    Standards are guidance documents developed by groups

    that have (hopefully) studied the area and are making

    recommendations. Thus, standards are not legal

    requirements unless something or someone else has madethem a requirement.

    Standard setters include the American Society of

    Refrigeration and Air-conditioning, Engineers (ASHRAE),

    Illuminating Engineering Society of North American (ISENA),

    and American Council of Governmental and IndustrialHygienists (ACGIH).

    Legislation

    Legislation is a law and thus the subject matter covered is

    required legally. Legislation must be passed by some

    governmental authority to be a law.

    Often legislation is somewhat vague and the manifestation or

    full explanation of the requirements must be written in "codes.

    In US, the Resource Conservation and Recovery Act (RCRA)

    is a very famous federal law.

    Codes are the manifestation (or written legal requirements) of

    legislation.

    Legislation and codes may and often do draw from standards.

    For example, many state building codes draw their technical

    strength from ASHRAE 90.1.
