Status of compliance of conditions of Environment Clearance granted by MOEF videletter no. J-13012/79/2008-IA.II (T) dated 16.09.2010 to M/s. DB Power limited, 2X600MW Thermal Power Plant located at Baradarha, Janjgir- Champa, Chhattisgarh

(Period : October 2019 – March 2020)A. Specific Conditions

i. Vision document specifying prospective plan for the siteshall be formulated and submitted to the Ministry withinsix months.

ii. Sulphur and ash contents in the coal to be used in theproject shall not exceed 0.5% and 34% respectively atany given time. In case of variation of coal quality at anypoint of time, fresh reference shall be made to MoEF forsuitable amendments to environmental clearancecondition wherever necessary.

DB Power Ltd. shall abide conditionsgiven in MOEF&CC Notification S.O.1561 (E) Dated 21st May 2020 regardingthe use of coal by Thermal Powerplants with respect to ash content ordistance.

iii. A bi-flue stack of 275 m height shall be provided withcontinuous online monitoring equipments for SOx, NOxand Particulate Matter. Exit velocity of flue gases shallnot be less than 22 m/sec. Mercury emissions from stackmay also monitored on periodic basis.

A 275 meter tall twin flue stack hasbeen constructed for effectivedispersion of fumes aimed at properdilution. We have installed continuousonline monitoring system at the stackfor SOX, NOX and Particulate Matter.The exit velocity of flue gas > 22 m/s atfull load as measured.

iv. Source sustainability study of water requirement shall becarried out by an institute of repute. The study shall alsospecify the source of water for meeting the requirementduring lean season. The Report shall be submitted to theRegional Office of the Ministry within six months.

v. Hydro-geological study of the area shall be reviewedannually and report submitted to the Ministry.

vi. No ground water shall be extracted for use in operationof the power plant even in Lean season. COC of 5.0 shallbe adopted.

No ground water extraction for theindustrial & domestic purpose is beingcarried out. COC of more than 5.0 ismaintained in water circulated throughcooling tower during operation. This isaimed at water conservation.

vii. No water bodies including natural drainage system in thearea shall be disturbed due to activities associated withthe setting up /operation of the power plant. Minimumrequired environmental flow suggested by thecompetent Authority of the state govt. shall bemaintained in the channel / Rivers (as applicable) even in

lean season.viii. Local employable youth shall be trained in skills relevant

to the project for eventual employment in the projectitself. The action taken report and details thereof to thiseffect shall be submitted to the Regional Office of theMinistry and the State Govt. Dept concerned from timeto time.

The local youths are being trained inskills such as Plumbing, Masonry, Handpump repair, tailoring, etc by DB PowerCSR team. CSR Report indicating suchinitiatives is attached as Annexure I.

ix. Additional soil for leveling of the proposed site shall begenerated within the sites (to the extent possible) so thatnatural drainage system of the area is protected andimproved.

x. Provision for installation of FGD shall be provided forfuture use. High Efficiency Electrostatic Precipitators(ESPs) shall be installed to ensure that particulateemission does not exceed 50 mg/Nm3. Adequate dustextraction system such as cyclones / bag filters and waterspray system in dusty areas such as in coal handling andash handling points, transfer areas and other vulnerabledusty areas shall be provided.

1. Adequate space for installation forFlue Gas Desulphurization Plant (FGD)has been provided for future use. DBPLhas awarded EPC work to meet theMOEF emission norms.2. High Efficiency (99.94%) Electro-static precipitator having 80 fields havebeen installed. This has keptparticulate emission from stack < 50mg/Nm3.3. We have provided Dust extractionsystem (DE) complete with filter bags,cage and hopper fitted to Crusher unit,transfer points (5, 6, 7 and 8) andbunkers. We have also provided dustsuppression system (DS) at crusherhouse, TP-1, 2,3 and 4 and also at MUHand ERH. The conveyors have beenclosed on all sides using color coatedgalvanized profile sheet (CCGP) toconfine fugitive emissions. We haveprovided water cannons at strategiclocations in coal handling. Watersprinkling using tankers is done fordust suppression on road. Ashtransportation from generation pointto silo and to ash pond is done usingclosed MS pipes.Above actions have immensely helpedus contain fugitive emission and meetambient air quality norms in the area.

xi. Utilization of 100% Fly Ash generated shall be made from4th year of operation of the plant. Status ofimplementation shall be reported to the Regional Officeof the Ministry from time to time. Fly ash shall becollected in dry form and storage facility (silos) shall beprovided. Unutilized fly ash shall be disposed off in theash pond in the form of slurry form. Mercury and otherheavy metals (As,Hg,Cr, Pb etc.) will be monitored in thebottom ash as also in the effluents emanating from theexisting ash pond. No ash shall be disposed off in low

lying area.xii. Ash pond shall be lined with HDPE / LDPE lining or any

other suitable impermeable media such that no leachingtakes place at any point of time. Adequate safetymeasures shall also be implemented to protect the ashdyke from getting breached. For disposal of Bottom Ashin abandoned mines (if proposed to be undertaken) itshall be ensured that the bottom and sides of the minedout areas are adequately lined with clay before BottomAsh is tilled up. The project proponent shall inform theState Pollution Control Board well in advance beforeundertaking the activity.

xiii. Green Belt consisting of 3 tiers of plantations of nativespecies around plant and at least 100 m width shall beraised. Wherever 100 m width is not feasible a 50 mwidth shall be raised and adequate justification shall besubmitted to the Ministry. Tree density shall not lessthan 2500 per ha with survival rate not less than 75 %.

The total plantation done by December2019 is 2,17,362 (33 % of total area of630 acres) with survival rate of 86%.

xiv. Two nearest village shall be adopted and basic amenitieslike development of roads, drinking water supply,primary health centre, primary school etc shall bedeveloped in coordination with the Districtadministration. For the tribal families (if any) affecteddirectly or indirectly by the proposed project, specificschemes for upliftment of their sustainable livelihoodshall be prepared with time bound implementation andin built monitoring programme. The status ofimplementation shall be submitted to the Regional Officeof the Ministry from time to time.

We have adopted 2 villages Tundri andBadadarha located near plant asrequired. Basic amenities likedevelopment of roads, drinking watersupply, health camps, infrastructureand other support in schools, etc. arebeing done. Annexure I.

xv. An action plan for R&R (as applicable) with package forthe project affected persons be submitted andimplemented as per prevalent R&R policy within threemonths from the date of issue of this letter.

xvi. An amount of Rs 26.0 Crores shall be earmarked as onetime capital cost for CSR program. Subsequently arecurring expenditure of Rs 5.2 Crores per annum shallbe earmarked as recurring expenditure for CSR activities.Details of the activities to be undertaken shall besubmitted within one month along with road map forimplementation.

xvii. While identifying CSR programme the company shallconduct need based assessment for the nearby villagesto study economic measures with action plan which canhelp in upliftment of poor Section of society. Incomegenerating projects consistent with the traditional skillsof the people besides development of fodder farm, fruitbearing orchards, vocational training etc. can form a partof such program. Company shall provide separate budgetfor community development activities and incomegenerating program. This will be in addition to vocationaltraining for individuals imparted to take up selfemployment and jobs.

CSR activities have been undertaken byDB Power Ltd. CSR activity is attachedas Annexure I.

xviii. It shall be ensured that in-built monitoring mechanismfor the schemes identified is in place and annual socialaudit shall be got done from the nearest governmentinstitute of repute in the region. The project proponentshall also submit the status of implementation of thescheme from time to time.

Latest Social Audit report for theperiod of 2018-19 submitted vides ourletter No. DBPL/ENV/98 dated25.11.2019.

B. General ConditionsS.

No.Stipulation Compliance Status

i. The treated effluents conforming to the prescribedstandards only shall be re-circulated and reused withinthe plant. There shall be no discharge outside the Plantboundary except during monsoon. Arrangements shallbe made that effluents and storm water do not getmixed.

● Treated water of ETP is reused forgreen belt irrigation besides in ashhandling plant.

● Ash Dyke decanted water is settled,treated and re-circulated to ashwater sump for reuse.

● The plant is designed for zerodischarge. Constructed guard pondfor reuse and to avoid dischargeoutside the plant.

ii. A sewage treatment plant shall be provided (asapplicable) and the treated sewage shall be used forraising greenbelt / Plantation.

Sewage Treatment Plants (15 innumber) have been installed andcommissioned. These are working fine.The treated water from STPs is usedfor green belt nursing.

iii. Rainwater harvesting should be adopted, CentralGroundwater Authority / Board shall be consulted forfinalization of appropriate rainwater harvestingtechnology within a period of three months from thedate of issue of clearance and details shall be furnishedto the Regional Office of the Ministry.

We have constructed 7 number of Rainwater harvesting structures for thepurpose. This is complete withreceiving pond, gravel/sand bed filterbesides bore well. The collected wateris subjected to reuse and also forground water recharging.

iv. Adequate safety measures shall be provided in the plantarea to check / minimize spontaneous fires in coal yard,especially during summer season. Copy of thesemeasures with full details along with plant layout shallbe submitted to the Ministry as well as to the RegionalOffice of the Ministry.

Complied.We have provided Fire Detection &Protection System (FDPS) including firehydrants at all strategic points. Thedetail of same has already beensubmitted.

v. Storage facilities for auxiliary liquid fuel such as LDO andHFO /LSHS shall be made in the plant area inconsultation with Department of Explosives, NagpurSulphur content in the liquid fuel will not exceed 0. 5%,Disaster Management Plan shall be prepared to meetany eventuality in case of an accident taking place dueto storage of oil.

A storage facility for LDO is in placeafter obtaining license from PESO.We prepared onsite Disaster/emergency plan duly updated andapproved time to time by Factoryinspectorate for meeting emergencies.

vi. Regular monitoring of ground water level shall becarried out by establishing a network of existing wellsand constructing new piezometers. Monitoring aroundthe ash pond area shall be carried out particularly forheavy metals (Hg, Cr,As, Pb) and records maintained andsubmitted to the Regional Office of this Ministry. Thedata so obtained should be compared with the baselinedata so as to ensure that the ground water quality is not

adversely affected due to the project.vii. Monitoring surface water quantity and quality shall also

be regularly conducted and records maintained. Themonitored data shall be submitted to the Ministryregularly. Further, monitoring points shall be locatedbetween the plant and drainage in the direction of flowof ground water and records maintained. Monitoring forheavy metals in ground water shall be undertaken.

The monitoring is done at regularinterval and records maintained.Annexure III

viii. First Aid and sanitation arrangements shall be made forthe drivers and other contract workers duringconstruction phase.

ix. Noise levels emanating from turbines shall be socontrolled such that the noise in the work zone shall belimited to 75 dBA. For people working in the high noiseareas, requisite personal protective equipment likeearplugs / ear muffs etc. shall be provided, Workersengaged in noisy areas such as turbine area, aircompressors etc shall be periodically examined tomaintain audiometric record and for treatment for anyhearing loss including shifting to non noisy / less noisyareas.

●Turbine is housed in speciallydesigned acoustic insulated box.

●Compressors are kept in isolatedclosed chambers.

●Boiler safety valves are fitted withsilencers to contain noise.

●In high noise areas PPE like Ear plugs/ Ear Muffs are provided to keepimpact minimum.

●High noise area kept unmanned asfar as practical with display ofsignages.

Above arrangements have helped keepnoise level below 75 dB (A) and impactnegligible.The ambient noise monitoring isconducted regularly and recordsmaintained. See Annexure III

x. Regular monitoring of ground level concentration ofSO2, NOX, PM2.5 & PM10 and Hg shall be carried out inthe impact zone and records maintained. If at any stagethese levels are found to exceed the prescribed limits,necessary control measures shall be providedimmediately. The location of the monitoring stationsand frequency of monitoring shall be decided inconsultation with SPCB. Periodic reports shall besubmitted to the Regional Office of this Ministry. Thedata shall also be put on the website of the company.

Regular monitoring for AAQM iscarried in the impact zone. Values arewell within norms. The monitoringreport is enclosed as Annexure III.

We have installed online AAQMS forreal time monitoring of ground levelconcentration. These are working fine.

xi. Provision shall be made for the housing of constructionlabor (as applicable) within the site with all necessaryinfrastructure and facilities such as fuel for cooking,mobile toilets, mobile STP, safe drinking water, medicalhealth care, crèche etc. The housing may be in the formof temporary structures to be removed after thecompletion of the Project.

xii. The project proponent shall advertise in at least twolocal newspapers widely circulated in the region aroundthe project, one of which shall be in the vernacularlanguage of the locality concerned within seven daysfrom the date of this clearance letter, informs that theproject has been accorded environmental clearance and

copies of clearance letter are available with the StatePollution Control Board/Committee and may also beseen at Website of the Ministry of Environment andForests.

xiii. A copy of the clearance letter shall be sent by theproponent to concerned Panchayat, ZilaParisad /Municipal Corporation, urban local Body and the LocalNGO, if any, from whom suggestions/representations, ifany, received while processing the proposal. Theclearance letter shall also be put on the website of theCompany by the proponent.

xiv. An Environmental Cell shall be created at the project siteitself and shall be headed by an officer of appropriateseniority and qualification. It shall be ensured that thehead of the Cell shall directly report to the head of theorganization.

Environmental Cell is in place and issuitably staffed. It is headed by asenior officer. He reports directly tothe head of organization.

xv. The proponent shall upload the status of compliance ofthe stipulated EC conditions, including results ofmonitored data on their website and shall update thesame periodically, It shall simultaneously be sent to theRegional Office of MOEF, the respective Zonal Office ofCPCB and the SPCB. The criteria pollutant levels namely;SPM, RSPM (PM2.5 & PM10), SO2, NOX (ambient levelsas well as stack emissions) shall. Be displayed at aconvenient location near the main gate of the companyin the public domain.

xvi. The environment statement for each financial yearending 31st March in From –V as is mandated to besubmitted by the project proponent to the concernedState pollution Control Board as prescribed under theEnvironment (Protection) Rules, 1986, as amendedsubsequently, shall also be put on the website of thecompany along with the status of compliance ofenvironmental clearance conditions and shall also besent to the respective Regional Offices of the Ministry bye-mail.

xvii. The project proponent shall submit six monthly reportson the status of the implementation of the stipulatedenvironmental safeguards to the Ministry ofEnvironment and Forests, its Regional Office, CentralPollution Control Board and State Pollution ControlBoard. The project proponent shall upload the status ofcompliance of the environment of the environmentalclearance conditions on their website and update thesame periodically and simultaneously send the samebye-mail to the Regional Office, Ministry of.Environment and Forests.

Complied. The last 6 monthlycompliance report to EC conditionswas submitted via e mail to MOEFRegional office at Nagpur vide ourletter dated 25.11.2019.

xviii. Regional Office of the Ministry of Environment & Forestswill monitor the implementation of the stipulatedconditions.A complete set of documents including EnvironmentalImpact Assessment Report and Environment

Management Plan along with the additional informationsubmitted from time to time shall be forwarded to theRegional Office for their use during monitoring. Projectproponent 'will upload the compliance status in theirwebsite and up-date the same from time to time at leastsix monthly basis. Criteria pollutants levels includingNOX (Stack & ambient air) shall be displayed at the maingate of the power plant.

xix. Separate funds shall be allocated for implementation ofenvironmental protection measures along with item-wise break-up, these cost shall be included as part of theproject cost. The funds earmarked for the environmentprotection measures shall not be diverted for otherpurposes and year-wise expenditure should be reportedto the Ministry.
