more invested than ever in improving the EH&S performance of contractors. This so because
contractors perform on average ~80% of the work performed on industrial and commercial worksites. We are tied at
the hips and in most instances our businesses cannot effectively function without the work of contractors.
Purpose of the course:
This presentation / workshop is intended to provide participants an introduction to tried and tested principles that are
designed to deliver improvements in contractor safety performance in any work environment.
Learning objectives of this course for participants include the following:
• An overview of the Contractor Management Process
• An overview of the Contractor Safety Management Process
• An understanding of how to drive value from contractor pre-qualification
• Effective management principles for best contractor EH&S performance
o Back to basics – writing for users
o H&S Alignment workshop
o Communicating the EH&S Expectation
o Leadership visibility and field availability
o Listening moments
o Hazards identification and Risk Management – SWP and Toolbox Talks Inventory
