OPENING WORSHIP

Rev Ivan Clark, Minister at Noranda, led the Opening Worship. Uniting

Aboriginal and Islander Christian Congress (Congress) WA Regional

Committee Chairperson, Des Lawson, acknowledged that we met on

Noongar Country. Joy Emmeluth read 1 Peter 3:13-22. Rev Ivan Clark

highlighted 1 Peter 3:15-16, shared part of his story and challenged members

to reflect on their stories and how they might give an account for the faith

they have.

INSTALLATION - REV LORRAINE STOKES – CHAIRPERSON OF THE

PRESBYTERY (WA)

Rev Dr Ian Tozer presented Rev Lorraine Stokes for installation as the Chairperson

of the Presbytery of Western Australia (WA). He spoke of the formation of the

Presbytery (WA) and of Rev Lorraine Stokes’ ministry since her youth and her

journey toward ordination in 2002. He noted her placements which have included

extensive engagement in rural and regional ministry in Western Australia. Rev

Stokes is currently a minister at Willetton and was appointed Chairperson-elect of

the Presbytery of Western Australia in November 2016.

The installation as Chair of the Presbytery of Western Australia was conducted by

Rev Steve Francis, outgoing Chair of the Presbytery of WA.

Rev Lorraine Stokes mentioned that many may not be familiar with a Presbytery

that was not also a Synod. She noted the learning curve ahead for both councils of

the church, emphasising the relationship-centred focus of a Presbytery.

Rev Stokes requested all to stay open to the inspiration of God, to really listen to

each other’s stories, to support, encourage and inspire each other to be the people of

God in this place.

INTRODUCTION TO THE 40TH ANNIVERSARY OF THE

UNITING CHURCH –

FIRST STORY – Rev Geoff Blyth

The third Moderator of the Synod of Western Australia, Rev Geoff Blyth,

addressed two key questions: “Why Union Happened and What it meant for

people to come in to the Uniting Church.” In referring to the High Priestly

Prayer, part of Jesus’ farewell to his remaining eleven disciples in John 17: 1-

26, Rev Blyth spoke about the union as an act of obedience to the call to unity

made by Jesus and the Holy Spirit moving among the people at the time. The

coming together of the Methodist, Presbyterian and Congregational churches

as one promoted a sense of integrity through unity and a steering away from

the sin that comes from division. It was a time of active belonging, engagement and growing a love for one another through getting to know one another.

CONSTITUTION OF THE MEETING OF PRESBYTERY

PROPOSAL 1 - BUSINESS COMMITTEE

RESOLUTION 1/2017-18

The Presbytery of Western Australia resolved by consensus to:

1. Adopt the Order of Business

2. Affirm Rev Lorraine Stokes, Rev Steve Francis, Maggie Johns and Rev Dr Ian

Tozer as the Business Committee, supported by Maree Kemp, Amanda

Badenhorst, Alice Boomer and Frances Stanley.

3. Appoint Frances Stanley as Minute Taker.

4. Appoint Cindy Gorton Screen Manager.

5. Appoint Alice Boomer as timekeeper.

6. Appoint Alice Boomer and Janine McDonald as first aiders.

7. Appoint Tom Stokes as chief scrutineer for the ballots, with Maree Kemp

assisting and administrative support in relation to the nominating

committee and ballots.

8. Appoint Rev Mark Illingworth and Rev Ruth Vertigan as Presbytery

chaplains.

9. Note that the Presbytery Standing Committee has co-opted the

following as members of this Presbytery:

appointed by bodies who are under the oversight of the Presbytery.

REPORT FROM REV STEVE FRANCIS, OUTGOING CHAIRPERSON

OF PRESBYTERY

Rev Francis reflected on his two and half years as Chairperson of the

Presbytery. He thanked the Presbytery for the great privilege it had been and

spoke of the laughter, the joy and ultimately the great blessings he had

experienced. He spoke of the missional redemptive potential God has for us;

that while affirming what had been good, it was also necessary to look

closely at what had not gone well. The Presbytery recorded with acclamation

its appreciation for Rev Francis’ service.

PRESBYTERY REPORTS

In accordance with Resolution 5/2016-17 the Presbytery received and discussed

the reports separately (Attachment 2).

1. The Secretary of the Presbytery of Western Australia

RESOLUTION 2/2017-18

The Presbytery resolved by consensus to receive the Secretary of the Presbytery (WA) Report.

Rev Steve Francis took the Chair while Rev Lorraine Stokes presented a

Report on First Third ministry.

2. First Third ministry – Rev Lorraine Stokes

Rev Stokes reported the timeline, rationale and decisions made by the

Presbytery Standing Committee (PSC), concerning the placement of Rev

Brenton Prigge, the South West First Third Specialist. She concluded that

many relevant factors, the needs of the work of First Third and those of Rev

Prigge’s family had not been made available to the PSC at the time of making

its original decision to conclude the placement. Rev Prigge and related bodies

had not been engaged in discussion about his possible termination. As a result,

the PSC rescinded all proposals surrounding Rev Prigge’s termination in

March 2017 and it was advised that he would remain in placement until, at

least, 30 November 2017 when the new model for First Third would be

presented to Presbytery.

The PSC had, as a result of this case, proposed an amendment to the Rules which

will allow it to see the Minutes of each of its committees so that the PSC is more

fully informed.

The General Secretary had also given a verbal undertaking that a consultant would

be paid to oversee the work of creating a new First Third model.

RESOLUTION 3/2017-18

The Presbytery resolved by consensus to receive the Chairperson’s report on the South West First

Third placement.

3. Pastoral Relations Committee (PRC) – Rev Trevor Waters and Rev Mark

Illingworth The following corrections were made to the report:

2.1 Rev Karama Ioapo is in placement.

2.2 Rev Brian Thorpe is not retiring on 15 August 2017.

3.2 Rev Narelle Collas is at Carramar not Beldon

The committee formally acknowledged and thanked Rev John Barendrecht

for his valued contribution and work over the years and all the committee

members for the immensely complex work they had undertaken.

RESOLUTION 4/2017-18

The Presbytery resolved by consensus to receive the Pastoral Relations Committee Report.

4. Candidates for Ministries Committee (CMC) – Rev Anne McAndrew

RESOLUTION 5/2017-18

The Presbytery resolved by consensus to receive the Candidates for Ministries Committee Report.

PROPOSAL 2, AMENDMENT BY ADDITION and AMENDED PROPOSAL

– PRESBYTERY PROPERTY COMMITTEE (PPC)

Rev Mark Illingworth, a member of the Presbytery Property Committee and

the Strategy and Mission Planning Committee, outlined the reasons behind

the proposed role and function of the Presbytery Property Committee. It was

acknowledged that, at the time of separation between the Presbytery and

Synod, the processes to manage Presbytery property responsibilities were

only partly setup. Additionally, the Presbytery Property Committee ’s

powers, under the current Rules (P3.4), were limited. Extended discussion on

the comprehensive and thorough processes adhered to by all levels and bodies

dealing with Uniting Church property were explained. The Committee

recommended the amended proposal 2 to the Presbytery.

RESOLUTION 6/2017-18

The Presbytery resolved by consensus to:

1. resume all of its powers regarding Property currently referred to the Synod, noting that this

resumption of powers will, in terms of Paragraph 70 of the Constitution and Rule P1.2.4

(Consultation with bodies affected), first require consultation with and the consent of the Synod

(and a change to the By-Laws of the Resources Commission), and requests the Synod Standing

Committee to consider this as an urgent or emergent situation in terms of By-Law S1.2.5;

2. note that the Synod Standing Committee has appointed a Working Group consisting of the

General Secretary, Chair of Presbytery, a member of the Presbytery Property Committee and the

Chair of the Strategy and Mission Planning Committee to consider the missional implications of

all properties, and requests this Working Group to consult also with the Presbytery Standing

Committee, and the Resources Commission;

3. propose to the Synod, through the Church Law Committee, that the Chair of the Presbytery

Property Committee be a member of the Resources Commission.

6. Congregational Community Services Committee (CCSC) – Rev

Apologies were received from John Talbert the Chair of the Committee and Ian

Passmore, the Presbytery consultant.

7. Rural Ministry Committee (RM) – Yuko Tonai-Moore and Rev Ruth Vertigan

8. First Third Committee (FT)– Rev Hollis Wilson and Janine McDonald

9. Multi-cultural and Cross-cultural Ministries Committee (MCM) – Rev Nalin

Perera and Rev Dr Emanuel Audisho

The Presbytery resolved by consensus to receive the Multi-cultural and Cross Cultural Ministries

Committee Report.

10. Strategy and Mission Planning Commission (SMPC) – Rev John McKane and

Rev David Kriel

The Committee thanked David Kriel for his ongoing work and Rev Don Dowling

for his contribution as a member.

The Presbytery resolved by consensus to receive the Strategy and Mission Planning Committee

PROPOSAL 4 – ST AUGUSTINE UNITING CHURCH CONGREGATION

The repeated phrase ‘on investments’ was deleted from the second line of the

proposal. After extended discussion, Rev David de Kock, General Secretary of

the Synod, agreed to ask the Resources Board to investigate further. The

Presbytery also noted an invitation from David Gray to offer additional

assistance. The proposal’s request to ‘obtain’ a higher return on investments was

replaced with the word ‘investigate.’

RESOLUTION 9/2017-18

The Presbytery resolved by consensus that the Resources Board be requested to investigate a higher

return on investments for Congregations when they have fixed deposits in the Uniting Church

Investment Fund.

PRESBYTERY REPORTS CONTINUED

11. Royal Commission – President’s Apology (Safe Church Policy)

An audio-visual recording of the Uniting Church’s Apology, delivered to the

Royal Commission into Institutional Responses to Child Sexual Abuse in

Sydney on Friday 10 March and spoken by the church’s President, Stuart

McMillan was played. Transcript (Attachment 6).

NOMINATIONS

The meeting approved the late Nomination of Rev Stephen Larkin for the

position of Chairperson, Presbytery Property Committee (Attachment 3).

Forty-nine nominations for lay persons to be members of the 2017 Synod of

Western Australia were received (Attachment 4). All were elected. It was

advised that the Presbytery Standing Committee has the authority to appoint

additional lay members.

THE 40TH ANNIVERSARY OF THE UNITING CHURCH

- SECOND STORY – ALISON XAMON

Alison Xamon, a member of Victoria Park and Districts Star Street Uniting

Church, reflected on her experience of being a very excited eight year old

witnessing the birth of a new church in June of 1977. She remembered the

great joy, colour and cause for celebration that the creation of the Uniting

Church generated. In referencing Rev Dr John Squires’ publication, ‘The

DNA of the UCA,’ Alison spoke of how much the Uniting Church was part of

her DNA; how it had informed who she was, what she stood for and why that

was important. She concluded that she believed the Uniting Church to be

more relevant than ever, in a world hungry for a church that demonstrated

compassion, acceptance and courage; a church that embraced all people. She

identified the Uniting Church as one truly driven by the love of Jesus Christ.

PROPOSAL 3 – PASTORAL RELATIONS COMMITTEE

Private Sitting – Extension of Placement – Rev Margaret Tyrer

RESOLUTION 10/2017-18

The Presbytery resolved, by the required majority in a secret ballot, to approve an extension of

placement for Rev Margaret Tyrer at Claremont (St Aidan’s) Uniting Church for a period of

five years, commencing on 1 August 2017.

13. REPORT Church Law – Paul Olney

The Church Law Report was presented by Paul Olney and amendments to

the Presbytery Rules as follows (Attachment 4). Each of the following

Rules were presented and discussed separately and the word

‘Commission’ replaced with the word ‘Committee’ in Rule P4.6 .

The Presbytery resolved by consensus to approve the following Rules:

A change of wording was suggested that acknowledged that the Presbytery

regions were not all functioning and asking the PRC to declare which

regions were and to suspend the operation of P2.3 elsewhere until

alternative arrangements had been established.

It was resolved by consensus to allow the Presbytery Standing Committee to undertake the

necessary work associated with Rules P2.3 - Regions, P4.5 – Liturgy and P3.4 – Property.

A brief biography of candidates was read out and a ballot conducted. The

THE 40TH ANNIVERSARY OF THE UNITING CHURCH

– THIRD STORY – HANAMOA VAITOGI

Mrs Vaitogi, a member of the Perth Samoan Uniting Church, shared the

experience of her community transitioning from an identity founded in the

Methodist Church of Samoa to one associated with the Uniting Church. They

greatly loved and valued the connection with their mother church and were

unsure if they would find that same level of connection and love with another

church. Over time they came to realise that it was not the name of the church

that was important but bearing the name of Jesus Christ as one people. They

expressed a deep appreciation and gratitude to Rev Dr Ian Tozer and Rev Bev

Fabb for the time they spent with them, sharing what it meant to be part of the

Uniting Church. Mrs Vaitogi, on behalf of the Perth Samoan Uniting Church,

also thanked the Moderator, Rev Steve Francis, Rev David Tressler and the St

Martin’s Forrestfield Uniting Church community for welcoming them, valuing

and appreciating what they brought to the Uniting Church.

WHY PRESBYTERY? The members broke down in to a number of small table groups to discuss

three questions associated with the topic, Why Presbytery?

1. What excites you about your congregational life at the moment?

2. What challenges do you face as a congregation?

3. How can we, as a Presbytery, encourage one another, bear one

another’s burdens, grow in our faith and urge one another to persist in

responding to Christ’s call to each one of us?

RESOLUTION 14/2017-18

The Presbytery approved by consensus the Presbytery Standing Committee Report

16. BEANANGING KWUURT INSTITUTE AND CONGRESS

The Presbytery recognized with appreciation the ministry of Rev Sealin

Garlett, acknowledged at a service in December 2016.

The Presbytery noted the report of the WA Regional Committee of the Uniting Aboriginal

and Islander Christian Congress and the Beananging Kwuurt Institute.

17. NOMINATION COMMITTEE REPORT RESOLUTION 15/2017-18

The Presbytery approved by consensus the list of Committee members as elected.

PROPOSAL 7 - GREEN CHURCH RESOLUTION 16/2017-18

The Presbytery passed by consensus to reaffirm its commitment to being a Green Church

by investing in 10 water jugs before the next meeting.

PROPOSAL 6 – NOTE OF APPRECIATION – SECRETARY

OF PRESBYTERY

RESOLUTION 16/2017-18

The Presbytery:

1. Recorded its thanks to all who serve as chairs, convenors and members of Presbytery

committees and bodies;

2. Recorded its appreciation to Rev Steve Francis for his contribution as Chairperson of the

Presbytery:

Rev Steve Francis had served as Chairperson of the Presbytery of Western Australia since September,

2014. During that time Steve had combined his roles of Moderator and Chairperson of Presbytery and

had visited, led worship and preached in many congregations across the Presbytery as well as fulfilling

with grace all of the responsibilities that come with the office of chairperson. He had done so

enthusiastically and with great dedication as he had sought to live out the theme of his Moderatorial

term: ‘Towards healing and wholeness – through faith, hope and love’. The Presbytery recorded its

most sincere appreciation for all that Steve has contributed in the role as an expression of his calling as

a Minister of the Word in the Uniting Church.

3. Records its appreciation for the work of John Talbert as Chair of the Congregational Community

Services Committee:

John Talbert had an important role in the foundation and work of FinUCAre, which was

established in 2004 in Mandurah. FinUCAare is one of the largest financial counselling services in

Western Australia. John joined the then Congregational Community Services Commission as

member in 2010 and was Chair from July 2013. He chaired the Committee from November 2016

– May 2017. The Presbytery expressed its appreciation for John’s dedication and service in those

roles.

CLOSING WORSHIP

The Commissioning of the Convenors and Chairs, Closing Reflections and

Prayer were conducted by Rev Lorraine Stokes, the Chairperson of the

Presbytery of Western Australia.

In accordance with the Rules (“P2.2.6 The Presbytery Standing Committee

shall confirm the minutes of Presbytery Meetings.”) , the Standing Committee

of the Presbytery of Western Australia confirmed these Minutes to be a true

record of the meeting held on 20 May 2017 at Noranda Uniting Church.
