Data Legislation
• Kenya uses Production Sharing Contracts (PSC)
• The Kenya PSCs are based on Petroleum (Exploration & Production) Act, CAP 308
• PSC’s are negotiated by the National Fossils Fuels Advisory Committee (NAFFAC) and signed by the Minister for Energy
• By legislation, Operators submit a copy of data & information obtained during exploration to the Minister for Energy .
• Ministry of Energy has appointed National Oil is the custodian of all exploration data

Data Management
National Oil is the Government's agent for national energy data (oil and gas ) Repository
•The data sets dates back to 1950’s when exploration started in Kenya
•Before 2007, the data was mostly in paper format and/or CD/DVD’s, 9-track tapes, 3590 data Cartridges for recent data
•Data Management is mostly manual.

Data Management Cont’d…Data Management Challenges• Manual document Management
Inventory database could not be accurate
Audit trails
• Documents/Records are Very old >50 years Some are poor quality and faded Torn
• Document retrieval and dissemination was time consuming
• Limited and expensive office space available for document storage
• Lack of disaster recovery plan • Packaging data for petroleum resource
promotion is tedious• Petroleum resource investment decision
cycles are long
