Minutes of a regular public meeting of the East Orange Board of Education held on Tuesday, January 14, 2020 at 6:06p.m. in the Conference Room A of the Administration Building, 199 Fourth Avenue, East Orange, New Jersey. I. CALL TO ORDER

Ms. Wilkerson read the following notice: Please take notice that this is a Regular Public Meeting of the East Orange Board of Education. The purpose of this meeting is for the Board of Education to take action on the resolutions as indicated on the agenda. Notice of this meeting has been posted and announced in accordance with the law. Said notice was published in the newspapers and a copy of this notice has also been filed with the Office of the City Clerk of East Orange.

COMMENTS FROM THE PUBLIC

1. Justin Brown; Mayor Ted Green Office, City of East Orange, 44 City Hall Plaza -Would like to thank the department of Special Education for their help in the Toy Caravan. The City was able to give toys to 50 families within the community. -Upcoming events; MLK celebration at Tyson on January 15, 2020 from 5:00-7:00pm -Community meeting on January 16, 2020 on parking at Elmwood Presbyterian -Would like to thank the teachers and staff at Gibson Academy for their cooperation with parking -Invites all of the East Orange faculty, staff and board members to Mayor Green 2nd annual State of the City Press event happening on February 20, 2020

2. Daniella Bailey and Tamika Williams, East Orange, NJ -Issue at an elementary school regarding student and teacher. HIB report was filed back in December 2019. Questioned the integrity of the HIB investigation process as she feels it was done unfairly

3. Tricia- Ann Anderson, Panthers Track Club

-Issue with charges and fees with use of facilities at Bowser School. Ms. Anderson also read a letter from Mr. William Gibbs

4. Dawn Nichol-Manning, President of East Orange Teacher Association. -Thanked Mayor Ted Green, Superintendent Dr. Kevin West, and Board President Tucker for taking the time to discuss teachers’ contracts

5. Virginia Jeffries, 236 Brighton Avenue, East Orange, NJ - Congratulated Tyson choir on their performance - Discussed previously discussed issues

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve permission for Gibson Academy staff and students to

participate in the Leukemia & Lymphoma Societyʹs Pennies for Patients program which will run

from January 15‐30, 2020 at no cost to the district.

e. Spanish Honor Society "Sociedad Honoraria Hispanica" - (Dr. Estrict)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the creation of the Spanish Honor Society ʺSociedad Honoraria

Hispanicaʺ (SHH) to be able to provide our scholars more opportunities for scholarships, exposure

and international travel through the resources the society provides. The cost to the board will be a

one‐time $35 charter fee. This year we have about 40 students who qualify for the SHH.

Response Team Resource Manual for use by assigned team members and appropriate school staff

during times of crisis. Utilization of this manual will create a uniform approach/response to such

crises. There will be no cost to the district.

y. Money Smart (FDIC) Financial Literacy Program Grades 3‐8 ‐ (Dr. Harvest/Dr. Watson)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the facilitation of the Money Smart for Young People, Financial

Literacy Program for students in grades 3‐8. The program will take place at participating schools at

a time that does not interfere with instruction. z. Artist‐in‐Residence in Film ‐ (Ms. Champagne/Mrs. Colson)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve artist in residence Julion St. Hill of Legacy Media to work on

documentary with Future Ready Prep and develop a media page for arts. Cost to the district $1,700.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve artist in residence to provide specialized drums instruction to

Tyson and Campus HS instrumental students and side‐by‐side performances with Tyson

instrumental music students between January and May 2020 at a cost to the district not to exceed

$2,500.


bb. Costley Parent University ‐ (Ms. Toles)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve monthly parent university workshops January through June

(1/16/2020, 2/20/2020, 3/19/2020, 4/23/2020, 5/28/2020 and 6/18/2020) from 5:00‐7:00pm at a cost not to

exceed $6,540.00.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the contract between the EOSD and the Crisis Prevention

Institute to provide on‐site nonviolent crisis intervention (NCI) training for four (4) staff members.

The four‐day training will take place during the week of February 25‐28, 2020. The cost to the

district will be $8,678.00.

dd. Comic Book Literacy Club ‐ (Dr. Adam)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the formation of a comic book literary club at Cochran

Academy. The club will meet on Tuesdays and Wednesdays starting January 21, 2020 and operate

from 3:00 pm‐4:30 pm. The Bass Foundation will pay for all costs associated with the program. This

initiative will be on no cost to the district.

ee. Cochran Academyʹs First and Second Grade Boys Book Club ‐ (Dr. Adam)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the establishment of a Boys Book Club at Cochran Academy.

The program will commence January 21, 2020 and will be in session on Tuesdays from 3:00 pm‐4:30

pm. All resources required for the success of the program will be provided by the Bass Foundation.

The clubʹs operation will be at no cost to the district.

ff. 2nd Annual Math Madness ʺPi‐Dayʺ 24 Game Competition ‐ Amendment‐ (Ms. Champagne/Mr.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve an additional grade level (Grade 5) for the 2nd Annual Math

Madness Pi‐Day 24 Game Competition to be held at Campus HS on March 12, 2020 from 6:00 pm‐

8:00 pm which was Board approved at the August 13, 2019 meeting. This additional cost to the

district will not exceed $7,000.00.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve Quaver Music SEL resources for elementary music instructors at

Banneker, Garvin, Louverture, Hughes, Houston, Jackson, Warwick and Tyson Elementary for one

calendar year, January 1 ‐ December 31, 2020. Cost to the district: $5600 for licenses for one year.


hh. Artist in Residence for Dance Theater ‐ (Ms. Champagne/Mrs. Colson)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve artists in residence Wincey Terry of Winceyco and Deidre Sears

to work with elementary students from Garvin, Parks, Carver, Banneker and Hughes for celebrate

dance. Cost to the district $2200.00.


ii. Liberty Science Center Live Surgery Virtual Connection @ Campus HS ‐ (Dr. Estrict)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the virtual connection with Liberty Science Center for the

purpose of live real‐time views of surgeries performed at a partner hospital on January 28, 2020 and

March 11, 2020. While the virtual connection is at no cost to the district, Liberty Science Center will

charge $18.50 per student per surgery to view. For a group of 40 students and two surgeries, the

total program cost is $1,480. The students will view the live surgeries from the Campus HS

Amphitheater.

recommendation of the Superintendent of Schools, authorizes and approves the payment of bills on the attached for the Tuesday, January 14, 2020 board meeting in the amount of

$5,877,833.99. (Attachment 3-b) c. Appropriation Transfers

WHEREAS, N.J.S.A. 18A requires that the Board of Education approve appropriation transfers; and WHEREAS, Board of Education Policy #6422 delineates the process for transfer of funds between line items; and WHEREAS, the Superintendent has authorized the budget adjusted to reflect the appropriation transfers; NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, does ratify the transfers approved by the Superintendent of Schools. d. T-1 Request for Taxes from the City of East Orange

WHEREAS, N.J.S.A. Title 40 provides for a board of education in a Type I School District to requisition Tax-Levy monies from the municipality in an amount estimated to represent the balance of its projected cash flow needs; and WHEREAS, the Secretary of the Board has determined this amount to be $1,862,022.83 for the month of January 2020;

d. T-1 Request for Taxes from the City of East Orange –(cont’d) NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the

recommendation of the Superintendent of Schools, authorize and direct the Board Secretary to execute and serve the T-1 Request for Tax-Levy monies from the City of East Orange. (Attachment 3-d)

e. T-2 Request for Debt Service Taxes from the City of East Orange WHEREAS, N.J.S.A. 54:4-75 and 76 provides for a board of education in a Type I School District to

requisition Debt Service monies from the municipality in an amount deducted from the Equalization Aid for the Qualified School Bonds; and

WHEREAS, the Secretary of the Board has determined this amount to be $941,831.00 for February 1,

2020. NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the

recommendation of the Superintendent of Schools, authorize and direct the Board Secretary to execute and serve the T-2 Request for Debt Service monies from the City of East Orange in the amount of $941,831.00. (Attachment 3-e)

f. Recommendation to Approve Fund Raising Requests

WHEREAS, in accordance with Policy #2430 - Extracurricular Activities, fund-raising activities of extracurricular groups must be approved by the Board upon review by the Superintendent; and WHEREAS, the Superintendent of Schools has reviewed and supported the attached requests for Fund Raising Activities;

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the Fund Raising Requests on the attached list. (Attachment 3-f)

g. A-148 Secretary’s Report

WHEREAS, pursuant to N.J.S.A. 18A-17-9, the Secretary of the Board of Education shall report to the

Board at each regular meeting but no more than once each month, the amount of total appropriations and the cash receipts of each account, and the amount for which warrants have been drawn against each account and the amount of orders and contractual obligations incurred and chargeable against each account since the date of the last report; and

WHEREAS, the Commissioner has prescribed that such reporting take place on Form A-148;

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the

recommendation of the Superintendent of Schools, accept and adopt the A-148 and for it to become part of the official minutes of this meeting: (Attachment 3-g)

h. A-149 Treasurer’s Report WHEREAS, pursuant to N.J.S.A. 18-A:17-31 et seq. boards of education are required to have the appointed position of Treasurer of School Monies; and

WHEREAS, the Treasurer shall serve in trust to receive and hold all school monies belonging to the district; and WHEREAS, the Treasurer shall report to the Board of Education on a monthly basis on the Form A-149, which is prescribed by the Commissioner of Education; NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, for the period ending November 30 2019 upon the recommendation of the Superintendent of Schools, adopt the A-149 and cause it to become a part of the official minutes of this meeting: (Attachment 3-h)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

o. Request for Authorization to Purchase a 2020 Ford Transit Connect Van from Beyer Ford of

Morristown, NJ through the Educational Services Commission of New Jersey 2019-2020 SY WHEREAS, the Educational Services Commission of New Jersey is the sponsoring Lead Educational Agency (“LEA”) responsible for the management of the Pricing Cooperative pursuant to NJSA 18A:18A-11 et seq. and NJAC 5:34-7.1 et seq; and

WHEREAS, all bids received were opened and publicly read aloud by the Educational Services Commission of New Jersey on various contacts and awards were made by resolution and; WHEREAS, the East Orange School District intends to purchase a 2020 Ford Transit Connect Van (S7E) XL LWB, under the ESC Co-Op #65MCESCCPS – ESCNJ 17/18-21, for an amount not to exceed $27,310.00, and; NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, hereby authorizes the purchase of a 2020 Ford Transit Connect Van from Beyer Ford of Morristown, NJ in connection with our participation in the Educational Services Commission of New Jersey as registered and approved by the Director of the Division of Local Government Services in the Department of Community Affairs.

p. Monetary Donation from the Tyson Foundation

BE IT RESOLVED: the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves the acceptance of a monetary donation estimated value of $6,303.00 for the Cicely Tyson Foundation. The monetary donation will be applied to the Student Activity Account. No cost to the district. (Attachment 3-p)

q. Wrap Around Service Enhancement Grants for the 2019-2020 BE IT RESOLVED: the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves the submission and acceptance of a flow through grant, Wrap Around Services Enhancement Grants for the 2019-2020 school year in the amount of $152,350. BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. East Orange Board of Education, under AOL Docket No. 16273-19 by the East Orange Board of Education; WHEREAS, the Board hereby authorizes the release of payment in the amount of $517.44 as check payable to Fatima Belal, pursuant to the Settlement Agreement; NOW, THEREFORE, BE IT RESOLVED, that Board President, Terry Tucker, is hereby authorized by the Board to sign the agreement on behalf of the East Orange Board of Education.

The East Orange Board of Education will hold its next REGULARLY SCHEDULED PUBLIC MEETING Tuesday, February 11, 2020, at 6:00 p.m. in Conference Room A of the Administrative Offices, 199 Fourth Avenue, East Orange, NJ. The Board of Education will retire to Executive Session after “Comments from the Public” in which they will discuss matters pertaining to negotiations, personnel and/or litigation. The Board will resume the regular public meeting at or about 8:00 p.m.; immediately following the Executive Session.
