Dear Scouts,Dear friends of nature,

It is my great pleasure to be the honorary president of the 40th World Scout Conference and the 12th World Scout Youth Forum, which are being hosted by the Scout Association of Slovenia in cooperation with the World Organization of the Scout Movement

(WOSM). Both events will take place in the Republic of Slovenia in August 2014.

The World Scout Conference is the highest decision-making body in the World Organization of the Scout Movement. It is there-fore essential not only for the functioning and the development of your organization, but also for the development of the entire movement of young Scouts who follow the guidelines of your message. The message, which will be the outcome of your gather-ing in Slovenia, is an extremely valuable one; therefore, I am sure that you will all – together – strive to achieve the very best of

results during the two events.

I do wish all of you great success, both in your personal lives and in spreading the positive spirit of Scouting.

Dear Friends in Scouting, It is a great pleasure and a privilege to invite you to Slovenia in 2014 for the 40th World Scout Conference and 12th World Scout Youth Forum. Slovenian Scouts are proud to have been awarded the honour and responsibility of hosting these two events. We are doing our utmost to ensure the Conference and the Forum are a success and that you enjoy your stay in our green country. Slovenia is a mountainous country, covered with forests and interlaced with clear rivers and streams, making it an excellent envi-ronment for Scouting. This is one of the reasons why Scouting took root in Slovenia in 1920’s and has been developing ever since, regardless of the dramatic changes that our part of Europe witnessed in the 20th century. We cherish our natural environment and our Scouting tradition, and we will be happy to share them with you during your stay here. The Conference and the Forum will contribute greatly to the further development of the Scouting movement in Slovenia by bring-ing the global Scouting idea closer to our young people and the public in general. This is particularly important in current times of economic crisis, when the values of Scouting are recognised by society as a whole, and more and more of our young people are joining our ranks. Halfway between London and Istanbul; a two-hour drive from Venice; a short trip from metropolises of Vienna and Prague – geographically, his-torically and culturally, Slove-nia has always had a European flavour. You can find the best of the whole continent in a relatively small area: moun-tains and lakes, the Mediterra-nean Sea, vast forests, ancient castles, and urban rhythms. Stepping into Slovenia, one enters a stunning mixture of biological, landscape, and cul-tural diversity. Over one third of the country is protected un-der the Natura 2000 network, determining reserved sites

for bird conservation and the conservation of habitat types and species. Slovenia is also a smart choice for those seeking spa and wellness programmes with its rich tradition and a long list of outstanding health and tourist resorts.

Slovenia is one of the young-est democracies in Europe. It gained independence in 1991 after leaving the Yugo-slav federation. It won inter-national recognition almost immediately and became a member of the European Union in 2004.

The local economy is becom-ing increasingly service ori-ented. Industry is very impor-tant with a high percentage of manufacturing, whereas agriculture has declined as an economic segment. Come to Slovenia and explore the diversity of Europe!

The World Scout Youth Forum is an educational tool to support the process of developing youth partici-pation in partnership with adults and young members in the oldest age sections. It is an event that empowers and inspires young people through a participatory

WORLD SCOUT YOUTH FORUM approach, helping them to develop skills in decision-making which can be used within Scouting and in the wider society. The forum will take place from the 4th to 7th of August 2014 at Rogla (www.rogla.eu). The venue is located in the

northeast of Slovenia on a plateau in the midst of wide forests and boasts a calm and relaxing environment.

The theme will be: One tree, many branches - symbolizing the unity and diversity of Scouting. The theme will be complemented by three key

Young adults participating in both events – the Youth Forum and the Conference – will be invited to take part in the inter-event programme which will take place from the 8th to 10th, August 2014. The programme will be based on three main pillars: discovery, nature and network.

The participants of the in-terevent will be given an op-portunity to discover Slove-nia’s natural treasures, while relaxing, strengthening their new bonds of friendship and simply enjoying Slovenia.

We are also planning a series of Scouting activities to give participants an insight into Scouting traditions, both in Slovenia and worldwide.

The World Scout Confer-ence is the governing body, the “general assembly” of Scouting, and is composed of members from all of the National Scout Organizations within WOSM. Its function is to consider the policy and standards of the Scout Move-ment throughout the world,

formulate the general policy of the World Organization and take the action required to further the purpose of the Movement. Some of the functions of the Conference are to elect members of the World Scout Committee, admit new mem-

ber countries, and select the venues for forthcoming World Scout Events, namely World Scout Jamborees, World Scout Moots, World Scout Conferences and World Scout Youth Forums. The 40th World Scout Confer-ence will take place from the 11th to 15th of August 2014 at Gospodarsko razstavišče – Ljubljana Exhibition and Convention Centre (www.ljubljanafair.com), the larg-est multifunctional events centre in the city centre of the Slovenian capital Lju-bljana. It hosts all types of business events on a regular basis (congresses, seminars,

various workshops, concerts and other entertainment and cultural events).The venue will not only provide a quality working environment for the con-ference, but also give our guests an opportunity to discover Ljubljana and enjoy its pleasant summer vibe. The Host Committee is also planning various events for participants at different loca-tions, including Tivoli Park, Ljubljana Castle and Križanke Summer Theatre.

Ljubljana lies halfway be-tween Vienna and Venice, at the crossroads of different cultures, geographical regions and historical developments. Besides having everything that all other modern capitals have, Ljubljana has succeeded in maintaining the relaxed atmosphere of a small city.

LJUBLJANA

It is a very unique city, dotted with pleasant picturesque places where you can expect all kinds of nice little surprises. Both residents and numer-ous visitors alike perceive Ljubljana as a city made to the measure of man. Ljubljana’s old city centre is full of outstanding architec-ture, a medley of styles from different periods in history. The city had been bound together into one of the 20th century’s most amazing total works of art by the world famous architect and urban planner Jože Plečnik, whose masterpieces can also be seen in Prague and Vienna.

Its character is mainly due to a unique and fortuitous mixture of two very different, but complementary features. On the one hand, the city is famed for its historical heri-tage and tradition; the year 2014 will mark 2000 years since the founding of ancient Emona (short for Colonia Iulia

Aemona), a Roman castrum in the Ljubljana Basin. On the other hand, it is a relatively young city with a modern life-style whose residents’ average age is only slightly above 40. Due to its geographical posi-tion, Ljubljana is also a perfect base for exploring the many faces and beauties of Slovenia.

PARTICIPATION FEESThe fees for delegates and observers cover Conference and Youth Forum facilities, all official documentation, all meals during the Youth Forum, lunches from Monday to Friday during the Confer-ence as well as an opening dinner and farewell banquet, social activities and special

events organized by the Slo-venian hosts, transport from Ljubljana International Airport to the hotels and back, to programme events and to and from the event venues.

The participation fees were set by he World Scout Committee at its meeting in March 2013, and are in line with the Con-ference Resolution 6/02 ad-opted in 2002 in Thessaloniki, proposing a special combined “Forum + Conference” fee for participants below the age of 26 attending both events.

The official logo of the 40th World Scout Conference and the 12th World Scout Youth Forum is composed of four main elements. The tree represents the forests which cover as much as 58% of the Slovenian territory. In terms of relative forest cover Slovenia is third in Europe, after Finland and Sweden. The forests are a major resource in terms of their economic, ecological and social functions, as well as in terms of the beauty they lend to the Slovenian landscape. The waves represent the waters which serve as a looking glass for Slovenia’s unique web of European geographical diversity and regional vibrancy. Numerous streams and rivulets cascade into gorges, through rapids, plunge down waterfalls and lazily flow along lake beds and river bottoms, from

where their large relentless bulk arrives into the nearby Adriatic or the more distant Black sea. The tepee tent represents Scouting and links this logo to the one of the Scout As-sociation of Slovenia. The WOSM Emblem repre-sents the global Scout move-ment, of which the World Scout Conference is the high-est decision-making body.

The size of Slovenia and the central location of the capital as the Conference venue are very favourable for day trips all around the country. This will allow people accompany-ing delegates or observers to make the best of their stay in Slovenia. They will be taken to the most beautiful of the

ACCOMPANYING PERSONS’ PROGRAMME

natural sights and have the opportunity to learn about the culture and the rich his-tory of this small, but pictur-esque country.

MONDAYWe will start our discovery of Slovenia in the northwest of the country. A morning visit

to the Slovenian jewel BLED will give us spectacular views of the Alps from a traditional boat called “pletna”. The boat will take us to the little island in the middle of the lake and its church, and then we travel to the castle up above the lake. We will con-tinue our journey towards the glacier lake of BOHINJ and visit the national training centre of the Scout Associa-tion of Slovenia. On the way back to Ljubljana, we will stop at the VINTGAR GORGE near Bled.In the evening all accompany-ing people are invited to join the opening ceremony of the 40th World Scout Conference.

TUESDAYWe will continue our discov-ery by unveiling the charms of LJUBLJANA. The guided sightseeing tour will take us from the popular meeting point at the Three Bridges and Prešeren Square, to the Town Hall; Robba’s Fountain; the beautiful arched facade

around the open-air market; the Cathedral; the Castle; the Parliament and more. This will give you a feel of all the different periods of Ljubljana – from the Roman Emona to a modern European capital.The day will come to an end at the international evening of the conference.

WEDNESDAYOnce again we will head west, only this time it will be southwest. The land of thou-sands of caves will host us for the day. We will visit LIPICA and its Stud Farm, where the noble Lipizzaner horses originate from. We will continue our discovery in the ŠKOCJAN CAVES, a UNESCO natural world heritage site, boasting the 1400-metre long and 150-metre deep underground canyon of the Reka river. Only a few kilome-tres away, there is another magnificent geological Karstic phenomenon: an intermit-tent lake. When at its full capacity, CERKNICA LAKE is

Slovenia’s largest lake. In the evening, you can join confer-ence delegates and observers during their own discovery of Slovenia, with all five senses, at the Slovenian evening.

THURSDAYA summer visit to Slovenia cannot pass by without a

visit to the coast. We will visit KOPER, featuring much more than the biggest port in Slovenia. Beautiful pal-aces in the city centre will surely leave a memorable impression. We will also discover the oldest town on the coast, PIRAN, and the most popular tourist des-

tination, PORTOROŽ. The journey will finally take us to the SEČOVLJE SALINA Nature Park, one of the last two salt works in Europe, where salt is still harvested by hand and salt based products are produced in the traditional manner.

The 380 EUR registration fee for the accompanying person includes a participant kit; air-port transfers; the opening and closing ceremonies; the Slovenian and international evenings at the Conference; tours; excursions and lunch on the 11th, 12th, 13th and 14th.

FRIDAYWe will spend our final day of discovery in the north-east of the country. CELJE will welcome us with its rich cultural legacy of the Counts of Celje. We will visit the oldest Slovenian city, PTUJ, with its castle and old wine cellar. Ptuj is also the capital of carnival and the place of origin of the famous Slove-nian Kurent mask.We will come back to Ljubljana in plenty of time to prepare for the closing ceremony of the 40th World Scout Conference.

The valley is a blend of distinctive cultural heritage and boasts a wide spectrum of protected natural resourc-es. You will be welcomed by an array of staggering water-falls and playful cascades.

The Soča Valley is a place of historic European impor-tance. It will surprise you with its mule trails running across mountain slopes to World War I front-line posi-tions, outdoor museums and historical remains linked by

the Walks of Peace. This is also the place to go when looking for thrilling outdoor adventurous activities.

SMELL THE SCENT OF THE ADRIATICSlovenia has an idyllic slice of Mediterranean sunshine with a charming combination of fishing villages, olive groves, clear water and abundant vegetation. The unique Strun-jan cliff ascends 80 metres above the sea and is the high-est flysch wall on the Adriatic coast.

almost half of the area of Slovenia. The name for the amazing shapes created by the waters in the limestone derives from the name of the plateau Karst in the south-west end of Slovenia.

Here you will visit our famous caves, the Postojna Cave, which is the most visited cave in Europe; the Škocjan Caves, listed in the world natural heritage at UNESCO and many others. Besides more than 8000 known caves and pot-holes, there are also springs and intermittent springs, disappearing lakes, swallow holes and other Karstic geo-logical features.

TOUCH THE SKY FROM TRIGLAVThe Triglav National Park cov-ers the area of the Julian Alps in north western Slovenia. Its name comes from Slovenia’s highest mountain, Triglav, which rises 2,864 metres high.

Countless natural and cultural features are dotted around the diverse mountain terrain with its peaks and valleys, and there are ample opportunities for activities in the natural environment and for active leisure time. Forests cover a full two thirds of the park area. Enjoy one of the oldest natural parks in Europe.

SLOVENIASlovenia lies in Central Eu-rope and borders Italy, Aus-tria, Croatia and Hungary. It is just a few hours travel from Venice or Vienna. Slo-venia is easy to reach from neighbouring countries, with good road and rail links and daily flights from numerous European cities. As a mari-time nation, Slovenia can also be reached by sea.

ARRIVE BY BUS OR TRAINBuses and trains to Slovenia run every day from numer-ous European cities. Trains are also available with sleeper carriages for longer journeys.

PLAN YOUR TRIP TO SLOVENIA

ARRIVE BY AIRThe main entry point for the participants will be Ljubljana Jože Pučnik International Airport, which is located 25 km from Ljubljana city centre. Adria Airways, Slovenia’s national carrier, has experience spanning 50 years in charter and sched-uled flights. Adria operates around 200 direct sched-uled flights per week from Ljubljana to 20 destinations, mainly in Europe. Adria is a modern and efficient airline, meeting all safety, technical and commercial standards and requirements and is a member of the Star Alliance network.

Apart from the national car-rier, other airlines currently flying to Ljubljana Airport include: Air France, Montene-gro Airlines, easyJet, Turkish Airlines, Wizz Air and Finnair.

On designated arrival days, Forum and Conference partici-pants will be welcomed by lo-

cal Scouts at Ljubljana Airport and transferred as part of the conference fees to the venues and/or conference hotels.

Assistance will be provided for participants flying to/from the neighbouring airports, in particular Venice, a convenient destination for

VOLTAGEMains electricity in Slovenia is a 230 Volts 50 Hz system. Slovenia uses the Europlug (CEE 7/16). Adapters for most other European plugs as well

MOBILE PHONESAs in other European coun-tries, GSM mobile phones operate in the 900 MHz or 1800 MHz frequency bands. Because Slovenia is a member of the EU, roaming charges within EU countries are capped.

Zveza tabornikov Slovenije, the National Scout Organiza-tion of Slovenia (ZTS), is the largest youth organization in Slovenia. We have first-hand experience in hosting a large scale event – the European Guide and Scout Conferences in 2007.

Based on the outstandingly positive feedback from that event coupled with the knowledge and skills we learnt and improved on, we took on the challenge of hosting the World Scout Youth Forum and World Scout Conference.

SCOUT ASSOCIATION OF SLOVENIA

As an organization we are involved at different levels and in various aspects of the Slovenian society. Hosting the World Scout Youth Forum and World Scout Conference will give us an opportunity to further promote Scout-ing and its values within the wider society.

In 2014, ZTS will celebrate its 20th anniversary of joining the World Organization of the Scout Movement as an independent National Scout Organization.
