Information, Communication

• Information :– ensemble de données formatées, d’une certaine façon inertes

ou inactives (J. Perriault)– Data set formated, in a way sluggish or inactive

• Communication : – C'est l'homme agissant sur (les représentations) de l'homme par

le détour des signes (D. Bougnoux)– It is the man acting on (the representations) of the man by

the detour of signs– Glu relationnelle (D. Bougnoux): relational glue

relationship, exchange, discussion, confrontation

Social relations

• Governance and participation = exchange

• Informative and communicationnelle approach of the cultural, cognitive, socioeconomic and environmental changes which affect our society, in its territories, its identities, its messages and its activities.

• Cimeos, Dijon: These changes are considered as processes and productions of individual and collective meaning (sense), as testimonies of the relationship that the individuals, the groups and the societies build and maintain with an unstable and complex reality. That is why the concepts of representation, value, identity, culture(s), logics of actors, forms and symbols, take here an important place to treat reports to knowledges, to manners and to social and/or professional practices, to projects, to changes, to messages and to images.

It’s a process leading to a not only descriptive or analytical posture, but also and especially of active and participative co-construction of the policies.

IC and sustainable development

• Notion of communicate better about the sustainable development

– To promote the SD

– To become aware of the consequences of our acts (culpabilization)

– To charge people to act in this way (“green acts”)

– To change (sometimes) the collective behavior, or the company behavior (didactic approach)

IC and sustainable development

• Notion of respect of the environment, when you communicate

– Notion of "green communication" (Thierry Libaert, 1992)

– Notion of "acting communication" (Thierry Libaert, 2006, 4th pillar for him)

– “La communication responsable” (Alice Audouin, Anne Courtois, Agnès Rambaud-Paquin, 2009): a tool to communicate durably, without damaging the environment and proposing eco-responsible solutions (cf. impact calculator on the environment)

– Question of transparency about SD informations and of their quality (organizations lies about the environmental impact of their activity)

– Link with the SRE: social responsability of enterprise, in its « communicational » acts

SD pillars

7

Where is the mankind? Where is the welfare?

Page 8: Cyril MASSELOT: Information, communication and territorial intelligence, new challenges

IC and sustainable development

• Rare:– Allow the actors to meet, to confront, to share (Boyomo Assala,

Unesco)

– Idea of methods and tools useful to co-construct the SD

– IC are a process to improve SD

– To really consider the human needs

SIC & IT• Information:

– Data of population– Territorial indicators– Organizations, actions, services– co-construction of signification (meaning, sense)

• Communication:– Relationship (between people, and between information and

people)– Partnership– Analisis, interpretation– To share, to exchange, to discuss– co-construction of signification (again!)– Events, publications… dissemination

9

Page 10: Cyril MASSELOT: Information, communication and territorial intelligence, new challenges

Co-construction of signification

• Patrick Denoux (2008) :

– Relocation of the thought: fall in the role of the other one

– Allows to obtain an effect of a cultural transfer / confrontation

– The importance to maintain a range of readings, while facilitating the co-construction of the signification

– the multiplication of the readings by the concerned partners and the co-construction of the interpretation facilitate the understanding

SIC – IT Methodes

• Co-construction of information• Informationnal wakefulness (?)• Documentary analisis

• Construction of relationship• Co-construction of sense (include cultural transformation)

• Communication process• Accompaniment of uses (for integration and evaluation)

13

SIC – IT Tools

• Traditionnal tools:– Information construction (i.e. Pragma and Anaconda)– Interpersonal communication– Institutional communication

• Online tools:– Parternership development => Social Network (web 2.0)– Portal + Catalyse Community + Wiki + Webmapping… – Online structuration (to collect and organize data)– Online interpretation => Semantic Web (3.0)
