The Treatment Plant has been operating well with the new equipment . ISSUES Deliveries of Incompatible Chemicals to the SSFL Hazardous Waste Yard - Recently, several deliveri es of lab packed quantities of hazardous wastes have been received at the SSFL Hazardous Waste Yard which were not packaged by proper compatibility classes. This issue is being worked by both the hazardous waste and hazardous mate rials teams to ensure that proper procedures are being followed . FOLLOW-UP FROM LAST MONTH'S ISSUE S SSFL Sewage Treatment Plant - Operational difficulties at the sewage treatment plant at Area III have been corrected by completely pumping the plant empty and re-seeding the bio-mass with sludge provided by a private sewage treatment plant in Malibu . To protect the sewage treatment plant, Plant Services personnel have been doing an outstanding effort in coordinating the trucking out of excess flow during rain events. Industrial Waste Monitoring - As reported in January's activity report, two industrial waste outages from Building 009 were reported to the City of Los Angeles, Bureau of Sanitation . An investigation of the cause of the outages (one for zinc and one for Total Toxic Organics) revealed that a floor cleaning material, Butcher's Iron Stone Wax and Sealer, used at the Canoga Facility contains high levels of both zinc and Di-n-Butyl Phthalate. All other known waste water sources to the permitted discharge point have been analyzed and do not contain significant levels of any contaminants . The use of floor cleaning chemicals in Building 009 has been temporarily suspended by Plant Services until an acceptabl e replacement product or disposal practice can be found . Samples of all floor cleaning products used at the Canoga Facility have been sent to a Contract Laboratory for analysis to determine other potential compliance issues . Canoga Forklift - The Canoga Hazardous Waste Yard forklift has been taken to the garage for the

repair of several problems including the braking system. A forklift has been loaned from interplanttrucking until our forklift is repaired .

Canoga Scale - The scale used at the Canoga Hazardous Waste Yard is currently inoperable due toelectrical shorts as a result of the recent rains . Plant Services is ordering replacement parts and estimatesthe repairs will be complete in one week .

RS-68 and X-33 - Program Representatives are alternating attending Advanced PropulsionDevelopment weekly staff meetings .

RS-68 Manufacturing Facility Support - Program Representative attendance at RS-68 FacilitizationDesign and Construction meetings is continuing . Specific projects currently include MCC LN2 dip tankrelocation, RS-68 Gold plating tanks, and Turbopump Assembly, and QA Upgrades (new ultrasonic tankand walk-dye penetrant inspection booth) .

De-waxing Facility for RS-68 - The De-waxing Facility for RS-68 is undergoing evaluation for fiveoptions to upgrade the de-wax facility to accommodate the current usage projections for the newprograms (RS-68, RLV, and X-33) and current SSME work . Major issues are associated with theCanoga options including employee exposure, offsite nuisance odors, VOC emissions, and best availablecontrol technology (BACT) . F&PO is coordinating a meeting between the Programs, Process, Facilitiesand SHEA to discuss issues with each option . Meeting will be early next week .

Hazmat Drill - D/543 Canoga and DeSoto Hazardous waste team held a decon drill for the Canoga and

DeSoto facilities . Drill consisted of setup of decon station, donning and doffing of PPE using SCBA .

Several action items were identified and will be closed by next period

Annual Permit Emissions Program (APEP) - The (APEP) report for Canoga's RECLAIM facility was

sent out to SCAQMD. This annual report covers the total NOx emitted for the year and updates the

facility's information .

RECLAIM -The monthly NOx-1 report for Canoga's large RECLAIM sources was prepared and sentout to SCAQMD via modem in a timely manner .

The Quarterly NOx emission report for the fourth quarter of 1997 was sent via modem and the Quarterly

Certification of Emissions Report (QCER) was sent via mail to SCAQMD in a timely manner.

Storm Water- Several storms have required the need for significant technician overtime . Proper handling

and timely response has kept the amount of contaminated storm water requiring offsite treatment to a

minimum .

Canoga Permitted NOx Equipment Tune-up Requirements Follow-up Report - Some of Canoga's

NOx equipment tune-up records for 1997 have been received by SHEA . Plant Services have indicated

that the rest of 1997's tune-up records will be sent to SHEA shortly.

DESOTOAnalysis was completed on the remaining compressor condensate and it was approved for disposal to the

industrial sewer after oiUwater separation is complete . Completion is expected early next period .

Storm Water- Preventative berm cleaning and previous analytical sampling allowed for the directdischarge of all storm water collected in berms. Two tanks, previously used for storm water treatment,were cleaned by Laidlaw Environmental Services . The tanks are available for re-assignment .

SANTA SUSANA FIELD LABNon Hazardous Rinse Water Shipment - 6,500 gallons of non-hazardous rinse water from the B/301Equipment Lab was shipped to Southwest Treatment Systems in Los Angeles for treatment . By utilizingprocess management controls, this waste minimization effort has resulted in a reduction of hazardouswaste generated from this lab by 54,000 pounds . The effort has also reduced disposal costs to Engineer-ing and Test by $37,000 .

MA3 Hypergol Igniter Disposal - Two hypergol igniters were shipped offsite for disposal this month .These igniters were declared waste as part of ordnance inventory reviews .

SSFL Drilling Water and Mud - As a result of a review initiated by the Hazardous Waste Team,

60,000 gallons of SSFL well drilling water was treated at the Delta Air Stripping Tower . This effortsaved several thousand dollars in off-site disposal costs . In addition, an estimated 50 cubic yards ofdrilling mud was determined to be non-hazardous and will be shipped to the Waste Management Bradley

Landfill for disposal .

Divestment - Three machines in building 435 were drained and cleaned by Plant Services, inspected, andreleased by Environmental Protection . In addition, seven vessels throughout SSFL were inspected andreleased by Environmental Protection .

Adhesive Review VCAPCD Rule 74 .20 - All adhesives at SSFL have been reviewed and approved . A

spreadsheet documenting the review has been sent to each facility manager and coordinator . One sealant,

Kinney vacuum sealant will not be compliant after July 1998 . Test is evaluating a replacement for this

product .

Electrical Generators - The response to the Incomplete Application Notice for the Generac emergencygenerators was sent to VCAPCD .

NPDES Monitoring Progra mThe December and fourth quarter 1997 National Pollutant Discharge Elimination System (NPDES)

discharge monitoring report (DMR) was sent to the Regional Water Quality Control Board (RWQCB)

and EPA Region IX. Those analyses that are required to be performed immediately were analyzed in-

house while the others were outsourced to the contract laboratory, Columbia Analytical Services (AS) .

The Annual report is due by the end of the month .

There were several rain events during the month providing sampling opportunities at all seven samplinglocations .

The access road below STL IV which is used to reach Outfall 002 and the access road to reach Outfall001 for sampling have been seriously damaged by storm water run off . For the safety of our personnel, ithas become necessary to sample either at the weir, located up stream of the permitted sample point, or at

the ponds directly . We will notify the Regional Board when samples are taken at a point other than the

outfall.

GENERALHazardous Waste Audit Forms - Internal hazardous waste audit forms for satellite and generator areashave been developed for use by SHEA personnel . The forms are currently in a final review by theHazardous Waste Team .

1997 Hazardous Waste Report - The 1997 Hazardous Waste Reports for Canoga, DeSoto, SSFL andNFL have been completed . The reports will be signed and mailed to the appropriate agency prior to thedue date of March 1, 1998 .

Hazardous Waste Shipments - 13,865 lb . of hazardous waste was manifested from the Canoga facility;4,453 lb . was manifested from the DeSoto facility ; 17,877 lb . from the SSFL .

Boeing Waste Management Information System (WMIS) - When complete, the WMIS system willprint manifests and generate a variety of reports . Hardware and software setup is complete on one teststation at SSFL . Data input, personnel training and, trial runs remain to be completed .

Spills - Three spills occurred and were cleaned up without incident . Environmental personnel expendedten hours in spill cleanup and response .

MSDS Review - SHEA and a representative from F&PO met to discuss ways to improve the MSDSreview system. Currently, SHEA reviews all contractor's MSDS's of the hazardous materials they maybring on-site . SHEA and F&PO were finding that there were many of the same materials used on theproject . Due to this finding the following suggestions will be implemented : a chemical approval list withassociated process uses and restrictions ; a chemical disapproval list ; identification of processes, locationand application ; include project duration for chemical uses ; and change the flysheet to request the mostrecent copy of the MSDS's . These improvements should minimize the review time for F&PO and SHEAand increase the project efficiency .

Audit - The data from the Boeing ISDS Canoga/DeSoto SHEA audit has been inputted into the audittracking system. A meeting will be scheduled monthly to update the findings. The Boeing ISDS SSFLaudit draft report was reviewed and the suggested revisions were sent back to Boeing ISDS AssessmentTeam. The final report is scheduled for March .

Program Representatives - The SHEA Program Representative's met to discuss the group's goals for

this year. The program representatives are identifying a strategy to improve a SHEA process or program

with the organization they support . This strategy will be tracked in the program representative's

respective manager's VSP . Additionally, a SHEA topic will be identified each quarter . The program

representative will work with the organization to enhance their program related to the identified SHEAtopic and develop a self-audit program related to the topic. The self-audit program supports the ISO

14000 management system .
