Mr Benjamin Tan Ministry of Trade and Industry, Singapore Benjamin Tan is a Senior Assistant Director at the Trade Division of the Ministry of Trade and Industry (MTI) in Singapore. At MTI, Benjamin joined the International Trade Cluster starting with a focus on Trade in Goods and Standards-related issues, and moving to the APEC team in 2014. Benjamin was the Convenor of the APEC Market Access Group from 2015 to 2017. Benjamin has been actively involved in several of Singapore’s Free Trade Agreement (FTA) negotiations. These include the Comprehensive and Progressive Agreement for the Trans-Pacific Partnership (TPP), and the Regional Comprehensive Economic Partnership (RCEP). He is currently involved in FTA negotiations between Singapore and the Eurasian Economic Union and MERCOSUR. Prior to joining MTI, Benjamin was with the private sector, working in China and the Philippines.

Mr Akhmad Bayhaqi is currently a senior analyst at the APEC Policy Support Unit. He is currently
handling research projects that focus on trade facilitation, supply chain connectivity and global
supply chain.
Prior to APEC, Mr Bayhaqi was a Researcher with the Centre for Strategic and Policy Studies,
Brunei Darussalam researching on Education and Social Policy issues.
Previously, Mr Bayhaqi was a Consultant (Economist) for the World Bank Office in Jakarta dealing
with programs on public finance within the eastern Indonesia provinces under the Public
Expenditure and Capacity enHancement/Harmonization (PEACH) program.
Mr Bayhaqi has also worked at the University of Indonesia as a Researcher/Lecturer focusing
mostly on issues related to economics and public policy.

Yann Duval Chief, Trade Facilitation Unit, Trade, Investment and Innovation Division, United Nations Economic and Social Commission for Asia and the Pacific (ESCAP)
Yann Duval is Chief, Trade Facilitation Unit, Trade, Investment and Innovation Division, United Nations Economic and Social Commission for Asia and the Pacific (ESCAP). Since joining the United Nations (UN) in 2002, he has designed and delivered capacity building programmes and advisory services on trade policy and facilitation throughout the ESCAP region, including the trade facilitation segment of the Regional WTO Trade Policy Course at the National University of Singapore.
Dr. Duval has been instrumental in the creation and development of the Asia-Pacific Research and Training Network on Trade (ARTNeT), a network of leading research and academic institutions in developing countries of the region aiming at building capacity in trade and investment policy and facilitation research for evidence-based policy making. As coordinator of the ARTNeT trade facilitation research, Dr. Duval has overseen the delivery as well as directly contributed to various regional studies in this area. His recent analytical work has focused on trade facilitation and regional integration, including the development of a global bilateral trade cost database in collaboration with the World Bank.
He currently leads the activities of the United Nations Network of Experts for Paperless Trade and Transport in Asia and the Pacific (UNNExT), a community of experts dedicated to making trade more transparent and efficient through electronic exchange of information. He and his team also provide the technical and secretariat support for the Framework Agreement on Facilitation
of Cross-Border Paperless Trade in Asia and the Pacific, a new UN treaty finalized by ESCAP member States in 2016 to enable the mutual recognition of electronic trade-related data and documents among parties.
Prior to joining the United Nations, Dr. Duval was Assistant Professor of International Business and of Agricultural Economics at the Asian Institute of Technology (AIT) and Washington State University (USA), respectively. His work has been published in various academic journals, including International Tax and Public Finance and the American Journal of Agricultural Economics. He holds a Ph.D. in economics from Kansas State University, USA as well as an engineering degree from ESA Purpan, France.
