Summary: This project is concerned with identity management technology in the context of law enforcement and

homeland security. The demand for personal data by law enforcement agencies in the struggle against international

crime and global terrorism is greatly increasing, as is the technical means to meet this demand. At the same time

individual freedom, privacy and civil liberties have to be respected if contemporary liberal democracy is to be

preserved. The project seeks to provide legally sustainable and technologically feasible global ethical standards for

identity management technology (e.g., electronic surveillance, data-mining of personal data and profiling) and

policies in the contemporary global security context. The standards in question are to be understood as global ethical

standards potentially to be adopted not only by the US, but also by the European Union, Australasia, and all other

relevant liberal democratic states, e.g. India and Japan. The project distinguishes itself from other work in this field

by integrating the expertise of ethicists, lawyers, law enforcement personnel and computer specialists in the

development of the framework of global ethical standards. The work will be performed by a multi-disciplinary,

international team of academics and consultants, from the USA, Europe, India, Japan and Australasia.

Leaders are seen as exemplifying and guiding the climate of police organisations. This project will deliver

comprehensive, comparative, and internationally relevant empirical data on the relationship between leaders'

approach and behaviours and the achievement of outcomes in these significant, high profile public sector

organisations. On this foundation the project will make recommendations on innovative institutional design to

achieve ethical, effective and efficient policing capable of withstanding the challenges of the future. This will

increase public confidence in policing, resulting in safer communities and improved crime control. This proposal

contributes to the ARC research priority of Safeguarding Australia.
