The scheme would be run on the pattern of the Rehbar- e-Taleem (ReT) and Rehbar-e- Zeerat (ReZ) which is already in vogue in the education and agriculture sectors. Under these programs the appoin- tees get mere stipends for first five years of their service. The announcement in this regard was made by the Min- ister for CA&PD, Choudary Muhammad Ramzan at Hand- wara, an official statement said. Government has worked out that around 16000 profes- sionals would be benefitted under the program and at the same time it is expecting that the initiative would help to streamline the public distri- bution system by engaging additional manpower. Under the program the State is contemplating to open ration depots at uncovered and far flung areas where people face problems especially during winter months in get- ting ration on regular basis as the Public Distribution System continues to be faulty. J&K has over five lakh unemployed youth and with least avenues available in the private sector, jobless edu- cated youth see a hope in the government jobs only. The move by the National Conference and Congress coalition, to introduce ReK, comes at a time when J&K is gearing up for the Assembly elections later this year after the ruling parties faced defeat in the Lok Sabha elections at the hands of the opposition PDP and BJP. In an attempt to stage a comeback post LS poll drub- bing, the government has already announced many populist measures including enhancement in the retire- ment age of the employees from 58 to 60 years and revo- cation of the stipendiary mode recruitment policy for non-gazetted posts. Restrictions continue in Sopore for 5 th day G M BHAT Sopore, June 27: Authori- ties Friday imposed curfew- like restrictions in this north Kashmir town for the fifth consecutive day. The curfew is in place since June 23 after a 24-year- old youth was shot dead when government forces fired indiscriminately on a group of youth. Across the town, forces had placed barricades of concertina wire while move- ment of people was blocked. Business continued to remain affected while traffic too remained off the roads. The restrictions on Friday resulted in a shut- down which locals have been observing since the killing of the youth. Police and paramilitary forces had laid barricades at key locations including Iqbal Market, Main Chowk, Chanakhan, Hatishah and Cement Bridge. The restrictions were not announced by the govern- ment for Friday. But forces randomly imposed the curbs, affecting key sectors including healthcare. Heavy contingents of forces also remained deployed in various areas including Batapo- ra, Kralteng, Arampora, Chankhan, Naseem Bagh, Krankshivan and Baba Yousuf. However, no report of untoward incident was reported anywhere across the town. The situation in the town has been precarious since June 23 after Arshid Aziz Shah, 24, fell to the bullets of forces at Krankshivan Colony. That day, locals were pro- testing against the killing of a militant in a 20-hour long gunfight and were demand- ing the body of the slain. However, according to witnesses, forces fired indiscriminately on a group, killing Arshid and wound- ing four other youths of the locality. Although the curfew was lifted yesterday morning, the area observed complete shutdown on Thursday. Friday’s restrictions were, however, imposed pri- marily by forces with locals also staying indoors. Amarnath Yatra-2014 Lt Gen Saha reviews security arrangements Srinagar, June 27: Chinar Corps Commander, Lt Gen Subrata Saha, reviewed the security arrangements ahead of the annual Ama- rnath pilgrimage which is scheduled to commence from Saturday (today). The Chinar Corps Com- mander visited Nilagarar, Sheshnag and Chandan- wari areas and took stock of the arrangements made by Army for providing envi- ronmental security for the conduct of the Amarnath Yatra, a defence spokesman said in a statement today. He was briefed by the Com- manders on ground regarding the security arrangements, preparation and readiness to meet various contingencies. Girl, grandmother among 3 drowned Islamabad (Anantnag), June 27: A 16-year-old girl and her grandmother drowned in Tral area of Pul- wama district on Friday. In a separate incident a 4-year-old girl drowned in Mattan area of Islamabad district. Reports said Saima, 16, daughter of Abdul Gani Mir, a 9th standard student, along with her grandmother, Rehmati, 70, were irrigating their paddy field when they slipped into the river Larie in Waghad village of Tral. “Though people rushed to the spot to rescue the duo, how- ever, the fast moving water swept them away,” a police official said. He said later police along with locals retrieved the bodies of the duo. “Following all the neces- sary formalities, the bodies of the duo were handed over to their relatives for last rites,” the police official added. In another incident, a 4-year-old girl, Urfi Jan daughter of Muhammad Iqbal Ganai of Peth Nambal village of Mattan area in Islamabad drowned in a Nallah near her house. “The body was fished out by police and locals and later handed over to her rela- tives for last rites,” a police official said. Geelani again barred from offering Friday prayers Srinagar, June 27: Hurriyat Conference (G) chairman Syed Ali Geelani, who continues to be under house detention, was again barred from offering his Friday prayers today for the 11th time this year. “Tehreek-e-Hurriyat lead- ers, Muhammad Ashraf Seh- raie, Ayaz Akbar and Altaf Ahmad Shah, who continue to be under house arrest, were also not allowed to offer Friday prayers,” said a spokesman of the amalgam in a statement today. Meanwhile, Geelani tele- phonically addressed a func- tion titled “Welcome Ramad- han” organized by Tehreek-e- Hurriyat, district Pulwama. According to a circular issued by Chairman of STA, Saurab Bhagat the practice has resulted in an un-healthy indulgence in business with- out adhering to any control. As per the circular only authorized and bona fide trade certificate holders are authorized to conduct busi- ness of sale of vehicles in terms of Rule 34 of Central Motor Vehicles Rules, 1989. There has been mushroom- ing of sale outlets of such used vehicles across the State which is in violation of law and is required to be stopped forthwith, it further added. Accordingly, the STA has made it imperative for the traders to acquire Trade Certificate to regulate the business within the frame- work of law. “Any vehicle not approved by the Empowered Standing Committee constituted by the Government, if sold inadver- tently will invite a fine of Rs. 1 lakh per violation,” the cir- cular further added. Srinagar, June 27: The Director General of Police (DGP), K Rajendra Kumar today sanctioned scholar- ships for the academic ses- sion 2013-2014 in favour of 63 school going chil- dren of police personnel, having secured distinction in annual examination of class 8th and 9th. Giving the details, the DGP said over Rs 1.51 lakhs were sanctioned in favour of 63 wards of serving police personnel. “The meritorious scholar- ships have been sanctioned in favour of those children who have secured 75 percent and above marks in class 8th and 9th. The objective of grant- ing scholarships is to boost talent among children so that they could compete in differ- ent educational streams in future,” he added. On the occasion, Rajen- dra stressed upon the par- ents to make best use of the scholarships for further studies of their children. He said scholarships are being sanctioned out of Central Police Welfare Fund.
