Srinagar, Nov 19: The J&K Government is contemplat-ing to build “mini dams” on tributaries of river Jhelum to offload pressure on the water body in extreme situa-tions and avert the 2014-like floods in Kashmir in future.
The Flood Control Department Kashmir has started a feasibility exercise in this regard and is mulling to rope in expertise at inter-national level for construc-tion of water storage facili-ties, within the provisions of Indus Water Treaty, to address Kashmir’s vulner-ability to floods.
Chief Engineer of the Department Javed Jaffer said the storage facilities would handle additional discharge from the tributar-ies during extreme weather conditions to ensure normal flow in Jhelum.
During last year’s dev-astating deluge, Jhelum—against the present capacity of less than 30000 cusecs—recorded flow of over 1.20
lakh cusecs following con-tinuous rainfall for almost a week, which ultimately saw water currents breaching embankments of the river and flooding the Valley.

Srinagar, Nov 19: Four days after army men thrashed people in north Kashmir’s Bandipora dis-trict, injuring five people, including a woman, the Dis-trict Development Commis-sioner on Thursday asked the Army to follow Standard Operating Procedure (SOP) “while going for anti-mili-tancy operations in civilian areas.”

Police offers ‘handsome salary’ for jobs, but Valley youth show ‘little interest’

Srinagar, Nov 19: The J&K police has offered a handsome salary of Rs 20000 per-month, apart from “fair and transparent recruitment pro-cess”, in a bid to woo youth to join the force during its maiden “digital recruitment drive” being held from November 22.
According to officials, at least one lakh youth from three J&K regions have applied for 4000 posi-tions of constables to be filled up during the “first-ever transpar-ent digital recruitment drive.”
Interestingly, police is offer-ing what it calls a handsome salary to the new recruits. “A new recruit will get at least Rs 20000 as monthly salary,” said L Mohanty, Additional Director Gen-eral of Police, Home Guards, who is also the chairman of Police Recruit-ment Board. “These new faces in police would be humane, qualified and disciplined. One would see well-mannered policemen in the field and on the streets.”
Mohanty said the drive is “going to be transparent. There will be an RFID chip for every candidate that will record his run. Similarly push-
ups would also be video-graphed. The entire recruitment process would be computerized and will have no human interference. There will be no scope for any influence, faults, or confusion. If the candidate claims he did well and was still dropped, we can show him his videos and say why he was dropped.”
Mohanty said: “We are using bio-metric devices to ensure the smooth recruitment.”
The police officer said they have received one-lakh applications for 4000 posts of constables from three regions of J&K—Kashmir, Jammu and Ladakh.
“We have received around 50,000
applications from Kashmir division including Leh and Kargil districts and similar number of applications from Jammu region,” Mohanty said. “There are only 4000 posts of police constables to be filled up. Of these, 1000 are for Executive police and 3000 for Armed."
According to the police data, very less youth have showed their interest in joining the police force. “Only 2760 youth from entire Srinagar district have applied for these posts,” a police officer said.
He said youth of Shopian district of South Kashmir too have shown little interest for the recruitment drive. “Only 1766 youth have applied from Shopian district, 7577 from Anatnnag, 4137 from Pulwama and 4428 from Kulgam,” the officer said.
Mohanty sought to downplay lack of interest of youth in joining the police force, saying, “There are other job avenues for the youth in Srinagar as compared to those in rural areas.”
“This could be a reason why we have received less applications from Srinagar district,” he said.
Sameer Ahmed, a youth from Shopian district, said the main source of their livelihood is the apple production.

Srinagar, Nov 19: The State Cabinet which met in Jammu on Thursday under the Chairmanship of Chief Min-ister Mufti Muhammad Sayeed gave its nod to the constitution of a Sub-Committee of the Cabinet to examine implementation of the National Food Security Act 2013 in the State.
The Sub-Committee comprising Deputy Chief Minister as Convenor and Minister for CA&PD and Minis-ter for Finance, Labour & Employ-ment and Culture as members shall submit its recommendations by 25th of November 2015, an official spokes-man said.
While the J&K government is mull-ing to implement the National Food Security Act (NFSA), the State would still face shortage of more than 2 lakh metric ton food-grains annually to feed its entire population even after the legislation is implemented, offi-cial documents reveal.
A copy of the minutes of the consul-tation meeting of State CAPD minis-ters held on July 7, 2015 at New Delhi lay bare that J&K would be facing shortage of more than 2 lakh metric ton food grains to cover its population.
As per the latest figures, J&K has 1.36 crore population.
“The population covered is 74 lakhs under NFSA and the annual alloca-tion under the Act is 7.51 lakh metric ton including tide-over allocation of 2.72 lakh metric ton. It was stated that this allocation is not sufficient as the State has to provide food grains to 100% population for which the requirement of food grains will be 9.71 metric lakh ton,” the document reads.
In the meeting, the State govern-
ment demanded that the coverage of the food programme should be increased to 90% in rural areas and 75% in urban areas.
It also sought one more year to implement the law. “The State needs one more year to implement the Act. Union Minister (CA&PD) advised the State Govt to start implementing the Act at the earliest so that its benefits start reaching the people without any delay,” the document reveals.
When contacted, Minister for CAPD Choudary Zulfikar told Greater Kashmir that only 17 lakh souls would be left-out after the law is implement-ed.
“We will be covering 74 lakh souls under the law while another 45 lakh population would get ration from the tide-over allocation,” he said.
He said the population cov-ered under the program would get foodgrains at Rs 2 and Rs 3 per-kilo-gram while those covered from tide-over allocation would get it at Above Poverty Line rates.
“The best thing is that we are get-ting food-grains at highly-subsidized rates,” he said, adding, “We can pur-chase ration for left-out population from the open market.”
Earlier this year, a high-level com-mittee constituted by the government strongly recommended for its imple-mentation in the state.
The committee comprising admin-istrative heads of Planning, Finance, Law and CAPD departments was con-stituted to go-over financial and legal implications of the food program.
The previous NC-Congress had opposed the law, claiming that 39 lakh population wouldn’t get subsidized ration once it is implemented.

7th Pay Commission recommends 23.55% hikeNew Delhi, Nov 19: In a big bonanza to central employees and pensioners, the seventh Pay Commis-sion on Thursday recom-mended a 23.55 per cent increase in salary, allow-ances and pension along with a virtual one-rank-one-pension for civilians, involving an additional outgo of Rs 1.02 lakh crore a year.
A minimum pay of Rs 18,000 per month and a maximum of Rs 2.5 lakh per month has been rec-ommended by the Commis-sion, headed by Justice A K Mathur, that presented its 900-page report to Finance Minister Arun Jaitley here.
The recommendations, which are to be implement-ed from January 1, 2016, will benefit 47 lakh central government employees and 52 lakh pensioners.
The impact the recom-mendations will be Rs 1.02 lakh crore—Rs 73,650 cr on Central Budget and Rs 28,450 cr on Railway Budget.
The award of the pay panel will also benefit staff of autonomous bodies, uni-versities and public sector units, Jaitley said after receiving the report.

Law Department to fi nalize Budget Session advancement

Jammu, Nov 19: The State Cabinet which met here on Thursday under the Chairmanship of Chief Minister Mufti Muhammad Sayeed asked the Department of Law, Justice and Parliamentary Affairs to process advancement of Budget Session of the State Legislature as per the provi-sions of the State Constitution.
“The Cabinet approved the pro-posal that the Budget allocation for the 50% of the amount under each head including CAPEX would be released by the end of February or 1st week of March to enable the line departments to make adequate preparation in advance and com-mence expenditure from 1st April,” the spokesman said.
The Cabinet also approved that the District Development Board meetings would be held, not later than last week of March, to fi nal-ize the developmental plan of each district. It decided that the midterm Budget review would be presented in the summer session to be held around mid-August every year and the Law Department would take a call, as per the State Constitution, for its extension by 10 days to allow discussions and voting on midyear/revised budget.
The Cabinet also decided that the economic survey containing com-plete facts and fi gures for the last fi nancial year would be presented in the summer session of the legis-lature for discussion.
