Who may perform DAART training?

• Each agency is responsible for establishing their own training requirements

PurposeThe DAART system provides near real-time digital imagery for a host of users including Incident Commanders, first-responders, state and local leadership, federal partners and national-level leadership including the President.

DAART provides a common basis of shared understanding of a situation. This is critical to effective emergency response.

DAART will be deployed to assist in civil support missions to include, but not limited to, counter drug operations, support to local authorities, disaster relief operations, acts of terrorism, hazmat incidents, daily operations and other missions to be determined.

Security Classification

• DAART may only be used only for capture/presentation of unclassified information. Information captured, however, may still be sensitive.

• Only Hardware and Software found in the provided inventory are allowed on the CF-31 laptops. Additional Software is STRICTLY FORBIDDEN and could result in loss of user access privileges.

• Users should update Anti-virus signatures and Operating System Security Patches as they are released. Updates are recommended pre-mission using Ethernet or Wi-Fi.

• The full text of the DAART User MOU Document can be found on the DAART web site.

Prior to gaining access to DAART, prospective users must complete the following:

• Read and agree to the Acceptable Use Policy (AUP)

• Complete Information Awareness / Cyber Security training

• Complete Intelligence Oversight Training

• Complete Unclassified Controlled Cryptographic Item Access Awareness Level Briefing In eServices/LMS

Each user must have his/her own personal account. Group / shared / generic accounts are not permitted.

Authentication/Access Control/Auditing

• Each state/territory (Guard) will have Systems Administrators responsible for validating that each user is authorized to access the system. In addition, SAs will be responsible for deleting users who no longer need access or violate policies.

• CAP has national-scope System Administrators, and is also responsible for validating that each user meets CAP’s ES and training prerequisites. Members who do not complete training or have pre-requisite qualifications that expire will lose their access privileges.

• Audit trail records from all available sources are regularly reviewed for indications of inappropriate or unusual activity. Suspected violations of IA policies are analyzed and reported in accordance with DoD information system IA procedures.

CAP customers/partners MUST select the state they operate within. NG is responsible for approving their accounts.

DAART will provide authorized users with an advanced capability to capture and produce near-real time Full Motion Video and still imagery, overlay imagery on many Common Operational Pictures (COP) and maps while communicating and indicating points of interest via terrestrial and satellite communications.

The system also provides tracking and geo-referencing of air, ground and maritime activity.

There is a DAART client for specific models of Panasonic Toughbook PCs, as well as for Android and Apple Smartphones.

The laptop-based client is MS Windows-based, making it user friendly and reducing training time for operator. This is the primary method for capturing video, still photos and positional data.

Air and ground asset locations are displayed on the DAART web site along with other useful information. Positional data is updated frequently and written communications among DAART users are maintained via a chat function.

DAART communicates over commercial, government, or civilian data networks. Options available to users may vary based on circumstances.

• While a Verizon connection is provided, the use of personally owned cellular devices in aircraft is prohibited. See Federal Communications Part 22 (cellular).

• The Verizon Airlink devices are modified to operate outside of frequencies that are prohibited by the FCC in aircraft - see FCC Part 90 (PCS). Personally owned devices usually do not have that ability.

• AT&T, FirstNet, T-Mobile, et al. are NOT approved for airborne operation.

• The FCC and FAA only allow airborne operations using Part 90 bands 2, 4 and 13

DAART Kit Locations

• Each wing is authorized to have two kits. These will be transferred to the wing in ORMS as with any other asset. Those should be transferred to the unit and issued to the member(s) who will be responsible for them.

• The NTC has additional kits available for loan for training, special projects, etc. Contact [email protected] for questions or reservations.

• Each National Guard state has at least two kits that may be available for loan. Arrangements need to be made with the applicable state contact. Note that NG kits contain CF-30s which have different operational characteristics and limitations.

DAART CLIENT

The DAART Client uses an embedded GPS device and updates a server

frequently with the current position. A separate

window provides event and mission chat

capabilities. Still photos may be captured from a camera or FMV device. The DAART operator can send FMV and photos to

the DAART server and also store them locally on the

laptop’s hard drive.

• These radios provide an extended Internet connected to an aircraft or ground vehicle.

• These radios are currently provided by the National Guard and are CONTROLLED CRYPTOGRAPHIC ITEMS. Special controls and handling is required.

• We are working on a national agreement to make them more generally available.

• There are two models of AirLink: GX-450 and RV-55. Some cosmetic differences but they do the same thing

• AirLink device is powered by the aircraft’s 12V power system. This is cigarette lighter connection currently, adding airborne repeater connection option.

• Blade antennas connect to back of device for Verizon signal.

• Small antenna connects to the front for Wi-Fi (GX-450) or two blades (RV-55)

• Look for and connect via Wi-Fi to the AirLink device’s SSID. Laptops are pre-programmed to connect. You can also use an Ethernet cable
