OVERVIEW

The Department presents its quarter 2 Organisational Performance Report for 2011/12 financial year

This presentation focuses attention on the departmental achievements made during the first quarter period, and highlights performance status of planned deliverables and challenges encountered.

The Department identified the following five areas as core for focussed service delivery during the financial year.

1) Reduce the cost of basic foodstuffs as well as the cost of living;

2) Employment creation and Increase the number of participants in the DAFF sectors through support for smallholders and processors;

3) Improving the income and conditions of farm workers, foresters and fishers;

4) Enhance exports; and

5) Ensuring the sustainable use of natural resources.

ADMINISTRATION

Inputs and recommendations made to the security policy are currently being consolidated.

First draft stakeholder engagement strategy is being finalised.

The Communication Strategy was submitted to Government Communication and Information System (GCIS) for comments and inputs.

The SMS training on disciplinary hearings was conducted in July and other sessions are planned for Q3 and Q4.

Recruitment and Selection Policy was ratified and approved for roll-out and implementation.

Rollout of the Work Skills Programme is continuing and monitored on a monthly basis.

The service provider to conduct employee, health and wellness study around incorporating staff members working for Forestry has been secured. The objective is to develop an employee, health and wellness programme to deal with health challenges faced by officials.

Information and communication technology master system plan proposal was approved.

In terms of health promotion four awareness campaigns were held which includes: HIV Counseling and Testing (HCT), TB and Policy on Incapacity Leave and Ill Health Retirement (PILIR) and Youth day.

Campaigns were held for communicable and non communicable diseases including HIV and AIDS flu vaccination, anti tobacco and Malaria.

Alignment of knowledge management & business strategy is under review.

852 MAFISA loans has been disbursed for the quarter under review.

4260 smallholder farmers and 3556 subsistence farmers received support through CASP and Letsema conditional grants in Q2.

4079 jobs created through CASP and LETSEMA.

The Farmer Register Project has started in Kwa-Zulu Natal in UMgungundlovu District. First preliminary report will be available in three months time.

Extensive scoping has been done in conjunction with appropriate commissioning directorates on proposed R&D projects and priority list of recommended proposals has been generated.

ECONOMIC DEVELOPMENT, TRADE AND MARKETING

The tripartite free trade for intra Africa trade negotiation was launched by Heads of State during the Tripartite Summit that took place from 8 – 12 June 2011.

A total 18 Cooperatives registered during the period under review; other support programmes will then be aligned to support these cooperatives. Draft integrated Small, Medium and Micro Enterprises Strategy (SMME) for the sector has also. been compiled

Concept document for the establishment and institutionalization of value chains networks has been approved.

A total of 230 farmers have also been trained in marketing related disciplines.

FOOD SECURITY AND AGRARIAN REFORM

Draft Food Security Policy and the Zero Hunger Programme have both been tabled at the MINMEC and the Social and Protection Cluster as part of the intergovernmental approval process.

A trial roll out initiative has been conducted in KwaZulu Natal.

A Zero hunger National Planning workshop was held involving provinces, Social Development, Health, Rural Development and Land Reform and Food Bank.

There were 1965 smallholder producers identified for support in this quarter. Free State (234), Limpopo (408), KZN (46), Mpumalanga (152), Western Cape (151), Gauteng (3), North West (971), Eastern Cape (0) and Northern Cape (0).

A Smallholder Development Working Group has been established to coordinate the national targets and support

The process of developing norms and standard for production technologies

is continuing. Consideration is being made to correct identified shortcomings in existing documents.  

The tender process for the promulgation of agriculture training institutions green paper was done, and the Bid committee recommended a re-advertisement hence a delay on this output.

Three draft policies have been compiled and are now in approval processes, and these are:

Guidelines on Prevention and Management of Sexual Harassment and Violence;

Gender Equality and Framework on Women Development in Agriculture, Forestry and

Fisheries is being developed and will be finalised before the end of the financial.

A total of 1609 Extension Officers received training in Extension Suite Online.

The position paper on the establishment of Extension Advisory Council has been developed. The recommendations of the report will be used as a base for establishment of the council.

Grain Strategy The implementation plans for wheat and soya beans were refined further.

Fruit Strategy Drafting of the main implementation plan was completed Good progress was made on the development of implementation plans for citrus

and subtropical fruits.

Plant Improvement Policy The draft policy has been forwarded for discussion and inputs.

Plant Health Policy Updating of the Draft Plant Health policy document is continuing as planned.

Plant Protection Bill Draft Bill has been re-circulated to the role players for inputs and/or

comments. The preliminary inputs and/or comments on the draft Bill have been received

from the Chief State Law Advisor.

Revision of Regulations Draft regulations (three) have been forwarded to external stakeholders for

final consideration, and the inputs received were incorporated appropriately.

Prioritization mechanism for phytosanitary export markets The draft Prioritization mechanism document is being refined.

Amended Table 1 in terms of PBR Act Amended regulations were checked and certified by Directorate: Legal

Services and the submission for Ministerial approval en route to the Minister for declaration of 19 additional taxa

Framework on GMO low level & adventitious presence Draft risk matrix presented to Executive Council (established under the GMO

Act) in July 2011 meeting for inputs. Follow up discussions on the draft risk matrix scheduled for 30 Sept ’11

On-farm conservation project has been established in KZN. Targeted crops to be promoted for the project are maize, millets, sorghum, cowpea, bambara nuts, pumpkins, melons & calabash.10 farmers have been identified to participate in the project.

Ngaka Modiri Molema and Dr. Ruth Segomotsi Mompati Districts in North West have been endorsed as the target districts for repatriation programme while Motheo and Thabo Mofutsanyana Districts have been endorsed as the target districts In Free State Province.

Farmers were profiled in both provinces and Indigenous animals that are kept by farmers were noted (from previous survey results).

Report on 68 597 Inspection Services carried in the Animal Health, Plant Health, Genetic Resources and Quality Assurance (import, exports and national control) was compiled.

Potential open nucleus breeding scheme has been identified during the period under review.

Meeting held with red meat producer’s organization; working group meeting held; working document for implementing commodity strategies are being finalized for further consultation.

Amendment of the Veterinary and Para-veterinary Act, 1982 through the Veterinary and Para-veterinary Amendment Bill, 2011. Cabinet approved the amendment of the Bill.

A total of 14862 Identification marks were registered mid-term of 2011/12 financial year, 7202 of these were registered during the period under review.

National Animal Recording and Improvement schemes ( Kaonafatso ya Dikgomo and Milk recording schemes) are still ongoing with the ARC.

Prevalence surveillance plan for the proposed Foot and Mouth Disease (FMD) protection area of KZN has been designed

FORESTRY AND NATURAL RESOURCES MANAGEMENT

700 growers were supported with technical assistance and advice, linked to IDC for financial support in Limpopo/Mpumalanga and KZN regions

21 Stream Flow Reduction Action (SFRA) license issued on 300 ha in Limpopo for afforestation,10 issued on 15 ha in KZN while 11 on 781 hectares has been issued in Eastern Cape.

27 licences were issued in Northern Cape while 79 Licenses were issued

with conditions in Western Cape.

2300 Job opportunities which is equivalent to 10 FTE have been created by Land Care programme.

A draft document on coping with floods has been developed.

Facilitation for the establishment of 4 Community Nurseries through Junior Land Care Projects has been done in Kwazulu Natal. These nurseries are at Richmond, Cwaka, Mtubatuba and Mpendle

Monitoring of the post disaster assistance scheme was conducted on 16-19 August due to unavailability of the province on the initial date. Implementation of the scheme by the province is in progress.

125 Ha have been revitalised during this period (90 ha at Makhatini and 35 ha at Taung irrigation scheme)

21,297 ha were rehabilitated through Conservation of Agriculture Resource Act (CARA) enforcement and 4,975 ha through Land Care projects. A total of 26,272 ha were therefore rehabilitated.

The national climate change conference for agriculture, forestry & fisheries was held on 11-12 August 2011 and inputs received have been consolidated into the draft Adaptation and Mitigation Plan for the sector.

FISHERIES MANAGEMENT

As one of the small-holder producer associations, Camdeboo Women’s Trust (CWT) was been established during the period under review in partnership with Camdeboo Bream. It is an 18 member registered Trust and Non-Profit Organization, serving as an independent body which facilitates the implementation of the Camdeboo Satellite Aquaculture Project (CSAP).

Relevant and on-going necessary scientific research is being conducted regarding the 22 fishery sectors. Surveys and field trips have also been conducted to collect the necessary data.

During the period under review; the Catch Limit recommendations were provided on nine fisheries resources: Abalone, Linefish, Netfish, Oysters, Seaweeds, Demersal Sharks, South Coast Rock Lobster, West Coast Rock Lobster and White mussel.

FISHERIES MANAGEMENT CONT…

The Fisheries Scientific Working Group also met to monitor progress of red eye, seaweed (West coast), hagfish & live bait (tuna pole) experimental and exploratory fisheries.

Comments on Small-Scale Fisheries policy have been incorporated. Amended policy was tabled at National Economic Development and Labour Council (NEDLAC). Cabinet Memorandum was drafted to obtain support for the draft policy. Terms of Reference were also developed for the appointment of a service provider to develop an Implementation Plan.

A request to obtain approval to commence Policy Review including the General Fisheries Policy and allocations in 8 Fishing Sectors has been made.

Comments on National Plan of Action (NPoA) for sharks have been consolidated for its finalisation and implementation.

Individual Right Holder reports were verified for Sector A and B and revised letters were also sent to the right holders in Clusters C and D.

FISHERIES MANAGEMENT CONT…

The Ecological Risk Assessments reviews were done for Hake and Squid during the period under review.

The Draft Large Pelagics Fisheries Management Plans (FMP) are also being finalised.

All eleven Management Working Groups meetings were held June/ July 2011. Demersal, West and South Coast Rock Lobster, KZN Prawn Trawl Road shows were conducted.

Integrated Fisheries Security Strategy (IFSS) is partially being implemented in joint operations with stakeholders. Local co-management structures are in place for subsistence fisheries and recreational fishing forum has been established.

Strengthening of institutional capacity to speed up the implementation of

strategic plan.
