with a full day training (Classroom Modeling & 2 hour Professional Development) with cost to the 

district of $2,800.

 d. After School Tutorial Program – (Mrs. Jackson)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve Wahlstrom  Academy  to  conduct  an  After  School  Tutorial 

Program  for  select  kindergarten  students  from  January  7,  2020  to May  7,  2020  at  no  cost  to  the 

district. 

 e. Instrumental Music Artist-in-Residence - Classical Trombone - (Mr. English)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve Ben Williams as an artist‐in‐residence,  to provide  specialized 

classical  instruction  for Tyson Classical Trombone students  in  five  (5) sessions between December 

2019 ‐ June 2020 at a cost to the district of $1,050.

k.  The Holiday Community Service Celebration ‐ (Dr. Moss‐Hasan) 

 BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the Phi Beta Sigma Chi Sigma Chapter Annual Holiday Community Service Celebration to be held at Tyson Elementary School on 12/25/19. The time of the event will be from 11:00am - 2:00pm at no cost to the district.

 

l.  Equity Consulting Group ‐ (Dr. Burton) 

 BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve Equity Consulting Group Inc. to provide professional development on student centered instruction, Understanding by Design and Danielson Domains 3b, 3c, and 3d from 1/8/20 - 2/19/20, not to exceed a cost of $6,500.

m.  Montclair State University (MSUNER) ‐ (Dr. Burton) 

  BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approve consultation through MSU to provide professional development on executing highly engaging plans, facilitate lessons that include effective questioning and discussion techniques, and conduct meaningful formative assessment (Danielson Model - components 3b, 3c and 3d) for 24 hours of professional development in the Spring 2020 not to exceed a cost of $4,200.

 

n.  I Love Houston Day ‐ (Mr. Hamilton) 

 BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the teachers, staff and students in collaboration with the Houston Academy PTO to participate in the first, "I Love Houston Day," which will be held on 5/9/20 at a cost to the district not to exceed $4,000 of Title I funds for parental involvement.  BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve Wahlstrom Academy staff and students to participate in an assembly program presented by Young Audiences Arts for Learning, Dynamic Duo Give and Take Jugglers on 1/17/20 at 9:45am in the school auditorium at a cost to the district not to exceed $1,300. p.  Holiday Program Sponsored by Jersey Cares ‐ (Dr. Adam) 

 BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve Cochran Academy hosting Jersey Cares, a non-profit community-engagement/volunteerism organization. Jersey Cares personnel along with 15 NBA players will engage students in creating holiday arts and crafts, STEM activities, a gingerbread house building workshop, and Field Day activities. The event will take place on 12/17/19 from 10am-1pm at no cost to the district.

XII. CONSIDERATION OF RESOLUTIONS A. SUPERINTENDENT OF SCHOOLS 1. EDUCATIONAL SUPPORT & STUDENT SERVICES

 q. Beautification Project by Jersey Cares - (Dr. Adam)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve Jersey Cares to conduct a beautification project at Cochran Academy. This will entail painting murals, and assembling picnic tables and garden beds. The project will be completed in phases, and is dependent on the availability of corporate volunteers. Therefore, specific dates are not available at this time. The entire project cost will be subsidized by Jersey Cares and will be at no cost to the district.

 

r.  Special Education Home Instruction Students ‐ (Dr. Harvest/Mrs. Santos) 

 BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the attached list of Home Instruction Services for ten (10) students.  BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. s.  Brain  Injury Alliance  of New  Jersey:   Understanding  Concussion  in  School  ‐  (Dr. Harvest/Mrs. 

Santos) 

 BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the agreement with the Brain Injury Alliance of NJ to present a workshop entitled, "Understanding Concussion in School" to district school nurses on 1/29/20. Ms. Joanna Boyd, Public Education Coordinator, will present the workshop. Services will be provided at no cost to the district.

 

t.  IDEA‐B Final Report/Amendment to Carry‐Over FY 2019 Funds ‐ (Dr. Harvest/Mrs. Santos) 

 BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the submission of the IDEA-B (Basic and Preschool) Final Report Application for fiscal year 2018-2019 in the amount of $411,734 (Preschool $6,686, Non-public $65,839 and Basic $339,209) and the IDEA-B Amendment Application to carry-over funds to be expended during the 2019-2020 school year.

 BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. WHEREAS, N.J.S.A. 18A:19.3 and N.J.S.A. 18A:19-4 authorizes the School Business Administrator/Board Secretary to make payments between board meetings for all claims that have been duly audited; and WHEREAS, the School Business Administrator/Board Secretary has reviewed the documentation supporting the attached list of bills; NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, ratifies the payment of bills on the attached lists totaling $1,661,069.98. (Attachment 3-a)

b. List of Bills WHEREAS, N.J.S.A. 18A:19.1 and N.J.S.A. 18:6-31 provides for the Board of Education to authorize

the payment of bills; and WHEREAS, the School Business Administrator/Board Secretary has reviewed the documentation

supporting the attached list of bills; NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the

recommendation of the Superintendent of Schools, authorizes and approves the payment of bills on the attached lists for the Tuesday, December 10, 2019 board meeting in the amount of

$11,595,609.47 (Attachment 3-b) c. Appropriation Transfers

WHEREAS, N.J.S.A. 18A requires that the Board of Education approve appropriation transfers; and WHEREAS, Board of Education Policy #6422 delineates the process for transfer of funds between line items; and WHEREAS, the Superintendent has authorized the budget adjusted to reflect the appropriation transfers; NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, does ratify the transfers approved by the Superintendent of Schools. (Attachment 3-c)

d. T-1 Request for Taxes from the City of East Orange

WHEREAS, N.J.S.A. Title 40 provides for a board of education in a Type I School District to requisition Tax-Levy monies from the municipality in an amount estimated to represent the balance of its projected cash flow needs; and WHEREAS, the Secretary of the Board has determined this amount to be $1,862,022.83 for the month of December 2019;

recommendation of the Superintendent of Schools, authorize and direct the Board Secretary to execute and serve the T-1 Request for Tax-Levy monies from the City of East Orange. (Attachment 3-d)

e. Recommendation to Approve Fund Raising Requests

WHEREAS, in accordance with Policy #2430 - Extracurricular Activities, fund-raising activities of extracurricular groups must be approved by the Board upon review by the Superintendent; and WHEREAS, the Superintendent of Schools has reviewed and supported the attached requests for Fund Raising Activities;

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the Fund Raising Requests on the attached list. (Attachment 3-e)

f. A-148 Secretary’s Report

WHEREAS, pursuant to N.J.S.A. 18A-17-9, the Secretary of the Board of Education shall report to the

Board at each regular meeting but no more than once each month, the amount of total appropriations and the cash receipts of each account, and the amount for which warrants have been drawn against each account and the amount of orders and contractual obligations incurred and chargeable against each account since the date of the last report; and

WHEREAS, the Commissioner has prescribed that such reporting take place on Form A-148;

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the

recommendation of the Superintendent of Schools, accept and adopt the A-148 and for it to become part of the official minutes of this meeting: (Attachment 3-f)

g. A-149 Treasurer’s Report

WHEREAS, pursuant to N.J.S.A. 18-A:17-31 et seq. boards of education are required to have the appointed position of Treasurer of School Monies; and

WHEREAS, the Treasurer shall serve in trust to receive and hold all school monies belonging to the district; and WHEREAS, the Treasurer shall report to the Board of Education on a monthly basis on the Form A-149, which is prescribed by the Commissioner of Education;

h. Budgetary Major Account/Fund Status Certificate

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, and pursuant to N.J.A.C. 6A:23-2.12(c)4, certify that, after a review of the Secretary’s Reports, and the A-149 Treasurer’s Reports, and upon consultation with appropriate district officials, to the best of the Board of Education’s knowledge, no major account or fund has been over expended in violation of N.J.A.C.6A:23-2.12(b) and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year. i. Donation for STEM Academy (Mr. Stallings) BE IT RESOLVED: the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves the acceptance of a $5,000.00 grant from BASF, Chemical Company to purchase (6) Discover Drone Kits. (Attachment 3-i)

j. Donation of Blinds (Dr. Adam)

BE IT RESOLVED: the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves the donation of blinds from Diana Faillace of 243 Irving Avenue in South Orange, NJ. The blinds will be used to replace the worn drapes in the gymnasium. The donation will be at no cost to the district. (Attachment 3-j)

k. One Year Preschool Program Plan Annual Update for 2020-2021 SY and One-Year Budget for the

2020-2021 SY (Ms. Aquil, Ms. Lofton-Simpson) BE IT RESOLVED: the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves the submission of the One-Year Preschool Program Plan Annual Update for 2020-2021, and the One-Year Budget for the 2020-2021 SY in the amount of $20,122,243.

BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the

would like to dispose of an unserviceable vehicle; and WHEREAS, this vehicle has been deemed a total loss; and WHEREAS, the condition of the vehicle was established by the New Jersey School Board Insurance

Group; NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the

recommendation of the Superintendent of Schools, authorize the Board Secretary to dispose of the following unserviceable motor vehicle.

m. A Resolution Authorizing East Orange Board of Education participation in the ACESplus Program for Energy Consulting Services

WHEREAS, “The Electric Discount and Energy Competition Act,” P.L. 1999, c. 23 (“EDECA”) authorizes the New Jersey School Boards’ Association (“NJSBA”) to obtain electricity and other energy-related services for individual local boards of education on an aggregated basis; and WHEREAS, NJSBA has formed the Alliance for a Competitive Energy Services, hereinafter referred to as “ACES,” a Cooperative Pricing System (E88-01-ACESCPS) to effectively obtain electricity and other energy-related services for its members; and WHEREAS, N.J.S.A. 18A:18A-11 authorizes local district boards of education to enter into cooperative pricing agreements; and WHEREAS, ACES has offered voluntary participation in a cooperative pricing system for the group purchase of electricity; and WHEREAS, the East Orange Board of Education in Essex County, State of New Jersey (“District”), is a participant in the ACES Cooperative Pricing System; and

WHEREAS, under EDECA, NJSBA is authorized to provide other energy-related services to its members; and WHEREAS, NJSBA and the New Jersey Association of School Administrators (“NJASA”) has created, and is offering to school districts and others, the ACESplus Program, which is designed to assist participating members with the evaluation and implementation of certain energy related programs, including renewable energy and energy efficiency programs; and WHEREAS, District desires to participate in the ACESplus Program; and

m. A Resolution Authorizing East Orange Board of Education participation in the ACESplus Program for Energy Consulting Services – Cont’d

WHEREAS, the NJSBA, as the Lead Agency, via its professional energy consultant, Gabel Associates, will work with the District to evaluate, develop and administer an RFP process to select a solar power purchase agreement provider and provide related construction administration services and/or administer an energy efficiency program and provide related client representation services through construction all in accordance with the requirements of the Public School Contracts Law (N.J.S.A. 18A:18A 4.6 & 4.1), EDECA and the Proposal from Gabel Associates dated (November 27, 2019) attached hereto as Exhibit A, (the “Proposal”); and NOW, THEREFORE, BE IT RESOLVED on December 10, 2019 by the East Orange Board of Education, Essex County, State of New Jersey, as follows:

TITLE This RESOLUTION shall be known and may be cited as the “ACESplus Program Resolution of the East Orange Board of Education”. AUTHORITY The Business Administrator is hereby authorized and directed to work with the Lead Agency, via its professional energy consultant (Gabel Associates), to evaluate, develop and administer one or more RFP processes for the District under the ACESplus Program, as authorized by, and in accordance with the requirements of, the Public School Contracts Law (N.J.S.A 18A;18A 4.6and 4.1), EDECA and the Proposal. Construction is anticipated to take (18) months to complete. Gabel will charge a monthly fixed fee of $8,650.00 with a total cost not to exceed $155,700. Pursuant to the provisions of N.J.S.A. 18A:18A-11, the Business Administrator is hereby authorized and directed to accept and execute the Proposal from Gabel Associates attached hereto and made a part hereof as Exhibit A. CONTRACTING UNIT The New Jersey School Boards Association, through ACES and its professional energy consultant, shall be responsible for complying with the “Public School Contracts Law,” N.J.S.A. 18A:18A-1 et seq. and all other applicable laws in connection with the preparation, bidding, negotiation and execution of contracts in connection with the ACES Cooperative Pricing System and the ACESplus Program. EFFECTIVE DATE This resolution shall take effect immediately upon passage. (Attachment 3-m)
