Budget 2008 - What did it say about 2011/2012?

So why are Local Authority managers talking about massive 'cuts' if spending is

staying more or less the same?

The following tables etc. are cut and pasted from actual local authority

accounts, the annotations were added by the author.

But isn't all the extra spending to bail out the banks? Isn't all the debt because of the banks?
